　政治経済学部は、2012年に創設130周年をむかえましたが、さらにグローバル化とダイヴァーシティを重視した

積極的な教育を推し進め、これからのグローバル社会の未来を切り拓く自律的な次世代の創出をめざして新たな

歩みを始めています。本学部の伝統を象徴する建物であった3号館は、本年秋、「共に語り、共に活動し、共に生きる」

共生の学びの新空間として甦ります。そこには、自律した地球市民をめざす学生たちの自学自修の意欲で活気あふ

れる、日々新たな伝統の学部の姿が見られるはずです。

　私たちは、グローバル化のなかでダイヴァーシティを互いに尊重できる共生の次世代を創造するために、グローバル・

パースペクティブをもつリーダー養成を教育目標にかかげています。すでに2008年に開始した秋入学・英語学位

プログラム（EDESSA）を発展させ、多様で質の高い留学生の受け入れを拡大するとともに、内からのグローバル化

の教育拠点として、気概と知的能力においてグローバル・リーダーシップを目指すにふさわしい人間を国内から育

てます。その一貫として、卒業までに海外留学を経験することをすべての学生に推奨し、グローバル化した世界の

共通語としての英語の教育言語としての重要性をふまえ、英語コミュニケーション能力の高いレベルを目標として

設定し、それをすべての学生が達成できるよう促す教育を推進しています。また、学部におけるすべてのカリキュラムを日英両言語によるハイブリッド型

とする改革を進めています。このようにして、教室自体がマルチカルチュラルな教育空間となるとともに、そのなかから、地球社会における望ましい共生

を実現することに貢献しようとするグローバルな人材が育っていくに違いありません。

　私たちは、これからの地球社会を力強く切り拓いていくことのできる自律の次世代を創造するために、なによりも自学自修の教育理念を大切にしてい

ます。伝統の「ゼミ」を進化させ、入学時の基礎演習から、アカデミック・リテラシー演習を経て、政治学・経済学・国際政治経済学の専門演習、さらには学際

領域演習やジャーナリズム・メディア演習をも通じた少人数教育を、卒業論文指導まで徹底させることによって、参加しながら共に学び合うことを通じて、

人間形成と知的能力の自己開発を促します。この目標はまた、様々な授業において、講義を補完するディスカッション・セッションなど、アクティブな要素を

取り入れることによっても目指されます。学生たちは、そのような多様な活動とその成果を航海日誌としてポートフォリオに自ら記録し、絶えず成長の過程

を自己確認しながら、卒業時には社会的に貢献できる存在として自己アピールできるよう準備を怠らないでしょう。

　私たちの教育の根本となる学問理念は、“Philosophy, Politics and Economics”です。共生社会の善き生と正義の実現に寄与する学問研究の不断の追究

の中から、在野の精神に立ってグローバル社会の未来を切り開く自律的な次世代を創出すること、これこそが伝統の政治経済学部の使命であると信じて

います。さあ、君こそがその次世代なのです。新しい海へ新しい船に乗って、あらたな航海へ旅立とうではありませんか。

In 2012, the School of Political Science and Economics commemorated the l30th anniversary of its founding and marked the start of a new era of emphasis on proactive education that promotes internationalization and diversity, aiming to train a new generation of independent leaders that can take the lead in shaping the future of our global community. Building No. 3, a symbol of our time-honored traditions, will begin a new life this autumn as the center for our community of learning, a place where we talk, act, and live together. The new building will embody a fresh and vigorous tradition for our undergraduate and graduate schools. It will be a place where we train the next generation of leaders, who will be both members of the community and independent in spirit, prepared to do their best in their role as global citizens. A new School of Political Science and Economics will take shape, carrying on our proud traditions while looking toward the future. We seek to foster a new generation capable of coexisting with others in a diverse global community, and our educational goal is to train leaders endowed with a global perspective. With this in mind, we will expand fall admissions for the English Degree Program (EDESSA), which began in 2008, and accept a greater number of highly qualified international students. As an educational institution dedicated to internationalization from within, we will endow our students with the drive and intelligence needed for pursuing careers in global leadership. As a part of this effort, we advise all students to experience studying abroad some time before graduation, and in light of the importance of English as the lingua franca of a globalizing world, we set ambitious targets for communicative proficiency in English and aim to enable all students to achieve these targets. We are also working to establish a hybrid system in which the entire undergraduate curriculum is offered in both Japanese and English. Through these initiatives, the classroom itself becomes a multicultural educational environment, which is sure to produce global human resources that contribute to positive coexistence with others in the global community. With the aim of fostering an independent spirit among the next generation, we have developed and are thoroughly implementing an educational program focused on the principle of self-study. Building on and updating the traditional seminar format, we offer small-sized classes starting with the compulsory foundation seminars that students take right after admission; academic and literacy-oriented seminars; specialized seminars in political science, economics, and Japanese and global political economics; interdisciplinary seminars; journalism and media studies seminars; and, towards the end of a student’s undergraduate career, thesis guidance. The process of actively participating side by side with fellow students builds character and fosters self-directed development of intellectual faculties, which is further encouraged by the incorporation of supplementary discussion sessions and other active-learning elements into various courses. Students record the outcomes of these diverse activities in a daily journal and compile entries in a portfolio, ceaselessly tracking their own progress and preparing to present themselves to the world after graduation as competent human resources capable of making a significant contribution to society. The fundamental educational philosophy of the School of Political Science and Economics is to focus on the key areas of philosophy, politics, and economics as we consistently pursue research and education that contributes to the welfare and justice of the global community. We want our graduates to be capable of taking the lead in shaping the global society of tomorrow with an indefatigable spirit of independence. This is the ideal we have traditionally upheld and the mission we continue to pursue. Now, you yourself are the next generation. The question facing you is: “Are you ready to set sail in a new vessel, on a brand new journey, into exciting and adventurous waters?”

