(AP) The House’s budg- et-writing committee advanced plans June 1 to put $150 million of additional revenue toward fixing existing roads and $70 million toward meeting South Carolina’s promises to Volvo. The supplementary budget bill, approved unanimously, would leave the state borrowing $50 million to fund an interchange off Interstate 26 and a road to the future Volvo plant in Berkeley County. That’s part of more than $200 million in state incentives Gov. Nikki Haley and Commerce officials promised in securing Volvo’s first North American plant. But Haley, who repeatedly slammed fellow Republicans this year for proposing to borrow money primarily for college construction, insists that the state borrow the full $123 million for Volvo. She expects the Joint Bond Review Committee — which is made up of legislators — to approve that amount. Volvo officials want the project funded that way to avoid the legisla- tive process, she said.     Wounded Warriors Project Aims to Rebuild Lives of Heroes By Giles LambertsonCEG CORRESPONDENT

    Rebuilding lives would seem to be a nat-ural interest of construction companies aswell as of construction equipment manufac-turers and dealers. Their professional lifeswork, after all, is to build, repair, refurbishand restore. It is not surprising that manycontractors and dealers are involved in theWounded Warriors Project.

    The Project exists to make Americasmany injured military service memberswhole again, as much as possible.Specifically, Wounded Warriors Project tar-gets service members who incurred non-fatal injuries on or after Sept. 11, 2001,including in subsequent forays into theMiddle East in pursuit of terrorists and theirofficial sponsors. The conflicts have pro-duced tens of thousands of casualties andhundreds of thousands of service peoplewith post-traumatic stress disorders.

    For more than a decade, WWPfounders and supporters have led acampaign to alleviate stress, counsel,raise money for financial interven-tion and otherwise take some of theburden of reentry into civilian lifefrom the shoulders of men andwomen trying to cope with life-changing issues. Some 70,000 serv-ice people belonging to WWP arecalled alumni, rather than members,with the explanation that they haveshared pretty intense experienceswith everyone else in the organiza-tion and already have paid their dueson the battlefield.

    The construction industry is oneof the Projects partners in this effort.A notable contribution was made byKobelco Construction MachineryUSA in 2014, a $100,000 donation toWounded Warriors Project from sales ofspecial edition excavators. The year before,U.S. Pavement Services presented a checkfor $10,000 to WWP, part of an outing forwounded vets at Bostons Fenway Park.Similar contributions pop up now and then.

    Most of the industrys support is in small-er amounts, often in the form of a contractoror equipment outlet sponsoring a publicevent, with money raised by the activitydesignated for the WWP. These events cantake the form of golfing outings and otherfun competitions in which some of the com-petitors are wounded veterans. The small-scale fundraisers are welcome, even whenthey are unofficial.

    We screen a company before we partnerwith them, because there is a cash value toour partnering with them, said JohnRoberts, an executive vice president ofWWP, who works from an office inHouston, Texas. Sometimes the partnershipis pretty casual.

    Some ask for permission to advertisetheir event as a Wounded Warriors Project,and some dont. If a company calls and saysit is going to do a cookie sale, we are notgoing to send out a staff member, Robertssaid. But if they do it a couple of years in arow, seem to be honest people, raise moneythat we actually can track and then receive,we will provide a logo they can display thatsays they are a proud supporter of WoundedWarriors Project.

    Such logos are found on many construc-tion contractor Web sites, apparently mostof them legitimately displayed. But the levelof support varies all over the place, as do the

    types of support. Some contractors donatemoney, but others offer what Roberts partic-ularly likes to see offered: jobs. A lot ofwarriors are looking for work, and notbehind a desk. Finding jobs for warriors isone of our biggest needs.

    In February, a coalition of constructionemployers and industry associationspledged to hire 100,000 veterans over thenext five years. Some of the WoundedWarriors Project alumni may be amongthose 100,000, but many of the WWP alumsare difficult to place on payrolls.

    Some of the warriors have come back tocivilian life with physical injuries and otherwounds, and bosses dont always under-stand how to work with them, Roberts said

    of the special challenges facing men andwomen in the organization.

    To surmount these difficulties, WoundedWarriors Project offers 19 programs. AsWWP declares on its Web site in introduc-ing the programs, Everyones recoveryprocess is different. Depending where you

    are in your own rehabilitative andtransitional process, we hope youfind a program that fits you andyour familys needs.

