CHAIR’S WELCOME
I am pleased to welcome players, team officials, parents, supporters and visitors to Townsville and the Queensland School Sport 11 – 12yrs Rugby League State Championship. Queensland School Sport Championships serve a number of worthy purposes, not the least of which is the crowning of the State Champion region and the selection of the Queensland teams to contest the School Sport Australia National Championships in melbourne in August. But it’s about more than that. Every player here has the opportunity to test themselves against the very best twelve-year-old footballers in Queensland; they have the opportunity to enhance their skills and so take back to their clubs and schools the experience of playing rugby league at a higher level; and they have the opportunity to form lasting friendships with both teammates and opponents. Elsewhere in this program is the “Higher Honours” list of those who competed at these championships and have gone onto bigger things in sport. Who knows who you’ll bump into a few years from now? It’s worth noting that many of these players did not make the Queensland team as twelve-year-olds, but they stuck at it and their chance came. The first supporters of young footballers are their parents. Parents provide the everyday support such as driving their children to training and games, the financial support to compete at championships like this one and the emotional support when things don’t go so well. To the parents who are here this week, I urge you to positively support your team and your regional officials and enjoy the fruits of your contribution to your child’s sporting dreams. An event such as this requires months of detailed planning, and I acknowledge Championship Convenor Glen Baker and his organising committee for their commitment to upholding the high standards of our championships. Our organisation and our players are particularly indebted to the regional team officials who put many hours and a lot of their energy into preparing their teams, and their families, who would often rather have them at home instead of at training. Please know that as regional coaches, managers and trainers, your contribution is sincerely valued. This Championship would be unable to operate without the support of a number of organisations. The Department of Education and Training, through the twelve Regional School Sport Offices, continues to be a great supporter of school sport. Every regional official and every member of the organising committee is here because the department recognises the value of sport in the lives of so many of our students. The Queensland Rugby League continues to provide the major contribution to the running of School Rugby League in Queensland. Their support significantly reduces our state team levy, provides direct representation to committee meetings for our regional delegates and enables us to have the very best student referees and referees’ co-ordinators at this championship, the Girls State Championship and the Vic Jensen 11 years carnival. May the games be competitive and injury-free and I wish all players, visitors and officials an experience to cherish in the future and one that is worthy of our great game. WELCOME TO NORTHERN REGION
On behalf of the Organising Committee and the Northern School Sport Board, it is with great pleasure that I welcome all players, parents and supporters to Townsville for the 2017 Queensland School Sport 11-12yrs State Championship. Northern Region has a strong sporting culture with a very proud sporting history. This is no more evident than in the sport of Rugby League, with Rugby League identities such as Gorden Tallis, Paul Bowman, Sam Thaiday, Kyle Feldt and Michael Morgan all wearing the Royal and White of Northern, at this carnival when they were in school. The students competing at Championships such as this are given the best opportunities to display their skills both as individuals and as members of a team. By participating in these Championships, every player will improve and this will give them the incentive to continue playing the game and aspire to future representative honours. As this Championship is conducted under the banner of the Department of Education and Training, I draw your attention to the Codes of Conduct in place for players, parents and spectators and note that smoking is not permitted at this facility for the duration of the State Championship. I encourage everyone this week to remember: it’s positive or it’s pointless! To the players, I wish you an enjoyable and injury-free Championship, and trust you will make many new friends this week.