　多くの人との出会いによって視野を広げ、しかも世の中の動きの軸となる政治と経済をしっかり学びたい。その強い想いから、「早稲田の政治経済学部」に入学しました。また、将来は国際社会につながる仕事に就きたいとの夢があり、充実した外国語教育にも惹かれました。期待通り、1年次からTutorial Englishなどを通じて英語力の向上を実感。そして3年次には、さらに高いハードルに挑戦しようと、英語のみで行われる英語学位プログラム（EDESSA）※の科目を履修しました。受講した授業は外国人留学生がほとんどで、日本人の学生はわずか2人。当初は不安もありましたが、活発に意見を述べる留学生たちから刺激を受け、英語力だけでなく国際感覚を磨くことができました。おかげで、かねてよりグローバルな事業展開に魅力を感じていた第一志望の企業に就職が内定。社会に出てからも挑戦する心を持ち続け、自分の可能性を広げていければと思います。

Put yourself to the test and acquire an international perspective.

Build practical knowledge through real-world experiences and take an active role in shaping your career.

“I want to meet people, expand my perspective, and really learn about the subjects that drive the world: economics and politics.” That’s what I was thinking when I entered Waseda’s

School of Political Science and Economics. I wanted to pursue a career that related to the international community, so I was attracted by Waseda’s solid emphasis on education in a foreign language. Just as I expected, I could feel my English ability improving even from my freshman year, in courses like Tutorial English. In my junior year, I decided to take the next step and enrolled in classes run by the EDESSA* degree program, in which courses are conducted entirely in English. This meant that the vast majority of my classmates were international students, with just two Japanese in the whole class. I was worried at first, but I found that the energy of the international students, who shared their opinions readily and openly, stimulated and excited me. Through these classes, I not only improved my English ability, but learned to think internationally as well. It was thanks to the education I received here that I was ultimately able to secure a position at the company I’d most wanted to join, which I’d been attracted to long ago because of its global business development activities. Even after I leave university and enter broader society, I will continue to challenge myself and push my potential to the fullest.

Owing to my father’s work, I lived in China for five years, beginning in my second year of junior high school. During

that time, I became interested in the Japanese economy and decided to return to Japan to study economics here. I enrolled in the English-based degree program, EDESSA*, at the School of Political Science and Economics, because I identified with Waseda’s anti-elitist philosophy and because I did not want to lose my English ability. I have learned a great deal, not only in the high-level lectures by the Waseda faculty, who are thoroughly knowledgeable about politics and economics, but also in the many extracurricular “places of learning” that are available beyond the classroom at Waseda. I felt that I wanted to understand economics and business from a more practical perspective, and so I began to participate in a social enterprise club. By engaging in local, educational, and environmental projects aimed at contributing to society, I built connections in the real world and was surprised again and again at the depth of Waseda’s social network. My plan is to take advantage of this incredible environment to shape my career and build my dream of a future in international business.

　父の仕事の関係で中学2年生からの5年間を中国で暮らしながらも、日本経済に関心を持っていた私は、日本に帰国し経済学を勉強することを決意。早稲田の在野精神に共鳴していたこと、身につけた英語力を手放したくないことなどの理由から、政治経済学部の英語学位プログラム（EDESSA）※を履修しました。政治・経済を知り尽くした教授陣の講義をはじめ、授業のレベルの高さはもちろんですが、教室以外の「学びの場」が数多く存在することも大きな魅力です。私は、より実践的な視点からも経済やビジネスを捉えたいと考え、ソーシャルビジネスに取り組むサークルで活動。社会貢献を目的とした地域活性・教育・環境などのプロジェクトを通じて社会人の方 と々の交流を重ねていく中で、早稲田の人脈の豊かさに驚くこともしばしばです。この恵まれた環境でキャリア形成を図り、国際ビジネスに携わるという将来の夢を育んでいきたいと考えています。

Department of Political ScienceThe Department of Political Science continues to be one of Japan’s leading centers of political science research and education. Analyzing complex political phenomena through a synthesis of political science and economics, the Department both carries on the idealistic tradition of world-class scholarship grounded in the liberal arts spirit upon which it was founded and explores the latest political theories. Political science is a multidisciplinary field covering a wide range of subdisciplines, including theory, history, thought, public policy, and international relations. The Department of Political Science has faculty members with extensive overseas experience in every field and combines a step-by-step and systematized curriculum, with a small seminar-style class format intended to nurture graduates who possess both specialized knowledge and strong, independent thinking skills. Having diverse people dedicated to study in an environment that deepens the study of political science is the driving force that has consistently produced outstanding leaders in the fields of politics, business, administration, journalism, and a wide range of others.

