That seems to be themotto of theKougaMu-nicipality for the remainder of the 2014/ 2015financial year, ending June.
With the Jeffreys Bay Library relocated tothe old Ski Boat Club earlier this year, thebuildingwill nowbe transformed into aCoun-cil chamber to the tune of R1.5 million. Apartfrom the council chamber, the facility will behome to additional offices, twoboardroomsorcaucus rooms, printing room, kitchen and re-ception area.
Construction will commence in the fourthquarter of the current financial year, April to
June, once the procurement processes havebeen finalised.
According tomunicipal spokesperson, Lau-ra-Leigh Randall, the current Council cham-berdoesnothave enough space for all 29 coun-cillors.
“Additional seats have bo be brought in, es-pecially if there are members of the public aswell. The new chamber will be big enough toaccommodate all councillors, aswell as the of-ficials who have to attend the meetings andmembers of the public,” says Randall.
“It will, furthermore, be disabled-friendly.”According to Randall, the municipality
would like to popularise Council meetings byadvertising these meetings more broadly, asthis is the platform where elected leaders de-
bate and make decisions around service deli-very.
“By encouraging residents and stakeholdergroups to attend these meetings, we hope toimprove public understanding of the man-date and day-to-day operations of the munici-pality,” says Randall.
“The final plan and costing is subject toCouncil approval.”
A call centre is also in the pipeline for thisyear in order to improve the management ofcomplaints.
“Complaints-handling is not centralised atthe municipality. Each directorate handlesits own complaints through its own staff atdifferent units, which makes it difficult tomonitor,” says Randall.
“The new call centre will centralise com-plaints-handling and standardise themannerin which complaints are received and re-solved.
“Call centre staff will receive complaintstelephonically or via email. The relevant di-rectorate will be informed of the complaint inorder to address it. A reference number willbe issued per complaint in order to improvethe tracking of complaints and feedback tocomplaints.”
It is expected that the necessary equipmentwill be in place by the second quarter of thenew financial year, between October and De-cember.
“Our aim is for the call centre to be opera-tional by early 2016,” says Randall.

A TRANSFER station is on the cards for St FrancisBay, while landfill sites in the Kouga region will beupgraded at a cost of R25 million in the new financialyear.
This forms part of the Kouga Municipality’s KougaWasteManagement and Recycling Project, which willbe implemented in the 2015/2016 financial year, start-ing July.
St Francis Bay will soon be home to a transfer sta-tion.
According toKougamunicipal spokesperson,Mfun-do Sobele, a transfer station will be constructed in St
Francis Bay to make provision for a temporary baseof waste disposal as the proper landfill site in Hu-mansdorp is too far from the community of the town.
“The current site in St Francis Bay does not meetstandards to be a landfill site according to legislationand themunicipality has secured a closing permit fromtheDepartment of EnvironmentalAffairs,” says Sobele.
“Once this is done, theremust be another provisionfor disposal of waste which is where we are headedwith the landfill site.”
The Humansdorp and Hankey landfill sites willboast new security fencing, guard houses and a newwaste cell. A weigh bridge will furthermore be in-stalled at the Humansdorp landfill site in order tomove to an electronic waste recording system.
Electricity and water will see the biggest price in-crease, promptedby the rising cost of purchasing theseservices fromEskomand theNelsonMandelaBayMet-ro respectively as well as the increasing cost associa-tedwith repairing andmaintaining the required infra-structure.
A tariff increase of 12% will be implemented for wa-ter fromJuly 1, 2015, while the consumer tariff for elec-tricity will increase by an average of 12,2% to offsetthe additional bulk purchase cost of 14,24%, also fromJuly 1 this year.

