    The SCTP is basically the transport layer in the 3G network, in the RNC you dont have layer 1 or

    layer 2 alarms because the port in the RNC is not dedicated to only one site, in the same port

     example FE/GE  you can have several hundred nodeb's so the fact that one site is faulty doesnt

    generate a Layer 1,2 alarm because the port Physical layer is up , in the network layer layer 3  the

    situation is similar, in this layer you specify to the nodeb the route to reach the destination, but the

    RNC cant know if this route is correctly configured in the end point local router, switcht..etcDSL..,, 

    .

    In the transport layer layer 4 

    you specify the point origin and destination nodeb ip and RNC ip 

    and if this is faulty the RNC and the nodeb can generate alarm. And here is where you get your

    SCTP alarm, and sure you will get also IPPath alarm.
