Introduction

We would like to welcome you to Hellas and to congratulate you for your participation in the ‘’International Senior Course on Defence Studies: Facts and Analysis of Strategic Thought and Leadership.’’

This handbook is designed to ease your transition into our educational program and provide you with some basic information in order to help you during your staying in Athens.

We have included in this handbook important information about transportation, identification documents, and basic living needs. Please read it thoroughly. Unfortunately, no handbook can contain all of the information that you might need. In case you need any further inputs please consult the staff of the College (see further information at the end of the Handbook). This guide is heavily flourished with internet addresses so as to create an interactive environment in which you can easily access updated information.

Guidance to Hellas

Hellenic Republic (official name for Greece) is a country located in southeastern Europe. According to the 2011 census, Hellas's population is about 11 million. Athens is the nation's capital and largest city, with Thessaloniki being the second largest and referred to as the co-capital.

Modern Hellas traces its roots to the civilization of Ancient Hellas, which is considered the cradle of all Western civilization. Hellas is the birthplace of the prevailing ideas of the modern world such as democracy, philosophy, the Olympic Games, literature, historiography, political science, major scientific and mathematical principles and drama, including both tragedy and comedy.

The cultural and technological achievements of Hellas have greatly influenced the world, being imparted to the East through Alexander the Great conquests, and to the West via incorporation into the Roman Empire and the succeeding Eastern Roman Empire that survived 11 centuries. Greek Orthodox Church was founded on the fertile ground of the ancient Greek philosophy. The outcome was a celebrated way of life named Romiosini. This way of life has human as the center of its interest. The Greek state in its long run was seized by two Great Civilizations for 400 years each. First, by the Romans and lately by the Ottomans. it survived both, not to mention the great influence that inflicted on them. Following the London Treaty Greece was re-birth on 1830, after a 10 year struggle against Ottoman Empire.

Hellas has always been on the right side of History. A founding member of the United Nations, Hellas was the tenth member to join the European Communities (precursor to the European Union) and has been part of the Eurozone since 2002.

It is also a member of numerous other international institutions, including the Council of Europe, NATO, OECD, OSCE and the WTO.

Important/Required documentation

In order to come to Hellas and attend our College the following documentation is required.

Security clearance Passport: For EU citizens who travel to Hellas, no passport is required, just

the identity card with latin characters is enough. For the non EU citizens, a valid passport is necessary to enter Hellas.

Visa: All citizens of foreign countries, except for the countries of the European Union, the USA, Canada, Australia and New Zealand, need a visa to enter Hellas. For more information, contact the Greek National Tourist Offices in your country or go to your embassy in Hellas Source.

International travel order Health certificate Respective documents for relevant members of your family in case they

will travel with you Other documents specifically mentioned in your invitation letter and/or

your National procedures. 2 Photos in Uniform for Security Passes issuance 2 Photos of each family member

Make sure that all documents are valid prior to your visit.

Accommodation

The Hellenic National Defence College (HNDC) provides the opportunity to students to be accommodated in the military resort area of “Agios Andreas”. For this reason 24 apartments have been renovated. Some countries have M.O.U signed with Hellas, so as to host their personnel at this resort exclusively. The officers that come from countries that do not have this set rule have two options. They can either select to stay in “Agios Andreas” covering the relevant expenses or to stay at Hotels of their preference. In case you stay at a hotel it would be wise to choose a hotel near a metro station.

The facilities of “Agios Andreas” are located thirty five (35 km) from the College, on the East side of Attica prefecture. They are primarily facilities oriented to accommodate the Greek Armed Forces personnel during the summer for family vacation. These facilities have been visited from many foreign officers during summer following the GLIMS program and during the whole year as is the case with the Greek and foreign students of the College during the academic year. The feedbacks have been positive.

There are a number of advantages if you choose to stay in “Agios Andreas” such as:

24/7 provided security in a military camp. Access in the facilities will be granted by issuing the relevant security card.

Furnished rooms with air condition. You do not need to cover expenses relevant to water and electricity.

Basic room service is provided. Limited rent expenses in comparison with regular Hotel prices. Sport facilities (playground, tennis court, basketball court, relaxation area). Free Wi-Fi. First aid medical assistance. Beautiful and quite environment nearby the sea. Free transportation with military van to and from the College.

However you should take into consideration that the resort is relatively far from the city’s center (average time to reach Athens’s city center is about 40-45’and 35 km). Access to a car is suggested as it would be useful for your convenience in transportation.

