MONTH: NOVEMBER 2018

I. Regional Director’s Corner SABI NI RD... Sa huling buwan ng pagsasara ng taong 2018, mahalagang sariwain natin ang ating naging bahagi sa kampanya ng ating pamahalaan kontra droga, ang taong bayan ang huhusga. Binabati ko ang buong hanay ng PDEA Regional Office VIII dahil muli na naman nating naipamalas ang ating kakayahan. Salamat sa bumubuhos na suporta ng pamunuan ng ating ahensiya na pinamumunuan ng ating butihing Director General AARON AQUINO, at ang suporta ng taong bayan na nagsilbing upang magpunyagi at tahimik na ginagampanan ang ating mandato. Ganun pa man, muli nating binibigyan ng diin, paligsahan ang pagseserbisyo publiko, ito ay bayanihan ng lahat ng mga mangagawa sa pamahalaan. Ang layunin ay ang maibigay sa taong bayan ang nararapat na serbisyong para sa kanila. Ito ay obligasyung huwag nating alisin sa ating isipan dahil kung magkakagayon, malaki ang ating pananagutan. Marami ang naging balakid, marami ang naging isyung ipinukol ngunit hindi naging dahilan ng pananamlay dahil sa painiwalaang karapatan ng taong bayan na punahin ang mga ginagawa ng mga manggagawa ng pamahalan lalo na kong ito ay may sapat na dahilang taliwas sa sinasabi ng ating batas. Ika nga ay “Public Office is a Public Trust”. Tuloy tuloy lang nating gawin ang ating bahagi at maniwalang may magagawa ang ating pagkakaisa sa pangkalahatang layuning sa ikabubuti ng sambayanan. Muli ang ating pagdidiin, ang giyera kontra droga ay programang napapanahon. Kung hindi natin ito maipapanalo ngayon, lugmok ang kahihinatnan ng ating bayan sa darating na panahon. Ngayon pa lang ay nagpipilit bumalikwas ang mga kalaban dahil sa tingin nila ay ang pangangailan ng pera ay naaayon sa situwasyon. Kailangan ang mahigpit na pagkakapit bisig sambayanang Pilipino. Marami pang dapat gawin, ika nga ay “War is Far from Over” sabi nga n gating Pangulo, naghihintay lamang ng magandang pagkakataon ang mga kalaban upang muling kumilos. Sa puntong yan ay uunahan natin sila, makikiisa tayo sa labang ito ng ating pamahalaan, sa laban ng ating pangulo, at ng iba pang pampublikong sangay. Laban natin ito dahil ito ay tungkulin ng

bawat isang mamamayan na makiisa para tuluyang ilugmok ang salot na droga. Panawagan natin sa ating mga kasamahan na huwag maging dahilan ng pagkakabahabahagi dahil lamang sa hindi napagbigyang pangsariling interes. Suriin natin ang ating sarili nagampanan ko ba ang aking tungkulin sa mataas na antas ng paninilbihan sa ating pamahalaan? O nagiging dahilan ako ng pagkakawatak na isipan na nagiging dahilan ng mga hindi pagkakaunawaan. Hindi dapat ganyan ang ating maging asal dahil huhusgahan tayo ng taong bayan, kukuwestiyunin ang ating kakayanang mapagkaisa ang lahat upang isulong ang labang ito sa mataas na antas ng partisipasyon. Hindi lamang suweldo ang dapat maging dahilan ng ating paninilbihan, lakipan natin ng dedikasyon hindi para sa ating sarili kundi para na rin sa magiging pamumuhay ng ating mga anak sa susunod na henerasyon. Pagpapalain tayo sa malinis nating hangarin.

II. Regional Office Profile

The Eastern Visayas Region is the largest Region in Visayas with a total

land area of 2,143,169 hectares.

It is composed of the main islands of Leyte, Samar and Biliran and

consists of six provinces: Leyte, Southern Leyte, Samar, Eastern Samar,

Northern Samar, and Biliran. There are seven (7) cities in the Region

with Tacloban City being the Regional Capital, the others are Ormoc

City, Baybay City, Maasin City, Calbayog City, Catbalogan, and

Borongan City. It has a population of 4, 440, 150 as of 2015. The major

language is Waray-Waray while Cebuano, Boholanos, and Abaknon are

spoken in some parts of the region.

Seated between Luzon and Mindanao, the Eastern Visayas is the

gateway to both island groups with the pan-Philippine Highway

traversing through Samar and Leyte which are connected by the

famous San Juanico Bridge.

