In the new (nineth) edition of the Informati- ve Newsletter, you will familiarize with new initiatives and projects taken over by the VET Centre and its numerous partners. Construction works on the adaptation and refurbishment of six VET schools on the North-East Montenegro, aimed at facilitating practical training, have been successfully com- pleted within Project MNE/011. VET Centre has signed Cooperation Agreement with Educa- tional Institute “Zrinski“ from Zagreb, with the aim to par- ticipate in the development and preparation of various pro- jects, activities and programmes, for the sake of developing and raising quality of life-long enterpreneurial learning. In this academic year, there are 72 established and registered training firms in 15 secondary VET schools in Montenegro. Supported by KulturKontakt Austria, the Service Centre of the Training Firms has innovated the existing website and introduced on-line registration for training firms this year, in order to provide better work and functioning of the trai- ning firms. During 2012, internal evaluation was one of the central ac- tivities of the VET Centre within the process of quality assu- rance and improvement in secondary VET schools. In cooperation with KulturKontakt Austria, the VET Centre has successfully completed the first cycle of teacher training in the field of inclusion, in secondary VET schools. e representatives of the Federation of Employers, VET Centre and Montenegrin Tourism Association have signed the Agreement on the implementation of professional prac- tice for tourism and hospitality occupations in VET, which would contribute to the quality of education. VET Centre, supported by the Ministry of Education (MoE) and dvv international, has successfully completed the pro- ject ”Lobbying in Adult Education” with the aim to raise awaireness on the significance of adult education for econo- mic and social development. INTRODUCTIONDear readers,

Centre for Vocational Education and Training (hereinaf-ter: VET Centre) has come to an end of another successful working year. International Training Firms Fair in Zagreb

� International Training Firms Fair was organised by ”Zrinski” Educational Group in Zagreb on 15 November 2012. Training firms from Croatia, Fin-land, Italy, Hungary, Slovenia, Austria and Monte-negro participated at the Fair, which was held in the premises of Zrinski Educational Group. Five Montenegrin TFs from Podgorica, Nikšić, Bud-va and Herceg Novi have presented their servic-es and products. Students from “Royal Cosmet-ics” TF from VET School “Ivan Goran Kovačić“ won the first place in category of the best business operation, while the students from “Honey Bee“ TF from Secondary Economic School “Mirko Vešović“ won the first place award for the best stand and firm presentation. The participation of representatives from Montenegro was organised with the support from Montenegrin Service Cen-tre of Training Firms, and financially supported by KulturKontakt Austria. Besides the pupils and firm leading teachers, Montenegrin delegation in-volved S.Obradović, Montenegrin Training Firms Service Centre coordinator, M.Dragićević, head-master of MS “Ivan Goran Kovačić“ from Her-ceg Novi and B.Đukić, headmaster of ES “Mirko Vešović“ from Podgorica.

Enterpreneurship teacher training �Within the ”Young enterpreneurs” programme, VET Centre organised the first training module for teachers in the area of Enterpreneurship, on 5-6 October 2012 in its own premises. Second-

ary VET teachers from central and south regions of Montenegro attended this training, where the lecturers were R. Drobnjak, teaching associate at the Faculty of Economics in Podgorica, and V. Bošković, director of Business Incubator of Pod-gorica. The participating teachers were introduced to the concept od business ideas, techniques for their finding, business plan structure, as well as with methods for the implementation of the En-terpreneurship curriculum. This training was or-ganised by S.Obradović and S.Brkanović, VET Centre advisors.

2nd and 3rd training modules for teachers of theoretical subjects and practical training in the occupational field of Agriculture, nutrition and veterinary science

� VET Centre, in cooperation with MNE/011 Proj-ect, has been organising five teacher training modules, aimed at both theoretical and practical subject teachers in the fields of agriculture, nutri-tion and veterinary science. The second and third training modules took place in October 2012. The second module was conducted on 4-6 October in Bijelo Polje. The seminar topic was “Planning the activity-oriented teaching”, and it was carried out by trainers D.Kostović from MS “Danilo Kiš” from Budva, and I. Marković from VET school “Sergije Stanić” from Podgorica.

�The third module was conducted on 15-19 Oc-tober, in the form of a study visit to Ptuj School

Centre in Slovenia. Except for Ptuj, the partici-pants have visited VET Centre in Ljubljana, as well as one of the secondary VET schools, where they were introduced to the promotional strategies cre-ated in order to increase the number of pupils en-rolled in agricultural curricula, ways of curricu-lum implementation based on learning outcomes in Slovenia, ways of implementation of active teaching in this country, etc. Participants of this module were 13 teachers from six schools from the North-East region of Montenegro which de-liver agricultural curricula, MNE/011 Project rep-resentatives A.Čekić and A.Luković, as well as the VET Centre representative D.Pejović.

