1. GENERAL REQUIREMENTS
Under section 218 of the Local Government Act, 1999, property owners are responsible for the construction and ongoing maintenance of driveway crossovers between the road and property. Driveway crossovers shall be constructed by either the applicant (where works do not exceed $10,000), a contractor engaged by the applicant, or engage Council to complete the works. Any alterations to kerbing or new driveway crossovers shall be approved by Council with all costs associate with the work the responsibility of the property owner.
During construction of new developments, all existing crossovers shall be removed with any disused
driveway inverts reinstated with upright kerbing. Existing crossovers and kerb inverts shall only remain if specifically approved by Council.
New crossovers, kerbing and kerb inverts shall be constructed using materials and methods outlined
in this specification.
1.1. Approvals Under Section 221 of the Local Government Act, A person (other than the council or a person acting
under some other statutory authority) must not make an alteration to a public road unless authorised to do so by the council - Maximum Penalty $5000. This authorisation must be obtained by contacting Councils Technical Services Department prior to any construction works commencing.
Where crossover or kerbing works affect a service not owned by Council i.e. power, gas, water and
sewer, it is the responsibility of the applicant or owner to consult with the relevant service provider to determine their requirements, obtain relevant approvals and ensure all works are completed to their satisfaction. A copy of the authority written approval shall be provided to Council upon request from the Technical Services Department.
Arterial Roads: Under Schedule 8 of Development Regulations 2008-9.4.2009, development (including crossovers)
which in the opinion of the Council is likely to: (a) Alter an existing access; or (b) Change the nature of movement through an existing access; or (c) Create a new access; or (d) Encroach within a road widening setback under the Metropolitan Adelaide Road
Widening Plan Act 1972 will require a referral with written approval from the Commissioner of Highways in respect to the
proposed crossover. Council may request written confirmation from the Commissioner of Highways or require a formal development application be submitted to Council prior to approving any crossover modification works.
1.2. Traffic Management If construction activities are expected to obstruct public walkways or roadways in Councils road
reserve, traffic management will be required to limit the risk to public safety. Traffic management is the responsibility of the applicant or property owner. All construction works shall not increase the level of risk to public safety in comparison to the existing streetscape environment prior to commencement of construction works.
1.3. Parking Controls Where existing on-street parking controls (linemarking or signage) are affected by the proposed
works and require review, removal or relocation of a street sign, an application shall be made to

Councils Traffic Officer for a review of exiting parking controls. Developers are required to pay for removal, relocation costs and enter into an agreement to Council for the works.
1.4. Obstructions The applicant shall provide demonstration that proposed crossover can provide a minimum
clearance to existing infrastructure as outlined below whilst also ensuring minimum crossover dimensions are achieved in accordance with Councils Standard Construction Detail SK1063. Alternatively the applicant can request to remove, reconstruct or relocate existing infrastructure at their expense subject to obtaining approval from the relevant authorities.
• Street Trees (Minimum Clearance 1.5m) A separate application is to be made to Councils Technical Services Department for permission
to remove existing street trees. If approved, developers will be required to compensate Council for the loss of street trees using a recognised formula to value its street trees based upon amenity value. Alternatively the applicant or owner will be required to provide amended access details.
• Side Entry Pits (Minimum Clearance 1.5m) A separate application is to be made to Councils Technical Services Department for permission
to reconstruct an existing side entry pit in a new location. If approved, the applicant or owner will be required to engage a qualified civil engineer to submit an engineering design for the works in consultation with Councils Technical Services Design section. Developers are required to pay for all construction costs and enter into an agreement with Council to complete the works.
• Stormwater Pipes (Minimum Clearance 0.5m) Driveway crossovers shall not conflict with neighbouring stormwater pipes unless prior written
approval from the affected owner is obtained along with an appropriate detail provided for its relocation. This is a particular concern where two crossovers are proposed adjacent the same boundary and stormwater outlet pipes are required to be placed between the two crossovers. Under no circumstance shall stormwater pipes be located in the trafficable area between the crossover flares as outlined in Council standard detail SK1063.
• Street Furniture (Minimum Clearance 1.5m) A separate application is to be made to Councils Technical Services Department for permission
to remove or relocate existing street furniture. If approved, developers are required to pay for all relocation costs and enter into an agreement to Council for the works.
• Light or Stobie Pole (Minimum Clearance 0.5m) The applicant or owner shall determine all relevant authorities which will be affected by
relocating or removing an existing pole and consult with them directly to ensure all relevant approvals are obtained for removal and/or relocation of the pole.
• Bus Stops Written approval to relocated an existing bus stop must be obtained from the Department of
Planning, Transport and Infrastructure (DPTI). Additionally, written acceptance from affected property owner(s) immediately adjacent the proposed new bus stop location must be obtained. Developers are required to pay for all relocation costs and ensure bus stops are designed and constructed to comply to DPTI and Council technical requirements.
1.5. Spoil Any excess spoil from driveway crossover construction shall be removed by the property owner or
contractor engaged by the property owner, at the property owners expense.