リベラルな伝統を発展させた先進のカリキュラム

　高校時代から近代日本の政治史に興味があり、大学入学当初より関連する科目を積極的に履修してきました。学ぶほどに台湾や朝鮮半島など「旧植民地」問題の重要性を思い知り、植民地統治に詳しい梅森先生のゼミを選択。多彩な視角から知見を深めると同時に、「読む力」と「書く力」を徹底的に鍛えられたおかげで、自分の考えを論理的に表現する技術が養えたことを実感しています。また、国立台湾大学の学生たちと交流を深められたことも大きな収穫。互いの訪台・訪日、活発な議論やディベートを通じて歴史認識の違いを改めて知りましたが、同時に、私たちの時代の新しい歴史を培っていきたいという思いを強くしています。

歴史と向き合い、現代の課題を発見しながら、新しい時代の構築をめざしていく

　現在の日本が直面する多くの問題を理解し、解決を模索していくためには、歴史的な洞察が必要とされます。日本はいかなる来歴を経て、現在に至っているのか。そして、そこにはどんな特徴があり、どんな問題があるのか。日本政治思想史を専門分野とする私のゼミでは、現代日本を理解する上で特に重要な、近代における政治思想の系譜を概観します。開国、明治維新、日清・日露戦争、台湾・朝鮮の植民地化、第一次世界大戦、太平洋戦争、GHQによる占領政策、高度経済成長など、近代という時代は、常にグローバリズムとナショナリズムが表裏一体の関係で絡み合いながら進展し、その中で、階級や性別、都市と農村、植民地と本国の間の矛盾や対立、格差といった問題を顕在化させてきました。　授業では、それらの問題について文献を読み解き、議論を通じて検証していきます。ただし、ここでは「政治思想」の意味を広く捉え、政策に直結するものや政治家の思想だけでなく、「権力関係」に関わる一般的な現象や常識なども対象としています。学生が選ぶ研究テーマは、植民地統治、憲法改正、家族制度、ジェンダーなど自由で多彩です。また、授業において特に重視しているのが、自分の考えを論文にまとめ、発表する能力です。「書く力」、「プレゼンする力」は、社会人になってからも磨き続けなければならないスキルだからです。歴史を眺めるとわかることですが、現在ある社会のルールや常識は、永久不変かつ絶対的なものではありません。未来にはいくつもの選択肢があるという認識に立ち、現在のルールをより良いものへと変えていくための基盤づくりに、この学びの経験を生かしてほしいと思います。

変わりゆく権力関係の考察を通じて、近代日本の形成と問題点を探る

Observing how power interacts is the key to understanding the formation and issues of modern Japan.A historical perspective is vital to understanding and finding solutions to the many issues that Japan faces today. What is the history that has led to present-day Japan? What is unique about it and what are its problems? My seminar focusing on Japanese political thought explores the origins of modern political thought that are so important to understanding contemporary Japan. The opening of Japan to the West, the Meiji Restoration, the Sino-Japanese and Russo-Japanese Wars, the colonization of Taiwan and Korea, World War I, the Pacific War, occupation policy by GHQ, hyper economic growth, and other events of the modern era unfolded amid an ever-present intermingling of globalism and nationalism that exposed the contradictions, antagonisms, and differences among class and gender, between urban and rural society, and between the colonies and the metropole.The class closely reads literature on these problems and uses class discussion to analyze the problems. The class aims to give the student a broad and deep understanding of political thought, not as something directly linked to policy or to the thinking of politicians, but as a general atmosphere and as the common practices inherent in power relationships. Students are free to select their own topics, which can include colonial rule, constitutional reform, the family system, and gender politics. The class especially stresses the ability to summarize and present one’s own research topics, as clear writing and presentation skills are increasingly important in the modern workplace. As we understand from history, contemporary social rules and practices are not fixed for all time nor are they absolute. I hope my students learn from my seminar that the future can be one of several alternatives, and I hope that it can serve as a foundation for transforming current social rules and practices into something better.

Building a new era by encountering history and discovering the issues of our time

I have been interested in the political history of modern Japan since high school, and I enthusiastically participated in courses related to the field when I first entered university. My studies have made me increasingly aware of the importance of the issues regarding the former colonies of Taiwan, the Korean peninsula, and elsewhere. I registered for Professor Umemori’s seminar because he is an expert on colonial control. Deepening my knowledge from diverse perspectives while rigorously refining my reading and writing skills has definitely allowed me to express my ideas more logically. I have also benefited tremendously from deeper interaction with students from National Taiwan University. While visiting each other’s countries and engaging in lively discussion and debate has made us all more aware of our differing historical perspectives, I strongly hope that it will also cultivate a new history for the age in which we live.

　バイオリニストを志し、一度は音楽大学へ。しかし、日本のクラシック音楽界の財政が行政に頼るところが大きいことを知り、その要因や基盤確立の可能性などを政治と経済の両面から研究したいと考え、この学部に入学しました。上田ゼミにおいても、「オーケストラの財政状況」を自分の研究テーマとしています。データから現実を見る大切さを教えていただき、大学生活において、統計学という「学びの軸」ができたことが充実感につながっています。収支データの分析を通じて、会計学にも関心を持つようになりました。現在も音楽活動を続けていますが、会計に関わる資格取得も視野に入れ、将来への道を考えています。

データ解析を通じて社会の動きを読み解き、自分の将来を力強く拓いていきたい

　実際のデータを使った実証分析は、社会経済の現実を把握し未来を予測する上できわめて有効な手法です。私は主に、暮らしに根ざした人々の行動や家計行動について研究していますが、ゼミでは身のまわりのあらゆるものが経済学に結びついているという視点から、その対象範囲を広げており、学生たちのゼミ論のテーマも、社会保障、環境問題、スポーツなど多岐にわたっています。授業では、データ分析に基づき自ら調べて考える姿勢を身につけることを目標とし、参考文献の輪読、ExcelやSPSSという統計ソフトウェアを用いたパソコン実習などを織り交ぜながら、統計データを見て社会を捉えること、統計学・確率論を身のまわりの事例に応用して考えること、自分で回帰分析を行い論文にまとめることに取り組んでいます。　私は、データ分析の学修は、大学を卒業して社会へ巣立った時に、大いに役立つものと考えています。氾濫する情報や一般常識などを鵜呑みにするのではなく、自分にとっての「正解」を見つけていく力は、職業生活においても個人生活においてもきわめて大切です。例えばビジネスでは、プレゼンテーションなど他人を説得する上で客観的な数字の根拠が重要ですし、仕事以外でも結婚、住宅等の購入といった重大な決断が必要な場面でもデータを読み解く力が活躍します。