Food

Lunch is scheduled in the program from 14.00 till 15.30. The students may choose to have lunch in the facilities of “Agios Andreas” or at the Officers Club.

If you stay in “Agios Andreas” or you wish to have lunch there, you have to inform the relevant personnel for your desire to have lunch one day before. You are going to be commuted from the College to “Agios Andreas” and reach the dining facilities by 14:45. Then you have 45’ to finalize your lunch.

If you wish you can also have your lunch in Officers Club (LAED/ΛΑΕΔ) which is located in Rigillis 1 & Vasilissis Sofias (Pavlos Melas Square) (Ρηγίλης 1 & Βασιλίσσης Σοφίας),Athens, tel: 21072.12.496 / 72.15.806, http://www.laed.gr/index.php).

Every day the restaurant of the Club, which is open from 2:30 to 16:00, provides its customers with a menu that includes dishes of the day and grilled dishes. For more information regarding the menu please contact the relevant department tel:2107218384

Officers Club location

The Café of the Club is located in suitable rooms on the ground floor of the Club and it is open daily from 08.00 to 22.00. The Café offers drinks, soft drinks and sweets, has daily newspapers and two HD television sets.

On the premises of the Club operates the Barber's Shop which is located in a suitably shaped hall on the ground floor of the Club. The services of the Barber's Shop (male - female - children haircut, hairstyle, dyeing) are offered by appropriately qualified staff. It is available from Monday to Friday between 08.00 - 15.00 and Saturday by appointment only.

- In the facilities of the College there is a small cafeteria where you can buy café and snacks such as cheese pies or sandwiches in the morning or during course breaks.

- It should be noted Greek people usually take their breakfast around 7:00, lunch around 15:00 while dinner around 21:00.

The hospital has all the necessary departments that you might need such as Pathology, Orthopedic, Dermatology, Surgery, Cardiology, Pediatric, Ophthalmology, Gynecology etc. In order to get an appointment you will call the supervisor of the clinics (2107494090, Monday to Friday from 7:30 to 14:00) who will book you an appointment with the doctor you need. In case of an emergency you will either proceed to the hospital to the emergency department yourself or you can contact the department (2107777777) in case you need an ambulance.

Access: The hospital is within a distance of five (5) kilometers from the HNDC and the easiest access is by METRO (Blue line - Katehaki station).

.Access in all hospitals is easy by public transportation. However if you

choose to go by car there is a free parking area in all three hospitals.

Pharmacies: Pharmacies in Greece are open Monday and Wednesday from 08:00-14:30, Tuesday, Thursday and Friday from 08:00-14:30 and 17:30- 20:00.At least one local pharmacy will be open at any time of the day. Details of and schedule for this "duty pharmacy" can be found in every pharmacy window and in the local newspapers. In order to find a pharmacy on duty in Athens call 14944.

Transportation

Transportation is provided for those who choose to live in “Agios Andreas”. Their transfer from “Agios Andreas” to the course activities’ places and vice-versa will be carried out with the use of appropriate military vehicles. For those who choose to live elsewhere the access to College can be made by the following:

The access to College by public transportation can be done by the following:

Please note that there is a need for a special ticket priced 8 Euros whenever you commute from or to the Airport.

Taxi Services

You can use radio or street taxi. The color of taxi in Athens is yellow..If your transfer is from Athens Airport to Athens Center the fare is fixed to 35 euro from 05:00 am to 24:00 midnight and 50 € at night time (24:00-05:00). The price includes totally everything. Luggage charge, tolls fee, VAT, meter start, airport charge etc. The same fixed fares apply when you pick a taxi from Athens centre to go to the airport.

Bicycling: You can use bicycles for your transportation however it is not a very popular means in Athens. There are no bicycling routes and it could be quite dangerous to use bicycles.

Communication (phones/internet)

Local calls: Telephone numbers are issued with a 3, 4 or 5-digit area code(depending on the city of Hellas), followed by a unique digit number. If you want to dial a number in Hellas you have to dial both the area code and the unique digital number.

International calls: In order to make an international call, dial the country code and the telephone number. If you want to receive a call from abroad the country code of Hellas (0030)should be dialed, then the city code (for Athens it is 210 and for “Agios Andreas” it is 22940) and then the unique number.

