The man who allegedly plowed into a crowd enjoying a Mardi Gras parade in New Orleans had a blood alcohol level nearly three times the legal limit, police said Sunday. The New Orleans Police Department issued a statement identifying the man as 25-year-old Neilson Rizzuto. He’s being held at the city’s jail on charges of first-degree negligent vehicular injuring, hit-and-run driving causing serious injury and reckless operation of a vehicle. The accident happened Saturday during one of the busiest nights of Mardi Gras when thousands of people throng the streets of Mid-City to watch the elaborate floats and clamor to catch beads and trinkets tossed from riders. Police said Sunday that 28 people were hurt in the accident that sent 21 people to the hospital; an additional seven people at the scene declined medical help. At least three victims remained hospitalized overnight with moderate to serious injuries, police said Sunday. There were no fatalities. My investigative opinion: (Thank God there were no fatalities) The Police Chief Michael Harrison from the New Orleans Police Department said the suspect is being investigated for driving while intoxicated. Harrison was asked twice by the media if terrorism was suspected. While he didn’t say “No” he did say it looks like a case of DWI. Neilson Rizzuto, 25, was identified as the suspected drunk driver who rammed into the parade Saturday night? OK, Neilson Rizzuto was drunk, medical tests did not go wrong and the FBI is investigating whether Rizzuto has breached any federal law. OK, if a crime is committed in local state, the FBI does not supervise or take over their investigations. Note: I do not want to make irresponsible accusations, but I do not need to remind the federal and state authorities that the USA is in a continuing war against terror. What should in fact be investigated is: - Neilson Rizzuto drank above the allowed limit in order to become an alibi in favor of him? - The Neilson Rizzuto pick-up truck had some electronic equipment, such as, (camera, GPS or tracker with speedometer) connected to the internet, in order to document the accident, before and after?

Général Christophe Gomart, directeur du renseignement militaire. Monsieur le président, monsieur le rapporteur, messieurs les députés, permettez-moi tout d’abord de vous dire l’honneur qui est le mien de m’exprimer devant vous aujourd’hui. Je centrerai mon propos sur la DRM, les moyens qu’elle met en œuvre en soutien de l’opération Chammal et ses relations avec les autres services de renseignement, avant de dresser un état de la situation au Levant. La mission de la DRM est de fournir du renseignement d’intérêt militaire (RIM). Le RIM est la partie du renseignement qui s’intéresse aux parties des forces vives – États, organisations militaires ou paramilitaires, ou encore guérilla – et de l’environnement qui sont susceptibles d’avoir des conséquences sur nos forces et nos intérêts vitaux. Par le RIM il s’agit donc d’éclairer la décision des responsables politiques – le ministre de la défense, dont le DRM est le conseiller RIM – et des chefs militaires – chef d’état-major des armées (CEMA), auquel est subordonnée au premier chef la DRM – et d’appuyer nos forces armées dans leur manœuvre en opérations et lorsqu’elles se préparent à être déployées. Dans le domaine capacitaire, je souhaite enfin évoquer les lois du 24 juillet 2015 et du 30 novembre 2015 relatives au renseignement. Elles ont offert à la DRM des possibilités d’utilisation de techniques de recueil de renseignement sur le territoire national sous le contrôle du groupement interministériel de contrôle (GIC) et de la Commission nationale de contrôle des techniques de renseignement (CNCTR). Cela me permet notamment d’assurer la surveillance de communications émises ou reçues par des cibles situées à l’étranger. À la suite des attentats qui ont frappé notre sol en 2015, il a été décidé d’augmenter les effectifs de la DRM au même titre que les autres services de renseignement. Pour ce qui concerne la DRM, le renforcement en effectifs est de 432 personnes supplémentaires sur la période 2016 à 2019 dans le périmètre du CEMA, et ce en deux vagues : 212 personnes suite aux attentats de janvier 2015 visant Charlie Hebdo et 220 personnes, ainsi que des financements supplémentaires, à la suite des attentats du 13 novembre 2015, le Président de la République ayant décidé de stabiliser les effectifs au sein des armées tout en demandant de poursuivre les efforts de réorganisation au bénéfice des forces opérationnelles, du renseignement et