「情報源の信ぴょう性はどうか」「発表する側にとって都合のよいデータではないか」と自ら疑問を持ち、調査を行い、数字やデータなどの客観的根拠をもって自らの考えをまとめ、さらにその考えを他者に向かってわかりやすくアピールする。そうした能力が、この情報化時代にはますます強く求められていくと考えます。

　現代社会は、急激な国際化、情報化の中で経済の複雑さを露呈する反面、その役割に信頼がおかれてきた経済システムの周辺にさまざまな制度疲労をもたらしました。経済学科では、これらの諸問題を経済学を武器に、真剣に考え、議論し、実践する経験を通して、新しいシステムを構築する力を養います。そのため、学生の自主性を重んじる教育方針を大切にしながらも、カリキュラムを体系的に整備し、少人数制の実践的な教育を展開しています。それにより、変化する複雑な経済現象を「経済学」の視点から鋭く分析し、「考える力」「語る力」「行動する力」を併せもつ人材の育成をめざします。こうした力を手にした卒業生は、世界を舞台に、ビジネス分野にとどまらず、政治、ジャーナリズム、法曹分野まで幅広く活躍しています。

While the rapid internationalization and digitalization of contemporary society has revealed the complexity of our economic system, it has also brought about all kinds of systemic fatigue around the periphery of this system upon which we have relied to fulfill this role. The Department of Economics uses economics to grapple with and to rigorously ponder and debate these many problems and cultivate the skills to build new systems through applied experience. With this aim in mind, the Department’s educational policy values student independence and has developed a systematic curriculum organized around small class sizes and an applied educational approach. In the program, the students do penetrating analyses of complex and changing economic phenomena from the perspective of economics aimed at nurturing them into professionals with the ability to think, speak, and act. Department of Economics graduates equipped with these skills are now active in the global community not only in business but in all kinds of fields, including politics, journalism, and law.

自分の考えに客観的根拠を与えることにより、高い説得力をもって他人に伝える

I want to use data analysis to interpret social change and firmly secure my own future.

I had aspired to become a violinist and once attended a music college. But I learned that classical music in Japan relies heavily on public funding, so I entered the School of Political Science and Economics because I wanted to research the main factors behind public funding, the potential for building financial foundations on other sources, and other issues, from both a political and economic perspective. In Professor Ueda’s seminar, my research topic is “the state of orchestra finances.” I have been taught the value of looking at the world through data, and a learning approach organized around statistics has given my life as a college student a sense of fulfillment. The analysis of account balance data has also stimulated an interest in accounting. I continue to be active in music, but I am also considering an accounting-related certification as I think about my future.

Presenting our own views persuasively by introducing objective groundsEmpirical analysis using actual data is a highly effective method for understanding facts about, and predicting the future direction of, our society and economy. My research focuses on the behavior of people in our daily lives and on household behavior. From the viewpoint that every issue in our daily lives can be related to economics, the topics of my seminar students are therefore very broad, covering such diverse areas as social security, environmental problems, and sports. The goal of the seminar is for students to become able to carry out surveys and think for themselves based on data analysis. Class time is a mixture of activities, including taking turns reading books and other reference literature and computer hands-on using statistical software such as MS Excel and SPSS. In the seminar, students work on understanding social phenomena by referring to statistical data, having an insight into instances in our daily lives by applying statistics and probability theory, performing regression analyses, and writing their own research papers.I am convinced that the study of data analysis is helpful in many ways for students after they have graduated and established themselves in society and the workforce. I think that the ability to find out the right answers for themselves is tremendously important in both their professional and personal lives, rather than taking the deluge of information and conventional thinking at face value. For instance, in a business situation, quantitative grounds look objective and are important in convincing an audience at presentations and in other settings. Outside of work as well, the ability to interpret data is useful in making all kinds of major decisions, such as marriage and purchasing a home. We need to be skeptical and ask “Is the information source credible?” and “Are the data skewed to make the information look good?” We need to do our own research and organize our ideas on an objective foundation using numbers and data, and, finally, we need to present them with clear arguments. I believe the demand is increasing for these skills in today’s information age.

Subject School of Political Science & Economics

Inquiry into how people make decisions is central to the social sciences. While it is true that humans do not necessarily act according to fixed principles and rules, their actions and decisions are in fact informed by all kinds of biases and therefore rule-governed to a certain extent. Hypotheses with great predictive power formulated with this kind of analysis can even extend into the realm of actual policy proposals. Take, for instance, the “free-rider” social dilemma and the problem of how to get people to cooperate. Solutions to this dilemma can be of benefit in reducing CO2 emissions and tax delinquency, for example. This is because these real-world problems have the same structure as the aforementioned social dilemma. The key is building systems that take away the incentive for people to “free-ride” on the cooperation and effort of others.The study of the “mystery” of human decision-making and behavior begins with political science and economics, but also relates to a variety of other disciplines̶psychology and evolutionary biology, for example. The seminar therefore covers a variety of topics, such as “Why were the summer 2011 electricity-usage regulations a success?” and “Why is graduate recruitment a standard practice in Japan?” But whatever the topic, I want the student to take a logical approach based on three steps: “Why did people act in the way that they did?” “What was the system within which they acted?” and “What will occur in society as a result?” I want students to leave my seminar with the ability to discover and solve problems and the ability to communicate persuasively with others.