THE Kouga Council has committed itself tomaximising service delivery in the new fi-nancial year by cutting back on operatingcosts and pumping more money into capitalprojects.
The draft annual budget and draft Integrat-ed Development Plan (IDP) for the new finan-cial year, which commences in July, were ta-bled to Council on Tuesday, March 31.
The documents will now be taken to com-munities for comment. The schedule of thepublichearings, to takeplace inallwardsdur-ing April and May, is being finalised and willbe communicated through themedia, themu-nicipal website and municipal noticeboards.
Executive Mayor Booi Koerat said thetheme of the new budget was to save moneyon the operating budget in order to fund keycapital projects identified in the draft IDP.
“Our operating revenue for the new yearhas been set at R638,741 million. This is an in-crease of 6% or R37,3 million compared to the2014/2015 adjustment budget,” he said.
Theexpected income fromrates and servicedelivery is as follows:. R149,5m from property rates. R232,4m from electricity. R54,8m from water. R40,2m from sanitation. R27,9m from refuse removal
The operating expenditure for the newyearhas been set at R688,285 million, which is 2%more than the 2014/2015 adjustment budget.The total includes an estimated R80 millionfor depreciation, which is a non-cash item.
Key expenditure items include R200,8 mil-lion for bulk purchases and R212,5 million foremployee-related costs. Seven percent of the
total operating budget will be put towards re-pairs and maintenance, with a full mainte-nance plan to be tabled to Council in orderto ensure the optimal use of this funding.
The draft capital budget for the new yearhas been set at R64,56 million, which is an in-crease of 37% or R17,372 million when com-pared to the 2014/2015 adjustment budget.
The Mayor said the substantial increase ofthe municipality’s capital budget would bemade possible by saving money on operatingcosts.
“No additional fundingwill bemade availa-ble to directorates in the new year. The ope-rating adjustment budget of 2014/2015 will becarried over as is except salaries and othercontractual items.Wewill also continue to ex-ercise strict control over cost drivers such asovertime and fuel consumption,” he said.
He said that this approach would allow theCouncil to free upR31million from internallygenerated funds. This money will be used forcapital programmes, including improved ac-cess roads, water, sanitation, electricity andcommunity halls.”
While a provisional list of capital projectshas been included in the draft budget, theMay-or cautioned that this list would change de-pending on inputs received from communities.
“The main focus of this budget has beento maximise service delivery to communi-ties, especially to poor and disadvantaged ar-eas, while eliminating thewastage of resour-ces on unnecessary, non-service deliveryitems. We look forward to working togetherwith all communities and stakeholders to en-sure that we build a better Kouga for all,” heconcluded.
Council considers draft IDP and budget
THE cost of municipal services is expected to increaseby an average of between 6%and 12% in the new finan-cial year, starting July 2015.
This is according to the draft municipal budget for2015/2016, which was tabled to the Kouga Council onTuesday, March 31.
In terms of the draft budget property rates will in-crease by 6% for businesses and 6% for residential prop-erties.
A 6% increase is also on the cards for refuse removaland sanitation.

THE Storms River Police are offeringa reward of up to R10 00 for informa-tion which may lead to the arrest andsuccessful prosecution of the suspector suspects involved with the murderof Corrie Claase (70).
According to police spokespersonW.O. Gerda Swart, Claase was foundwith stab wounds to his chest on hissmallholding at Robbehoek in the ear-ly hours of February 28.
“The elderly couple was surprisedby an intruder at approximately 05:00.The wife ran to the neighbours forhelp, while her husband stayed intheir bedroom,” says Swart.
“Upon her return she discoveredher husband’s body.”
The police are appealing to the pub-lic to assist them with any informa-tion that may lead to the arrest andconviction of the suspects.

“Ons kan nie meer so aangaan nie,” sê Wilma Cecil,die eienaar van Smoochies Meubels in Hankey. “In ons20 jaar bestaan het ons 22 inbrake die hoof gebied. Onskan nie meer nie, ons is op ons knieë.”
Smoochies Meubels sluit vandag, 2 April, sy deure virgoed.
Volgens Cecil, was daar in middel Maart twee keer bydie winkel ingebreek.
“Die inbrekers het die diefwering by een van die agter-ste vensters afgebreek om toegang tot die gebou te ver-kry. Hulle het verder die kragboks beskadig sodat diealarm nie sal afgaan nie,” vertel Cecil.
“Hulle het die winkel behoorlik omgedop - goedere hetdie grond vol gelê en daar was skaars plek om te loop.
“Die Hankey Hotel en Local is Lekker het ook in dietydperk deurgeloop.”