    The programs fall into four areas:mind, body, economic empower-ment and engagement. Some exam-ples include: Project Odyssey,which joins outdoor recreationalactivities with therapeutic counsel-ing to address stress and attitudeobstacles; the IndependenceProgram that works with vets withmoderate-to-severe brain injuriesand other neurological conditions;Warriors to Work, which essentiallyis a human resources-job placementprogram; and the Alumni programthat maintains the warriors commu-nity through discounted servicesand scheduled get-togethers.

    Wounded Warriors Project is an accredit-ed charity and may be principally viewed assuch. But Roberts says WWP is working tobecome an accredited service organizationsuch as the American Legion and theVeterans of Foreign Wars. As the latter,WWP can more effectively advocate forveterans. The need for such advocacy doesnot seem to be receding.

    In fact, the numbers of wounded veteransin need of special handling is still growing.In the face of that, does Roberts hold outhope of eventually slowing the tide if notturning it? A 19-year administrator of veter-ans programs who came to WWP eightyears ago, Roberts sounds confident. Hesaid he can tell a lot of success stories if

    asked and believes they will continue todevelop at WWP for years to come.

    I have never seen another organizationthat has such a wealth of programs that takea holistic approach make them work sowell. I have worked with individuals whowere suicidal, he said. They get into ourprograms, like Odyssey, and into ouremployment program where they learn howto get a resume down. They have complete-ly given up when they come to WWP andnow they are thriving, and employed, andmarried. I have tons of these stories.

    So the construction industry is involvedin a good work, from all indications. WhileRoberts would welcome more of the indus-trys support, he acknowledges that signifi-cant contributions have been made to date.There are construction groups out therethat build homes for vets. Others that raisemoney for the cause. Many want to hire ourwounded warriors.

    He said the whole movement to help mil-itary veterans is not a new one. This gener-ation of veterans isnt any different than pre-vious generations. They are dedicated peo-ple. They did something not only for them-selves but for their country: They volun-teered to go to war. The people who do thatare less than 1 percent of the country. Lessthan 1 percent has ever worn the uniform.

    If I was hiring, for construction or any-thing else, I would want someone who isgoing to be dedicated, loyal, self-motivated,a team player. Having a fancy degree on thewall doesnt always do it. These are thekinds of people we have at WoundedWarriors Project.

    Company Wrench Hosts Grand Opening

    Company Wrench held a grand opening celebration at thecompanys new Lakeland, Fla., location on May 15.Attendees, including demolition, scrap and construction

    contractors from the region were provided a tour of the facili-tys new office, large service department featuring drivethrough service and equipment yard.

    The grand opening festivities kicked off in the morning witha continental breakfast, and later attendees were treated to abarbecue lunch. Raffle drawings for door prizes were heldthroughout the day.

    Company Wrenchs new Lakeland facility is staffed by acrew of six people including three service technicians andmaintains an extensive parts inventory including Fleet Guard,Terex Fuchs, Kobelco, Sentry tires and ground engaging parts.The branch offers a full line of Kobelco excavators, TerexFuchs material handlers, Gehl skid steers, Stanley / LaBountyattachments, Strickland buckets, Screen Machine crushing andscreening equipment and the line of dust suppression equip-ment manufactured by C. W. Machine Worx.

    The grand opening event was held to make local customersaware of who we are, and that we have a full complement ofequipment for the construction, scrap and demolition indus-tries, said Hugh Gordon, national sales director, CompanyWrench.

    Several members of Company Wrenchs staff were on handto help launch the new facility, including Lakeland BranchManager, Phillipp Duesler; Hugh Gordon, national sales direc-tor; Brad Hutchinson, owner; Cam Gabbard, president; JasonTempleton, vice president; Debbie Agee, COO; Dick Mizzell,regional manager; and Danny Seal, territory manager.

    Company Wrench was founded in 1999 when BradHutchinson began operating a truck, trailer and equipment shopand a 24-hour wrecker and recovery service in central Ohio. In2002, the company became a dealer for Stanley, LaBounty andBeka-Max Auto-Lube Systems. The following year, the com-pany launched a demolition rental fleet, becoming LaBountyslargest dealer. The company added equipment lines andbranched into construction as it has grown, ultimately repre-senting more than 20 manufacturers with locations in Ohio,Florida, Indiana, New Jersey, North Carolina, South Carolinaand Tennessee.