III. Significant Operational Accomplishment

1. TARGET LISTED SACKED THROUGH BUY BUST

A newly identified drug personality was arrested during the conduct of buy-bust

Operation at Brgy. Pangasugan, Baybay City on November 28, 2018 at around 09:45

AM. The suspect was identified as as Luisque Noel y Rico alyas "Boknoy" (HVT-

Priority Target Listed), 30 y.o., male, single, resident of Poblacion Zone 11, Baybay

City. Purchased and confiscated during the said operation were four (4) pcs. of heat-

sealed transparent plastic sachet containing white crystalline substance suspected

to be Shabu weighing MOL 0.3 gram with an estimated market value of Two

Thousand Forty Pesos (Php2,040.00). The suspect will be facing charges for violation

of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous

Drugs), Article II of RA 9165.

2. ANOTHER DRUG HAWKER HELD IN TACLOBAN CITY

A newly was nabbed identified drug personality during the conduct of buy-bust

Operation at Brgy. 66, Paseo de Legaspi Tacloban, City on November 27, 2018 at

around 08:05 PM. The suspect was identified as Marlo Abello y Adesas (HVT- Target

Listed), 51 y.o., male, married, resident of Paseo de Legaspi, Brgy 66, Tacloban City.

Purchased and confiscated during the said operation were four (4) pcs. of heat-

sealed transparent plastic sachet containing white crystalline substance suspected

to be Shabu weighing MOL 18.0 grams with an estimated market value of One

Hundred Twenty-Two Thousand Four Hundred Pesos (Php122,400.00). The

suspect will be facing charges for violation of Section 5 (Sale of Dangerous Drugs)

and Section 11 (Possession of Dangerous Drugs), Article II of RA 9165.

3. ANOTHER HVT INCARCERATED IN HILONGOS LEYTE

A High Value Target- (Government Employee) held during the conduct of Buy-

bust Operation at Western Barangay, Hilongos Leyte on November 26, 2018 at

around 5:25 PM. The suspect identified as Barry Lyndon YangYang y Cosares, 40

y.o.,male, married, Land Bank Hilongos Branch Janitor, resident of Brgy Atabay,

Hilongos Leyte. Purchased and confiscated during the said operation were three (3)

pcs. Heat-sealed transparent plastic sachet containing white crystalline substance

suspected to be Shabu weighing MOL 0.4 gram with an estimated market value of

Two Thousand Seven Hundred Twenty Pesos (Php2,720.00). YangYang will be facing

charges for violations of Section 5 (Sale of Dangerous Drugs) and Section 11

(Possession of Dangerous Drugs), Article II of RA 9165.

4. GOVERNMENT EMPLOYEE HELD IN BILIRAN FOR SHABU SALE

A High Value Target- (Government Employee) Newly Identified Drug Personality

during the conduct of Buy-bust Operation at Barangay Pobalacion, Kawayan Biliran

on November 22, 2018 at around 5:00 PM. The suspect identified as Ambrosio

Buenconsejo y Catinza, 46 y.o.,male, married, LGU Ambulance Driver, resident of

Brgy Poblacion, Kawayan, Biliran. Purchased and confiscated during the said

operation were five (5) pcs. Heat-sealed transparent plastic sachet containing white

crystalline substance suspected to be Shabu weighing MOL 1.5 grams with an

estimated market value of Four Thousand Five Hundred Pesos (Php4,500.00).

Buenconsejo will be facing charges for violations of Section 5 (Sale of Dangerous

Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of RA 9165.

5. TARGET LISTED PERSONA NABBED IN BILIRAN

A High Value Target- (Target Listed) Drug Personality nabbed during the conduct

of Buy-bust Operation at SMO Rosario, Naval Biliran on November 20, 2018 at

around 2:30 PM. The suspect was identified as Joseph Bornillo y Grego, 48 y.o.,male,

married, tailor, resident of Brgy. Smo Rosario, Sitio Tubod, Naval Biliran.

Purchased and confiscated during the said operation were three (3) pcs. Heat-sealed

transparent plastic sachet containing white crystalline substance suspected to be

Shabu weighing MOL 0.10 gram with an estimated market value of Three Thousand

Five Hundred Pesos (Php3,500.00). Bornillo will be facing charges for violations

of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous

Drugs), Article II of RA 9165.