4th Andragogical Seminar for the Northeastern and Northwestern region teaching staff

�The fourth andragogical seminar “Evaluation and self-evaluation in adult education“ was organised during October 2012 for the teaching staff from Northwestern and Northeastern regions. Two sep-arate seminars were organised in “Residence“ ho-tel in Miločer, the first one on 9-10 October for 20 participants from Northeast, and the second one on 12-13 October 2012 for 18 participants from Northwestern region. The following topics have been covered during the seminars: “Assessment and evaluation in adult edication process, types and phases of evaluation, ways of assessment and instruments to be used within the assessment pro-cess“, “Self-evaluation in adult education, its sig-nificance, meaning, instruments and basic mech-anisms, and its connection to other forms of

assessment“. On the second day of seminar, par-ticipants presented their final papers, in which they outlined their own training programmes in accordance to all elements of the training con-ducted during the previous seminars.

ICT training for Training Firms teachers

� In the period 11-13 October 2012, the first mod-ule of ICT training for teachers in charge of Train-ing Firms subject was held in the premises of Secondary Electrical Engineering School “Vaso Aligrudić” in Podgorica. Sixteen teachers from six various secondary VET schools attended this training course. The second module was organ-ised on 29 November- 1 December 2012 in the Training Centre of Secondary VET School “Ivan Uskoković” in Podgorica. These trainings have been organised by KulturKontakt Austria and Montenegrin Service Centre of Training Firms, and led by D.Stanić, ICT adviser in VET Centre.

Inclusive education in VET schools – 4th module

�Within the period 25-27 October 2012, the fourth and final module within the first round of teach-er training for inclusion implementation in sec-ondary VET schools were organised by the VET Centre and KulturKontakt Austria in the Minis-try of Education in Podgorica. Participants had a chance to hear Austrian experiences on the topic “Teaching and assessment oriented towards com-petencies and learning outcomes“. V. Mitrović-

Radošević from the VET Centre presented vo-cational qualifications concerning agricultural technicians, which are currently being developed and adopted, and will be the future foundation for the recognition of partial qualifications. Also, ad-ditional training for writing Individual Curricu-la was undertaken following the participants’ re-quest. Further activities of the Project will include commencing the work on drafting teacher manu-als, training of trainers and training a new group of teachers.

”Formal Correspondence in English Language” seminar

�Ministry of Foreign Affairs and European Inte-gration of Montenegro, in cooperation with Brit-ish Council, has started the implementation of the ”Preaccession” project, which includes the or-ganisation of six seminars for government bod-ies’ employees who are engaged in the European integration process and have a good command of English language. The main goal of this project is developing skills and techniques necessary for communicating with the European Union institu-tions in the domains of written communication, oral presentations, participating in the EU work-ing groups meetings, formal negotiating, partici-pating at conferences and debates, and PR skills. In this regard, the first seminar entitled ”Formal Correspondence in English Language” took place on 12-15 November 2012. The VET Centre was represented by R. Kosović and I. Mihailović.

Support for the Continuing Professional Development (CPD) on School Level model implementation in vocational education

� On 14 November 2012, the programme of pro-fessional teacher development „Mentoring Intern Teachers” was organised by the Bureau for Educa-tion Services (BES) for CPD on School Level coor-dinators for secondary VET schools and resource centres. Considering the fact that the coordinators have expressed great interest for this training pro-gramme, the turnout was good as expected, and VET Centre was represented by J.Radunović. The implementation of this programme was a further support for implementing the CPD on School Level model in vocational education, considering the fact that mentorship is one of the forms of pro-fessional development.

“Accession of Western Balkans Countries to the European Union: New Challenges for Adult Education“

�The Seminar entitled “Accession of Western Bal-kans Countries to the European Union: New Challenges for Adult Education“ was organised on 4-11 November 2012 in Bad Urach, Germa-ny by dvv international. This seminar was at-tended by the following Montenegrin delegation: M. Vukašinović and M. Mitrović from MoE, N.

Šekarić, D. Stanić and Ž. Raičević form the VET Centre, D. Miranović, headmaster of Secondary School of Civil Engineering and Geodesy “Ing. Mirko Radević” from Podgorica, and V. Pićurić, headmaster of Secondary Electrical Engineer-ing School “Vaso Aligrudić”, also from Podgori-ca. The challenges expecting Montenegro during the accession negotiations call for strengthening resources for membership. Considerable efforts are necessary in all fields of education in order to sucessfully transfer the knowledge about the Eu-ropean Union and the possibilities that it provides. The seminar offered a full review of perspectives and concrete knowledge about the very function-ing of the EU and its political system and support. Our delegation visited the Council of Europe and European Parliament in Strasbourg and was intro-duced to their functioning process. Besides that, they visited the University of Tübingen, as well as an andragogical school in that city.

