Community members from the Lutshaba, Vutha and Mdeni locations in Ward 10 within the King Sabata Dalindyebo Local Municipal- ity, said they had been promised electricity for many years, but that no action had been taken. One of the committee members, Vukile Sik- huni (61) from Lutshaba, said that they had been trying to convince their ward councillor, Simfumene Budu, that they needed electrici- ty to better the lives of the people and to also curb crime in the area, but that he had not delivered. “Budu does not even avail himself to come and report to us about the progress of our ap- plication. We have to chase after him while he ignores us,” said Sikhuni who is wheel- chair bound. He said the place was so dark that he cannot even go outside to relieve himself, because the crime rate in the area was very high owing to the darkness. He said with the elections approaching, they hoped that their councillor would finally make some time to visit them, “Because elec- tion times seem to be the only time when they give attention to our area.” Another committee member, Amos Makan- da (35), said people from these three areas had long been wanting to engage in boycotts, but as the committee they had been stopping them. “People are now losing patience. We have decided that if they fail to deliver what we need, no election campaigns will be done in our area,” said Makanda. He said it was so unfair that they were still using candles, watching TV powered with mo- tor batteries and using old pressing irons and paraffin stoves after 21 years of democracy. King Sabata Dalinyebo local municipality spokesperson, Sonwabo Mampoza, said there is a plan in place to make sure that the ward is electrified. “Community members from the three communities were informed about a scheduled meeting with Eskom where they will be presenting this year’s electrification programme. Ward 10 will be informed as to when their area will be started, according to Eskom’s plan,” said Mampoza. OPERATION Paseka, a National Operationaimed at ensuring that all people in theEastern Cape are safe and feel safe duringthe Easter holidays, will be operational infull force this long weekend.

One of the key strategies is to increasepolice visibility in public places in orderto discourage perpetrators of crime fromcommitting criminal activities. All theSAPS components are involved in the Oper-ation in order to effectively impact on theobjectives of the operation.Operation Paseka commenced on March

1 and will run until April 30, focusing onthe following six (6) pillars:•Crimes against women, children and

vulnerable people•Reduction of serious and violent proper-

ty crimes i.e. trio crimes•Crimes depending on police actions for

detection i.e. liquor, drugs, firearms anddangerous weapons•Road safety•Enforcement of safety at sport and recre-

ational events•Trans-National crimes.Since the beginning of Operation Paseka

to date, 2 660 suspects have been arrestedfor crimes ranging from murder, assault

with intent to do grievous bodily harm(GBH), robbery with a firearm, robbery (ag-gravating), driving under the influence ofliquor and possession of illegal firearms.A total of 25 illegal firearms have been

confiscated. All the firearms have beensent for ballistic testing to determine ifthey had been used in the committing ofcrime.The operation will intensify during the

Easter Weekend as Arrive Alive will alsodeploy more traffic officials on nationalroads and cities, including rural areas,along the Coast and on major roads fromtowns and cities. All roads in the provincewill also be closely monitored to detect any

criminality during the holiday period.The community is urged to bear with the

road blocks which may seem an inconven-ience, as these efforts are done to ensuretheir safety.The Eastern Cape Provincial Commis-

sioner, Lieutenant General Celiwe Binta,assured all the Eastern Cape communitiesand visitors that SAPS members will be de-ployed in all priority areas to ensure thesafety of all people.“We will be out in full force and we will

not tolerate any form of criminality. All oursupport systems are in place and we areready to respond to any eventuality,” sheconcluded.

ZULU- and Xhosa-speaking students strug-gling to grasp the often complex financialterminology of accountancy, could benefitfrom a groundbreaking initiative launchedin February that seeks to address this chal-lenge by providing online video lectures inthese two languages, along with English.

