“I was proud to serve with this team in our primary mission of ‘Service to the Fleet,’” said Kim. “Only here in Yokosuka are the ships of a carrier strike group expected to be ready to go into harm’s way, immediately upon departure from homeport, mere hours after crews say goodbye to their family and loved ones. There is nothing like it elsewhere in the Navy – and the defense of freedom in the Indo-Pacific depends on this.” Following Kim’s speech and the reading of Chief of Naval Personnel transfer orders for both captains, Jarrett formally relieved Kim as CFAY’s commanding officer. “It is a great thrill to be back on the waterfront, breathing the salt air, watching our great ships sail out of the harbor,” said Jarrett. “Two years ago I reached out to the detailers in Millington (Tennessee) and let them know that Fleet Activities Yokosuka was at the top of my list for duty, and I am grateful for the opportunity to serve the Fleet and its forward-deployed forces in the Navy’s most challenging AOR.”

Jarrett, a native of Charleston, West Virginia, graduated from United States Naval Academy in 1996, and completed his graduate education at West Virginia University; additionally, he is a graduate of the United States Naval War College and National War College. His tours include: at sea, USS Vella Gulf (CG 72), USS Ross (DDG 71), USS Freedom (LCS 1) and USS Fort Worth (LCS 3); ashore, Surface Warfare Officers School, Office of the Under Secretary of Defense for Personnel and Readiness, and he transferred from a position as the U.S. Fleet Forces Command Liaison Officer in Washington, D.C., to assume the role of CFAY’s commanding officer.

YOKOSUKA, Japan – Commander, Fleet Activities Yokosuka (CFAY) welcomed the 38th commanding officer during a change of command ceremony at the base auditorium, July 9. Capt. Jeffrey J. Kim was relieved by Capt. Rich Jarrett as the commanding officer of CFAY during a ceremony that was attended by more than 350 U.S. military members, Japan Maritime and Ground Self Defense Force personnel, Japanese and American civilian employees, and local Japanese government officials.

The guest speaker, Commander, U. S. Naval Forces Japan/Navy Region Japan (CNFJ/CNRJ) Rear Adm. Gregory J. Fenton, thanked Kim for a job well done and extended that gratitude to everyone on the CFAY team. “I know that Captain Kim would be the first to give credit for his accomplishments over the last three years to the Sailors who keep the base running, but I can avow that his leadership enabled this first-class team to excel,” said Fenton. “All this is to say, Captain Jarrett, you have big shoes to fill – but I know you are up to the task.” Kim’s next assignment will be as a student at the National Institute of Defense Studies (NIDS). NIDS is the Japanese Ministry of Defense’s core policy research arm, conducting research and studies with a policy orientation primarily on security and military history, while also serving as a strategic college-level educational institution for the training of high-level officers of the Self-Defense Forces.

Umikaze park is a 15-minute walk from CFAY’s Womble gate. From Womble gate, exit left and continue straight past Mikasa Park, the Port Market, and Toys-r-us. After Toys-r-us, Umikaze park is on the left. Admission is ¥1,500 for adults, ¥1,200 for middle and high school students, ¥500 for children and children younger than 3 years old enter free of charge.

One Piece x YokosukaUntil Oct. 20 (Sun)

8:30 a.m. to 4:30 p.m. | Sarushima “Monkey” IslandThis summer, the neighboring desert island of Sarushima is renamed Monkey D. Luffy Island and is themed around the famous manga. 12 life-sized statues of One Piece characters are placed around Luffy’s island to make things lively. The statues will

be joined by a replica of The Going Merry, a photo station, AR technology pit stops and a restaurant serving special meals. (Ferry fee: Adults ¥1,300, Ages 6-12 ¥650. Park fee: Adults

and high school students ¥200, Elementary and middle school students: ¥100)A free stamp rally is also taking place in Yokosuka so visitors can treasure hunt for stamps for the chance to win special festival coats.

NEWS AND NOTICESMain Gate Closure: Fleet Activities Yokosuka’s Main

Gate (Carney Gate) is scheduled to be closed to

all inbound and outbound vehicular and pedestrian

traffic at 9 and 11a.m. on Tuesday, July 16 for a

planned security drill.Womble Gate will remain

open for both inbound and outbound vehicular and

pedestrian traffic. The Aeon Pedestrian Gate will also

remain open. Please plan accordingly and thank you

for your understanding.

4th Ave. Road Closure: Partial road closure from

15 Jul 2019 – 14 Aug 2019 to install underground

utilities on 4th Ave. Full road closure occurs at the

T-Intersection between 4th Ave. and Yonban and

Goban Tower Parking Areas. Parking spots 4-56 will be

secured during excavation.

Rickert Drive: Rickert Drive will be partially closed for

repaving project from June 27 to November 5.

Bldg 1475 Renovation: Completion date planned

for August. The parking lot and access around the

building will be unavailable during the entire

construction duration.

First Avenue Seawall Repair: Completion date

planned for November. First Avenue will be traffic

controlled during working hours for seawall repairs.

Demolition and Reconstruction of C21: Various impacts to command hill parking until December.

The Computer Desktop Notification System (CDNS) provides simultaneous emergency notifications to government computers, home, work and mobile phones and email.

Comment: After seeing the fantastic fireworks display on base for the 4th of July, my children are very excited to set off our own fireworks. I see fireworks for sale at many of the shops just off the base. Are there any types of fireworks that are authorized on base?

Response: No, all types of fireworks are prohibited on the base. Commander, Fleet Activities Yokosuka Instruction 5500.2A classifies fireworks as a dangerous instrument, and possession of a dangerous instrument by U.S. military personnel and their family members, the civilian component serving in