In Professor Shimizu’s seminar, I studied and shared open and frank opinions along with three PSE department students and foreign exchange students. Since everyone has diverse research topics, my knowledge does not extend to all of them, and I sometimes have trouble understanding the content of a presentation. But this is exactly why I feel that the seminar introduces me to new things, broadens my scope of interests, and contributes to my personal growth. Currently I am researching problems that give rise to over- and under-population, and the questions and opinions of my fellow students constantly bring new perspectives to my attention. Moreover, discovering the many examples of how dilemma, paradox, and many other game theory concepts apply to daily life has further stimulated my interest in the mystery of human behavior.

　清水先生のゼミでは、3つの学科の学生と外国人留学生が共に学び、自由闊達な発言が飛び交います。各自の研究テーマが多種多様なので、すべてに私の知識が及ばず、発表の内容を十分に理解できないこともあります。しかし、だからこそ新しい発見があったり、関心の幅が広がったりと、自分の成長への手応えを感じる授業です。私は現在、人口の過疎・過密がもたらす問題に取り組んでいますが、仲間からの質問や意見に気づかなかった視点を教えられることもしばしば。また、ジレンマやパラドックスといったゲーム理論の数々は、日常生活でも思い当たる事例がたくさんあり、人の行動の不思議さに改めて興味を抱いています。

　社会科学において、「人がどのように意思決定するのか」の追究は非常に重要です。人間は必ずしも一定の法則やルールに従って行動するわけではありませんが、実際にはさまざまなバイアスを帯びて行動や意思決定を行っており、ある程度の規則性が存在します。その分析によって予測力の高い仮説を立てられれば、政策提言などにつなげていくことも可能になるのです。例えば、「他人の協力にただ乗りできる状況（社会的ジレンマ）」でも、あえて人々に協力させるにはどうすればよいのか。このジレンマが解ければ、二酸化炭素の排出削減や税金滞納の抑止にも役立つでしょう。というのは、これらの現実問題はさきほどの「社会的ジレンマ」と同じ構造だからです。鍵は、人々が他の人々の協力や努力に「ただ乗り」しようというインセンティブ（行動を促す誘引）をもたないように制度を作ることにあります。　人間の意思決定・行動の「不思議」について分析することは、政治学・経済学の出発点であると同時に、心理学や進化生物学など多様な分野にも関連します。したがって、ゼミ論のテーマも「2011年の夏の電力規制はなぜ成功したのか」「日本ではなぜ新卒採用が一般的なのか」など多彩ですが、すべてに共通して私が求めているのは、「なぜ、その人たちがそのように行動しているのか」「どのような制度の下で、人々は行動しているのか」「それによって社会に何が起きるのか」という3段階を踏まえた論理的な思考です。問題を発見する能力、問題を解決する能力、相手を説得する能力を養成して、学生たちを社会に送り出したいと思っています。

Understanding today’s rapid pace of internationalization requires an international perspective. At the same time, the many problems confronting the international community must take into account different cultural values. Furthermore, we cannot hope to find solutions to these problems without the input of a philosophical perspective. The Department of Global Political Economy equips students with skills that professionals need to apply political science and economics from an international perspective to finding solutions for the world’s problems. The most distinguishing feature of our program is its three-pillared applied study curriculum. Known as PPE for “philosophy, politics, economics,” the program studies political science and economics from an international perspective and sharpens issue analysis and problem-solving skills. Combining public philosophy, which focuses on the principles underlying the design of new systems, with a systematic and applied curriculum has created an interdisciplinary curriculum completely unique to our program.

少人数クラスで生きた英語教育　本学部では、Tutorial Englishを必修とし、学生4人と国際経験豊かなバイリンガルのチューター（講師）１人という超少人数の“話さざるをえない環境”の中でコミュニケーション能力を高めます。英語の他にも、ドイツ語、フランス語、ロシア語、中国語、スペイン語のネイティブスピーカーの少人数クラスが多数設置されています。また、TOEFL-ITP ®を毎年全員が受験し、自己の実力判断を行っています。

Tutorial English is an SPSE requirement. Four students guided by one bilingual tutor with extensive international experience polish their communication skills in a very small class environment that pushes them to speak in their second language. Besides English, there are several small classes with native speakers of German, French, Russian, Chinese, and Spanish. Moreover, all students take the TOEFL-ITP® examination every year and self-evaluate their progress.

A complete overseas study system and graduation within 4 yearsWaseda University has relationships with some 660 schools and universities in more than 70 countries, the largest such network of any university in Japan. Moreover, the School of Political Science & Economics sends more students overseas at the University. Time spent overseas as part of the program counts as time at Waseda University and courses taken apply toward graduation credit so that students can graduate in 4 years. In addition, in many cases, paying tuition to the destination school is not necessary, making it easier for students to take advantage of the program.

