    Inter-Division procedure

    (1) When the subject of a case concernsmore than one Division, the Divisionincharge shall be responsible for consulting

    the other Division concerned and no ordersshall issue, nor shall the case be submittedto the Cabinet or the Prime Minister, until it

    has been considered by all the Divisionsconcerned, and their views obtained. Suchconsultation shall take place as early as maybe practicable:

    Provided that in cases of urgency andwith the approval of the Prime Minster,this requirement may be dispensed with,but the case shall at the earliest

    opportunity thereafter be brought to thenotice of the other Divisions concerned.

    (1A) The Division should normally

    furnish its views to the referring Divisionwithin a fortnight of the receipt ofreference. If more time is requiredbecause of the complicated nature of thecase, the referring Division shouldinvariably be informed of the position bythe end of a fortnight indicating,

    simultaneously, the time by which thereply would be sent.

    (2) In the event of a difference of opinion

    between the Divisions concerned, theMinister primarily concerned shall try toresolve the difference in consultation with

    the other Ministers concerned. If noagreement is reached and the Minsterprimarily concerned desires to press thecase, the case shall be submitted to the

    Prime Minister or, if the Prime Minister sodesires, to the Cabinet:

    Provided that in a matter of urgency the

    Minster primarily concerned may submitthe case to the Prime Minister at anystage:

    Provided further that where the PrimeMinister is the Minister-in-Charge, the finalviews of other Divisions concerned shallbe obtained before the case is submittedto the Prime Minister.

    (3) When a case is referred by one

    Division to another for consultation, allrelevant facts and the points necessitatingthe reference shall be clearly brought out.The reference should be complete in all

    respects to eliminate avoidable backreferences on the same issue(s). Similarlyreplies given by the Division should also

    be complete in all respects and cover allthe points raised by the referring Division.

    (4) Even where consultation is notrequired, a Division may, for purposes of

    information, pass copies of acommunication received by it, or show acase, to such other Division as itconsiders would be interested in, or would

    profit by, it:

    Provided that copies of classified

    documents shall be made and distributedonly in accordance with the instructionsissued by the Cabinet Division inaccordance with rule 55(2):

    Provided further that copies of cypher

    telegrams received or despatched by thePakistan Crypto Centre shall be distributedin accordance with the standing orders

    issued by the Foreign Affairs Division inconsultation with the Defence Division andthe Cabinet Division.

    (5) A Minister may ask to see a case ofanother Division if it is required for thedisposal of a case in his Division. The

    Minister for Finance may ask to see a case ofany Division in which a financialconsideration is involved. While making suchrequest the Minister shall give the reasons

    for which the case is called for and shall bedealt with under the general or specialorders of the Minister-in-Charge of the otherDivision. If, for any reason, the case, or

    relevant extracts from it, cannot be madeavailable the Minister of the Division shallexplain the position to the Minister makingthe request or bring the matter to the notice

    of the Prime Minister, if necessary.

    (6) The Prime Minister may call for a casefrom any Division.

    (7) If a Minister desires any further action

    to be taken on the case of anotherDivision, he shall take up the matter withthe Minister of that Division.

    Consultation among Departments

    (1) When the subject of a case concernsmore than one Department

    (a) the Department incharge shall beresponsible for consulting the otherDepartment concerned; and

    (b) no orders shall issue nor shall the

    case be submitted to the Chief Minsteror the Cabinet, until it has beenconsidered by all the Departments

    Provided that in cases of urgency, and

    with the approval of the Chief Minister,this requirement may be dispensed with,but the case shall, at the earliest

    information, transmit copies ofcommunication received by it, or show acase, to such other departments as may beconsidered to be interested in or to profit by

    it:

    Provided that copies of Cypher telegrams

    received or dispatched by the Cypher Bureaushall be distributed in accordance withstanding orders issued by the Chief

    Secretary.

    (5) A Minister may ask to see a case of

    another department if it is required for thedisposal of a case in his department.

    (6) The Minister for Finance may ask tosee a case of any department in which afinancial consideration is involved.

    Requests made under sub-rule (5) or subrule (6) shall give the reasons for whichthe case is required and shall be dealt

    with under the general or special orders ofthe Minister-in-Charge. If, for any reason,the case, or relevant extract from it,cannot be request or bring the matter t

    the notice of the Chief Minister, ifnecessary.

    If a Minister desires any further action tobe taken on the case of anotherdepartment, he shall take up the matterwith the Minister-in-Charge of thatdepartment.
