Los principales países proveedores a Francia de carretes de pesca con los países de Asia (China, Malasia, Tailandia, Japón) y europeos (Países Bajos, Alemania y España). China domina de lejos el mercado tanto en valor (41,56%) como en volumen (71,12%). Eso se explica por el bajo costo de fabricación de los carretes. Muchas son las empresas francesas, y europeas en general, que deslocalizaron su producción en este país para seguir siendo competitivo en el mercado interno.

F) Mercado Francia ofrece 275.000 km de ríos, 110.000 ha de estanques y 4.000 km de costas. Es por lo tanto un territorio excepcional para la práctica de todos los tipos de pesca. Se estima en cerca de 3 millones el número de personas que pratican una pesca recreativa en mar. Entre 1,5 y 1,8 millones de personas pescan en barco, entre 1 y 1,2 millón pescan del borde y del 1 al 1,5 millón practican la pesca a pie. En lo que concierne a los pescadores de "ocio" en agua dulce y que practican en las aguas cerradas o privadas, se estiman a más de 1 millón de personas. Es evidente que una parte de los pescadores que practican en el mar también lo hace en agua dulce y vice versa. Sin embargo, se considera que el número total sobrepasa los 3,5 millones de pescadores lo que representa el 5% de la población francesa. Hacen 10 años esta proporción era del 7%. A pesar de ello, hoy en día Francia es el país de la Unión Europea que más pescadores tiene. En el conjunto de la UE, a la exclusión de Rusia y de los ex países de la URSS, se estima que 30 millones de personas pescan. Francia representa entonces el 10% del mundo de la pesca en Europa lo que es importante a nivel económico. Estos pescadores representan un mercado consumidor que, según las estimaciones, varía entre 350 y 380 millones de euros. Se trata de un mercado que ha sido estable mucho tiempo pero que conoce una recesión lenta en lo últimos años. En 2004, la producción de artículos de pesca en Francia fue de 40 millones de euros de los cuales 18 millones a la exportación. La pesca representa el 7% de la producción de artículos de pesca en Francia. Con las deslocalizaciones en los países de Asia, este sector ha disminuido en su globalidad.


El sector económico de la pesca de "ocio" (10.000 empleos en Francia) se encuentra actualmente en profunda crisis por la pérdida importante de número de pescadores. Esta crisis tiene como consecuencia una baja de la facturación realizada y el cierre de 200 negocios minoristas en 2 años que causó la pérdida de empleo para unas 400 personas. Para mejorar esta tendencia, el organismo PROMOPECHE trabaja en los siguientes aspectos:

- el desarrollo de instalaciones y emprendimientos para la iniciación de jóvenes a esta actividad. En este sentido, lanzó un programa que permitió enseñar a 15.000 jóvenes a pescar desde 2005, que por el momento da buenos resultados,

- el lanzamiento de una campaña de promoción para mejorar la imagen de la pesca acerca de los no pescadores,

- realizar la promoción de los lugares de pesca de calidad. Creó un label para distinguir estos lugares.

Se observa una sofisticación de los artículos de pesca con productos cada vez más tecnológicos. Eso podría representar una oportunidad interesante para los industriales y podría a la vez atraer a un público más joven. Canales de distribución: Existen varios canales de distribución de artículos de pesca:

- los grandes grupos multideportes. - las cadenas especializadas en deportes al aire libre o de aventura, - las cadenas especializadas en la pesca.

Los aficionados van generalmente en los negocios especializados. Sin embargo, vender los artículos de pesca en las grandes tiendas multidesportes permite atraer a nuevos consumidores.

ANEXO 1: General product safety

Products on the European Union (EU) market for consumers or likely to be used by them, including all products that provide a service and excluding second-hand products that have antique value or that need to be repaired, must comply with the provisions laid down by Directive 2001/95/EC (OJ L-11 15/01/2001) designed to protect consumer health and safety. The General Product Safety Directive (GPSD) establishes the following common provisions concerning particularly:

Market surveillance

General Safety Requirement Producers are obliged to place only safe products on the market. When the manufacturer is not established in the EU, this obligation applies to his representative in the EU or, in the absence of a representative, to the importer.

A safe product is one which poses no threat or only a reduced threat in accordance with the nature of its use and which is acceptable in view of maintaining a high level of protection for the human health and safety, taking into account the following points:

the characteristics of the product, including its composition, packaging, instructions for assembly and for installation and maintenance;

the effect on other products, where it is reasonably foreseeable that it will be used with other products;

the presentation of the product, the labelling, any warnings and instructions for its use and disposal and any other indication or information regarding the product;

the categories of consumers at risk when using the product, in particular children and the elderly.

The General Product Safety Directive establishes the regulatory scheme to determine compliance with the general safety requirement in which the European Standards (CEN) adopted to define the appropriate safety specifications are considered.

Additional manufacturer and distributor obligations In addition to the basic requirement to place only safe products on the market, producers must inform consumers of the risks associated with the products they supply particularly, when such risks are not obvious. They must take measures to be informed of risks posed by the products and take the appropriate measures to prevent such risks (e.g. withdraw products from the market, warning consumers, recall products which have already been supplied to consumers, etc).

The obligations on producers apply to any professional in the supply chain who may affect the safety characteristics of a product. In particular, they are obliged to monitor the safety of products and provide the necessary documents ensuring that the products can be traced.

Manufacturers or the distributors must not supply products that they know or should presume to be dangerous. If they discover that a product is dangerous, it must be notified to the competent authorities of the Member States and, if necessary, cooperate with them on the action taken to avoid the risks for consumers.


Market surveillance Nominated authorities in the Member States are in charge of checking that the products meet the applicable safety requirements. They may take appropriate measures to impose marketing restrictions, require product withdrawal from the market or recall products when there is evidence that there is any danger.

The Directive also sets up a system for Rapid exchange of information (RAPEX-system) among Member States authorities and the Commission on measures adopted to prevent, restrict or impose specific conditions on the marketing or use of products posing serious risks.