6. KAGAWAD HELD IN EASTERN SAMAR

A Barangay Kagawad (HVT) held through buy bust operation at Brgy. San Pedro

Quinapondan,, Eastern Samar on November 11, 2018 at around 03:20 PM. The

suspect identified as Ronilo Seberre y Macawili (HVT-Brgy Official-Kagawad), 44 y.o.,

male, married, resident of Brgy Naga, Quinapondan, Eastern Samar. Confiscated

during the said operation were three (3) pcs. of heat-sealed transparent plastic

sachet containing white crystalline substance suspected to be Shabu weighing MOL

0.14 gram with an estimated market value of Nine Hundred Fifty-Two Pesos

(Php952.00). Seberre will be facing charges for violation of Section 5 (Sale of

Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of RA

9165.

7. HIGHT VALUE TARGET BAG BY ANTI-DRUG OPERATIVES

A Target Listed (HVT) Drug Personality held through buy bust operation at Brgy.

07, Can-avid, Eastern Samar on November 05, 2018 at around 08:10 PM. The suspect

identified as Ernesto Bagasala Jr y Lucido alyas “Buboy/Boyong” (HVT-Target Listed),

42 y.o., male, single, cock fighting bet taker, resident of Brgy 10, Poblacion Can-avid,

Eastern Samar. Confiscated during the said operation were two (2) pcs. of heat-sealed

transparent plastic sachet containing white crystalline substance suspected to be

Shabu weighing MOL 0.14 gram with an estimated market value of Nine Hundred Fifty-

Two Pesos (Php952.00). Bagasala will be facing charges for violation of Section 5 (Sale

of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of RA

9165.

IV. PECIS ACTIVITIES

1. A three-day Drug-Free Workplace Seminar was held at Divine Word Hospital from November

26-28, 2018 from 9:00 AM to 4:00PM, conducted by Ms. Rogelette T Urgel, Information

Officer III/ Chief, PECIS together with Mr. Irvin Fua, Documentation Officer. The said activity

was attended by Two Hundred Forty-Five (245) participants.

2. On November 07, 2018, at around 4:30PM, Atty Jason T Matoza, Legal Officer of this office

conducted Drug-Free Workplace Seminar to a total of forty-six (46) personnel of Social

Security System (SSS) Tacloban City Branch.

3. On November 10, 2018, at around 9:00AM Ms. Rogelette Urgel, PIO/Cgief, PECIS of

this office conducted Drug-Free Workplace Seminar to a total of twenty-five (25)

personnel of Social Security System (SSS) Maasin City Branch.

4. Ms Rogelette T Urgel, PIO/Chief, PECIS conducted a lecture on the ill-effects of Drug

Abuse, Drug Identification and the Salient Provisions of RA 9165 among the students

and teachers of Anahaway National High School composed of Two-Hundred Seventy-

Five (275) participants including the BADAC Members of Barangay Anahaway from

9:30 PM- 11:30 PM on 23rd of November 2018.

5. PDEA RO8 joins the Drug Abuse Prevention and Control Week celebration. The

following activities were: Motorcade as the Kick-off ceremony; PDEA in Action

Teleradyo Program (2 episodes); BADAC Seminar at Ormoc City; Drug Awareness

Symposium at Jaro, Leyte; Culmination of DAPCW celebration with SK Officials and

Youth participants. The culmination activity started with a Mass Celebration at 8:30

AM held at the Leyte Park Hotel. Ms. Rogelette Urgel, PIO and Chief PECIS of this office

conducted an Anti-Drug Lecture among the participants of the said event. SK Officials

and Youth Representatives which came from different provinces together with the

members of the DDAPTP-TWG graced the activity.

6. Atty Jason T Matoza and M. Rogelette Urgel attended the three-day ADAC Regional

Audit Team (ART) Verification of submitted DCF and MOVs held at Lorenzo’s Way

Restobar from November 19-21, 2018.

7. Ms Rogelette T Urgel, PIO/Chief, PECIS of this office conducted a lecture on the ill-

effects of Drug Abuse and the Drug Identification among the girl scouts and teachers

of Leyte Area 1 and 2 composed of Two-Hundred Thirty-three (233) females from 9:30

PM- 11:30 PM on 18th of November 2018.

8. The Kick-Off Ceremony on the Drug Abuse Prevention and Control Week was held in

Tacloban City in partnership with DOH RO8 and the Lions Club of Eastern Visayas

through a motorcade around the city. The activity was attended by Ms Rogelette T

Urgel, PIO/Chief, PECIS together with personnel of this office and representatives from

the different Government Agencies, Private Sectors, and members of the Lions Club.

