  • are plenty of women who would not mind dating or marrying a high-status man. The real problem with casually using such a phrase, to the point that it becomes engraved into Persian culture, is the mentality that it is promoting and subsequently reinforcing. The mentality depicted by such a phrase depicts the idea that men have absolutely no interest or desires for committed monogamous relationships and that we, as women, must adopt cunning and manipulative tactics in order to essentially trap them into relationships, and subsequently marriage. Although the phrase can be used by men in regards to women as well, I am choosing to focus on its use by females in regards to men due to what is being socially referred to as a shortage of husbands in Iran. Just as how fish swim and carelessly engage in their normal patterns of behaviour until caught by fishermen or predators, the use of such a phrase promotes the idea that women must employ mind tricks and tools in order to catch a suitable husband. It also promotes the idea that men are not naturally meant for relationships and that those who are married have been trapped and tied down. The oppression of women in Iran is apparent; women are not allowed to leave the country without explicit male permission nor are they allowed to stay at places such as hotels, amongst many other things. In Canada however, a country which continually strives to bring gender equality to its people, the continued use of such a phrase in the Persian community is increasingly

    harmful as it continues to promote the idea that women, as female individuals, are not good enough and that they must trap a suitable husband for themselves in order to win at life. Thus, women who are able to date and marry such men are viewed as not only lucky, but cunning for being able to get such men to commit. The oppression of women in a country such as Canada is not yet fully eliminated, and it can be seen through lower salaries granted to women in academia and sciences versus men. In fact, even outside the scope of academia and sciences, the median weekly earnings for full-time working women in 2013 was $706, compared to $860 for men. Such facts, when coupled with a social dating culture that casually instills a belief that women are incomplete without husbands is vastly detrimental as it further encourages the idea that a woman is only as good as her man. On a final note, I think it is clear that I vote in favour of abolishing such a phrase. My only goal is to possibly shed some light onto the reasons why I am bothered by the continued use of the phrase toor kardan. As to the people who are wondering if I have caught anyone for myself, my only words are that any man that needs to be caught or trapped into a relationship, is not the man for me.

  • The subject of dating is not new for Parnian Magazine. In past issues, I have discussed dating and relationships as pertained to Persian culture and how immigrant parents can often impose unrealistic and old-fashioned dating traditions on their children. I feel the need to revisit this topic because I am starting to see an aspect of Persian culture mentality that I feel is damaging to relationships. What I am referring to is the idea or

    notion of toor kardan, which I can only translate as referring to someone as a real catch. At twenty years old, I often overhear others talking about whether or not I have caught someone for myself: hanooz kasiyo toor nakarde? I find myself growing a particular hatred for this expression. Although the phrase toor kardan has been around for many years, it is most fitting in Irans current day times. With Irans aging baby boomer generation, there now exists a large population of 20-30 year olds in Iran all of whom are in the culturally appropriate time for marriage. Irans societal and economic problems however, have resulted in many men beginning to adopt the mentality that maybe staying single is a better choice. For one, marriage is costly and a gloomy job market can be very demotivating. This is particularly bad news for women however; as they are culturally, and financially, obligated to stay at home until they have married. The result is an ever intensive competition for finding a suitable husband, in which the ideal candidate would be someone with a prestigious Doctor, Dentist, or Engineer status. Thus, we are introduced to the casual conversational phrase of toor kardan in which the women who are able to marry such men are depicted as smart, sly, and role models to be respected. So what is the exact problem with using such a phrase? I mean, Im sure there

    If you are an employer in an economic agency, it is one of your legal obligations to keep, protect, and secure the personal and private information of your staff; you must also be familiar with the Personal Information Protection and Electronic Documents ACT (PIPEDA) and to do everything in your power to enforce it in the work environment.

    Despite the fact that most people are concerned about the leak of their personal information, they know that when they work for a company or organization in an office designated by that organization, they have to unwillingly disclose their personal information to the employer.

