Pursuant to § 215(e)(4) of the Federal Power Act (“FPA”) 1 and 18 C.F.R. §§ 39.8 and 39.10, the North American Electric Reliability Corporation (NERC) requests Federal Energy Regulatory Commission (FERC or Commission) approval of the proposed Northeast Power Coordinating Council, Inc. (NPCC) Regional Standard Processes Manual (RSPM). The RSPM is contained in Exhibit C to the Amended and Restated Delegation Agreement between NERC and NPCC (NPCC Delegation Agreement). The proposed amendments to the NPCC Delegation Agreement consist of amendments to Exhibit C, the NPCC Regional Reliability Standards Development Procedure (RRSDP). The RRSDP is a “Regional Entity Rule” as defined in 18 C.F.R. § 39.1; thus, in accordance with 18 C.F.R. § 39.10, amendments to the RRSDP require Commission approval. By approving the proposed amendments to Exhibit C of the NPCC Delegation Agreement, the Commission will also be approving the amendments to the RRSDP as a “Regional Entity Rule.” Revisions to the RRSDP were executed by NPCC Staff and were posted for comment from May 21, 2013 until July 5, 2013. The comments received were reviewed by NPCC Staff and incorporated as necessary, and the document was posted for a second comment period between 1 16 U.S.C. §824o (2005).