Teacher training in communication skills and marketing

�Montenegrin Training Firms Service Centre and KulturKontakt Austria organised a seminar for 16 teachers from secondary VET schools who teach the Training Firms subject, held on 8-9 November 2012 in the VET Centre. Main topics that the sem-inar focused on were communication and presen-tation skills and marketing, and lecturers were the teaching associates from the University of Donja Gorica.

Cooperation Agreement signed by the VET Centre and Zrinski Educational Group

� International Week of Pre-school and School Edu-cation was organised in Zagreb on 12-15 Novem-ber 2012 by Zrinski Educational Group, within which VET Centre and Zrinski Educational Group signed Cooperation Agreement in the field of en-terpreneurial learning. On behalf of Zrinski Edu-cational Group the agreement was signed by the school headmaster Vitomir Tafra, while director Duško Rajković signed it on behalf of VET Centre.

� Subject of the agreement is an educational, scien-tific, professional and technical cooperation be-tween the two institutions, with the goal of joint participation in creating and preparing vari-ous projects, actions and programmes, all in or-der to develop and raise the quality of life-long enterpreneurial education. The contracting par-ties will particularly encourage direct cooperation betweeen educational institutions, student train-ing firms, student and teacher mobility, as well as exchanging experiences about enterpreneurial learning in secondary vocational education, and also organising student training firm fairs. Ms Ana Zeković, first secretary of Montenegrin am-bassador in Croatia, also attended the agreement signing. On 26 November 2012, Secondary Eco-nomic School ”Mirko Vešović” from Podgorica also signed Cooperation agreement with Zrinski Educational Group.

Second module for Enterpreneurship teachers

�Within the “Youth Enterpreneurs“ programme, VET Centre organised the second training module for enterpreneurship teachers on 15-18 November in “Bianca“ hotel in Kolašin, in cooperation with MNE/011 Project. Teachers from secondary VET schools from the North of Montenegro attended this training, and the lecturers were trainers from Zrinski Educational Group from Zagreb, M. Ferk, V.Tafra and Z.Tkalec. The participants represent-ed the business plans they had to complete as an assignment, and were introduced to the evalua-tion methods for this subject, types and founda-tion of companies, creating visual identity and ways of company promotion. The training was or-ganised by S.Obradović and S.Brkanović on be-half of the VET Centre, and Lj.Pejović represent-ing MNE/011 Project.

Seminar on presentation of Torino Process results in Montenegro for 2012

� European Training Foundation (ETF), in cooper-ation with VET Centre, organised a seminar on 21 November 2012 in order to present the results of Torino Process in Montenegro for 2012. Compe-tent authorities in Montenegro have, during this year, with ETF assistance, conducted the review and analysis of internal and external efficiency of national VET system, by collecting and analys-ing evidence on key policy objectives, trends, con-

straints and challenges. The result of that review is a participatory process which leads to evidence-based analysis of the VET policy. Main goals of this seminar were: to present findings of the Re-port made for 2012 within the Torino Process – its information and evidence, including shortcom-ings; to facilitate the discussion between differ-ent stakeholders in order to explore those find-ings and point out possible further developments and subsequent steps; and also to initiate a dis-cussion on how this evidenence can affect the key policy making in VET sector. The seminar was at-tended by representatives from: Ministry of Edu-cation, the VET Centre, Ministry of Labour and Social Welfare, Employers’ Federation, Chamber of Economy, Chamber of Trade, the Institute for Strategic Studies and Prognosis, international or-ganisations, European Commission, Forum MNE and secondary VET schools.

EU project writing training �Within the Andragogical Autumn 2012, Adult Education Society of Serbia organised a training for the preparation of projects financed by the Eu-ropean Union funds, held in Belgrade on 27 No-vember-1 December 2012. The training was most-ly focused on Grundtvig programme for lifelong learning, and the lecturer was dr Karlheinz Du-err, Grundtvig programme project evaluator. VET Centre was represented by I.Mihailović.

Round table “New Concept of Literacy – literacy as the foundation for lifelong learning”

� On 10 September 2012, within the project of Cel-ebrating International Literacy Day, round table entitled “New Concept of Literacy – literacy as the foundation for lifelong learning” took place in Podgorica. The round table was organised by the VET Centre, with support from dvv international. The participants were: the representatives of MoE, Ministry of Labour and Social Welfare, Examina-tion Centre of Montenegro, BES, the VET Cen-tre, Chamber of Economy of Montenegro, Bureau for Statistics, “Mediteran“ University, Human Re-sources Administration, and School for Elemen-tary Adult Education from Podgorica. The round table was led by professor Šefika Alibabić from Belgrade Faculty of Philosophy. The main goal of this round table was to point out the new literacy concept – functional literacy, and to recognise the significance of literacy in the context of lifelong education and learning.