FOR 10 – 12 YRS RUGBY LEAGUE
COMPETITIONS
Goal Setting Goal setting is the strongest human force for self-motivation. The player should set himself realistic goals and, ideally they should fall into the categories of short range, intermediate range and long range. At regular intervals, progress should be reviewed so that new goals can be reset if necessary.
Persistence Nothing in the world can take the place of persistence – not even talent, genius or education. Nothing is more common than unsuccessful people with talent, unrewarded genius is almost a proverb, and the world is full of educated derelicts. Persistence and determination are the qualities required and, as the slogan says, “a winner never quits – and a quitter never wins”. The good player always possesses the tenacity to give something one more try and, very often, that is the winning effort. Only your best will do.
Character The valuable players are those with the maturity and intelligence to keep doing their job without failing, no matter what the circumstances. They are persons who can withstand pressure and who are never beaten. They might realise that winning is not everything: it is the desire to win that is everything.
Mental Requirement A large percentage of success is mental which represents not only the power to think and preferably think five minutes ahead, but also a resilience of will. Mental toughness means having a disciplined will which is developed by refusing to give in to yourself.
Self Belief A player can be as great as he/she wants to be if the player believes in him/herself. If the player has the courage, the dedication and the competitive drive, the standards set will be reached. The player must be sold on him/herself, the team, the season, the particular game and, finally, the segment of play that he/she is engaged in that very moment.
Pride This is really the desire to always produce your best. The ultimate is for the player to want the crowd to believe they are watching the best player in the world at his/her particular position. If you do not live up to your potential, you cheat the team as well as yourself and, when a player fails to perform to capacity, it is usually because he/she has misdirected his/her attention to something less essential in the job.

ACCESS TO STUDENTS (10 – 12 YEARS)
AT QUEENSLAND SCHOOL SPORT EVENTS
PROTOCOLS FOR TEAM OFFICIALS AND
SCHOOL AGENTS, CLUB/PLAYER AGENTS
Officials and Agents are invited to observe the following protocol, which must be adhered to in order to communicate with and gain access to any student:
All students participating in these events are on a Department of Education, Training and Employment-approved excursion. The teacher management team has a duty of care and a legal right to determine the program for students both on and off the field.
No approval is to be granted for a request by a Team Official, school or school recruitment, club or player agent for access to any student/s at a State Championship.
If any of these groups wish to distribute any material to students attending State Championships, they are to make copies available to the State Championships Convenor who will announce to the students that the material may be collected from them at the conclusion of the Championship.
No direct contact with students is approved.
No personal contact details of students attending State Championships are to be made available to any other person (teaching staff included) other than the student’s Team Coach and Manager.
Team Management cannot use their position to influence student’s decisions as to which schools/ clubs they will attend.
Schools or clubs wishing to forward information to students must do so
through the student’s school Principal.

Queensland School Sport Events
Statement of Intent
QSS is mindful of the possibility of indecent photography of students participating at sporting events.
QSS owes a duty of care to students participating in sporting events and has an obligation to comply with departmental policy concerning child protection matters.
QSS recognises that it is a normal and appropriate expectation of parents/carers to be able to visually record the sporting achievements of their children. However this expectation must be balanced against legitimate concerns that may be raised about inappropriate photography of students.
QSS also recognises that some venue managers/owners may not permit photography in their venue.
Statement of Practice
The taking of photographs (for personal/family use) is therefore permitted at QSS events except where an event is held at a venue where venue management prohibits such photography.
Where a venue prohibits photography signage stating that photography is not permitted will be displayed to spectators on venue entry points.
Where a QSS representative reasonably considers that a spectator is engaged in photography of an indecent nature or is engaging in photography contrary to the venue owner’s prohibition, if the spectator does not desist they will be asked to leave the event premises. Police may be called to assist where the event convenor considers it prudent.
The management of this policy is the responsibility of the event convenor in consultation with team officials and venue management.

Team Member’s Code of Conduct
Take responsibility for your own behaviour and performance.
Compete by the competition conditions and rules.
Never argue with the judge’s, referee’s or umpire’s decision.
Control your temper – no criticism by word or gesture.
Work equally hard for yourself and your team – your team’s performance will benefit and so will your own.
Be a good sport. Encourage and support your team members.
Show respect for yourself, your team mates, officials, your opponents and their skills.
Behave in a manner that respects the rights of others regardless of mediums of communication used e.g. digital mediums such as twitter, Facebook, email and texts.
Smoking, drinking of alcoholic beverages or the use of any illegal substances is strictly forbidden.
Entering or remaining upon restricted licensed premises unless under the supervision of team officials or parents / guardians is strictly forbidden.
Ensure you get an appropriate level of rest to assist your own and your team’s performance.
Wear the official team uniform at all times, as directed by team management/officials.
Check - in and check - out with team management/officials each day.
Stay in the designated team area and support other team members during times when not competing.
Follow all directions of team management/officials.
Ensure that you have telephone numbers of team managers at all times when not with the team.