　叔父がスウェーデン人にも関わらず、この国についての知識がほとんどなく、直接自分の目で確かめてみたいという思いから留学先を選びました。スウェーデンの社会政策や労働経済学、政治学などを学ぶ一方で、日本語学科が設置されている大学でもあり、日本語の授業にTAとして参加できたことも貴重な体験でした。留学生活を通して、スウェーデンやヨーロッパのすばらしい点を認識したと同時に、日本の技術やサービスなど誇るべき部分も再認識できました。将来は日本と世界を結ぶ仕事や活動に携わり、身につけた行動力や国際的な社交性を存分に発揮し、国際貢献につなげていければと思っています。

　高校でジャーナリズムを専攻した後、世界の貧困や武力紛争に関連したプロジェクトに関わるうちに、その背景で複雑に絡み合う政治と経済について日本の大学で深く学びたいと考えました。早稲田大学政治経済学部を志したのは、総合的なカリキュラムや英語学位プログラムに魅力を感じたことが大きな理由です。英語学位プログラムは少人数制で授業の密度が濃く、議論も活発。おかげで歴史学、社会学、心理学、哲学などにも興味が広がりました。また、充実した図書館や多彩なサークルなど、早稲田は自己成長の機会が豊富です。この環境をキャリア形成に役立て、広い視野を持つ国際人になりたいと考えています。

After graduating from high school as a journalism major, I was involved in journalism projects related to poverty and armed conflict in various parts of the world. I wanted to gain a deeper understanding of the complex intertwining of politics and economics that lay behind the issues I wrote about. I was drawn to Waseda University’s School of Political Science and Economics because of its comprehensive curriculum and its English-based degree program. This program features small class sizes that allow the professor and students to interact closely in discussions, and through these I have broadened my range of interests in areas such as history, sociology, and philosophy. Waseda University offers numerous opportunities for personal growth, such as a substantial library and an enormous number of clubs and “circles.” I hope that learning in this environment will help me to broaden my horizons and become a global citizen.

By taking advantage of Waseda’s many opportunities for personal growth through classes and clubs and “circles,” I hope to broaden my horizons and become a global citizen.

I now have the ability and the social skills to take on all kinds of challenges and look to the future with vision and self-confidence.Even though my uncle is Swedish, I know almost nothing about the country, so I chose it as my study-abroad destination because I wanted direct experience of the country and to get to know it through my own eyes. Besides learning about Sweden’s social policy, labor economics, and political science, the university has Japanese-language courses, which provided me the valuable experience of participating as a TA in Japanese classes. My life as a foreign exchange student enabled me to both experience the magnificence of Sweden and Europe and be reminded of those things that make Japan stand out, such as its technology and services. In the future, I want to do work and activities that bring Japan and the world together, make full use of the abilities and international social skills I have acquired, and make a contribution to the international community.

1951年に設立された本研究科は、半世紀以上にわたる伝統を大切にしながら、日々刻 と々変化する国内外の情勢を的確に分析するための最新の研究手法を教授しています。「政治学コース」「国際政治経済学コース」「ジャーナリズムコース」に加え、Global Governance Programを国際政治経済学コースに設置。また、公共経営分野における高度専門職業人の育成を行う「公共経営専攻」を設置するなど、他学に類を見ない特色を備えています。

経済学研究科は、「経済学コース」「国際政治経済学コース」「経済ジャーナリズムコース」を置き、また2013年4月より「5年一貫博士プログラム」を開始しました。研究者養成と高度専門職業人育成を2つの柱とし、経済学の専門的知識に基づき世界に向けて発信するに足る成果を生み出せるような人材、学問的にも実践的にも国際社会の中枢で活躍できる人材を育てるべく努めています。

The GSPS was established in 1951. While maintaining the traditions passed down for more than half a century, the School teaches the latest research methods to accurately analyze the swiftly changing domestic and international situations. In addition to the Political Science Course, the Global Political Economy Course, and the Journalism Course, a Global Governance Program has been established under the auspices of the Global Political Economy Course. Furthermore, a Graduate School of Public Management, which trains highly skilled professionals for public management, has also been established. The GSPS has unique features found at no other graduate school.

The GSE offers the Economics Course, the Global Political Economy Course and the Economic Journalism Course. A five-year doctoral program was started in April 2013. Two key tasks of the GSE are to train researchers and to develop skilled professionals. The mission is to train people who, using their expertise in economics, can deliver results wherever in the world they are sent, and to train future leaders at the heart of international society, both in academia and in practice.

政治経済学部からは、例年、多くの卒業生が大学院に進学します。主要な進学先は、本学部の系統大学院である政治学研究科、経済学研究科をはじめ、オックスフォード大学、東京大学など国内外の著名な大学院が含まれます。

Each year, many graduates of the School of Political Science and Economics (PSE) continue on to graduate school. Popular graduate schools are the Graduate School of Political Science and the Graduate School of Economics, which are affiliated graduate schools of the PSE, as well as prestigious schools both in Japan and overseas, including the University of Tokyo and the University of Oxford.

キャリアセンターでは、やりたいことや人生を考えるためのキャリア講座やOB・OGカジュアルトーク等から、具体的に進路選択をするための業界研究講座や就活ミニセミナーを開催しています。また、低学年向けキャリア支援約100講座、高学年向け就職支援約480講座にものぼる、質の高い多彩な講座も開催しています。

学生自身が自己の資質や能力を最大限に生かし、主体的にキャリアを形成していくことを支援の柱としています。活動は、就職活動支援が中心となっていますが、就職以外の進路についても、低学年からサポートを強化し、さまざまな進路を想定した活動を行っています。

多彩な支援プログラムを展開

インターンシップは、在学中に企業や官公庁、非営利団体等のさまざまな職場で一定期間就業体験を行う制度です。組織の実情や仕事の実態に触れることにより、具体的に進路を深く考えることができます。通常は、学部3年生・修士1年生を対象としていますが、学部1・2年生が参加できるプログラムもあります。

The Careers Center holds regular ”Casual Talks with OB/OG (alumni)” and career seminars for students to consider their future, as well as industry research seminars and mini job-hunting seminars in order to help students choose a suitable career path. The Careers Center offers various useful seminars, including some 100 career-support seminars for first- and second-year students, as well as 480 employment-support seminars for third- and fourth-year students.