1.6. Damage to Council Property
In accordance with Section 233 of the Local Government Act the Applicant is liable for any damage to Council property including kerb, footpath, drains, signs etc. If any damage exists prior to construction commencing, Council shall be notified immediately and it is advisable to supply dated photographs and measurements of any defects. If Council is not notified it will be assumed that all damage was caused during construction and the land owner will be required to rectify to Councils satisfaction. Should the damages not be rectified by the property owner to Council satisfaction, the required work will be completed by Council and charged to the property owner.
1.7. Inspections A Council Officer will inspect the works upon completion to determine if the works are acceptable to
Council satisfaction. Should the works not be completed to Council specifications, the owner will be contacted in writing and be asked to remediate the work within 14 days. Should the work not be completed within this time the required work will be completed by Council and charged to the property owner.
2. TECHNICAL REQUIREMENTS
2.1. Crossover Classification Crossovers are classified as either Residential or Industrial depending on the expected vehicles
which are to access the site. Crossover types can be outlined as follows:

The passenger vehicle is represented as the B99 Vehicle dimensions outlined in AS 2890.1. Vehicles of this size or smaller require RESIDENTIAL sized crossovers to be used however site owners may prefer to construct industrial grade where high traffic volumes are expected. Refer Council Standard Construction Details SK 1062, SK 1063, SK 1064 and SK 1065 for construction requirements.
Industrial
Small Rigid Vehicle (SRV) or LARGER
Small Rigid Vehicle
The SRV represents light trucks to a maximum load capacity of 4.0t and typically having a single rear axle and either single or dual tyres. Typically used in service areas where small commercial vehicles are preferred. If vehicles of this size or larger are expected to access the site, INDUSTRIAL sized crossovers must be used. Refer Council Standard Construction Details SK 1062, SK 1063, SK 1064 and SK 1065 for construction requirements.

Crossovers shall be located to reduce conflict with existing obstructions, maximize the availability of
on-street car parking, and ensure safe convenient access to a property can be achieved. Below is a list of standard technical design requirements that must be considered when proposing a new location for a driveway crossover:
• Councils development plan require at least one readily accessible on-street car parking space
to be demonstrated adjacent to every two allotments created with the exception of along an arterial road.
• Driveway crossovers shall not be created within 6m from the tangent point of the adjacent
street intersection when measured along the kerb in accordance with AS.2890.1 figure 3.1. • Driveway crossovers shall provide adequate clearance from existing obstructions in
accordance with section 2.1.
• Paired and opposing crossover locations shall be adopted wherever possible to maximize on-street car park spaces.
2.3. Crossover Dimensions
Residential: The layout dimensions for new domestic crossovers shall be in accordance with Council standard engineering detail SK1063.
Multi-dwelling: As per above however new developments with common driveways providing
access to more than four dwellings shall be 6.0m wide at the property line, extending into the property for a distance of 6.0m, after which the driveway may taper to a width of not less than 3.5m. Driveway crossover flares must be in addition to these dimensions.
Industrial: Generally the layout of commercial crossovers shall be in accordance with
AS2890.2 section 3.4, figure 3.1 however exact dimensions often require confirmation using the approved templates in AS2890.2 or by using and approved software design package.
Where driveway crossovers are proposed along narrow streets (ie. less than 8m kerb face to kerb face), the driveway crossover flares may need to be widened to allow sufficient vehicle entry and exit of the driveway when vehicles are allowed to park on the adjacent side of the road. In this circumstance, Councils Technical Services Department may request the driveway crossover be widened at the kerb to allow acceptable entry and exit manoeuvres of vehicles.