de la cyberdéfense. Je vous propose à présent d’examiner la manière dont la DRM est organisée pour répondre aux besoins de l’opération Chammal au Levant. Le suivi de la crise au Levant nécessite une approche fine en termes de renseignement en raison de la complexité de la situation. Nous devons mettre en œuvre des moyens adaptés afin de disposer d’une appréciation autonome. La stratégie renseignement de la DRM au Levant repose sur quatre axes : une organisation optimisée autour d’une nouvelle structure, le plateau Levant, que j’ai créée en janvier 2015, un dispositif de capteurs dense fondé sur la complémentarité des capteurs, humains et techniques, complétés par des moyens de surveillance, d’acquisition d’objectifs, de renseignement et de reconnaissance (SA2R) déployés sur le terrain, le développement d’échanges avec les pays accueillant les détachements renseignement ainsi qu’avec d’autres partenaires comme les États-Unis, et le travail en inter-agences au sein de la communauté nationale du renseignement.

Initialement, les combattants étrangers francophones présents au Levant étaient le fil d’Ariane unique permettant de mieux comprendre notre ennemi et d’agir contre lui dans le cadre de l’opération Chammal, tout en contribuant par ricochet à la défense de l’intégrité du territoire national. Cette thématique demeure prégnante. Toutefois, les apports se sont progressivement diversifiés, permettant une connaissance plus approfondie de l’ennemi, une analyse systémique de ses forces et faiblesses aussi bien qu’une étude très précise d’objectifs. Si nécessaire, et en accord avec le service à l’origine du renseignement, celui-ci est transmis à la coalition au sein de laquelle nous opérons, notamment au sein de dossiers de renseignement à fins de ciblage, comme pour les frappes qui ont suivi les attentats du 13 novembre. À titre de réciprocité, la DRM, ou la coalition via la DRM, transmet à la communauté le renseignement élaboré ou non, recueilli sur les théâtres d’opération et susceptible d’intérêt, ce qui se fait dans le cadre d’une autre structure, la cellule Allat. Cette dernière, créée et activée le 15 juin 2015, regroupe au total huit services de renseignement : les six services composant la communauté et deux autres services du ministère de l’intérieur. Chaque service a un représentant permanent. La DRM est présente au travers d’un binôme d’officiers de liaison afin d’assurer une présence permanente. Cette cellule était opérationnelle lors des attentats de Paris du 13 novembre 2015. Les officiers de liaison de la DRM à Allat échangent des renseignements d’origine militaire et de capteurs uniquement DRM. L’officier de liaison doit être en mesure de préciser à la cellule Allat le capteur, le contexte et les conditions de recueil. Ces renseignements sont bruts ou élaborés, en fonction du degré d’urgence. J’ai ainsi apporté le signalement de Français radicalisés susceptibles de rejoindre le territoire national, notamment de sept Français de retour du Yémen en transit à Djibouti. L’intérêt de transmettre ce type de renseignement à la DGSI est que celle-ci peut alors suivre les individus s’ils reviennent sur notre sol. J’ai également signalé des étrangers susceptibles de conduire des actions terroristes sur le territoire national. Je suis en outre des individus potentiellement dangereux en transit dans l’espace Schengen, à l’instar d’un certain individu repéré en Libye et répertorié comme combattant étranger qui s’apprêtait à entrer sur le territoire français a fait l’objet d’un signalement à Allat. Je fournis par ailleurs des renseignements relatifs à des menaces ou projets d’actions terroristes concernant le territoire national, commandités ou en lien avec le théâtre d’opération Chammal : en 2016, près de quatre actions de ce type ont fait l’objet d’un traitement interservices suite aux renseignements DRM. Je peux également apporter un éclairage via les savoirs de la DRM ou la mise à disposition de nos capteurs. Cette implication s’est notamment traduite par la transmission de renseignements sur la provenance d’armes, sur des explosifs, sur des éléments de contexte en Irak et en Syrie. La DRM offre en outre son concours au suivi d’objectifs à l’étranger ou encore à l’évaluation de sources et de la fiabilité des renseignements fournis. Au moins trois sources évoquant des sites de Daech dans plusieurs villes syriennes ont ainsi pu être évaluées grâce au capteur et aux connaissances DRM. En retour, ces échanges permettent de recouper et de confirmer des renseignements sur les théâtres d’opération.

