ORGANIZATION OF COMPETITIONS The International Council of Amateur Sport ICAS, together with the Government of Wenzhou City, Zhejiang Province, People's Republic of China, with the support of the General Administration of Sport of the People's Republic of China, conduct the INTERNATIONAL AMATEUR ICAS SPORT GAMES «ONE BELT- ONE ROAD» OCTOBER 13 – 19 2019, WENZHOU, CHINA. We are waiting for more than 1000 participants and guests of the Games, who will serve to develop the international amateur sports movement, strengthen friendly ties between Russia and China and other countries whose representatives will participate in the Games. We are waiting for amateur athletes from many countries: Russia, China, Belarus, Kazakhstan, the Baltic countries, South Korea, Australia, India, Singapore, Germany, the Czech Republic, France, Italy, Peru, Ecuador and other countries. Preparations for the Games began in January 2018. To date, we have chosen sports, venues and facilities where the Games will be held, developed and approved the regulations of the competition. The Organizing Committee of the Games (OCG) BRIAG 2019 includes representatives of the ICAS, the Wenzhou City Administration, sports federations and organizations participating in the Games. In May 2018 in Turkey, Antalya ICAS held the first Eurasian Amateur Games - more than 1000 athletes and guests. Multi-sports Games BRIAG 2019 will be held as a large International Festival of Sport and Culture. We will hold a festive Games Opening and Closing Ceremonies, a Big Gala Concert with the participation of artists from Russia and China, excursions to places of interest in Zhejiang Province, including the cities of Shanghai and Hangzhou, an entertaining evening of the Open Air Cocktail Beach Party.

SPORTS The Organizing Committee of the Games (OCG) approved the following sports, the competitions for which were included in the BRIAG 2019 program:

FOOTBALL. Futsal. Football in the hall on the parquet flooring. Indoor football field with stands for 2000 people in the Olympic Sports Center in Wenzhou.

Football Swimming Tennis Beach Sports Sailing FUTSAL pool and open water volleyball and tennis class J40

Futsal: The team on the field consists of 5 players: 5x5 (4 field and 1 goalkeeper). Claim possible 12 players. The total composition of the team is up to 20 people, including the alternate, captain, judge, coach. The General rules and rules of the competition are set in accordance with the provisions of the Futsal FIFUSA Game Rules, edition 2018. Micro Futsal: The team on the field consists of 3 players: 3x3 (2 field and 1 goalkeeper). Or 4 players: 4x4 (3 field and 1 goalkeeper). Claim possible 12 players. Individual players can be registered on their own, of which individual teams will be formed. Futsal and Micro-futsal competitions are held separately between men's and women's teams. According to the Regulations in each competition there are 2 stages: group (3 teams in a group) and final (from stage 1/4 with the number of teams in competition 12). Age limits for participants are not set.

SWIMMING. Swimming competitions are held in the pool and open water. The Olympic Pool (50 m, 8 lanes) with stands in the Olympic Sports Center in Wenzhou is prepared for

swimming competition in the pool. Equipped beach and water area of Wenzhou Bay, Dangtu Island is prepared for open water competitions. Competition management is carried out by OCG. According to the Regulations of the Games BRIAG 2019, competitions are held in the individual championship in accordance with the rules of the International Swimming Federation FINA for the category "Masters". To participate in the competition are allowed to persons not younger than 25 years. The following age categories are established: 25-29; 30-34; 35-39; 40-44; 45-49; 50-54; 55-59; 60-64; 65-69; 70-74; 75-79; 80-84; 85-89; 90-94 and beyond. In relay races, teams perform in the following age categories (the sum of four participants' years): 100-119 years; 120-159 years; 160-199 years; 200-239 years old; 240-279 years; 280-319 years; 320-359 years. Each participant can start in no more than 3 individual program numbers, and no more than 2 in one day (not counting participation in the relay races). Open water competitions: 4th day, 3000m distance m / w. All open water competition finishers are awarded with commemorative medals.

TENNIS. Tennis competitions are held in 2 categories: “Amateur Yang Seniors-Seniors-Super Seniors", and Team Tournament. All games are held on the outdoor and indoor courts of the Wenzhou Tennis Center, hard coating.

Competition management is carried out by OCG, the Amateur Tour of the Russian Tennis Federation (AT FTR) and the Tennis Federation of China. Amateur Category. Competitions are held in 5 ranks: men's and women's singles, men's and women's doubles, mixed doubles. In each rank age groups are established : 25-29 years and beyond with an interval of 4 years to 85-89 years and older. Each player can participate in competitions in only one age group in no more than 3 ranks. The match consists of 2 sets with a decisive tie-break to 7. According to the Game Regulations of BRIAG 2019, each group has a group stage (3-4 players or pairs in a group) and a final stage conducted according to the Olympic system. Competitions are held according to the rules of AT FTR and ITF. Team Category. The teams represent the participating countries of the Games. Applications are filed by the National Tennis Federations. Each country can be represented by one team. The team consists of 5 players: 2 men 25-34, 35-44 years (make a pair), 2 men 45-54, 55+ (make a pair), 1 women without age restrictions. Team match: 4 men’s singles (by age), 1 women’s single, 2 male doubles (by age), 1 mixed (without age restrictions). The game consists of 1 set plus a tie-break to 7. Stages: Group stage - round robin (up to 5 teams), 2 winning teams from each group go to finals; Final stage: by Olympic system from 1/4. Admission of players: only players who are not engaged in professional tennis activities (participation in professional competitions and coaching activities) in the previous 5 years, including 2019, are allowed. The decision on the admission of players after their registration is made by the Organizing Committee of the Games (OCG) based on the registration data of the participants.