9. Ms Rogelette T. Urgel, PIO/C,PECIS attended the DDAPTP-TWG meeting which was

attended by five(5) Female and three (3) Male members held at DOH Regional Office

VIII, Tacloban City from 0900- 1400H on 9th of November 2018.

10. On November 06, 2018. IAV Christine Ann C Dumapias, Chief of Operations Division invited

as Resource Person during the Orientation on Strengthening Barangay Anti-Drug Abuse

Councils held at the Lapinig Multi-Purpose Evacuation Building.

11. Another segment for the PDEA RO8 Teleradyo program dubbed as “SAGUBAY” anchored by

Dir. Edgar T Jubay aired live over IBC6 and Idol FM from 9:00-10:00 AM every Saturday. The

said program has also its livestreaming via Pdea Otso Facebook Account. On October 13, 2018,

the topic centered on the different activities conducted by this office in its campaign against

illegal drugs, the issues on recycling of drugs seized, ambush of PDEA Agents in ARMM and

other issues.

A. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- LEYTE PROVINCIAL OFFICE

1. that Atty Jason T Matoza together with Ms Rogelette T Urgel, Information Officer

III/ Chief PECIS conducted a lecture on the National Drug Situation, Brgy. Drug

Clearing Program and the Salient Features of R.A. 9165 to BADAC members of

Ormoc City, Leyte held at Ormoc City Hall on the 12th of November 2018 from 9:00

AM to 4:30PM. This activity is also in connection to the celebration of DAPCW 2018.

2. Atty Jason T Matoza together with Ms Rogelette T Urgel, Information Officer III/

Chief PECIS conducted a lecture on the National Drug Situation, Brgy. Drug Clearing

Program and the Salient Features of R.A. 9165 to BADAC members of Ormoc City,

Leyte held at Ormoc City Hall on the 12th of November 2018 from 9:00 AM to

4:30PM.

3. Ms Rogelette T Urgel, Information Officer III/ Chief, PECIS of this office conducted a

lecture on the National Drug Situation, Brgy. Drug Clearing Program and the Salient

Features of R.A. 9165 to BADAC members of Bato, Leyte held at Kan-anan sa Super

Ball, Matalom Leyte on the 7th of November 2018 from 9:00 AM to 4:30PM.

4. At about 1:00PM of November 07, 2018, members of PDEA Leyte Provincial Office

(LPO) team led by IA1 Cleveland S Villamor attended seminar on Strengthening of

the Barangay Anti-Drug Abuse Councils held at Merida Civic Center, Poblacion

Merida, Leyte.

5. At about 9:00AM of November 15, 2018, members of PDEA Leyte Provincial Office

(LPO) team led by IA1 Cleveland S Villamor attended seminar on Strengthening of

the Barangay Anti-Drug Abuse Councils held at Kan-Anan sa Superball, Brgy. Sta. Fe,

Matalom, Leyte.

6. At about 9:00AM of November 06, 2018, members of PDEA Leyte Provincial Office

(LPO) team led by IO3 Rosalie L Farrofo attended the Strengthening of the Barangay

Anti-Drug Abuse Councils held at Jaro Cultural Center, Jaro, Leyte.

7. At about 0800H of November 14, 2018, IO3 Rosalie L Farrofo and IO1 Sheila C

Jervoso of PDEA Leyte Provincial Office attended the Second Year Anniversary

Celebration of Baybay City Daytime Therapeutic Community Center (BCTDCC),

Recognition Rites and Graduation Ceremony of the fourth batch of Recovering Drug

Dependents (RDD) at BCDTCC Activity Hall, New City Library Baybay City.

8. At about 2:30PM of November 06, 2018, members of PDEA Leyte Provincial Office

(LPO) team led by IO3 Rosalie L Farrofo attended the Training and Orientation on

Strengthening of the Barangay Anti-Drug Abuse Councils held at the 4th floor

Executive-Legislative Building, Burauen, Leyte.

9. At about 1100H of November 19, 2018, IA1 Cleveland S. Villamor, Acting Assistant

Provincial Officer, Leyte Provincial Office attended as guest speaker on Seminar on

Anti-Illegal Drugs Operations and Investigation for the Baybay City Police Station

personnel held at Baybay City Police Station Conference Room, Baybay City. Topic

discussed during the said seminar was Salient Provisions of RA 9165.