TwoWalter SisuluUniversity (WSU) staff-ers have formed an integral part of an initia-tive born out of a desire to deal with thisproblem.Department of Accounting senior lectur-

ersAkonaBabana andSenzoNdlangamand-la have shared their expertise in languageand accounting to helping translate key ac-counting concepts from English to Xhosaand Zulu in the University of Cape Town’s(UCT) on-going groundbreaking Learn Ac-counting initiative.The venture, termed the UCT FASSETA

(Finance and Accounting Services SectorEducation and Training Authority) mothertongue intervention project, aims to empow-er students by offering free, multilingual

video-based learning on key financial andaccounting concepts.“I heard about this opportunity through

our HOD who’d been approached by UCTlooking for accounting lecturers who couldassist with the translation of the scriptedlessons. Never one to shy away from a chal-lenge, I volunteered to participate,” saidBa-bana.Her counterpart Ndlangamandla, who

translates into Zulu, praised the concept, la-belling it a brilliant initiative that allowsstudents towatch and understand some keyconcepts in financial accounting, manage-ment accounting and financial manage-ment.“Students will be able to pause, rewind,

stop and fast forward at their leisure de-pending on how quickly they grasp the con-cepts at hand. Prospective accounting stu-dentswill have the opportunity to get a headstart in terms of some key concepts,” saidNdlangamandla.The initiative has also enjoyed resound-

ing endorsements from Babana, who high-lighted its potential in closing the some-times huge language gap that becomes all

too apparentwhenstudentsmake the transi-tion from high school to University.“There is a big gap in terms of the way ac-

counting is taught at high schools as com-pared to University. You could find that astudent who gets a level 6 in mathematicsand accounting struggles when he/she getsto the tertiary levels. These videos will as-sist in bridging that language gap,” said Ba-bana.WSU Spokesperson Angela Church said

project underwaywith the SouthAfrican In-stitute of Chartered Accountants (SAICA)and UCT to work towards producing Chart-tered Accounting (CA) at WSU.“The SAICA/UCT flagship project will go

a long way to filling the skills gap for moreblack CAs in our country andWSU studentsin this programme have achieved incredi-bly well. It is also heart-warming that ourown lecturers have been involved in clarify-ing difficult concepts for accounting stu-dents across South Africa,” she said.

IN response to the dire shortage of skilledmathematics and science teachers in SouthAfrica, the University of the Western Cape(UWC) last week capped postgraduate de-grees to scores of educators from disadvan-taged communities.

The 28 teachers from all over the EasternCape Province graduated at the universityin Cape Town with their Honours Degreesin education (BEd Hons) during the Univer-sity’s two-week Autumn Graduation cere-monies, in which more than 3 500 studentsgraduated.Asiphe Nombewu, Communications Offi-

cer at UWC said the educators were part ofthe original 42 teachers who obtained theirAdvanced Certificates in Education (ACE)in 2012 as part of the Science Learning Cen-tre for Africa at UWC (UWC-SLCA).“UWC SLCA is an outreach centre for the

support and development of science andmathematics education, which was request-ed in 2010 to conduct theACE in FET science

education for 50 science educators from allover the Eastern Cape,” she said.Nombewu added that UWC-SLCA staff

travelled to the Eastern Cape, where contactsessions were conducted with participantsin Mthatha during 2010 and 2011.Meanwhile, the SLCA has already estab-

lished science clubs at a number of schoolsacross the Eastern Cape. The SLCA alsoplans to build state-of-the-art science learn-ing centres at schools in the Eastern Capeto support the science clubs and build amaths and science culture.Nombewu said according to an article

published by Tech Central in 2013, EasternCape districts had more than 65% of pupilsdoing Maths but that fewer than 20% werepassing. “UWC has long been aware of thesepoor results and in an attempt to change thesituation around, the Science Learning Cen-tre for Africa (SLCA) at UWC with the helpof Garden City Archway Foundation helpedschools establish Science Clubs in the East-ern Cape, which later resulted in 23 ScienceLearning Centres to keep the culture of sci-ence learning alive,” she said.

EXCITED Grade 12 learners from surround-ing high schools in Mthatha attended aMaths summit held at the Town hall inMthatha last Friday.