    More than 250 guests attended InternationalIrons open house on May 14. A barbecuelunch was served and attendees had a chance

    to get a close look the companys equipment.We wanted to showcase all of our products, espe-

    cially the Liebherr line, which we recently added, saidTom Bauers, president of International Iron. We hadrepresentatives from each manufacturer on hand toanswer questions. We also had representatives fromLengemann and Sitech on hand. The manufacturers hadstatic displays, as well as a demo area where customerscould operate equipment.

    The event also provided Bauers an opportunity to dis-cuss the future of International Iron.

    We have expansion plans throughout central andnorth Florida. Our next store will be in Tampa, and wewill follow that with a branch in Jacksonville. We arebuilding our company on the foundation of quality prod-ucts coupled with industry leading response and expert-ise. We have the ability to respond quickly, diagnose,and keep our customers productive. We represent qual-ity brands, and make sure we have the proper personnelon hand to support those products. We are going to takethat same foundation as we transition into the other mar-kets. We will continue to hire the top tier talent, andensure we have the right number on the ground for bothsales and product support. The quality of our productsspeak for themselves, the solid product support willensure our customers are productive. Our goal is tobecome a top tier dealership in central and northFlorida.

    International Iron is a full service dealership withsales, rental, service and parts for all of the products thecompany represents, including Kubota, Sany, AtlasCopco, Broce Broom, Dynapac and most recentlyLiebherr. The addition of the Liebherr earthmoving andmaterial handling equipment gives International Iron acomplete product offering from the Kubota line all theway through large loaders, dozers and material handlingequipment.

    We definitely are in a growth mode having justadded the Liebherr line, said Bauers. We have signifi-cant inventory in stock from all manufacturers, as wellas excellent product support. Our technicians average23 years of industry experience. This gives us the abili-ty to keep our customers more productive.

    International Iron was founded in 2010 primarily as aused equipment dealer. The company transitioned tonew equipment in 2013 when they took on the Sany lineof excavators. Other manufacturers came shortly there-after. The company started carrying Kubota equipmentin mid-2014, and International Iron just added theLiebherr construction and scrap material handling line.

    We now have a complete offering of dozers, exca-vators, wheel loaders, compaction and material handlingequipment, said Bauers. We carry Sany excavatorsfrom 30,000 to 80,000 pounds. The Kubota line takes usdown from Sany with its offering of mini-excavators,compact track and wheel loaders. Liebherr adds wheel

    Kobelco Celebrates Groundbreaking of Production FacilityKobelco Construction Machinery USA

    recently celebrated the official groundbreak-ing of its new excavator production facilityin North America. A special ceremony washeld on the grounds of the facilitys futurelocation in Spartanburg, S.C.

    Attendees of the event included honoredguests from Kobelco ConstructionMachinery Co. Ltd. in Japan, KobelcoConstruction Machinery USA in Katy,Texas, the South Carolina Department ofCommerce, the Spartanburg County Counciland representatives from the Association ofEquipment Manufacturers.

    The occasion kicked off with a processionof distinguished guest speakers whoapplauded Kobelcos decision to bring itsmanufacturing to the United States and tothe Palmetto State. A traditional Japanesegift exchange was made between Kobelcoofficials and representatives from both SouthCarolina and Spartanburg County, symboliz-ing each partys appreciation and acknowl-edgement for supporting one another. Theceremonial groundbreaking brought theevent to a close; Kobelco officials and spe-cial guests of the community wore Kobelco-branded, American flag designed hard hatswhile digging the first shovel of dirt for thenew facility together.

    Its been a true privilege to work with thepeople of Kobelco, said Anthony Allen,senior project manager of the South CarolinaDepartment of Commerce.

    Deciding where to locate a new manu-facturing facility is a monumental task. TheKobelco team was thoroughly professionaland was a pleasure to work with throughoutthe entire process. Japanese companies areworld-renowned for the highest quality andprecision products. We now have one moreJapanese-based company in South Carolina were very proud and very happy aboutthat.

    Kobelco chose the Spartanburg locationfrom nearly 50 candidate sites across eightstates for the propertys vast amount of land

    and nearby access to major domestic ports.Sitting on approximately 85 acres,Kobelcos $41 million investment involvesthe development of a 156,000 sq. ft. produc-tion plant, 17,000 sq. ft. office building andareas for both machinery parking and test-ing. The property also provides Kobelcowith plenty of space for future productioncapacity expansion. With site preparation forthe facility under way, construction isexpected to be complete in December 2015and mass production of 1,800 units/year willbegin in January 2016.