In internship programs, students undertake work experience at various workplaces, such as companies, government offices, and nonprofit organizations, for a certain period of time while enrolled in school. This helps them to consider their career paths more specifically by experiencing the actual situation within organizations and the reality of work. Usually, the internship programs are for third-year undergraduate students and first-year students of a master’s program. However, there are also programs that even first- and second-year students can participate in.

The Careers Center staff hold one-on-one meetings at booths set up exclusively for such meetings. They closely support every student by listening empathetically to their concerns regarding employment, postgraduate education, study abroad, and career paths.

We provide vast amounts of high-quality information, allowing students to view and borrow information materials, employment-related documents, alumni-related documents, etc. A variety of information is posted on the Internet (Waseda-net portal), where we are working hard to improve overall ease of use.

Graduate Interview

　唐亮ゼミで現代中国の政治・経済・外交について学びました。中国でのフィールドワークでは現地企業訪問や北京大学の学生との交流を通じ、書籍だけでは伝わらない現場感覚が身に付いたと思います。就職活動では、仕事を通じてさまざまな業界と接点を持てる企業かどうかを重視。多くの方 と々仕事を進めることで自分の知見を広めたいと考え、素材、海運、商社など裾野の広い業界を志望しました。キャリアセンターには豊富な情報があり、また就職活動を終えた先輩が親身に相談に乗ってくれる環境でもあり、積極的に活用するべきだと思います。　現在は人事労務管理の業務を担当しています。社員が快適に働ける制度の設計や、組織を強化する人事施策を考案する時にやりがいを感じるとともに、労働法や社会保険など多彩な知識を習得できることも魅力です。また、早稲田大学のOBOGは実にさまざまな業界で活躍しており、幅広い情報の交換が仕事に活きていることを実感します。将来はアジア、特にゼミでの学びを生かして中国に関わる業務を担当したいと考えています。鉄鋼は社会インフラに不可欠な素材のため、今後も重要な産業であり続けると思います。常にニーズを把握するために広くアンテナを張りめぐらしながら、仕事を進めることが目標です。

I studied contemporary Chinese politics, economy, and diplomacy in Tang Liang’s seminar. I think my fieldwork in China̶which included visiting local businesses and interacting with students of Beijing University̶endowed me with a real-world awareness that cannot be learned from books alone. For my job search, I focused on companies whose business connects them to a variety of different industries. With the idea that working with many people broadens one’s knowledge, I pursued broad-based businesses such as materials, maritime shipping, and trading companies. The Career Center has a wealth of information and an environment where one can freely seek the advice of seniors who have completed their job search. Job seekers should be sure to make active use of this resource.Currently, I am in charge of human resources management. Designing a pleasant work system for employees and working out personnel policies that strengthen the organization is challenging and rewarding, and I also enjoy the opportunity to acquire diverse knowledge about such things as labor law and social insurance. What’s more, Waseda University alumni are active within all kinds of industries and I can see how I can make use of this wide range of information in my work. In the future, I want to apply what I learned in the seminar to work related to Asia̶and China, especially. Steel is an essential material for social infrastructure, and I think it will continue to be a crucial industry. My goal is to grasp what is needed by keeping my eyes open over a broad range as I move forward in my work.

　河野勝ゼミでは、現代日本政治のさまざまな問題に取り組み、常識や先入観で判断せず、論理的に物事の本質を検証する重要さを学びました。また、4年間の弓道を通じて、礼儀や時間の厳守といった、組織における行動様式を身につけることができました。ゼミと部活を通じて一つの目標に向かって努力する大切さを知ったことが、自分自身を形成する上で大いに役立ったと思います。就職活動においては、OB・OG訪問の際、働くことの意味、仕事に対する考え方などを伺い、社会貢献への意欲が高まりました。就職先の決定では、社員の方々が明るく前向きに仕事に取り組んでいる姿に共感したこと、自分の意思と会社の目指す方向性が一致していると確信できたことが大きな要因となりました。　現在、ホテル、リゾート、賃貸住宅を扱う部署で、経理と総務を中心に各事業のサポートを行っています。今後は、国内外を問わず大規模開発の一翼を担い、あらゆる年代の人々に充実した空間と時間を提供していきたいと思っています。早稲田大学の政治経済学部は現代社会を読み解く上で不可欠な政治と経済を多方面から学ぶことができ、物事を見る視点を深められる場所です。自分で限界を設定せず、いろいろなことに挑戦して全力で駆け抜けてください。

　所属していた白木三秀ゼミでは人的資源管理論を専攻し、国内外の企業組織の構造、人事制度について研究。フィールドワークとして日本だけでなくタイの企業を訪問し、現地社員への取材を通じて自分の仮説を検証するなど貴重な学びを経験しました。また、ケンブリッジ大学への留学やニューヨークでのダンス留学も体験。国際感覚を身に付ける機会を得たことも大きな収穫でした。　就職活動では、学内のグループワークの講座やキャリアサポートセンターを活用し、OBOG訪問も積極的に行いました。そして、①採用が少数である②早期に海外で活躍するチャンスが期待できる③大きなビジネスの仕組みづくりができるという3つを自分の軸として就職先を決定。現在は、化学製品のグローバルマーケティングとセールスを担当し、マクロな経済の情報に注視・分析しながら販売戦略を立案し、価格決定、デリバリーまでを主な仕事としています。働くということについて、まだまだ日本は女性後進国かもしれません。それを変える意味でも、自分が磨いてきた感性やセンスを生かし、意欲的に仕事に取り組んでいきたいと思います。早稲田大学の政治経済学部で切磋琢磨した仲間とのつながりは、何物にも代え難いもの。ぜひ、ネットワークを広げていただきたいと思います。

I want to make contact with all kinds of industries and further expand my knowledge through my work.

