Convener of the Forum was Mr So Ping Chi who started the ceremony by giving an welcoming speech then followed by Ms Eva Cheng, Secretary for Transport and Housing who gave on encouraging speech and she stressed that marine industry is the key industry in Hong Kong and the formation of this Maritime Forum Inauguration Ceremony is a proof to show the unity of all marine related organizations to up keep Hong Kong as an International Maritime Centre. The highlight in the evening was signing of the Commemorative Signing Book by member associations of the Forum. Other functions included lion dance show, toasting, dinner and entertainment as well as lucky draw. We all trust that the Government of HKSAR is fully aware of the importance in keeping Hong Kong as an International Maritime Centre and it is time for them to act immediately. (Ir Tang Kai Fun) HKJB and HKIMT members visited LNG Carrier “Dapeng Moon” on 6 January 2012 A total number of 10 members of HKJB and HKIMT attended a ship visit to the LNG Carrier ‘Dapeng Moon’ on 6.1.2012 while the vessel was alongside at Da Peng Bay, Shenzhen, China for unloading. The vessel was the 2nd LNG ships built in China and is currently registered in Hong Kong. Hong Kong Maritime Forum InaugurationCeremony

In the evening of 15 Dec, 2011 (Thursday) at PoliceOfficers’ Club – Causeway Bay , Hong Kong differentmarine related organizations gathered together for theHong Kong Maritime Forum Inauguration Ceremony.Convener of the Forum was Mr So Ping Chi who startedthe ceremony by giving an welcoming speech thenfollowed by Ms Eva Cheng, Secretary for Transport andHousing who gave on encouraging speech and shestressed that marine industry is the key industry in HongKong and the formation of this Maritime ForumInauguration Ceremony is a proof to show the unity ofall marine related organizations to up keep Hong Kongas an International Maritime Centre.

We all trust that the Government of HKSAR is fullyaware of the importance in keeping Hong Kong as an

International Maritime Centre and it is time for them toact immediately.

HKJB and HKIMT members visited LNGCarrier “Dapeng Moon” on 6 January 2012

A total number of 10 members of HKJB and HKIMTattended a ship visit to the LNG Carrier ‘Dapeng Moon’on 6.1.2012 while the vessel was alongside at Da PengBay, Shenzhen, China for unloading. The vessel was the2nd LNG ships built in China and is currently registeredin Hong Kong.

The delegation gathered at the border in the afternoon of 6.1.2012 and was met by the Assistant General

Manager of the China LNG Shipping (International)Co., Ltd (CLSICO), Capt. Qi C. Z., who thenaccompanied the delegation all the way to the ship.During the bus ride to the ship, Capt. Qi spent time toanswer members’ enquiries on the construction andoperation sides of the ship. After going through theonboard security procedures, the delegation was greetedby Capt. Andrew Shearer, Master of the “DapengMoon”. Capt. Shearer then introduced his Chief Officerand Chief Engineer who later led the delegation to visitthe ship’s deck department and the engine departmentrespectively. The delegation spent almost an houronboard and gained an in depth knowledge of the ship.The ship’s particulars are as follows:–

Ship Type: Liquefied Gas Carrier, IGC Code ShipType 2G (-163�C, 500kg/m3, 0.25bar).

Length and Gross tonnage: 278 meter in length and97,000 gross tonnage

Cargo Capacity: total 147,000 m3 in 4 tanks.

Built by: Hudong-Zhonghua Shipbuilding Co. Ltd.Shanghai

Main Engine: one set of 27,000 KW steam turbinebuilt by KHI Ltd. of Kobe

Classification Society: ABS

HKJB 36th AGM

The 36th AGM for HKJB was held on 10th Jan, 2012 atthe banquet room A of the Police officer’s club inCauseway Bay, HK.

Before the start of the formal AGM business, StudentPrize – Award Ceremony was presented to final yearmechanical engineering students from HKPU of theproject on alternative green fuel to normal diesel fuel inorder to reduce NOx and COx etc.

As usual, annual report was presented by chairman Ir Y. M.Cheng then followed by financial report by the HonTreasurer, Ir K. F. Tang. Also nomination and election formembers of 2012 HKJB committee were held accordingly.

After the AGM, a Special Meeting was held formembers of 2012 HKJB committee in order to elect

chairman and new sub-committee composition of thenew HKJB committee.

Looking for the coming years, we trust that HKJB canassist HK on how to up – keep Hong Kong as anInternational Maritime Centre after the signing up of theHong Kong Maritime Forum Inauguration Ceremony.

Guangdong – Hong Kong – MacauMarine Industry Lunar New Year Party 2012

On the 13 Jan, 2012, a group of delegation of about 14 members representing NEAD of IMarEST, HKJB,HKIMT and HKIE-MMNC Division went to Guangzhouto attend the 1st Guangdong – Hong Kong – MacauMarine Industry Lunar New Year Party 2012. Apart from providing the social environment, the mainpurposes of this function were to allow participants fromthe maritime industries among the three regions toexchange ideas and views on how to keep survival in thecoming depressed ship building industry; how to up-grade all levels of service to meet competition and how tocontribute the steady development in the marine relatedfields.

There were about 40 tables filled up the whole banquethall of the hotel. During the whole evening, various

dancing teams and singing teams coming from differentorganizations performed their best talented shows.