Cell phones: You can use your cell phone while staying in Athens or acquire a local number during your staying. There are four companies that operate in Hellas where you can get more information if you desire to acquire a number:

Internet: Free internet will be available at College and at the facilities of “Agios Andreas”. The codes will be provided to you. Finally there are a lot of internet cafes in Athens while most leisure places (cafeterias, taverns etc) provide free Wi-Fi to their customers.

Banking

The currency used in Hellas is Euros. You can use cash, travelers’ checks or credit cards. Due to the recent economic situation there is no possibility for anyone to open a new account in any bank in Hellas unless the deposit for opening the account is 10.000€. Note that this applies only for the time being and could be the case when you arrive in Athens. You can withdraw money either by going to the bank or by using your card in ATMs.

Before you travel to Hellas make sure to be informed by your bank the amount of money that you are allowed to withdraw daily with your card and the amount of money you are allowed to use daily in shopping.

Banks are open for the public from Monday to Thursday 08:00-14:30 & Friday 08:00-14:00. In the El.Venizelos airport there are branches that remain open for the public for a longer period of time. You can find a list of the banks that operate in Hellas in the following site:

If you wish to go shopping you can use the Military Markets where you can find food, fuels, clothing, hairdresser etc. at slightly better prices which are:

There are also a lot of super markets and mini markets in Athens for buying food while there are numerous shops for buying things such as clothes, shoes, jewelry, books, etc. that are either separate shops or located in shopping malls.

In the street of Athens you will notice small kiosks (which are called “Periptero” in Greek) where you can buy newspapers, magazines, cigarettes, snacks and various small items.

You can also use on-line shopping by taking the same precautions that apply in your country.

Super markets are open from Monday to Friday, 08:00 – 21:00 and on Saturday, 08:00-20:00.

Social life, Entertainment and Tourism

Athens is a city where you can have a very interesting social life. It is a place that provides a unique opportunity for unforgettable sightseeing, visits to archaeological and historical places, museums, attendance of theatrical and musical performances and cultural events. Athens is full with places where you can have lunch or dinner (taverns, restaurants, bistros) or enjoy your coffee or all day long.

Tipping: Leaving “TIPS” (an abbreviation–“to insure prompt service”) for services is optional in Hellas. However if you decide to leave a tip an amount around 10% of the bill would be quite satisfactory.

Religion

Following the Hellenic Constitution the officially recognized religion in Hellas is Christian Orthodox. In the Constitution every person is free to exercise its own religion, too. Orthodox Christians represent the vast majority of the population (98%). Religions with smaller numbers of followers include Muslim, Catholicism and other.

Security Issues

Athens is considered to be a safe city. However, as it is the case in all big cities worldwide, special precaution should be taken when using the public means of transportation in rush hours to avoid pickpockets or when walking very late in the night alone in certain places downtown. Be careful not to carry a lot of money with you and avoid going downtown in case of demonstrations.

Code of Conduct

Athens is an easy city to wander around since many Greeks can speak English and they are willing to help tourists. When socializing in Hellas remember the following:

Physical contact (handshaking, eye contact) is allowed between men and women.

There is often close contact among people of the same gender as well. Greeks will often reach out and touch someone when speaking to them. When meeting, a kiss on both cheeks is a common gesture if there is a familiar relationship.

Public interactions are often more demonstrative than foreigners may be used to. Conversations are often held at a high volume – which may or may not indicate anger.

The Greeks will often make gestures by inclining their heads such as tilting their heads upwards to indicate “no” for example.

Nodding the head upward means no. A raised open palm at face level is considered an insult. Eating in a Greek restaurant is pretty informal and meant to be relaxing and

enjoyable. When visiting a monastery, do not ask the priests or nuns if you may take

their pictures and ask their permission to take photographs of the monastery.

When visiting tourist sites such as the Acropolis in Athens, do not pick up any stones, pieces of chipped wall, etc. to take home as souvenir. That is illegal.

You can drink a little at a pub or restaurant, but only on the condition that you will know when to stop. Drunk driving is, of course, unacceptable. With regard to smoking, it is prohibited in taxis and public places, except those equipped with a special area.

Weather

The climate of Athens is Mediterranean and can be summed up as having hot dry summers and mild wet winters. Although this climate produces temperatures that are warmer throughout the year than most of northern Europe, Hellas still does experience the four “seasons.” The average temperature in the

winter is in the low teens (10-12°C), while spring and fall bring average temperatures in the mid-teens (15-19°C).

It is 230V (50Hz). Do not forget to buy or to bring an adaptor with you if it is necessary.