The summitwas hosted by theKing SabataDalindyebo Local Municipality in partner-ship with Maths in Progress, a private aca-demic initiative, to improve Maths skillsamong learners.Xolani Bangani, Special Programmes Unit

Officer, said after seeing the good job doneby Maths in Progress in other local munici-palities where they assisted schools to im-prove their matric pass rate, they had decid-ed to partner with them to do the same fortheir own municipality.“The summit is to help our Grade 12

learnerswithMathematicswhich plays a bigrole towards the pass rate and still remainsa challenge for many learners,” he said.Bangani said they had invited many high

schools, both fromrural andurban areas, butunfortunately only three attended. Even so,theywere happywith the turn-out, since thiswas only the start.MbusoGqamane,Maths in

Progress Coordinator, said they also assistedlearners with Science, Life Orientation andAccounting.“We have realized that there is a big gap

between learners from public schools andthose from comprehensive schools so withMaths inProgress,wewant to close that gap,”said Gqamane. He said they focused mainlyon rural schools where they encouragedlearners to work in groups and also promotethe culture of learning, even without resour-ces.Gqamane said they had worked with mu-

nicipalities such asMhlontlo, Alfred Nzo andothers in Kwa Zulu Natal where learners hadmanaged to get bursaries due to improved re-sults in Maths and Science.From Nozuko Senior Secondary School, a

group leader, Mzwamadoda Khuza, was verypositive about theprogramme. “Weonlyneedto overcome our fears and make sure that weimprove the rates in our district this year.”He said he was aware that it would not be

easy, but encouraged fellow learners to workhard and to make use of Maths in Progressprogrammes. Maths in Progress will keep intouchwith the schools that attended and con-duct school visits to monitor progress.

GOVERNMENT and private sector organi-zations used the annual Mzimvubu Munic-ipality Farmers’ summit recently to call onlocal farmers in the province to seize fund-ing opportunities available to help themimprove primary production and qualityof their produce to access the commercialmarkets as competitive farmers.

African Farmers’ Association of SouthAfrica’s (Afasa) Walaza Mazule announcedthat they were completing a process tostart their own cooperative bank aimed atproviding loan finance facilities to allfarmers in a bid to beef up their participa-tion in the mainstream of the agricultureeconomy.

“The cooperative bank will be startedwith the R10 000 contribution from allmember farmers who form Afasa. We aredoing this to help our members to benefitfrom the mainstream economy,” said Ma-zule, adding that some of their membersbought tractors with the loans they re-ceived from Afasa.

He added that they resolved that in orderfor their members to benefit from the agri-

culture value chain, each member mustsell about 60 sheep, 10 to 20 cattle per year.

Eastern Cape Development Corpora-tion’s Simphiwe Ntshweni said previouslythey had funded about five cooperativesfrom Alfred Nzo District and they are goingto fund five more from their R14 millionbudget.

Anglo American’s Zimele manager, No-ma Nota, urged all farmers to apply fortheir available funding from their Sebenzafund.

According to Nota, the Sebenza fund, aR500 million joint venture between AngloAmerican and the Development Bank ofSouthern Africa, expects to create about 8million new sustainable jobs by support-ing about 1.6 million Small Medium Enter-prises over the next three years.

Eastern Cape Rural Development andAgrarian Reform MEC, Mlibo Qoboshiya-ne, who detailed more than a R38 millionannual budget for cropping, agriculture in-frastructure, rural development and landcare programmes in the Alfred Nzo Dis-trict, said funds are available for farmerscommitted to agriculture.

“We are here to tell our people that jobcreation is in their hands. We need to useour land to create jobs and other opportu-nities in this province. The time has cometo change things by starting to work ourhome gardens. We don’t dream jobs. Wecreate them,” said Qoboshiyane.

He rebuked people who were using farmsfrom government’s land reform pro-gramme for parties, saying those whowanted to throw parties must develop busi-ness plans for entertainment centres andlet farmers use farms for agriculture.

With regard to the livestock improve-ment programme, Qoboshiyane said gov-ernment has realised that livestock suppli-ers selected quality breed and sold it to oth-er buyers while government was sold poorquality breed.

Qoboshiyane said his department has setaside about R10, 9 million to train local

communities to renovate, about R11 mil-lion for 34 stock water dams, R11 millionfor the construction of two feedlots, R7 mil-lion for production inputs for 11 customfeeds, R6 million for 16 livestock handlingfacilities and R21, 6 million for the comple-tion of the Chris Hani abattoir.

Out of its R1, 97 billion annual budget,the Rural Development and Agrarian Re-form department had set aside aboutR899 419 million for service delivery pro-grammes.