Regional Conference ”Lifelong learning and informal adult education in Southeast Europe“

� From 3 until 6 October, a regional conference en-titled ”Lifelong learning and informal adult educa-tion in Southeast Europe“ took place in Sarajevo. Regional conference participants from Montene-gro were: Ć.Fetahović from MoE, T.Vujošević from the Examination Centre, Lj.Garić and Ž.Raičević from the VET Centre, O.Pavićević from Police

Academy, and I.Martinović from adult education organisation ”Don Bosko”. At the beginning of the conference, participants were addressed by the or-ganisers, representatives of dvv international and Regional Cooperation Council. Afterwards, ”gal-lery walk” and ”word cafe” activities were organ-ised, during which participating countries pre-sented their lifelong learning and adult education systems. Also, working group sessions were organ-ised, discussiing following topics: ”Quality stan-dards for adult education providers in the region”, ”Teaching staff quality – trainers’ training on a re-gional level, licensing, professional development”, ”Inclusion and participation of marginal groups in adult education”, ”European and international standards and their implementation in the region”, and ”Role of social partners and regional coopera-tion in adult education”. During the final conclu-sions, significance of developing regional cooper-ation and using good practices in the area of adult education were particularly emphasized.

Regional enterpreneurial education summit

� On 23 October 2012, the “Regional Summit on Enterpreneurial education“ took place in Zagreb, during which the Charter on Enterpreneurial Ed-ucation was presented to ministers from eight South East European countries, including Turkey, or their representatives in the field of economy and education, which is to be signed in the forth-coming period. By signing this Charter, the partic-ipating countries will confirm their full support to developing lifelong learning in the field of enter-preneurship as a key competence, and strengthen-

ing enterpreneurial spirit as the priorities of their development policies, as well as readiness for the continuation of mutual cooperation. The summit’s main goal was further development of structured regional cooperation in the area of strengthen-ing human resources, as the key factor of sustain-able growth and development with competitive small and medium enterprises and increased em-ployability. The regional summit was organised by Croatian Ministry of Enterpreneurship and Crafts, and South East European Centre for En-terpreneurial Learn (SEECEL), with support from the Ministry of Science, Education and Sports, and the European Commission. Except ministers and their representatives, the summit also gath-ered presidents of business communities (busi-ness chambers, employers’ unions, etc.), from the following countries: Albania, Bosnia and Herze-govina, Croatia, Kosovo, Montenegro, Serbia, FYR Macedonia and Turkey. Members of Montenegrin delegation were S. Brkanović and S.Obradović as representatives of MoE, and M.Iličković from the Directorate for SMEs of Montenegro.

Lifelong Learning Days in Macedonia

�Within the ”Lifelong Learning Days” event held in Macedonia on 31 October, a conference dedicat-ed to adult education took place, where VET Cen-tre was represented by Lj. Garić and V.Koprivica. Lj. Garić had a presentation on the subject of ”Recognition of non-formal adult education”, in which she presented legal documents which reg-ulate non-formal adult education in Montenegro, and the activities being initiated in order to create the conditions for the recognition of non-formal-

ly and informally acquired skills of trainees. The VET Centre representatives actively took part in workshops organised on topics ”Financing adult education” and ”Recognition of non-formal adult education”.

EfVET Annual Conference

� Annual conference of European forum for Voca-tional Education and Training (EfVET) was held on 24-27 October in Balearic Islands, Spain. This conference gathered representatives of VET in-stitutions from many European countries, giving them a chance to discuss key challenges they are facing in the area of VET in Europe, and also to share experiences and establish new trans-nation-al partnerships with a goal of introducing innova-tions into vocational educational system in accor-dance with EU lifelong learning programme. In July this year, VET Centre became a fully-fledged member of EfVET, which will provide numer-ous oportunities for designing and implementing projects which are to be financed from the new “Erasmus for All 2014-2020“ programme funds. At this conference, VET Centre was represented by director Duško Rajković, Rajko Kosović and Ivana Mihailović.

