MPSI Evaluation system of investments

and management of sport and leisure

infrastructure is innovative approach and

methodology for analysing and evaluation of

investments and management of sport and

leisure infrastructure. Evaluation results are

professionaly founded evaluations and

recommendations to the owners, investors,

suppliers, operators, managers, users of the

programmes and buyers of the services.

Evaluation results are base for sustainable and

economical deccisions about investments in

the infrastructure, programmes and cost

efficient management of sport, cultural and

tourist centres.

Research and development

The concept and the content of MPSI

Evaluation system was designed by economist

Jože Jenšterle. Innovative system of

IASLIM has participated in the research and

development project SMART, Sustainable

Moulding of Articles from Recycled

Tyres, which was performed from 1.3.2012 to

30.4.2015. The research was funded by

European Commission Funding Scheme: FP7-

SME-2011-2: Research for SME associations

under Grant Agreement No. 286465.

The Project was conducted by The

International Consortium with ten members:

1. ETRA, European Tyre Recyclers

Association, France.

2. IASLIM, International Association of Sport

and Leisure Infrastructure Management,

Slovenia.

3. BPF, The British Plastics federation, Great

Britain.

4. ND, Norsk Dekkretur AS, Norway.

5. GRP, Gumiipex gumi reciklaza i proizvodnja

d.d., Croatia.

6. TEBAMIX, Zaklad badawczo-produkcyjny

Tebamix sp zoo, Poland.

7. ADRIA, Adriatica Recciclagio e Ambiente

Abruzzo s.r.l., Italy.

8. UNITV, Università degli Studi di Roma Tor

Vergata, Italy.

9. LABOR, Labor srl, Italy.

10. TI, Teknologistik Institutt As, Norvay.

The SMART participants SME-AGs believe that

the starting point, upon which it is necessary

to build the future of tyre recycling, is to focus

on totally eliminating the pricy resins usually

integrated in the moulding process and

serving as rubber fragmented parts binders,

and to achieve recyclable products with

mechanical proprieties comparable to primary

rubber products, at least for what concerns

the performance to compression.

The sectors agreed upon by all of the

Consortium members are:

Sports and leisure infrastructure

management and maintenance: currently

accounts for 39% of current markets for

recycled tyre materials, including but not

limited to sports surfaces, etc. These

markets can be expanded to include traffic

control products for parking facilities, tile

for paths and matting and ramps for

storage areas among others, that are part

of a majority of facilities.

Construction and civil engineering which

will include surface transport tram and light

rail systems.

Industry, with anti-vibration mats and

containment pads as well as others.

Agriculture, which will focus on livestock

protections.

IASLIM Managers offered expert knowledge

and expertize in market analysis, definiton of

technical caracteristics, dissemination activities

and axploatation strategy.

International partnership and co-operation

was very successful. The Consortium has

achieved all the project goals.

European Commission

High-level informal meeting with sport-related industries

Berlaymont, Brussels, 21 January 2014

Agenda

The impact of the sports industry on the

economy.

The competitiveness of sport-related industry.

The platform for European union policiy to ensure medium-long-term growth of sport

industry.

The European Week of Sport.

Attendees

45 participants attended the meeting. They were representatives of Olympic Committees (3), Sports Federations (8), Sport-related Industries (5), from sectors related to sport (7) journalists (3), sports clusters (3), European Space Agency (1), Academia and research institutes (5). International managers and experts came from Italy, France, Germany, Belgium, Slovenia, Poland, The Netherland, Spain, United Kingdom,

Switzerland and Romania.

Discussion (part)

Antonio Tajani, The Vice-President welcomed the participants to this meeting which had as objective to assess the

importance of sport for innovation, industrial competitiveness and employment. Sport-

related activities generate 3% of EU GDP

and represent 3.5% of the European workforce. The industrial dimension of sport has been somehow overlooked so far and this is why Vice-President Tajani decided together with Commissioner Vassiliou to launch a joint initiative in order to better exploit the growth and employment potentials of sport. This meeting offers the opportunity to reinforce the link between sport-universities-and industry. Vice-President Tajani stressed that the themes to be discussed in this first informal meeting

will be further developed in September.

Androulla Vassiliou, The Commissioner for Education, Culture, Multilingualism and Youth Commissioner Vassiliou in her introduction stressed the timely organisation of this conference as the Commission is about to enter a new phase of cooperation with Member States and stakeholders in this area. She mentioned that a few days later, the Commission would have tabled a Report on the implementation of the first multi-annual EU Work Plan for Sport serving as a basis for the Council to adopt a new Work Plan defining priorities for the work in the field of sport for the coming years. One of the themes will be the economic dimension of sport with proposals for action. In addition, Commissioner Vassiliou added that today's discussions could also feed into the on-going preparations of a future European Week of Sport, which is planned to take place for the

2014 BRUSSELS

Report / Informe / Отчет / 2008 - 2015 23

first time in the autumn 2015. The concept for this Week will be presented at a pledging conference in June this year. The Commissioner noted that from a sport stakeholders' perspective the meeting was an opportunity to better mainstream sport into other EU policies and to reflect on how best to promote the economic importance of the sport sector and its potential to contribute to Europe’s broader social and economic goals,

as defined in the Europe 2020 strategy.

Jože Jenšterle, Secretary General of IASLIM, the International Association of Sport and Leisure Infrastructure and Management, stressed the importance to approve at EU level common rules on the building and maintenance of large scale sport infrastructures. He deplored the fact that many "white elephants" (facilities expensive to build and too big to operate) still exist in Europe. He suggested that the Commission should consider possibilities of standardisation of planning, management, maintenance and usage of sport and leisure infrastructures since too much public money is spent on it and local community cannot afford to maintain and operate these infrastructures. Mr Jensterle also suggested a discussion about the social management - professional non-profit management of public infrastructures, as a way to support employment of young people. Mr Jensterle proposed to encourage public-private-partnerships in building sport infrastructures as they are often owned by public authorities (over 80% of the infrastructures) but usually used by private clubs, associations, teams etc. For this to happen it would be useful to define the public interest; the general public preferred the "physical activity" approach. Given that 50% of Olympic facilities were closed, the Commission could take steps to ensure that public money would be spent more wisely. Finally, he mentioned that sport infrastructures should take into account the needs of all groups - children, women, elderly people, people with disabilities, etc., and not only professionals. In the next decade reconstriction, renovation and modernization

of sport and leisure infrastructure, will represent important contribution to the growth of sport industry. EC policies should design and support sustainable development and social management of sport, leisure and infrastructure (inclusion of young people), green and low energy technologies and

innovative programs for all people.

Conclusions

The Vice-President of European Commission concluded saying that the global competitiveness of sport should be fostered by preserving what we already have and by developing new areas of activity. Innovation is therefore key, not only in products and infrastructures, but also in sport services. Finally he mentioned the need for more

integration.

The Commissioner Tajani announced that thematic groups on all the issues raised during the discussion would be created in order to present an action plan for the sport-related industries after the summer break. The VP requested to all the participants to provide to the DG their inputs and to nominate a representative to be involved in the whole process.
