Subject: New Hampshire Ave Mutli-way Boulevard Feasibility Study - Synchro Analysis

INTRODUCTION

This memo summarizes the traffic analysis portion of the New Hampshire Avenue Multi-way Boulevard

Feasibility Study. The team examined a 2-mile long stretch of New Hampshire Avenue from Eastern

Avenue to University Boulevard (MD State Route 193). The existing layout is a 2-way, 6-lane roadway

(3+3) with a median and left turn pockets. There are periodic side lanes throughout portions of the

corridor. The team used Synchro 8 software to analyze delay to vehicles at 10 signalized intersections

along the corridor (from Sheridan Street to the shopping center entrance south of University Blvd.).

Eastern Avenue and University Blvd. were not analyzed because the former is owned and operated by the

District of Columbia and the latter is the subject of other efforts which will affect its configuration and

operation. The analysis relied on existing traffic data and signal timing. A calibrated base year Synchro

model was provided by the SHA Office of Traffic and Safety, and the Highway Capacity Manual 2010

methodology was employed in this analysis.

Assumptions

The New Hampshire Avenue Corridor Concept Plan (2008) applies to the corridor south of Sligo Creek

Parkway (to Eastern Avenue). It describes a 4-lane (2+2) main roadway with 1-lane side roads. A

conceptual base plan is included as an Attachment.

The Takoma/Langley Crossroads Sector Plan (2010 draft) applies to the corridor north of Sligo Creek

Parkway (to University Boulevard). It describes a 6-lane (3+3) main roadway with 1-lane side roads. This

is similar to the existing, but the side roads are made continuous. Both plans include additional grid

streets, bicycle facilities, pedestrian safety measures and other elements designed to complement the

multi-way boulevard treatment and distribute local traffic.

According to the Takoma/Langley Crossroads Sector Plan (2010 draft), which includes New Hampshire

Avenue north of Sligo Creek Parkway, about 30% of the daily vehicle traffic are local trips1. Extrapolating

this to the balance of the corridor, with the recognition that both the Sector Plan and the New Hampshire

configuration. To be conservative, the project team modeled 90% of existing traffic on the main roadway,

thereby assuming only 10% would divert to the side roadways.

As requested by Maryland State Highway Administration (SHA) at a meeting on March 27, 2013, the

project team then modeled a one percent growth factor for a 20-year horizon. 1% for 20 years equates to

22% . Multiplying 0.9 (for 90%) times 1.22 (for 22% more) results in a 1.10 growth factor for the Synchro

analysis of future conditions. Detailed future year traffic scenarios are included as Attachments.

At the same meeting, SHA opined that the proposed mixed-used development will most likely increase the

vehicle traffic on the network, even with the various modes of transportation available in the area. In

addition, it was noted that some sections of the proposed multi-way boulevard may not have local lanes

due to site constraints related to the environmentally sensitive Sligo Creek and adjacent wooded areas. A

more comprehensive traffic analysis will need to be performed as the project progresses.

RESULTS

AM Peak Analysis

Modeling 90 percent of current traffic in the AM peak period grown at 1 percent for 20 years produced the

results shown below. All intersections operate at LOS-D or above in the proposed condition with the

exception of Route 410. This location initially had LOS-F, but with a split phasing for westbound left

turns produced LOS-E.

CONCLUSION

This traffic analysis was conducted to assess the feasibility of a multi-way boulevard on New Hampshire

Avenue. The results demonstrate, with a sufficient level of confidence, that the project can progress to the

next phase of development. Minor intersections would operate satisfactorily with a multi-way

configuration. Major intersections would need their own analysis and solutions, but it appears that issues

can be resolved with further refinement of the boulevard design, signal systems operational

considerations, and detailed travel forecasts and mode share analysis.