Professional training of people with acquired higher education

� On 14 September 2012 a round table on „Profes-sional training of persons with acquired higher education“ took place in the Chamber of Econo-my of Montenegro, which gathered a number of employers interested in implementing this pro-

gamme. After a short presentation of the Law on Professional Training of Persons with Acquired Higher Education, the method of application was outlined for both employers and candidates. Em-ployers interested in this type of training were obliged to apply at the goverment’s web portal www.euprava.me from 15 September to 15 Octo-ber 2012, where they had to indicate which study programme and type of degree (Bachelor’s or Specialist) they require. Based on these requests, bachelor and specialist studies graduates who are registered with the Employment Agency of Mon-tenegro had the right to apply from 15 October 2012. All contracts were planned to be signed by 15 January 2013. The training will last for 9 months, and will be regarded as a work experience in du-ration of 12 months for all the candidates, and as a condition for undertaking the professional exam with acquired higher education. For this train-ing programme, government has provided a bud-get from which the trainees will be paid monthly 50% of the average net wage in the country. How-ever, this training does not imply conclusion of a contract of employment or right to pension insur-ance. Instead, trainees will be given professional training contracts. After the completion of train-ing, people who have successfully completed the programme will be given a certificate of training completion, which will further be used as a proof for the recognition of completed internship. VET Centre was also represented at this round table, by N. Šekarić and Lj. Garić.

Framework for Continuing Professional Development of Teachers

� On 14 November 2012, at the initiative of British Council and BES, the first meeting of the working group for adjustment of Framework for Continu-ing professional development of British Council English language teachers to all teachers in Mon-tenegro took place. This framework represents the phases through which teachers can advance from beginner up to the expert level. Framework will be adjusted to the existing model of professional de-velopment at the school level, wherein previously introduced procedures will be applied. The activi-

ties of this working group, comprised of BES rep-resentatives, pre-school and elementary education and VET Centre (J. Radunović), have been sup-ported by British Council executive director, V. Madžgalj.

Cluster of Knowledge meeting: Improving the performance, quality and attractiveness of vocational education in South-East Europe countries

� From 5 to 7 November 2012 in Vienna, KulturKon-takt Austria, in cooperation with ERI SEE, organ-ised the Cluster of knowledge meeting in area of VET and a regional workshop titled “Development of Quality in Vocational Education“.

�Many representatives from relevant educational and VET institutions from Austria, Albania, Bos-nia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Serbia, and Montenegro, as well as ETF representatives attended this meeting. At the meeting the Compendium of examples of good practice in the countries participating in the Cluster was discussed, and the ETF representative introduced the participants to the main character-istics of the Torino process. Besides the VET Clus-ter of knowledge, the meeting was also attended by the representatives of Evidence-Based Policy Mak-ing Cluster, which is led by Serbia. The possibilities of joint activities between those two clusters were discussed, and the fields of activity of common in-terest for all the participating countries were iden-tified. VET Centre was represented by the director, Duško Rajković and I.Mihailović, advisor for in-ternational cooperation and public relations.

Study visit to Brussels �The study visit to Brussels was organised on 3-7 September 2012. The main goal of this visit was introducing participants with ways of includ-ing employers into the development of qualifica-tions and appropriate levels, through accredita-tion acquirement process, external checks with the qualification acquiring employers, and quali-ty ensuring procedures. The visit was considered significant for the participants, providing them a chance to get introduced to the non-formally ac-quired knowledge verification procedures neces-sary in order to start the implementation of Law on national vocational qualifications, as well as the activities for establishing and developing nation-al qualifications framework and the role of rele-vant institutions, social partnership institutions and employers in that process. Montenegrin dele-gation representatives were: Ć.Fetahović from the MoE, Lj.Garić from the VET Centre, and S.Šćekić from ”Double L” School of Foreign Lanuages.

IPA programme of cross-border cooperation between Albania and Montenegro

�Third invitation for IPA programme of cross-bor-der cooperation between Albania and Montenegro was announced in September and was open until the end of December. In that regard, Mutual Tech-nical Secreteriat “Skadar“, with support from Mon-tenegrin Ministry of Foreign Affairs and European Integrations and Albanian Ministry of Integrations, organised an informative meeting about the Third project invitation on 2 October 2012 in Podgorica. Instructions for applicants, application form, log-frame and budget, as well as the instructions for fulfilling necessary documents were all presented at this informative meeting. One of the participants of Project Writing Training within MNE/011 Project, J.Radunović, represented the VET Centre at this meeting in order to gather necessary information.

”Lobbying in Adult Education“ Project

� VET Centre has implemented the project “Lob-bying in Adult Education“, with support from the

MoE. This project was implemented during Oc-tober and November 2012, and was financed by dvv international. Its main goal was raising aware-ness about significance of adult education for eco-nomic and social development through organis-ing a number of round tables with key institutions and organisations in the field of adult education, and a promotional campaign. Main lobbying cam-paign message was “Use adult education potential for personal, social and economic development“. Round tables have been organised including so-cial partnership institutions and employers, rep-resentatives of line ministries, local authorities’ representatives, members of Social Council of Montenegro, and members of National Council for Sustainable Development of Montenegro.