Umzimvubu Local Municipality con-vened the annual two-day farmers’ summitrecently to improve the capacity of localfarmers to supply local retailers, capaci-tate local farmers to meet market demandswhile exposing them to available fundingopportunities within the sector.

Acting Municipal Manager, Simthembi-le Khulu, said that they had set aside a bud-get to support about 30 farmers in the newfinancial year starting from June 2015.

TSOLO farmers were at their wit’s end as theywere losing topsoil in their mealie fields dueto heavy rainfall in the area, while insectssuch as stock-borer and black maize beetlewere destroying their crops.

This was before the Provincial Departmentof Rural Development and Agrarian Reformintroduced to them “no-till” farming, a systemin which seeds are directly deposited into un-tilled soil.

Last Wednesday a Farmer’s Day event washeld at Lujecweni location in Tsolo with farm-ers who are practising this system and are hap-py with the results.

One farmer, James Same (74), who had beenfarming for most of his life and had to stop dueto many challenges, was able to revive his gar-den and fields after the introduction of “no-till” farming.

“I am happy with the produce. My gardenis very fertile and the officials from the depart-ment were helpful in teaching us how this sys-tem works,” said Same.

He said even though he cannot controlstorms from hitting his fields, at least he nowwould not be losing his precious topsoil.

“This procedure is somewhat cheaper than

the normal tilling one, because with this one,I did not pay for a tractor for ploughing andthere is no cultivation. I only get rid of theweed by spraying with Roundup,” said Same.

Extension Officer, Vuyiswa Msila, said Lu-jecweni was used as a pilot area to introducethe ‘no-till’ system to the farmers in Tsolo andadded that she was happy with the responseand the outcome.

“At first, it was not easily welcomed by thefarmers, because to them, it was a new thingand they have been farming for many years.As time went by, they started to accept andimplement it,” said Msila.

Msila said the move to “no-till” farming andother various forms of reduced tillage was be-coming big in the country and that they sawit as the way forward.

“We see it as the only sustainable croppingpractice, because the others disturb the soil,leaving farmers with a challenge to put inmore fertilizers,” she said.

Msila added that because of climate change,things could get worse in many areas in termsof reduced rainfall, and said no-till most cer-tainly helps with soil conservation.

“It reduces the loss of topsoil through windand water erosion and it also reduces theamount of carbon dioxide released from thesoil,” said Msila.

Makupula addressed depart-ment of education officials, prin-cipals, teachers, parents andlearners when he also officiallyopened a computer laboratory do-nated by the MTN Foundation toQumbuVillage Junior SecondarySchool recently.He said it was the department’s

responsibility to give support andto monitor schools to do theirwork and to ensure all the re-quired school learning materialwas available. “Butwedon’twantprincipals to admit numbers oflearners that aremore than couldbe accommodated.”Makupula said this action dis-

rupted education, since class-rooms are built to accommodatea set number of learners.“You will find a large number

of learners stuffed in one class-room. This could be avoided if theprincipals only admit the pre-scribed number of learners. Prin-cipalsmust stop registeringmorethan the suggested number oflearners,” stressed the MEC. Inorder to accommodate and stopthe influx of learners who leavethe rural schools for the urbanschools, Makupula said theywere in the process of buildingboarding facilities in rural areas

which could also accommodatelearners from rural areas. “Inthese schools we will provide allthe required resources, butteachers must teach thelearners. The duty of the teach-ers is to teach and nothing else,”said Makupula.He agreed that a lack of water

and sanitation was a problem inmany schools in the EasternCape, but he vowed that hewouldmeetwith themunicipali-ties and the department of waterand sanitation to come up withaprogramme toprovidewater tothese schools, particularly inthe Qumbu district.He made a promise to return

within a month with a team ofengineers to check on how theycould solve the crisis of a lack ofwater at schools.

MTHATHA commu-nity will soon have asecond communityradio station, namedNgwane FM, whichwill be available on90mhz.

Co-founder andformer UCR FM re-porter, Muzi Dlami-ni, said Ngwane FMwas formed to ser-vice the entire ORTambo region as acommunity-basedstation with nostrings attached tothe municipality.

