Cause Analysis: Cause analysis identifies specific factors thatcontribute to the performance gap. Solutions to problems often failto achieve their intended goals because they are selected to treat onlyvisible symptoms rather than underlying causes. When the rootcauses of a problem are uncovered and eliminated, however, thelikelihood of significantly reducing or eliminating problems is greatlyenhanced. Cause analysis is a major strength of the performancetechnology approach.

Intervention Selection and Design: Selection of interventionsdemands a systematic, comprehensive and integrated response to

performance problems and their causes aswell as to performance improvementopportunities. The selected response oftenreflects a multifaceted approach toimproving performance, and is based onits cost-effectiveness and overall benefit tothe organization. The implementation of any performanceintervention thus must involve carefulconsideration to changing managementissues to ensure acceptance at allorganizational levels. Evaluation of thosechanges provides new data for the ongoingperformance analysis process.

The focus is on performanceIn this new economic era, creativity must be tapped and everyavailable resource used to increase competitiveness and maintain ahigh level of success. But the greatest strides in increasingcompetitiveness do not result from more machines or computers,reliance on cost-cutting or dependence on legislative relief, butfrom our most critical resource: people.

Human performance technology�the systematic approach toimproving productivity and competence�is the key to globalcompetitiveness. Although training and education are critical, theyare just part of the answer. An effectivehuman resource approach needs anoutstanding learning system, but itrequires more; it requires a focus onperformance.

A new way of thinkingTo improve human performance, wemust manage the performanceimprovement system, which should beat the core of any company�s humanresource efforts. Human performancetechnology is a set of methods andprocedures, and a strategy for solvingproblems, for realizing opportunitiesrelated to the performance of people. It entails a systematiccombination of three fundamental processes: performance analysis,cause analysis and intervention selection.

Performance Analysis: The human performance technologyapproach begins with performance analysis, which examines theorganization�s performance requirements in light of its objectivesand its capabilities. Central to the process is the comparison of twospecific descriptions of the workforce. The first, the desired state,describes the competencies and abilities of the workforce that arenecessary to carry out the organization�s strategy and achieve itsmission. The second, the actual state, describes the level ofworkforce competence and ability as it currently exists.

The performance gap is the difference between these two states.It represents a current or anticipated performance problem to besolved, or an opportunity for performance improvement. Theultimate goal of performance technology is to close or eliminatethis gap in the most cost-effective manner.

Does your organization ever struggle with making decisions? It would be easyif we could be sure of the outcome. But since we can�t, this session wasdeveloped to give you a guided decision-making process that will help youarrive at important decisions with confidence.

In this activity you will identify the real purpose of your decision, evaluatealternatives and assess the risks involved. By working through this structuredprocess you will avoid decisions that don�t really solve your problem or thataren�t cost effective. At the heart of every �Lean Organization� is a pull inventory system. The pullsystem, in contrast to the traditional push system, reduces lead time, cutscarrying costs and lets you respond more quickly to quality issues and changingcustomer demands. If you work at a hazardous waste site or perform hazardous substanceremoval, you should not miss this course. During a full week of lectures,exercises and hands-on demonstrations, you will learn all about hazardrecognition, personal protective equipment and monitoring, as well as yourrights and responsibilities under OSHA. Above all, you will learn how to worksafely around hazardous materials and wastes. This course meets the trainingrequirements of the HAZWOPER regulation, 29 CFR 1910.120(e)(3)(i). Allstudents participate in �full dress-out� using personal protective equipment.Students must complete the medical evaluation form in the back ofthis book.

All students participate in �full dress-out�using personal protective equipment. Students must complete the medicalevaluation form in the back of this book.

Under 29 CFR 1910.120(q)(6)(ii), workers must be trained to the�operations� level before they can be authorized to help control the spread ofhazardous waste spills. This is the annual refresher training required for emergency responseworkers trained under 29 CFR 1910.120(q)(6). The course focuses onhazard recognition, toxicology and confinement/containment of a hazardousmaterial leak or spill. Students must provide proof that they havesuccessfully completed operations- or technician-level training.

Under Department of Transportation rules, employees who impact the safeshipping and receiving of hazardous materials must be certified by theiremployers that they have been trained and tested. This includes workers whoprepare or sign hazardous waste manifests, workers who prepare hazardouswaste for shipment off-site, and hazardous waste generators. This coursecovers and tests all the subjects needed to fill the DOT requirement, 49 CFR172.704(d)(5).

After you complete initial hazmat training, under 49 CFR 172.700 youmust attend refresher training every three years. In this course, you�ll reviewmaterial classifications, hazard communication and requirements for loadingand unloading, as well as any changes to the DOT regulations. You�ll alsoevaluate several shipping scenarios. Students must provide proof that theyhave completed previous training under 49 CFR 172.700.

TOSHA has developed a �Special Emphasis Program on Fall Protection.� Aspecial emphasis program greatly increases your chances of getting a visit froma TOSHA compliance officer. In this workshop, you�ll learn about TOSHArequirements for fall protection on scaffolds in the construction industry, as wellas requirements for general industry to help you comply with the new specialemphasis program. TOSHA has instituted a �Special Emphasis Program on Occupational Noiseand Hearing Conservation.� During all safety and health inspections, the TOSHAcompliance officer will make the employer aware of the special emphasisprogram on noise and will measure noise levels in the workplace. Interventionswill be made where significant noise levels are found.

But what if my employees just won�t wear hearing protection? Do I still haveany obligations if I offer them protection but they won�t use it?

The seminar will answer these questions and focus on protecting employees�hearing through hearing conservation. You will learn how and when to establisha hearing conservation program, how to maintain it and how TOSHA willevaluate it.

Since a large number of TOSHA compliance officers are industrial hygienists,it�s a good idea to know where they�re coming from and to be able to speakknowingly with them.

In this program, industrial safety managers will learn the essentials of basicindustrial hygiene. Following the course,you will know TOSHA standards relatingto occupational health and will be able to address basic health issues in yourworkplace. This program also will provide information on the new specialemphasis program on carbon monoxide.

The Respirator Standard, 29 CFR Part 1910.134, has been revised. The newregulation outlines responsibilities for administering a respirator program andits provisions; adds definitions; and provides specific guidelines on respiratoryselection, use, hazard evaluation, medical evaluations, fit testing and training. Italso addresses the use of respirators in Immediate Dangers to Life and Health(IDLH) atmospheres.