month long journey from Aston Bay on April15. Covering between 3 500km to 4 000km.FromAston Bay theywill travel to Gaborone,visit theVictoria Falls atKasane before cross-ing over to Zambia where they will passthrough the Liuwa Plains before arriving atthe border of Angola and the Democratic Re-public of Congo - all while collecting footage.Collecting footage and film editing are not
new territories to Paul.In 1999 he was awarded a bronze certificate
at the Dolphin Awards in the Associate Divi-sion Category for his film Chapungu, a wild-life documentary. The very next year he re-ceived a merit certificate for a video he madeof a luxury guest house and national monu-ment in the Mountain Zebra National Parknear Cradock, while in 2001 he took home a
coveted silver certificate for his productionBird, a visual accompaniment to the songfrom South African music outfit Dead CanDance.Paul’s love for film and editing started in
1966 when he decided to hitch hike fromCapeTown to Switzerland. Armed with a super8mmfilmcamera and ten rolls of film, he tookto the road. On his arrival at Bira in Mozam-bique, he sold his camera to pay for a ferryticket to India.Some years later, he even featured in vari-
ous films and television studies.Apart from awards for his films, Paul - who
is a graduate of the Swiss Hotel School in Lu-cerne - also boasts the title of the EuropeanBar Tending Championship winner in 1978,after which he took the John White WorldCup in 1979.In 1986 he held the position of director of
the Homeopathic School of Switzerland.Paul and Maria moved to South Africa in

Spur employees put pedal power to the test
Seven of Spur Corporation’s employees put pedal power to the test in March as they embarked on an epic seven-day, 797km charity cycle challenge from Cape Town to Port Elizabeth. The initiative aims to raise funds for the SpurFoundation to help bring joy and put a smile on the faces of those children who need it most. Commencing fromSpur Corporation’s Head Office in Cape town on March 21, they cycled an average of 113km per day throughWorcester, Swellendam, Albertinia, George and Nature’s Valey before arriving at Tampa Bay Spur in Jeffreys Bay onMarch 26. Their journey came to an end the next day when they reached their final destination, Port Elizabeth.Tampa Bay Spur donated R6 000 towards this worthy cause. The Journey for Joy team consists of cyclists MarkFarrelly, Peter Wright, Justin Fortune, Sacha du Plessis, Nick Pennisi, Andrew Cronje and Dusan Radmanovic. AFTER years of careful planning and endlessfundraising efforts, the Rainbow Day CareCentre in Kruisfontein, Humansdorp boasttwo new wings - vastly improving the learn-ing facilities at the centre.
The new wings were officially opened lastweek Monday. The centre is headed underthe Victory4All Projects and is home to 104learners with special needs, such as physicaland mental disabilities or learning difficul-ties.
The centre now boasts six new classrooms,ablution facilities, a new headmaster’s officeand a computer room. This enables theschool to accommodate an additional 60 to 75learners instead of a maximum of 60 learnersbefore.
The centre is also home to the Rainbow An-gles, under the guidance of Eva Steen and Ju-liana Lejander. The Rainbow Angles is a safehaven for six children with cerebral palsy.
Principal Rosa Nel, says: “All the glory toGod for the completion of this project and for
providing us daily with the necessary fundsto run this centre, as we do not receive anygovernment subsidy or financial help.”
According to Nel, the centre strives to giveevery learner a sense of self-worth.
“We want to empower them to earn an in-come in the future and contribute positivelyto the community. Each one of them is wor-thy and has a precious role to fulfil in society,even though they have a difficult road aheadof them.”
The school curriculum includes arts andcrafts, woodwork, needlework, art, drama,edible gardening and cooking. They also fo-cus on the basic foundation of mathematics,language and life orientation.
“We want to thank all the volunteers andcommunity members for their involvementin assisting with swimming lessons and mas-saging of the physical disabled, as well as mu-sic therapy. A big thank you goes out toWoodlands Dairy and Elmo’s Furniture forproviding employment opportunities tosome of our 18-year-old learners.
“It is heart-warming to see that there arestill people that reach out and care.”

