Reference : (a ) CNO ( SC) A8- 5:0p-16-B: Serial 0310016 of March 10, 1942 .

1. It ·is noted in Paragr aph (2)( e) of the r e_ference that FBI vlill have the r e sponsibility of effecting delivery of any information of interest to the appropriate Mi litary (Naval) Com­mander through the most expeditious channe l consistent with the requisite security of the information and its sources.

2. When FBI has establi shed agents in the various countri es contempl ated within the Tenth Naval District and its in­formation system i s in operation, it is believed that there wi ll be l acking a method of "most expediti ous" delivery of information to the Milita ry (Na.val ) Commander. It is understood tha.t the present set- up requires each FBI office to r eport directl y to Wash­ington for further dissemination. It is suggested that this matter be discussed with the Director of the FBI with a view to establish­ing at San Juan a Speci a l Agent in Char ge over all Agents in the District, and to whom a ll pertinent r eports wil l be submitted in parall el with those to Wa shington.

3. An a l ternative to this would be a very cl ose liaison with Mi litary and Naval Attaches of the various countries. Such a lia ison might be i mpossible if the agent is supposed to be under cover.

4. The urgency of del ivery of this document is such that it wi ll not reach the addressee in time by the next available officer courier. The originator ther efore authori zes the t r ansmission of this document by r egistered mail wi thin the continental limits of the United States and by clipper mail ou tside the continental limits of the United States.
