The Learning and Skills (Wales) Measure Secure wider learner choice and a minimum entitlement• The Measure secures learner access to a more

flexible curriculum that will meet learners’ needs, raise their educational attainment and better equip them for high skilled employment or higher education. Learners will be able to choose from a minimum number courses at both Key Stage 4 and Key Stage 5, including vocational options.