    It should be noted that all employers need at least a little personal information from their human resources for the sake of financial and administrative affairs. They should make sure that the workers/employees do their work efficiently. Therefore, the employees/workers personal information is no longer one hundred percent private: people have access to it. This is more worrying than ever because today there are more reasons for the employers to get employees personal information which does not limit itself to financial issues, such as paying salary and benefits.

    A Trip through War, Dictatorship, and Failed DemocracyA look at The Carpenters Pencil, authored by Manuel Rivas/ translated by Arash SarkoohiElham Atarodi

    The Carpenters Pencil narrates the life story of a great revolutionary, Doctor Da Barca, before the outbreak of the civil war in Spain (1936-1939), his sufferings in prison, and then his return from exile after the death of Franco (dictator of Spain) in 1975 and his death in his homeland. His life and his passion and love for Marisa Mayo are narrated smoothly by his prison guard, Herbal. These are actually the wounded memories of mankind, narrated with the characters of the story, which depicts the love of the main character for a girl named Marisa. The Carpenters Pencil is the story of years of harsh prison and battle, of the fetid pit of the world, of revolution, of the revolutionary peoples blood, and of the sufferings of the innocent. Rivas uses neither conventional punctuation marks such as colons, quotation marks for direct speech, or hyphens, nor paragraphs to determine changes in time or story narratory. However, the attractive plot and the surprising structure of the story make the reader collaborate in the pleasure of creating the novel through his mental understanding of the missing punctuation marks.

  • I Am a Technical Genius, but Really Alone!An interview conducted by Mitra Roshan with a technician living in Quebec

    My names Nader and this is my story.My names Nader and I am 51 years old. My friends call me genius, even though I do not even have a high school diploma! I came to Canada 20 years ago. Unlike now, people did not immigrate with the knowledge of two languages and complete readiness back then. I learned English and French here in Canada and I attended classes for just six months to learn each of them and improved my language skills while working, having fun, and watching movies. Just like other skills, I keep on and persevere until I learn it all. I can do almost everything. Actually, I am a jack of all trades. I have a lot of skills, but the one I use to earn a living is house repair, although I can build a house from scratch, from building its foundation to electricity, plumbing, building doors and windows, laying tiles, and painting, etc all by myself. In Canada, there is a lot of work, but little time. Here, we exchange the hours of our lives for money. My contracts begin at $5,000 and go up to $50,000 and it takes one to six months to finish a project, depending on the amount of work needed. In Canada, a plumber can earn as much as a doctor. Houses are mostly wooden and old and there is also a lot of empty ground to build a house on. Therefore, a technician like me always has a job to do.

    Working as an Electrician in QuebecNeshat Tehrani

    In order to work legally as a residential electrician, one should be properly trained and posess the necessary certificates, as this is a highly critical job. This job is of critical importance, as most houses and residential buildings in the province of Quebec are made of wood, so if safety measures are not observed by electricians, there is a high probability of large and widespread fire that can cause casualties and financial damages. However, those who work as residential and industrial electricians enjoy relatively high job security and there is a high demand for these jobs. Moreover, master electricians are able to work independently which appeals to most Iranian immigrants, who are interested in setting up their own personal practices and businesses. Note that in order to become a master electrician, one should pass many courses and tests and have job experience as an assistant electrician in the first place. In terms of the number of people having this job, it presents the second biggest labor market in the province of Quebec. According to statistics for 2013, more than sixteen thousand people work in this field. In 2013, more than 1000 new electricians entered the labor market. The industrial sector accounts for a huge percentage of these people, but the need for residential electricians has also increased in recent years and the number of people working in this field has augmented.