New website of the Service Centre for Training Firms

� Service Centre has constructed and published a new, visually and organisationally modernised website at the same web address www.serviscen-tarpzv.me, financially supported by KulturKontakt Austria and made at a very high quality level, en-abling online registration of all training firms and automatic sending of registration confirmations, as well as the existence of a complete online database, making the functioning much easier. The web-site was developed by programmers M.Drašković from VET School Nikšić, and G.Gošović from the Ministry of Foreign Affairs, according to the in-structions given by Service Centre coordinators S.Brkanović and S.Obradović. Training firms reg-istration lasted from 8 to 31 October 2012, result-ing in total of 72 registered firms. With assistance

School restaurant in Mojkovac opened

� At the opening ceremony on 7 October 2012, a school restaurant was put into work within MS ”Vuksan Đukić”, which is to be used primarily for training of chefs and waiters who are being trained in this educational institution. The adaptation of premises and procurement of equipment were fi-nanced by the Luxembourg government within the project MNE/011 ”Strenghtening Vocational Training in North West Montenegro”, which is be-ing implemented in cooperation with MoE.

Cabinet of practical training equipped in VET school in Bijelo Polje

�The ground floor of VET School in Bijelo Polje has been adapted to address the needs of practi-cal training in fields of tourism and hospitality. In these premises a school restaurant and kitchen with contemporary equipment have been created, and the cabinet for concierge and agency business has been equipped. Within the project MNE/011, within which 4.28 million € have been allocat-ed, schools in Mojkovac, Berane, Plav, Andri-jevica and Rožaje have also been renovated. Proj-ect MNE/011 leader Mrs Oana Vodita and VET Centre director Mr Duško Rajković attended the opening ceremony.

IV Andragogical Regional Academy (ARA)

� IV Andragogical Regional Academy took place in Belgrade on 18-20 October 2012. The main academy subject was ”Education of the Elderly”. Academy participants from Montenegro includ-ed: Ć.Fetahović from MoE, Lj.Garić from the VET Centre and K.Todorović from ”Sergije Stanić” VET school, within which ”Milun Božović” Cen-tre for Adult Education operates. During the academy, the following subjects were covered: ”Prejudice and facts about aging and old age”, ”Ed-ucation of the elderly – current state and perspec-tives”, ”Goals and functions of the education of el-derly”, ”Socio-psychological characteristics of the elderly and characteristics of didactic-methodical approaches in the education of elderly”, ”Educa-tional needs of the elderly and education content”, ”Communication, counseling and assisting skills in education of elderly”, ”Different roles in elderly education”,and ”Planning educational work with elderly persons”. A visit to an institution providing this type of education was arranged for the acad-emy participants.

Youth for Green Montenegro � Forum MNE (Forum of Youth and Non-formal Education) is implementing the project ”Youth for Green Montenegro”, with support from Rock-efeller Brothers fund, and in partnership with the Department for Support to National Council for Sustainable Development of Ministry of Sustain-able Development and Tourism, public company ”Zelenilo” from Podgorica, and VET Centre. eral project goals are: contribution to a partici-patory and inclusive approach to designing and implementation of the strategy for sustainable de-velopment, and support for education reform in order to include sustainable development concept and practice as a part of the curriculum. This proj-ect includes donation of seedings from citizens, as well as from all interested institutions and organi-sations. During 2013 a few more similar actions on the territory of Montenegro are planned.

Active youth for active communities � Forum MNE, in partnership with the Centre for Youth Work from Serbia, is implementing the ”Active youth for active communities” project. The project is supported by the European Union through its delegations in both Montenegro and Serbia, within the Component 2 of the Pre-acces-sion Instrument, as a part of the ”Cross Border Cooperation Programme Serbia – Montenegro”. Apart from the Centre for Youth Work, pro-gramme partners also include the VET Centre and ”Urban In” association from Serbia. Project activi-ties are primarily related to the Sandžak region – municipalities of Berane, Plav, Rožaje, Prijepolje, Sjenica and Novi Pazar, and will cover a 12 month period. The main project goal is human rights protection in Sandžak through capacity build-ing and networking among formal and informal youth groups in the fields of youth activism, hu-man rights protection and fostering multicultur-alism and diversity in communities. Implemen-tation of these project activities will contribute to democratisation processes in both countries in the field of youth activism. Project plans on building capacities of youth in Rožaje, Plav, Berane, Novi

Pazar, Prijepolje and Sjenica through training on the following subjects: multiculturalism and inter-culturalism, community development and youth activism. At the end of the project a handbook with practical examples and ideas in the field of youth activism is planned to be published.

”Frame Skills for Future” project

�The European Commission has awarded Euro-pean Training Foundation (ETF) with a ”Frame Skills for Future” regional project in the field of human resources development, which is to be fi-nanced within IPA 2013. This project was present-ed to the VET Centre and MoE on 22 November 2012. The project’s goal is to offer methodologi-cal tools which will assist in developing policies in the field of human resources development. Within this project, EU candidate countries will be assist-ed to define their visions in regard to skills neces-sary in a broader context of human resources de-velopment in the 2014-2020 period, and also to develop a monitoring system for progress evalu-ation in this field. The project implementation is planned to be carried out in two phases, lasting until June 2014.