J’utilise les satellites Helios, Pléiades, ce dernier à la fois civil et militaire, et, en termes d’imagerie radar, car nous ne disposons pas de cette capacité en France, l’Italien COSMO-SkyMed et l’Allemand SAR-Lupe, dans le cadre d’échanges de partenariat. Il est très difficile, pour prendre l’exemple de l’avion d’Air Egypt qui s’est crashé en Méditerranée, de trouver des éléments flottant sur l’eau avec de l’imagerie optique seulement. L’imagerie radar permet de produire un écho radar avant d’appliquer alors l’imagerie optique de manière plus ciblée. Ces sept sites étaient sortis dans les médias en janvier 2016 sur France 3 Midi-Pyrénées et seraient issus d’un travail d’analyse des messages sur internet réalisé par la DRM. Cette fuite pose la question du rôle de la presse. Existe-t-il un document de la DRM sur ces sept sites ? Général Christophe Gomart. Ce genre d’articles et de reportages dans les médias donnent à nos adversaires beaucoup de renseignements et, au bout du compte, ceux-ci nous connaissent mieux que nous ne les connaissons. Nous avons eu beaucoup de mal, au départ, à savoir ce qu’était Daech. Nous en avons aujourd’hui une bonne vision : nous savons qui est le chef, qui sont les chefs intermédiaires… Dans l’affaire Salah Abdeslam, il ne s’agit pas du tout d’une note de la DRM. France 3 a parlé, à l’époque, de renseignement militaire, et j’ai été mis en cause. En réalité, ces éléments sont issus d’un exercice monté par un état-major dans le Sud-Est, dans lequel les personnes impliquées avaient réfléchi aux sites qui pourraient être visés par Daech en France. D’où ces sept sites, qui peuvent en effet constituer des cibles intéressantes. Salah Abdeslam, après avoir vu le reportage de France 3, a fait des recherches sur internet au sujet de chacun de ces sites. M. le rapporteur. Général Christophe Gomart. Au départ, les Russes ont frappé sur la Syrie pour consolider le terrain que tenaient encore les forces armées du régime de Bachar el-Assad. Ils frappaient davantage l’Armée syrienne libre, à savoir l’opposition modérée. Dans ces zones le régime de Bachar el-Assad se battait davantage contre l’opposition modérée que contre Daech, qui n’était pas présente aux mêmes endroits, si ce n’est à Palmyre, à Deir ez-Zor et du côté d’Idlib. Aujourd’hui, les Russes frappent Daech : Palmyre, région d’Alep, Deir ez Zor, à proximité de Raqqah ou encore de Manbij. Vous avez parlé de « déconfliction ». Il existe une répartition entre Américains et Russes pour éviter que les avions se croisent en l’air. Il n’y a pas de coordination au sens que revêt ce terme dans une coalition, avec des fréquences

radios partagées, et les uns et les autres ne savent pas où et quand volent les avions, mais c’est tout de même une collaboration. Sur le terrain, le territoire occupé par le « califat » se réduit, tant en Irak qu’en Syrie. Les forces de sécurité irakiennes ont pris plusieurs villes situées sur l’Euphrate – à leur rythme. Leur prise la plus récente est celle de la ville de Rutbah, dans le sud-ouest irakien, qui a permis de rouvrir le lien entre l’Irak et la Jordanie. Nous pensions que la prise de Rutbah prendrait bien plus longtemps, mais les hommes de Daech ont quitté la ville pour éviter de se laisser piéger : en effet, au-delà de Rutbah s’ouvre le désert et, s’ils étaient partis