  • Iranians Major Mistakes in Their ResumesFrom Majid Bastamis blog

    Unlike a decade ago, when Iranian immigrants had not heard of the word resume before setting foot on Canadian soil, today many of them know of it and some of them even come to Canada with a resume. However, sometimes not knowing about something at all is better than having incomplete knowledge of it. Preparing a resume is no exception, as incomplete and even inaccurate information will aggravate the problem instead of solving it, and since the applicant thinks nothing is wrong with his resume, it will take a lot of time for him to understand what the main problem is and how to solve it. Moreover, lack of complementary information such as how to publish a resume, the importance of synchronization between the resume and helper tools such as Facebook and LinkedIn profiles, and more importantly, the preparation of a cover letter, aggravate immigrants problems in finding a job. Here I shall talk of some of the most important mistakes Iranians make in preparing a resume. It should be noted that some of them are general ones which do not apply only to Iranians, and some others stem from the difference between the application of this tool in Iran and in Canada.     The Heavy Shadow ofElections on Ontario in 20142014 should be called the year of elections for many residents of the province of Ontario, not only because of the early provincial election in which the leadership of the province and the continuation or the end of a liberal government after 10 years should be determined, but also because mayoral elections and the internal elections of the federal parties will be held in this year in order to determine their candidates.

    Provincial electionsAs of writing, a few days before the commencement of the primary (May 31, 2014) and about two weeks before Election Day (June 12, 2014), aside from the media, our society does not seem to have an electoral appearance. Even compared to the last elections, there are fewer banners and flyers on streets and porches. It seems that the residents of Ontario want to tell the provincial parties, especially those who are behind this early election, that they are neither interested, nor in the mood to go to the polls. We should wait and see if the commencement of the TV debates can create a sort of enthusiasm in voters, but for now the three leaders are having their electoral tours all around the province, especially highly populated areas and main battlefields, where each of them hopes to take mone or more seats from the other two parties, or to keep their assets and win the elections.

One officer acts normally and does not make excuses, but another one returns the documents, which are exactly based on their criteria, so you cannot find any breach of rules in your documents. You might feel that you were dealing with a department in an undeveloped country whose employees intend to get rid of your file and lessen their work. This is the most optimistic guess you can make. The same inconsistency applies to the assessment of the scores of majors and their acceptance. One applicant gets the score for his major and education, but another one having the same degree from the same university is rejected by another officer. As for the retirement insurance of institutions other than the Social Security Organization (SSO), you know that organizations like the Army, the Radio and TV Organization, and the Petroleum Ministry have their own systems for unemployment and retirement insurance and act according to law along with the SSO. Unfortunately, many officers do not recognize this type of insurance, and therefore, the score related to the work experience of the underlying applicants will be lost.

    4-Irreversible, unfair decisionsabout filesThe number of such decisions has significantly increased. Based on a policy which has been effective for some time, some files have been rejected due to lack of a few documents or even a foreign ministry stamp. These applicants have even been denied a review process, even though the office has received the processing fee. Moreover, the documents

    are not returned to these applicants, and the only solution is to file a complaint in the Quebec Supreme Court. As all these acts are against the law, I can only wonder how the immigration office has plunged into this abyss.

    5-Requests that all documents of a file be resentRecently, the Quebec immigration office has sent some letters to some applicants, asking them to resend all their documents, which provides back-up, proof, to the idea that the office has lost many files.

    6-Absolute disorder and chaos in the processing of filesYou used to be able to figure out when your interview date would be, based on your major and score, but now you cannot no longer predict it. There are a lot of files from 2011 for which an interview date was not set, while surprisingly there are some files from 2012 and 2013, whose applicants have been invited to interviews.

    7-Comments on lawyers and consultants by some officersThe way Quebec has treated immigration lawyers and consultants has really been unfair. Aside from removing a large number of consultants who were very useful to Quebec in 2013, the way some officers have behaved in interviews has also been improper. Some officers are seen to start backbiting as soon as they see a lawyers or a consultants name in the applicants file and in some cases even encourage them to discontinue their relationship with that lawyer and to continue on their own. We should note that while just a few officers behave like this, the number of such officers has increased in the last two years. What they do is completely against the law and in some cases even a crime for they are not allowed to comment on legal representatives at all.

    I know that you feel bad. It is difficult and unbelievable, but thats the truth, just the way it is.