Better practice for tourism and hospitality students

� Representatives of the Federation of Employ-ers of Montenegro, VET Centre, and Montene-grin Tourism Association (CTU) have signed an Agreement on the implementation of professional practice for tourism and hospitality of VET school students, which should contribute to an improved quality of education. The agreement, signed by

the president of the Federation, P.Mitrović, CTU president Ž.Radulović and VET Centre director D.Rajković, defines the commitment to achiev-ing a higher level of organisation and quality of professional student practice, through strengthen-ing cooperation between the schools and employ-ers. A more active employers’ role in the process of professional practice implementation for pupils has also been established by this document. At the meeting, Mr Mitrović and Mr Radulović have an-nounced their readiness to support further VET Centre activities, in order to popularise tourism professions and achieve distinguished results in professional practice of pupils as early as during the next season.

Internal school evaluation reports �Through internal school evaluation it is essential to promote the significance of systematical moni-toring and quality analysing in order to ensure its succesful functioning. The quality system should be based on the following values: teamwork, pu-pil equality, open and fair communication, avail-ability of information, focusing on processes etc. In addition to this, it should be based on a clearly defined purpose, a motivating mission and vision of development.

� According to the law, schools were obliged to sub-mit Internal Evaluation Reports by August 2012. The following eleven schools have duly submitted the report: Resource Centre for Education and Re-habilitation of people with hearing and speaking disabilities – Kotor; VET school ”Ivan Uskoković“ – Podgorica; ME ”Bratstvo-jedinstvo“ - Ulcinj; ME ”Ivan Goran Kovačić“ - Herceg Novi; Educa-tional Centre - Plužine; Gymnasium - Kotor; ME ”Mladost“ - Tivat; VET school ”Sergije Stanić“ - Podgorica; Agricultural secondary school - Bar; VET school „Vukadin Vukadinović“ - Berane and Secondary Economic and Hospitality school - Bar. “Evaluation of Educational Reform in Montenegro“

� “Evaluation of Educational Reform in Montene-gro 2010-2011“ project presentation was held on

30 October 2012 in the MoE. Ž.Raičević from the Evaluation department represented the VET Cen-tre at this event. Within this project, a publica-tion integrating the research process results has been completed. The project implementation has been organised by: Open Society Institute foun-dation, Forum MNE, NGO “Parents’ Association“ and NGO “Pedagogical Centre“, and with support from Open Society Foundation network, and in continuing cooperation with the MoE, BES, Ex-amination Centre and Bureau for Textbooks and Teaching Aids. Main goal of the research process was to provide educational policy creators and other interested parties with relevant information about the extent and methods of key operative re-form goals implementation, as well as initiating critical and constructive debates about the main aspects of the reform process, in order to ensure high quality education for every child and young adult in Montenegro. The research comprised 25 elementary and 17 secondary schools. During this process, reseachers have attended a total of 152 classes, individually interviewed school teachers and employees in system institutions, organised focus groups including teachers and parents, con-ducted surveys including pupils, parents and cit-izens, analyzed 77 textbooks, 33 workbooks and 56 school curricula. The evidence points that the assesment of education quality in Montenegro is relatively high, and a positive attitude towards the educational reform is dominant. However, the as-sessment of implementation levels of individual reform goals is somewhat lower.

Presentation of the draft Regula-tion on improvement of external knowledge evaluation for pupils with special educational needs

�Within the Component III of the IPA “Inclusive Education services“ project, a meeting was held on 21 September 2012 at the MoE. The Delega-tion of the European Union to Montenegro also attended this meeting. During the meeting, a draft concept of the Regulation on improvement of ex-ternal knowledge evaluation for pupils with spe-cial educational needs has been presented. The instruction contains the main types of special ed-

ucational needs and mechanisms for exam adjust-ment to the characteristics of pupils with special needs. VET Centre representative Ž.Raičević at-tended this meeting.

Exam for curriculum: Cosmeti-cians for facial and body care and Wellness&Spa therapists

� Based on the curriculum for training of Cosme-ticians for facial and body care, and the training programme for Wellness&Spa therapists, an exam for five candidates who had completed appropri-

ate training programmes was organised in the premises of “Estebel“ Institute on 24 September 2012. S. Bubanja was chief examiner and training implementer, and the exam was supervised by the following commision: Z.Ivanović, licensed Exami-nation Centre examiner, Z.Minić from the Exami-nation Centre, and Ž.Raičević from the VET Cen-tre. In accordance with the Programme, exams were conducted in two parts: written – test (basic level for facial and body care, and supplementary lever for wellness/spa) and practical work with ex-planation. All candidates have sucessfully passed the exam.