From this functions, old friends and new friends mettogether to exchange their views under the friendly andrelaxed atmosphere.

Questions to CE candidates on4 February 2012

Representatives from HKJB and HKIMT did attend theabove function on 4 Feb., 2012 at Duke of WindsorSocial Service Building. The main purpose for thisfunction was to get the feedback from CE candidatesregarding their views on the transportation matters inHK. There were about 100 attendance andrepresentatives from the marine field did ask a fewquestions which included how to sustain and tomaintain H.K. as an International Maritime Centre. Wetrust that a clear strategic and action on this matter canbe heard in the near future.

Seminar on Cost Reduction Gets Strategic

A joint evening talk on the above subject was held on 20th Feb., 2012 (Mon) at the HKIE – HQ. It waspresented by Mr. Richard Wong – President of COST-PRO. About 80 participants had attended this seminar.

Mr. Wong stressed that organization should have astrategic plan on cost reduction. However one shouldnot concentrate on labour cuts only, instead theorganization should aim at reduction on other non-coreindirect costs. He explained that a 20% cost reductionon non-core indirect costs would give rise to 40%increase in net profit. The followings are the highlights

of some of the challenging point for cost managementas suggested by Mr. Wong:–

• Multiple suppliers and multiple order points.

• No internal benchmark data on purchases.

• Staff and management have limited time andresources to address non-strategic costs.

• Employees with limited purchasing experience aremaking buying decisions.

In brief, Mr. Wong said that the key success factors forcost reduction included the following:–

• Top support

• Clear terms of reference

• Structured cost cutting process

• Less red tape, more changes

• Strictly monitor implementation

The participants were really impressed by the examplesand the ideas as suggested by Mr. Wong which hadgiven them a good fundamental principle on how toreduce their daily operation experiences.

Later Development on the IMO effort ofReducing Green House Gas from Ships as aResult of MEPC 63

The MEPC 63 was held between 27 February and 2March 2012, and one of the major items discussed wasReducing Green House Gas from Ships.

At the last MEPC session (MEPC 62), a new chapter in MARPOL Annex VI has been adopted for the

mandatory application of EEDI (Energy EfficiencyDesign Index) and SEEMP (Ship Energy EfficiencyManagement Plan). During MEPC 63, this matter wasfurther developed.

For use when smoothly and uniformly implementingthe new regulations as in MARPOL Annex VI Chapter 4, the following guidelines were adopted atMEPC 63:

• 2012 Guidelines to be used when calculating theenergy efficiency design index of new ships

• 2012 Guidelines on the survey and certification ofthe index

• 2012 Guidelines on the drawing up of the SEEMP

• 2012 Guidelines for Calculation of Reference Linesfor Use with the EEDI

In addition, below are notes of various discussions onreduction on Green House Gas emissions, which wereconcluded at MEPC 63:

• The cubic correction factor fc is applicable only tochemical tankers issued with a IBC CodeInternational Certificate of Fitness.

• Calculation of reference line for container ships hasbeen based on 70% of DWT, while the line isplotted against 100% DWT.

There were several issues discussed but yet to befinalised, such as the minimum power and speed for

safe manoeuvring, interpretation of the phase in dates,EEDI framework not covered by the current EEDI (Ro-Ro, Passengers ships, LNG ships, etc.), development ofspeed/power trials standards by ITTC, development ofdraft guidelines for the calculation of fw, reliable andtransparent hull and propeller interaction performancestandards, etc.

With the technical and operational measures to increaseenergy efficiency in shipping having been adopted at MEPC 62, effort in developing the third element of IMO’s GHG policy (referring to A.963(23)) wasmade at MEPC 63, namely, Market Based Method(MBM).

At this MEPC 63, most of the outstanding issues fromMEPC 62 related to MBM were discussed but manycannot reach conclusions. The Committee agreed thatthe main issue now is the need for an impact assessment(positive and negative) on developing countries ofMBM.

The Committee deferred to MEPC 64 on the decision inrelation to:

• Resolution on Technical Co-operation and Transferof Technology (which form part of the agreedMARPOL Annex VI amendments on EEDI andSEEMP);

• Terms of reference for further impact assessmentof the proposed market-based measures forinternational shipping

“Sea” your Future – continued

Last issue we listed out quite a few exciting careersavailable in marine science, engineering andtechnology. Once you have some experience in certainmarine careers you can easily work on a freelance basis.This gives you the freedom to work where you like, forwhom you like and when you like, pay very much

depends on the nature of the job and the employer, butgenerally, salaries are very competitive. Manyemployers offer a range of benefits, such as privatehealth insurance for example.

In the marine environment, there are career opportunitiesall over the world. There are lots of interesting andexciting opportunities at home, but you may decide toemigrate and work for an employer overseas.

Don’t be put off a career idea because of other people’sstereotyped views of engineering, science and technology.For example, women are currently underrepresented inthese areas, so there are all sorts of initiatives to help,such as taster courses and special career events.However, equal opportunities legislation varies fromone country to another.

If you enjoy biology, maths, physics, geography,chemistry, electronics, computing or geology, then youmay well be suited to a marine career. There are plentyof ways to find out more, such as:

• Talking to your personal / careers advisor.

• Contacting the relevant organizations listed underthe different career areas, or looking at theirwebsites.