i. CONCRETE General

Concrete used for driveway crossovers shall have a minimum slump of 80mm and characteristic
strength of 25MPa when cured. All concrete for the works shall comply with Australian Standard AS 3600 and Council requirements
(refer Councils Standard Construction Details SK 1063 and SK 1065). Base Base material shall consist of 100mm thick quarry rubble (PM2/20QG or similar). Compaction Fill shall be compacted in layers not exceeding 150mm to achieve a minimum of 98% modified
compaction (MMDD) in accordance with AS 1289.5.2.1. The subgrade shall be compacted to achieve a minimum of 98% standard compaction (SMDD) in accordance with AS 1289.5.1.1.
Hot weather It is not recommended to pour concrete in weather conditions below 10 degrees Celsius or above 32
degrees Celsius unless undertaken by an experienced contractor. During the curing process it is recommended to wet the concrete frequently to minimise the formation of shrinkage cracks and adopt curing methods such as the use of curing blankets.
Colour The applicant shall propose the colour of the concrete to Councils Technical Services Department for
approval prior to commencing construction. Additives Additives or other setting accelerants must not be used without prior approval from Councils
Technical Services Department. Finish The wearing surface shall have a soft broom finish with a steel edging tool being used on joints and
edges. Curing Most concrete will take approximately 25 to 30 days to achieve optimal strength unless a rapid
setting agent is added into the concrete mix.
Reinforcement Reinforcement mesh shall extend across the full length and width of the driveway crossover, placed
centrally on bar chairs or similar with minimum 50mm cover.
ii. SEGMENTAL PAVERS

All segmental pavers for the works shall comply with Australian Standard 4455 and Council
requirements (refer Councils Standard Construction Details SK 1063 and SK 1065). . Base Base material shall consist of 100mm thick quarry rubble (PM2/20QG or similar). Compaction Fill shall be compacted in layers not exceeding 150mm to achieve a minimum of 98% modified
compaction (MMDD) in accordance with AS 1289.5.2.1. The subgrade shall be compacted to a achieve a minimum of 98% standard compaction (SMDD) in accordance with AS 1289.5.1.1.
Colour The applicant shall propose the colour of the pavers to Councils Technical Services Department for
approval prior to commencing construction. 2.5. Levels and Gradients Before constructing driveways, erecting fences adjacent to the footpath or laying stormwater pipes
across the footpath a person must contact Council for footpath levels, as existing levels may not be final levels.
Boundary Levels Rear of crossover, verge, and footpath levels are to be maintained a minimum 100mm above top of
kerb to protect the site against inundation from street stormwater flows unless otherwise approved by Council.
Crossover Levels Driveway crossovers shall be designed to avoid vehicles bottoming or scraping upon entry and exit
to and from the land in accordance with:
• Residential access and driveway grades shall be designed in accordance with AS.2890.1 section 2.5.3.
• Commercial access and driveway grades shall be designed in accordance with AS.2890.2
table 3.2. Footpath Levels Where driveway crossovers extend through footpaths, the gradient of the driveway shall be locally
modified to resemble that of the footpath in strict accordance with Council Standard Construction Details SK 1063 and SK 1065. A copy of Councils Standard Construction Details can be obtained by contacting Councils Technical Services Department.
Council may request the applicant or owner provide evidence in the form of an engineering plan
prepared by a suitably qualified civil engineer to demonstrate the above can be achieved if gradients along the driveway crossover appear steep.
Any deviation from these requirements without prior written approval from the Council may result in the works having to be demolished and reinstated in accordance with Council specifications with all demolition and construction costs billed to the applicant or property owner.