Getting to knowSecondary Economic and Hospitality School - Bar

� Secondary Economic and Hospitality School was founded on 15 August 2003. Since academic year 2003/2004 this school has been operating as a sep-arate legal entity, performing its educatonal mis-sion in a school building previously used solely by “Niko Rolović“ gymnasium.

�This school has been accredited for two fields of work: Economy, law and administration, and Commerce, hospitality and tourism. Within the school, pupils are being educated for the following proffesions; economic technician, legal-admin-istrative technician, tourism technician, catering technician, culinary technicican, sales tecnician, waiter and chef.

� Practical teaching equipment for waiters, cooks and training firms have been donated to the

school by KulturKontakt Austria, while the MoE and school itself invested considerable funds in the reconstruction process. During all these years the school has been involved in a number of inter-national projects: ECO NET, TOUR. REG, ACES, and MARINANDO.

�Through a number of seminars and other forms of professional training, teachers have acquired nec-essary experience needed for implementing theo-retical and practical training, as well as using the equipment for its implementation.

� A high quality of work and a good enrollment pol-icy have caused an increase of pupil interest for enrolling in certain attractive study programmes, constantly increasing its number of pupils from 320 in 2003, up to 850 during the current academ-ic year.

� In this academic year, 850 full-time pupils have been enrolled in 27 classes, 22 of which attend-ing four-year courses, and the remaining 5 being three-year courses. The teaching process is being conducted by 52 teachers, who are being assisted by 5 trainees this year, making up to a collective of 57 school employees. This makes Economic and Hospitality School in Bar the largest and the most attractive, according to the interest from pupils, parents, employers and social partners.

�The school strives to constantly monitor the chang-es in education in the region, as well as the trends in fields of business administration, trade and en-terpreneurship, respecting existing legal regula-tions, universal educational standards and market

demands. During this year, the concept of social-ly responsible behaviour is becoming an integral part of strategic planning and everyday manag-ing of the school, because it is understood to be a significant mechanism for increasing the school reputation. The school cooperates with all univer-sities in Montenegro, with an exceptional cooper-ation with the Faculty of Economics, University of Donja Gorica and “Mediteran“ University.

� A volunteer and debate club have been founded in the school, providing pupils with the possibility of participating in various events and competitions. Also, within the “Maslinijada 2012” project, the school was represented with a stand, while with-in the “Marinando 2012” project, school volun-teers have visited “Mladost” home for abandoned children in Bijela. Besides that, within the inter-national partner project “Missing opportunities”, awarded at this year’s ASEC contest, this school took part in International Theatre Festival. The performance entitled “Once upon the time there was a sea...” recieved an award from the youth jury. “ET drama studio Entuzijasti” also presented their play “Long Road to Europe” at the festivals in Bijelo Polje and Bar, achieving outstanding results.

Secondary Mixed School “Mladost“ Tivat

� Secondary Mixed School “Mladost“ has a long tradition of youth education, dating back to 1921. During its existence it has successfully adapted to trends and requirements, changing its name and area of work several times, educating professionals for the needs of industry and crafts. Nowadays the school educates pupils in four occupational fields: Mechanical Engineering and Metal Processing, Electrical Engineering, Economics and Gymna-sium. Gymasium has 8 classes, while the VET courses comprise 13 school classes. The follow-ing working profiles have been delivered in this school: marketing and trade technician in Eco-nomics, mechatronic tecnician and fitter of heat-

ing and air-conditioning devices in Mechanical Engineering, and electronics electrician in Elec-trical Engineering.

�The school has 620 enrolled pupils and it is a unique technical school in the South region of Montenegro, educating pupils for educational profiles in electrical and mechanical engineering. Thanks to well equipped classrooms and contem-porary workshops, both theorectical and practi-cal training are conducted at a high quality level, which is substantiated by exceptional pupil results and successes. A part of the practical teaching, as well as the professional practice are being carried out in cooperation with employers, which helps the pupils improve their knowledges and skills.

� Pupils are included in a number of activities where they develop their talent and creativity though work in sections and workshops in cooperation with NGOs dealing with youth issues, includ-ing participation in projects such as “Youth In-ventors“, Training firms, Eco reporters, etc. Pu-pils also have their own radio programme „Teen Code“, edit the school magazine “Mladost“, take part in a number of public and school events (cos-tume balls, karaoke, poetry presentations, dance events etc.) MS “Mladost“ established a coopera-tion with other schools across the region and Eu-rope, which provides teachers with an opportuni-ty to exchange experiences and work methods, as well as the examples of good practice.
