ROAD PLANNING AND DESIGN METHODOLOGY - RELEVANT
SEGMENT OF SUSTAINABLE DEVELOPMENT OF SERBIA

Summary: Rural and urban road planning and design methodology is
a hierarchycaly-structured process; it comprises more or less
formalized procedures with basic aim to make decisions required
based on minimum uncertainty and maximum reliability. The process
starts with conceptual planning phase (Route Location) in order to
define and select an optimal road corridor, continues in
researching and selecting an optimal road alignment within a
corridor (Preliminary Design) followed by next phase of defining
optimal engineering aspects of road construction (Final and
Detailed Design) and terminates with introduction of historical and
active data (As Built Record) in the roads information system. This
paper suggests the need for system-engineering approach to road
planning and design process, stresses the importance of all phases
and steps in elaboration of planning and design documents and time
horizons in its realization. Rural road network in Serbia comprises
close to 37.000 kms of classified roads out of which nearly 15.000
kms of state and regional ones (without the ones on Kosovo and
Metohija). It is the fact that sustainable development of Serbia
highly depends on road network condition both in the area of its
functional and structural characteristic, traffic safety and
environment impact. Therefore, planning and design documents should
be coordinated with real financial and environmental
constraints.