I want to be part of large-scale developments in Japan and overseas that create a fulfilling space and time for people of all generations.In Professor Masaru Kono’s seminar we dealt with all kinds of issues concerning contemporary Japanese politics. In the seminar, I learned the importance of investigating the nature of things rationally rather than making judgments based on conventional knowledge or preconceptions. I was also a member of the varsity team Japanese archery club, where I acquired behavioral habits such as courtesy and punctuality that play an important role in any organization. The seminar and club activities taught me the importance of striving toward a single goal, and I think this tremendously benefited my formation as an individual. For my job search, I received feedback from the alumni I visited regarding the meaning of work, and how they approach their job. Their opinions further stimulated my desire to contribute to society. Major factors for deciding on my place of employment were employees who share my attitude for approaching work with a cheerful, positive attitude and a strong sense that the direction of the company aligns with my own intentions.Currently, I am in a section that handles hotels, resorts, and residential rentals, where my main responsibilities are accounting and general business affairs. Looking ahead, I want to be involved in large-scale developments in Japan and overseas that provide a fulfilling space and time for people of all generations. The Waseda University School of Political Science and Economics gives one a multi-faceted education in politics and economics, which is essential for interpreting modern society, and a deeper perspective of things. My advice to students is not to set any limits and pursue every challenge enthusiastically.

I took Professor Mitsuhide Shiraki’s seminar on human resource management theory, which covered the organizational structures and personnel systems of both Japanese and foreign companies. As well as fieldwork in Japan, we also had the opportunity to visit businesses in Thailand. It was a valuable learning experience where I could test my own hypotheses by interviewing local staff. I also participated in a study-abroad program at Cambridge University and studied dance in New York. I greatly benefited from these opportunities to acquire a more international sensibility.While job hunting, I made use of the university group work courses and Career Center and also actively visited university alumni. I had three criteria when I was looking for potential future employers: 1. The company should only be taking a few applicants. 2. There should be opportunities to work abroad in the near-future. 3. I should be able to participate in building a large business framework. Currently, I am in charge of global marketing and sales for chemical products. My main responsibilities are monitoring and analyzing macroeconomic data and formulating sales strategy, which includes setting prices and delivery. In terms of work, Japan still may not have become a progressive nation for women. To help change that, I want to apply my sharpened sensitivity and pursue my work with passion. The bonds I formed with my fellow dedicated students at the School of Political Science and Economics are worth more than anything. I sincerely hope that you, too, will expand your network.

めざせ！都の西北奨学金

早稲田大学への入学を希望する遠隔地域（1都3県を除く）の国内高校出身者を対象とし、一般入試またはセンター利用入試の出願前の10～11月に申し込み、採用候補者に受験前に入学後の奨学金給付を約束する制度です。採用後は4年間（標準修業年限内）継続して支給されます。他大学との併願者や既卒者も応募できます。詳細は、奨学課HP掲載の「募集要項」をご覧ください。This scholarship is aimed at prospective students not from high schools in Tokyo or Saitama, Chiba, and Kanagawa Prefectures but regions in Japan more distant from Waseda University. Students apply in the October or November before the general entrance examinations and Center examinations, with successful candidates being guaranteed a scholarship before their examination, contingent upon admission. After qualifying for the scholarship, aid continues for four years, the standard time for completion. Prospective students applying to other universities and students who have already graduated from high school can also apply. For details, refer to the “application requirements” on the Scholarships and Financial Assistance Section homepage.

早稲田大学卒業生等で組織する早稲田大学校友会の寄付からなる奨学金制度です。全学部1～4年生を対象に、経済的に就学困難な学生を各都道府県から採用します。This is a scholarship funded by a donation from the Waseda University Alumni Association, organized by Waseda University alumni, etc. Scholarship recipients are selected among first to fourth year students with financial difficulty in all schools from each prefecture.

The Extension Center

Waseda University includes many students who want to pass difficult examinations for licensed credentials such as Government Official, certified public accountant. The School of Political Science and Economics has produced many graduates who have passed these challenging examinations. Besides special seminars that help prepare for these difficult state-sponsored qualifying examinations, the University provides additional high-quality support.

本学では、国家公務員総合職、公認会計士など難易度の高い資格をめざす者が多く、政治経済学部においても多数の合格者を輩出しています。こうした難易度の高い国家資格取得を支援する特別講座等をはじめ、質の高いサポートを提供しています。

The Extension Center is designed to make the education and research resources of Waseda University widely available to the public and is Japan’s largest lifelong-learning institution. The Extension Center focuses mainly on extension courses and short-term overseas study programs. Classes may be attended by anyone, regardless of age, educational background, or other attribute.

The University offers a broad range of support for students who want to acquire a licensed credential.