“We’ve conductedresearch about theneed for a secondcommunity radiostation and the re-sponse we got gaveus a thumbs-up toproceed,” said Dlam-ini.

He added that thenew station wouldfocus solely on pro-moting diverse cul-tures within the ORTambo region andalso give a platformto young and upcom-ing artists.

“This area is verydiverse when itcomes to culture andtradition and wewant to cater foreach and everygroup; hence we arelooking for youngblood,” he said.

He also promisedthe listeners thatwhen the radio sta-tion goes live in Sep-tember, radio mo-guls will be amongthe presenters andreporters.

According to him,applications are stillopen for aspiringand talented report-ers and presenters.

Dlamini formedthe station togetherwith Sivuyile Gova,a former teacher.

“We got the li-cence from Inde-pendent Communi-cation Authority ofSouth Africa (Icasa)in February thisyear,” said Gova.

Pan AfricanistCongress of Azaniamember in Mthatha,Simosakhe Memani,said they welcomedthe new communityradio station, sinceit would also coversurrounding areasincluding Ugie andNgcobo.

“We will not leavethe existing radiostations but thisshows that Mthathais really developingand there is no waywe cannot embracedevelopment. Wetrust Dlamini, sincehe has been involvedwith radio for manyyears,” said Me-mani.

ABC Motsepe league contenders, Mdantsanebased team, Tornado, is closing the gap be-tween themand longtime log leadersMthathaBucks FC after they crashed Matta Milan infront of their home supporters by 3-1 at theDutywa stadium over the weekend.

Thematch between these two sideswas likea derby as Tornado coach Jerry Sikhosana(former Orlando Pirates striker) was teasingthe Milan coach, Mbombo Xola, at the benchsaying they were going to beat his team byshowing some signs of cutting his head.Whenthe game started the home side were all overthe visitors, attacking and searching for anearly goal.

Matta Milan supporters were singing and

dancing in support of their side and the play-ers were motivated by the support.

This was when they broke the deadlock aft-er 30 minutes into the game. Milan had a setpiece outside the big box after the visitors’ de-fender had fouled the home side striker andthe ball was kicked straight to the goalkeeperand it bounced in front of him. He was unableto save it.

Within minutes after this goal, Tornadoequalized from the crasswhich came from theright and found the Tornado striker outsidethe box. He hit a low volley past the home sidegoalkeeperwhowasunable to stop it. The firsthalf ended at one all.

The second half started slowly with thewind helping Tornado, but after 5 minutes in-to the second half, Milan continued fromwhere they left off, controlling the ball posses-

sion and playing the ball to the visitors’ de-fence who were vigilant in defending.

Less than 15 minutes before the game end-ed, Tornado’s striker had a one-on-one chancewith Milan goalkeeper, after he beat an off-side trap and easily slotted the ball into thenet. Milan tried to press again, looking for anequalizing goal, but the visitors’ defenderswere playing very well, knowing that thethree points away from home were valuablein their efforts to chase downMthatha Buckswhich was leading by 5 points on the log.

Five minutes before the end of the game,Tornado’s striker outran the Milan defenceand was able to dribble past the goalkeeperwho fouled him. They were given a penaltywhich gave them the third goal. The visitorsmade nomistake defeatingMattaMilan 3-1 infront of their home supports.

Tornado coach, Sikhosana, was jumpingafter the goal, punching his fist in the air,knowing his side was applying pressure onlog leadersMthatha Bucks who played a goal-less draw against Kokstad Liverpool over theweekend.

Currently Mthatha Bucks is leading Torna-do by 3 points, while log chasers (Tornado)had a game in hand. Mthatha Bucks is on 41points after 18 games and Tornado on 38points after 17 games.

A live video feed brought the ex-citement and the winning numbersto big screens where visitorswatched the excitement and dramaunfold.

“The venue was extremely festiveand loud cheers were heard from afull Bingo Royale Cleary Park andClearyParkMall passage as thewin-ner was announced,” says generalmanager Tony Compton.

More than 2000 visitors madetheir way to the draw, with 1930 peo-ple inside the venue and over 300 inthe Cleary Park Mall passages.