BEACH SPORTS. Competitions in beach sports are held in 2 disciplines: volleyball and tennis. Games are held at 15 beach courts on the coast of Dongtu Island in Wenzhou Bay.

The competition is managed by OCG and the National Beach League “SportBeach”. Competitions in 2 disciplines are held in the following 4 nominations: “2x2 King / Queen of the Beach”. Men / women players born in 2001 and older. "1x1 Singles" Men and "1x1 Sigles" Women. Players born in 2001 and older. The composition of the team - 1 person. "2x2 Doubles" Men and 2x2 Doubles Women ". Players born in 2001 and older. The team consists of 2 people." 2x2 Mixed ". Mixed teams, consisting of: 1 woman + 1 man." 4x4 Quadro " Men and "4x4 Quadro" Women (only volleyball). Players born in 2001 and older. Categories of participants. Determined by skill level. The final decision on assigning a category to a competitor is made by the OCG based on the data of registered players immediately before the competition. Assigning a category to each participant is necessary for scoring extra points in the Handicap system. Handicap system: At competitions, the SportBeach handicap system is used in the form of awarding additional points to participants: by categories (from 0 for Superprofie to 8 for Beginners), by age (from 1 for 40+ to 5 for 60+). Competitions in volleyball and tennis are held in 2 leagues in skill "A" and "B" with the qualifying and final stages. The competition regulations are determined by the BRIAG 2019 Games Regulations. The competition rules are FIVB (beach volleyball), ITF (beach tennis).

SAILING. CLASS J70. Competitions are held among the announced crews on J70 yachts with a crew of 3 to 5 people,

no weight restrictions, fleet racing format or in the format of races with transfers. Distances of all races will be located in the water area of Wenzhou Bay near Dangtu Island. Crews are formed in accordance with the preliminary application (registration of the participant of the Games). Both professional and non-professional athletes can be the helmsmen. The helmsman must have a certificate of qualification to control the sailing yacht of the appropriate category. Athletes who have reached the age of 18 are allowed to compete. The championship is held according to the rules as defined in the International Rules for Sailing Racing ISAF 2017-2020 (BCP-17), the Game Regulations of BRIAG 2019, the J / 70 Yacht Class Rules, and the Racing Instruction. Competition management is carried out by the OCG Racing Committee. Yachts for all stages are provided by OCG. Depending on the number of registered crews, at least 12 races will be held. Distances and schedule of races are determined by the racing instruction no later than 2 weeks before the start of the competition.

The crew is required to leave a deposit for the provided yacht and equipment, the size of which is determined by the OCG, which is subject to return, if there is no damage. According to the Regulations of the Games, participants will be given one day for training races.

The Olympic Sports Center in Wenzhou is a modern sports facility with all the necessary equipment for holding competitions. In the Center there is a large indoor arena with stands for 4000 spectators, halls for basketball, volleyball, table tennis, Big 50 m and a small 25 meter swimming pool, also equipped with stands.

Tennis competitions will be held at the International Tennis Center. In the center there are 6 open air courts (hard cover), including court No. 1 with stands, and 4 courts (hard cover) indoor. Competitions on sailing and swimming in open water will be held in the waters of Wenzhou Bay near Dangtu Island, which is part of the city. Sand courts and starting zones for swimming and sailing races will be equipped on the island of Dangtu in the recreation area directly by the sea.

OPENING AND AWARD CEREMONIES

October 15, 2019 At the Olympic Stadium of the Wenzhou Olympic Sports Center at 19:00, the Opening Ceremony of the Games will begin. Representatives of the Zhejiang Provincial Government and the Wenzhou City Hall, the Ministry of Sports of the People’s Republic of China and the Ministry of Sports of Russia, heads of sports federations and captains of teams representing sports participating in the Games will make a welcoming speech. According to the scenario of the Ceremony, a parade of participants of the competition will be held at the stadium, raising the flag of the Games.

At the end of the official part of the Opening Ceremony will be performances by artists from China and Russia. CULTURAL EVENTS

10/16/2019 In the Cultural Center of Wenzhou will host a Big Gala Concert with the participation of artists from China and Russia. The Concert is organized in honor of the participants and guests of the Games. The performance will be attended by soloists from the Russian Ballet Theater troupe from St. Petersburg (Russia). The theater was created in 1990 by a family of professional artists and soloists of the Mariinsky Theater belonging to a dynasty that is more than a hundred years old and strictly follows the canons of the Russian classical ballet school. The Russian Ballet Theater preserves the unique spirit and traditions of the Mariinsky Theater. The program includes scenes from the play “Swan Lake” by P. Tchaikovsky and other famous ballets.

TERMS OF PARTICIPATION AND PAYMENT

The Organizing Committee of the Games offers participants and guests Packages to stay in Wenzhou during the period of the competition, which include the following services: - meeting and transfer at the airport and Wenzhou railway station; - stay of 8 days / 7 nights from 13.10 to 20.10. 2019 in a hotel with breakfast; two hot meals during the competition; - use of sports facilities and their amenities; - from the hotel to the sports facility and back; - informational and tourist support (translation of Russian / English / Chinese. Languages); - participation in the general events of the Games (Opening and Closing Ceremonies of the Games, Gala Concert, Cocktail Beach Party). The registration fee for participation in competitions is $ 120 per participant in each sport, regardless of the number of categories or nominations stipulated by the competition regulations for each sport.