  • said that it took about 6 months to open the letters! When he was asked why the CSQ was not sent, he politely apologized and promised to take care of the situation, and asked us to call again after two weeks. But then almost the same thing happened two weeks later. - Another client had had a baby 8 months earlier and we sent all our documents along with a bank draft as according to law, but no one sent us the CSQ for the baby, and the embassy was waiting for it to issue the visa. After one or two months we sent a follow-up letter, but nothing happened. We called the immigration office, and as expected, the officer at the other end of the line said that he could not see anything in the system and asked us to call again in the following week. We called again, but to no avail. A few weeks later, we received a letter, acknowledging that we had sent the childs documents, but claiming that we had not paid the legal fee. We were not only surprised but furious. The file was on my desk along with the copy of the bank draft as well as a confirmation letter from

    the bank showing that it had received the money two days after it was sent. We sent a letter containing a copy of the draft and the documents showing that it was received by the bank. We also faxed the documents, hoping that something would happen, but nothing did. It is clear that on one hand, there are a lot of unopened letters, and on the other, the information saved on their system is highly unreliable, and that the officer in charge of answering your inquiry does not have any source other than that information. 3-Inconsistent and illogical rules and policiesNew rules and regulations are presented by Quebec Immigration Office all the time. One day they return the files because they are not stamped by the Ministry of Foreign Affairs, and the other day, they insist that the documents should be stamped with a True Copy stamp from a notarys office. Moreover, there is no consistency in the way these sometimes

  • Despite the return of liberals to power in Quebec, the catastrophic and unbelievable mess in the Quebec Immigration Office has continued.These days the MICC (Ministre de lImmigration et des Communits culturelles) is a complete mess. It seems that order, discipline, obedience to law, respect of applicants rights, and fairness are missing. Such a situation as this is really weird in a governmental department in a democratic society. I am not sure if there is a connection between this situation and the views of the former government, but it is likely to be the result of Ms. Marois presence. I can give some examples to describe the mess in MICC. It is also worth noting that this article does not intend to question the efforts of responsible officers. It appears that the problem stems from poor management and immediate, unplanned decisions which victimizes experienced officers. While unfair officers are a different story, fortunately, there are not many of them.

    What used to be done:Up to two years ago, the processing of files in the Quebec immigration office used to be smooth and there used to be an acceptable order in confirmation of the receipt of an application, invitation to interview, and other steps. Therefore, you could expect to be in a specific phase of file processing at a specific time. There was not much to be surprised about and

    it seemed that files were orderly and that officers were completely trained to do their job. There used to be an email address you could expect to receive an answer from within 48 hours, if you sent an inquiry. Moreover, if a file was unfairly rejected, or you thought that it had been, you could usually hope that in administrative review, which took about 6 months, that file would be finally accepted. Those days, we wish that Quebec officers could teach the federal immigration officers and officials how to be responsible, reliable, and organized in processing files.

    The current situation of the Quebec immigration office:1-Review processChanging the review process was the first alteration. Along with the change in management of that section, the fair review process disappeared; the new team tends to uphold the refusal decision of an officer in any case. To continue the process, applicants have to litigate to the Quebec Supreme Court, which is illogical, considering its huge expenses. In this way, the rights of a large number of applicants have been and will continue to be violated.

    2-Accountability and relationship with applicantsAfter a while, if you sent an email to that address, you would receive an automatic

    response, suggesting that you fill out a form on the website of the Quebec Immigration Office using a link provided in the email. When you filled out the form, you would receive an email giving you several telephone numbers to call and follow up on your situation. Some readers of this article may have experienced making a call, but here is our experience: Whoever answers your call is mostly polite and tries to be helpful. However, he/she does not have the right answer to your questions, as the information in the system is no more than what you have. He/she may even give you wrong information in some cases, the kind of information that may lead you astray if taken seriously. Let me present a few examples to clarify. - The CSQ was not given to a client after the interview, and it was supposed to be sent later. We sent a few follow-up letters, but we did not receive any responses. When my colleague called, the officer could not help, because based on the information he had, the interview had not even happened, and the name of my colleague had not been registered there as the consultant. Interestingly, the officer could see my colleagues name, but said that he had not received a mandate. When my colleague said that he had sent a mandate at least twice and that he had a receipt showing that the officer had received it, the last of which was 6 months earlier, the officer