Parents’ Code of Conduct
Cooperate with the team officials to achieve the best outcomes for your child.
Support team and event officials in maintaining a safe and respectful learning environment for all students.
Maintain positive relationships with team officials regarding your child’s learning, wellbeing and behaviour.
Encourage participation by your children.
Provide a model of good sportsmanship for your child.
Be courteous and constructive in your communication with players, team officials, game officials and sport administrators.
Encourage honest effort, skilled performance and team loyalty.
Make any new parents feel welcome on all occasions.
Do not interfere with the conduct of any events.
Behave in a manner that respects the rights of others regardless of mediums of communication used e.g. digital mediums such as Twitter, Facebook, email and texts.
Spectators’ Code of Conduct
Demonstrate appropriate social behaviour.
Remember children play for enjoyment. Don’t let your behaviour detract from their enjoyment.
Let game officials conduct events without interference.
Support skilled performances and team play with generous applause.
Demonstrate respect for opposing players and their supporters.
Behave in a manner that respects the rights of others regardless of mediums of communication used e.g. digital mediums such as Twitter, Facebook, email and texts.
Breach of Code
Team managers and event organisers may deal immediately with any breaches of this code by warning offenders about their conduct, asking offenders to leave venues, and calling police to intervene where necessary. Queensland School Sport is responsible for imposing any longer term consequences such as written warnings, or barring attendance at future events for a period or indefinitely.
Parents and spectators should note that it is an offence to insult (meaning "to treat insolently or with contemptuous rudeness, to abuse") an officer of a state educational institution - Section 333 Wilful Disturbance, of the Education (General Provisions) Act 2006 (EGPA).
Parents and spectators will be afforded natural justice in respect of breaches of this code and for any discipline under the EGP

Queensland School Sport programs provide both sporting and educational opportunities for students. The
purpose of these guidelines is to ensure that students become aware of the benefits of proper hydration
practices before, during and after physical activity.

Introduction
QSS programs provide both sporting and educational opportunities for students. The purpose of these guidelines is to ensure that students become aware of the benefits of proper hydration practices before, during and after physical activity. It is essential therefore that all team management at QSS events ensure that students are not placed at risk and are properly hydrated before participating in physical activity.
Key Messages The following messages should be used to help convey the benefits of proper hydration.
☐ Thirst is a poor indicator of fluid need
☐ Hydrate before, during and after play
Suggested Procedures The following procedures are suggested for all QSS events:
Host regions should ensure that water is available at all venues at all times and if necessary, water carriers should be provided during matches. Other fluids which may be used include diluted sports drinks, diluted cordial and diluted fruit juices. Carbonated drinks should not be used.
The procedures to be followed for providing fluid to students during competition should be clearly identified at the pre-event meeting or in pre-event bulletins.
Sports which do not have appropriate scheduled re-hydration strategies (e.g. drinks breaks) should implement strategies for allowing fluid to be provided to participants during matches.
Scheduled breaks in matches should be used to actively promote the benefits of hydration to participants.
Where possible, team management should actively promote the use of interchange rules as a tool to prevent dehydration.
Participating teams may designate their own water carriers. These may be adults but cannot be the team coach.
No water carrier is to engage in the coaching of individuals or the team whilst on the field of play.
Regional School Sport Boards should ensure that all their teams are provided with individual water bottles for every event. During matches, these should be located immediately next to the playing area to enable players to help themselves (at appropriate times) during matches.
