What are miscellaneous paper wastes?

Be a part of "Group Collection", a local recycling movementThis is a system of local recycling activities that recycles resources and reduces garbage. It is supported by town councils, community associations, children's groups, women's auxiliaries, and other groups consisting of residents from more than 10 households. Groups will collect household recyclables and pass their items to appropriate recycling contractors.① Organize a group with residents from more than 10

households.② Decide recovery items, collection day, collection site

and a recycling contractor. ③ Register as a resource recovery group to the city. ④ Report volume of recovered resources to the city.

⑤ Receive incentives based on recovered volume from the city. (Twice a year)

【Type of recyclables】  used paper (newspaper, magazines, cardboard, paper cartons, miscellaneous paper waste), old textile, aluminum cans, bottles (returnable and reusable bottles such as beer bottles or issho-bottle)

【Assistance from the city】  ① Incentives (Twice a year)    The incentive is 6 yen per 1kg of recovered volume.   (Group must open collective bank account as payments will be through bank transfers.)  ② Provide items for recovery activities. Recycle Resources Recovery Collection Events (used clothes, metal cookware, and food drives)

● Collection Time and Location ▶ The information for collection events is announced in the Sumida City Newsletter and the city’s website.     (Items are collected on rainy days as well. However, collection will be canceled on stormy days and heavy snow days.)

● How to dispose・Precaution ▶ Sort recyclables, put them in separate bags and bring them to the collection site on the day of

the event. ●! Please refrain from driving to events because no parking is available.

Unneeded clothes collected from households will be exported to overseas (mainly to Southeast Asia) for reuse. Old textile that is difficult to export can be used as waste cloths and thermal insulation materials for automobiles, etc.

Unused, non-perishable foods that is at least one month before its expiration date can be donated for distribution to elderly and single parent households by NPO companies.

Used cooking oil is collected at some public facilities and volunteers’ Resource Recovery Locations twice a month.◦Collection Date and Time  1st and 3rd Saturday of the month, except national holidays

9:00 am ~ 11:00 am ◦How to dispose  Put used oil into PET bottles, dispose unused oil without

opening original bottles.

Recovery items include the following 12 types of small home appliances and electronics that are smaller in size than the throwing slot of the collection box (11×21㎝.)

Soak them in water for one day then dispose. Unused items cannot be collected. Contact manufacturers for disposal.

Dispose unrecyclable papers with burnable garbage. (Refer page 2)

Wrap sharp objects in thick paper and mark it with “危険”.

Flush soiled waste down the toilet.

Business owners are required by law and regulations “to dispose of waste generated by their business at their own responsibility.” If businesses cannot dispose on their own, they must contact a licensed private waste disposal company. The city will collect small amounts of business recyclables and garbage (with associated fees), to the extent it doesn't interfere with household garbage collection.

1. Purchase Business Garbage Disposal Prepaid TicketsCollecting business recyclables and garbage is a paid-for service. Purchase Garbage Disposal Prepaid Tickets (stickers) and attach them on disposing items. Select correct Business Garbage Disposal Prepaid Ticket based on the bag volume. 【Purchase at】  Tickets are purchased at designated stores, convenient stores,

Sort recyclables and garbage from your household and business

If your house and your business are at the same location, be sure to attach prepaid disposal tickets to the recyclables and garbage from your business. Business recyclables and garbage without attached prepaid disposal tickets or household recyclables and garbage containing business waste will not be collected.

Please note when you contract with licensed private waste disposal companies.

Wastes are classified into “industrial waste” and “general waste” according to the law. Please note that these classification methods are different from the classification methods for household waste.

What are industrial wastes?  Wastes derived from business activities can be classified into 20 categories; 13 of the 20 categories

include waste products from activities such as combustion residue, mud, waste oil, waste acid, waste alkali, waste plastic, and the remaining 7 categories of waste are derived from other designated business activities.

  Refer to “The law for waste disposal and sanitation” or contact Tokyo Department of Environment for more details.

What are general wastes?  Wastes other than industrial wastes.  General wastes are classified into “household wastes” and ‘business general wastes.” “Household wastes”

are disposed by public organizations but “business general wastes” must be disposed by the businesses’ own disposal system or contract with a waste disposal company.

You must contract a private waste disposal company with licenses for waste collection and waste delivery. If you contract companies who do not have licenses, you may be also accused of the legal violation. Please verify the contractors’ license status before contracting them for waste disposal jobs.Responsibility of waste products are under the business owner until final disposal of waste but not limited to the moment when wastes are picked up by the city or private waste disposal company at the waste collection site.

Do you know the final destination of garbage?After burning or compacting garbage from the Tokyo 23 cities, it is sent to “Outer Central Breakwater Landfill Site” and “Shinkaimen Disposal Site” for use in land reclamation. The Shinkaimen Disposal Site is the last disposal site that can be made in the Tokyo Bay. To use disposal sites as long as possible, we need to reduce garbage even further. To reduce garbage, our role is to sorting recyclables and garbage correctly.

Remember the 3Rs!!Do you know what the "3Rs" is? “3Rs” is the keyword for cutting down garbage and creating an eco-friendly town. Sumida City is promoting awareness of the "3Rs" to encourage an eco-friendly recycling society. You may think that the 3Rs are difficult to remember or you do not know what you should do to achieve the 3Rs. But it's easy. There are many ways to achieve the 3Rs! Learn what the "3Rs" are and how you can achieve them!

1.      Reduce garbage volume

The most important thing is to reduce garbage volume. In other words, do not generate excess garbage. Keep in mind regularly the life style to reduce garbage and to do not generate garbage. When you go to shopping or are at meal time, act while thinking “This may increase garbage.” You may be able to reduce garbage even just a little.

2.      Reuse resources

About 80% of kitchen garbage is water. Therefore, kitchen garbage volume can be reduced if water is properly drained out of it. Sumida City’s ordinance prohibits theft of recyclables from the garbage collection site.Those who violate the ordinance will be incur a fine of up to 200,000 yen. Sumida Sanitation Department conducts patrols to prevent theft of recyclables.

◦ Requests for residents①Please send information  If you find theft of recyclables at your garbage collection site, etc., contact Sumida Sanitation Department.

Do not communicate with the violator such as warning him/her because it may be dangerous.

②Join Group Collection  Group Collection is effective for preventing theft of recyclables since the enforcement group manages the

garbage collection site closely.   (Refer page 3 for more details.)

“Non-burnable garbage” is collected twice a month。Collections are scheduled on the First and Third day of the week in a month or the Second and Fourth day of the week in a month.There is no collection schedule on the fifth day of the week in a month. Please be sure to take out garbage on the designated day.First and Third day of the week in a month means any particular first and third weekday or weekend in a month. Light blue colored numbers on the calendar on the right are First and Third day of in a month. In the same way, Second and Fourth day of the week in a month means any particular second and fourth weekday or weekend in a month. Dark blue colored numbers on the calendar on the right are Second and Fourth day of the week in a month.

Place garbage at the recyclables and garbage collection site before 8:00 am on the designated collection day.〔 Look up your garbage collection days with the above chart and write the day of the week on the following blank space.〕