trop tard, les avions de la coalition les auraient bombardés. Ils ont laissé derrière eux des merlons et des pièges, ainsi que des munitions. Les forces spéciales ont pris position dans Rutbah et libéré l’axe menant à la Jordanie. Toute la rive méridionale de l’Euphrate est tenue par les forces de sécurité irakiennes. La situation est plus complexe sur la rive septentrionale : les forces irakiennes ciblent désormais Falloujah, qu’elles se sont donné quatre-vingt-dix jours pour prendre – soit d’ici à la fin août. Les premiers combats sont en leur faveur. Les villes situées le long du Tigre ont peu à peu été reprises, à l’exception du verrou que constitue Qayyarah, au sud de Mossoul. Daech y a installé des défenses en profondeur pour empêcher les forces de sécurité irakienne de remonter vers le nord. Mossoul a deux millions d’habitants pour une superficie équivalente à celle de Paris intra-muros. Tous les types de populations s’y trouvent : sunnites, chrétiennes ou encore chiites. On sait qu’une partie de la population de la ville a tenté de se soulever contre Daech, qui est plus dur à l’égard des populations qui se trouvent sous contrôle – en multipliant les exécutions sommaires – lorsqu’il recule. De Mossoul, les hommes de Daech ont avancé vers le nord pour attaquer les peshmergas kurdes, dont ils ont dans un premier temps réussi à percer les lignes en utilisant toujours la même méthode : des véhicules-suicide sont envoyés pour exploser dans les lignes ennemies, suite à quoi la troupe s’engouffre dans la brèche en profitant de l’effet de choc massif. Sans les frappes de la coalition, le front kurde était enfoncé. C’est d’ailleurs toujours le cas : à chaque offensive de la sorte, Daech réussit à percer sur quelques kilomètres et ce sont les frappes de la coalition qui l’empêchent d’emporter la victoire. (05-05-2016) =========================== No video amador do acidente aéreo de "Speed flying" que acabou vitimando o empresário e paraquedista (Sr.Tiago Amorim Cobra, 48 anos) em 09/08/2015, no ponto turístico da Pedra Bonita, localizado no Parque Nacional da Tijuca, na Cidade do Rio de Janeiro, aparecem no céu ("dois objetos objetos voadores não identificados - (óvni) no momento da decolagem do mesmo, sendo considerado fundamental a dúvida de um ("terceiro objeto camuflado") abaixo da copa de uma das árvores. Também é pertinente destacar que no momento do voo dinâmico do parapente, em circunstâncias favoráveis de corrente de ar ascendente para o velame aerodinâmico estável de kites insufláveis em formato de arco do equipamento, o mesmo colidiu elásticamente de modo frontal em uma massa parada de valor superior, causando a perca de incidência do fluxo de ar e o colapso assimétrico do velame aerodinâmico. Nas foto pode-se perceber nitidamente a dinâmica da massa provocando transformações de relevo no velame aerodinâmico. Aqueles que desejam parar a disseminação, deveriam alertar sobre a preparação das comidas, e sobre a limpeza das áreas para a sua preparação (cozinhas), assegurar que os (banheiros) sejam extremamente limpos. O uso de luvas aquando do manuseamento da roupa de cama e da higiene. Ao contrário da AIDS, que necessita de células sanguíneas vivas, para poder sobreviver por bastante tempo, o vírus Ébola não precisa do seu hospedeiro vivo. (Vírus Aeróbicos e Anaeróbicos)