Janis Ellis, publisiteitsbeampte van Hoof-stroomproduksies, vertel: “Die film, gegrondop die boek, Die Pro, deur Leon de Villiers,is nie net nog ’n lawwe vakansiestorie nie,maar het ’n sterk storielyn vol intrige.”
Draaiboekskrywer Tiaan van Niekerk (31)het eers teologie studeer voordat hy ’n diplo-ma in filmvervaardiging voltooi het. Die Prois sy eerste draaiboek.
“Ek het die boek in 1999 gekoop omdat diehoofkarakter dieselfde naam as ek het. Dit hetdadelik tot my gespreek,” vertel hy.
“As jy skryf het jy ’n sekere prentjie in joukop, maar wanneer dit by verfilming kom,moet daar noodgedwonge aanpassings ge-maak word. Jy moet die regisseur vertrou dat
hy jou visie sal deurvoer.”Heelwat aanpassings is vir die draaiboek
gemaak. Van die manlike karakters is vroulikgemaak en sommige is uitgeskryf.
“Die boodskap wat die film oordra, is spesi-aal: al ervaar jy verlies moet jy dit leer aan-vaar, weer opstaan en aangaan. Ek is opge-wonde om te sien hoe alles bymekaarkom,”sê Van Niekerk.
André Velts, die regisseur, het onlangs dieregie van die film, Knysna, behartig.
“Die Pro is die eerste Afrikaanse tiener‘surf-drama’ wat oud en jonk sal geniet,” sê hy.“Almal hanteer verlies en die dood op hul eiemanier. Sodra jy dit besef, is dié film uniek.”
StorieDie fliek gaan oor ’n sestienjarige tiener, Ti-aan Nothnagel (Edwin van der Walt) wat inVlakberg woon en ’n kranige branderplank-ryer is.
Sy beste vriend, Dirkie Lawrence (ViljéMaritz) wat altyd saam met hom die brandersaangedurf sterf skielik en Tiaan moet leer omdie tragedie te verwerk.

THE annual NMMU Soccer Charity CupTournament will be held on April 24 and 25at their South Campus soccer fields.
The NMMU Soccer Charity Cup is an an-nual schools soccer tournament that is or-ganised by the Nelson Mandela Metropoli-
tan University’s third year Sports Manage-ment students as part of their practicallearning.Organisers said the two main objectives
of the tournament are to help in the develop-ment of soccer at grass roots level, as wellas giving back to the community.Organisers said a round robin formatwill
be played. Therewill be three sections, u/16
and u/19 for boys and/or girls. The annualevent was started in 2002 and has grown tre-mendously each year. Schools from NelsonMandela Bay are invited to participate inthe NMMU Soccer Charity Cup.The third year Sports Management stu-
dents also choose the charity they wish tosupport. All proceeds from the tournamentwill be given to Sinethemba Children’s
Home. Sinethemba children’s care centreare a registered Public Benefit Operationand currently provide a service of commu-nity based care for vulnerable children.They aim to foster a greater appreciationand love for education and learning amongthe Sinethemba children, showing themthat the best chance at success in life is bybeing a success at school.

VISITORS to St Francis over the Easterweek-end must come prepared for some exercise –the weekly parkrun, the monthly full moonhike, as well as a charity run/walk in aid ofthe SPCAwill all take place over theweekend.Two are free events, so please dig deep andsupport the SPCA on Monday, April 6.
The St Francis parkrun expects lots of“parkrun tourists” on Saturday 4 April – reg-
ular parkrunners who want to tick off all thedifferent parkruns in the country. At variousvenues, a parkrun takes place every Saturdayat 08:00, it is free and open to all. The localevent takes place at the St Francis Linkswhere participants linger longer for a park-run breakfast in the clubhouse afterwards.New participants should register at
www.parkrun.co.za and bring along theirbarcode – or they will not receive their resultvia email later in the day. This weekly 5kmrun or walk is a global event.
On Saturday night the monthly full moonwalk/runwill start at 18:00 for 18:30. Registra-tion is at the Joe Fish Restaurant at the CapeSt Francis Resort, and the 5km run/walktakes place from the Resort onto the Cape StFrancis beach during low tide. Head lampsare recommended. There is no entry fee, com-pliments of St Francis Sport and the Cape StFrancis Resort.The only paid event, in aid of the SPCA,will
take place on Family Day, Monday, April 6.Dog lovers must not miss the DogWalk at the
St Francis Links – registration will be at 07:45and the entry fee is R50 per dog. All dogsmustbe on leashes and please bring your poopscoop.The distances to choose from is 2km or 5km
and there are some amazing prizes up forgrabs for owners of lucky dogs.All funds collected will go to the SPCA for