    BATON ROUGE, La. (AP) Louisianas lawmakers havestarted advancing a state construction budget for next yearthat is so overstuffed with projects it would give Gov. BobbyJindal decision-making authority over which ones actuallyreceive money.

    Jindal submitted an overloaded proposal with $258 mil-lion more in economic development initiatives, roadwork,state building repairs and other construction projects thanLouisiana has money to spend in the fiscal year that beginsJuly 1.

    Before approving the budget proposal, the House Waysand Means Committee loaded up the bill even further,adding millions more in park improvements, drainage andother local projects.

    That would leave the governor to pick and choose whichprojects to forward to the Bond Commission for financingapproval.

    Its always a wish list. It just seems the wish list is get-ting bigger and bigger every year, said CommitteeChairman Joel Robideaux, R-Lafayette.

    The $5 billion construction budget is a multiyear spend-ing plan.

    About one-quarter of the bill outlines spending of federalmoney and state fees or taxes dedicated to specific projectslike road repairs, highway expansions and coastal projectswith their own revenue streams. A large slice of the measurealso includes continuing projects that already have beenapproved in previous years for direct cash lines of funding.

    Beyond that, the state has a bond cap that will limitLouisiana to borrowing $370 million in the upcoming fiscalyear for projects that dont already have lines of credit. Afterthe May 26 committee action, the budget contains about$696 million in projects vying for those dollars.

    And more projects are expected to be added each step ofthe legislative process.

    Critics say the situation gives Jindal like governorsbefore him the ability to reward and punish legislators fortheir votes by advancing or stalling their construction proj-ects back home.

    Robideaux previously has sought to try to keep the budg-et, known as the capital outlay bill, more in line with whatthe state has to spend. But he said when the governors officesubmits an overloaded proposal, it becomes more difficult topare down the list.

    You dont even know where to start, he said. He said the Jindal administration has the details about

    which projects are at which stage of development. We havevery limited information about the projects in the bill that thegovernor sends us. Lawmakers add their proposals to thelist, Robideaux said, in the hope of making the case that theirprojects should get money.

    I feel that its justified to allow members to add the proj-ects they feel are important to their districts, he said.

    Mark Moses, director of the Jindal administration agencythat oversees state-financed construction projects, said over-stuffing the bill provides flexibility if some ongoing proj-ects move more slowly than anticipated, giving the state theability to shuffle dollars elsewhere.

    RICHMOND, Va. (AP) Dominion Resources Inc. said ithas come up with alternative segments for portions of a 550-mi. proposed natural gas pipeline in two Virginia countieswhere many local landowners have been fighting the project.

    The company said the alternative segments of the pro-posed Atlantic Coast Pipeline in Augusta County and NelsonCounty will potentially have the least impact to environ-mental, historic and cultural resources compared to initialplans.

    But pipeline opponentssaid the proposed alterna-tives amount to tinychanges that dont allay anyof their concerns with theproposal.

    Dominion said details ofthe proposed alternativeroutes would be made publicwhen the company files areport with the FederalEnergy RegulatoryCommission, but identifiedfour areas in the two coun-ties where its consideringalternative segments.

    ACP has been listeningto landowners, federal andstate agencies and surveyingto find the route with theleast impact. While we havenot surveyed them yet, wehave determined there are several alternate segments thatmay have less of an impact than the initially proposed route,said Leslie Hartz, vice president of Pipeline Construction forDominion Transmission Inc.

    That company is the Dominion subsidiary responsible foroverseeing the pipelines construction.

    Dominion and its partners are proposing the pipeline runfrom West Virginia, through Virginia and into NorthCarolina. It would deliver natural gas from West Virginia andother states to the Southeast. Proponents of the pipeline,including Democratic Gov. Terry McAuliffe, said it will be aboost for Virginias economy.

    But opponents, a mix of environmentalists and potentiallyaffected landowners, are putting up strong resistance. Theysay the proposal could decrease property values and disrupthistoric and environmentally sensitive locations.

    Rick Cornelius, a member of the anti-pipeline group AllPain, No Gain, said the announcement did not address anyof his groups concerns, such as locating the pipeline in exist-ing right-of-ways instead of private property.

    Many of the very same environmental issues are still inplay even though this is supposedly a new route, he said.