10. At about 0900H of November 07, 2018, members of PDEA Leyte Provincial Office

(LPO) team led by IA1 Michael J Mortel attended seminar on Strengthening of the

Barangay Anti-Drug Abuse Councils held at Judge Bar Restaurant, Brgy. Victory,

Abuyog, Leyte.

B. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- SOUTHERN LEYTE PROVINCIAL OFFICE

1. At about 1:30 o’clock in the afternoon of November 12, 2018, a joint team

of PDEA8-SLPO and PDEA RO8 team conducted a Grey hound operation and

surprise drug test at Sogod District Jail Facility and conducted a Drug Testing

at all Detainees and Employees of said Facility.

2. At about 5:30 o’clock in the afternoon of November 12, 2018, a joint team

of PDEA8-SLPO and PDEA RO8 team conducted a Grey hound operation at

Maasin City Jail Facility and conducted a Drug Testing to all Detainees and

Employees of said Jail Facility.

3. on November 12, 2018, IO1 Joseph L Padual, Officer In-Charge, PDEA-SLPO

attended the ADAC Performance Audit for CY 2017 that was conducted by

DILG Southern Leyte Provincial Office. The activity was held at DILG

Provincial Office, Capitol Area, Brgy. Asuncion, Maasin City, Southern Leyte.

Subject and topics discussed were the Result of Performance Audit to all

levels of Anti-Drug Abuse Councils and the Performance and functionality of

the ADACs in the fight against Illegal Drugs and the support of partner

agencies and to addressed problems encountered to meet better result on

the next Performance Audit. IO1 Joseph Padual emphasized.

C. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- WESTERN SAMAR PROVINCIAL OFFICE

1. On November 16, 2018 at around 0930H, IA1 Silas Aurelia, Asst. Provincial Officer

of Samar Provincial Office and IA1 Gretchen A Buhay-Aurelia, City Officer of

Catbalogan City, Samar had a short meeting with Ms. Perlita Solayao, Secretary

of Hon. Sharee Ann Tan and Ms. Girlie Monsanto of the Legal Department of

Provincial Capitol of Samar held at their Office at Brgy. Poblacion 6, Catbalogan

City.

2. On November 15, 2018 at around 1630H, IA1 SILAS A AURELIA and IA1 GRETCHEN

A BUHAY-AURELIA conducted Drug-Free Workplace Seminar to a total of twenty-

three (23) personnel of Social Security System (SSS) Catbalogan City Branch.

3. On November 20, 2018, at around 02:00 o’clock in the afternoon, Ms Ma. Ivy Lim

had a short meeting with PO1 Rommel del Mundo of Villareal MPS, at PDEA RO8-

Samar Provincial Office concerning the on-going Barangay Drug Clearing Program

being implemented by the Office within their Municipality During the meeting,

final updates upcoming schedule of the four (4) drug affected barangays

declaration of Villareal, Samar was discussed.

4. On November 20, 2018 at around 1500H, I02 JEROME CHIQUILLO, IOI JOEY DAGATAN and

MS. MA. IVY P. LIM attended and participated the Blessing and Turn over Ceremony of

the BALAY SILANGAN Daytime Rehabilitation Center located at Brgy.San Policarpo

Calbayog City, Samar.

5. On November 6, 2018 at around 1630H, IA1 GRETCHEN A BUHAY-AURELIA and

MS. MA. IVY P. LIM conducted Drug-Free Workplace Seminar to a total of twenty-

four personnel of Social Security System (SSS) Calbayog City Branch.

V. Teleradyo Program:

A. Teleradyo Program with IBC6 TV Station and DYVL Aksyon Radyo dubbed

as“PDEA in Action” is aired Live every Thursday from 09:30 to 10:30 AM simulcasting

DYVL Aksyon Radyo and Idol FM, anchored by Dir. Edgar T. Jubay, Atty. Jason T.

Matoza, and Information Officer Rogelette T. Urgel. It has also its livestreaming via

Facebook Account of Pdea Otso and DYVL Facepage Account. It is also aired at ATV

Channel 24 of Leyte Net Cable.

B. Another Teleradyo program dubbed as “SAGUBAY” was launched on July 07,

2018 anchored by the above signatory over IBC6 and Idol FM from 9:00-10:00 AM every

Saturday. The said program has also its livestreaming via Pdea Otso Facebook Account.
