Emergency measuresto curb critically lowwater supply>> Pipeline construction moves ahead
KAVEEL SINGH
UMGENIWaterhasresolved totakedrasticmeasurestocurbthe low water supply at Ha-
zelmere Dam which supplies waterto large parts of the iLembeDistrict.
Thewaterparastatalsaidthatthecurrent drought was the worst inover 30 years.
Umgeni Water corporatestakeholder manager ShamiHarichunder said UmgeniWater took a decision to con-struct an emergency pipelineand a temporary pump sta-tionthatwill transferdailybe-tween eight million and 12million litres of raw water from theuTongathi River to augment the re-source in Hazelmere Dam in Veru-lam.
The level ofHazelmereDamasat25Marchwas46%,andthe levelhasbeen falling consistently since Feb-ruary because of below-averagerainfall.
“Work is progressingwell on thisemergency scheme. Construction ofthepipelinehasalreadybegun,”said
Harichunder. He added that thus far 50%of the
sitebushclearinghasbeencomplet-ed, trenching has reached a stage of20%completionandthelayingofthepipeline requires road crossing andone river crossing, which is current-ly under way.
Harichunder said that 1.5km of
the 7,5km-long pipeline has beenput in the ground.
This means another six kilome-tres has to be completed. Commis-sioning of the pipeline is due on 3May.
“The emergency pipeline, whenfully operational, will allow an in-creased flow into Hazelmere Damthus reducing the rateofdecrease incapacity of the dam. Currently thedam drops one percent every seven
days, and if it does not rain, andbasedonthecurrent levelofproduc-tion,thedamwillonlyhavesufficientwater to last until mid-September.
“The emergency scheme, onceimplemented, willallowwater inthedamtolastuntil thenextrainfallsea-son (an additional two months). However, it must be rememberedthatwaterdemandattheHazelmere
Water Works must continueto be kept low and that sav-ings of 30% is still required ofWater Services Authorities,”he said.
Harichunder reiteratedthat the construction was anemergency requirement andthat consumers should still
use water sparingly.“While the emergency scheme
will assist in augmenting water re-sources in Hazelmere Dam, it is notthe ultimate answer to the currentwater shortages being experiencedin the north of Durban and parts ofiLembe District that are supplied bythe Hazelmere Water Works. Goodrainfall is required in order tomakeasignificantdifference to the level ofHazelmere Dam.”
“THE EMERGENCY SCHEME, ONCEIMPLEMENTED, WILL ALLOW WATER
IN THE DAM TO LAST UNTIL THENEXT RAINFALL SEASON (ANADDITIONAL TWO MONTHS).

Four life sentences for rapist>> ‘Rapists should not be living in our community’
JYOTHI LALDAS
FOUR life sentenceswashandeddown to a convicted rapist attheKwaDukuzaRegionalCourt
last week.The rapist, 34-year-old Selvan
Govender,alsoreceivedanadditionalsix years for kidnapping.
According to KZN SAPS spokes-
person Colonel Jay Naicker theKwaDukuza Regional Court convict-ed and sentenced Govender to fourterms of life imprisonment for rapeand six years for kidnapping.
Govender was convicted and sen-tenced on Wednesday for the rapeandkidnappingoftwoteenagegirlsinUmhlali.
In the first incident, on the morn-
ing of 3 April, 2009, Govender ap-proached a 19-year-old victim whowas home alone, and promised em-ployment.
“The girl left for the bogus inter-view and while en route, Govenderdragged her to a nearby sugar-canefield and repeatedly raped her atknifepoint until the afternoon,” saidNaicker.
“The victim managed to escapeandreportedthemattertothepolice,”he added.
In the second incident on 5 May,2009, Govender approached a 17-year-old girl.
“He invited thevictimtoaccompa-ny him home and again, while enroute, Govender dragged the girl intoa nearby sugar-cane field, raping her
repeatedly until the late afternoon,”said Naicker.
Once reported, KwaDukuza SAPSopened charges of rape and kidnap-ping.
The KwaDukuza Family violence,Child protection and Sexual offence(FCS) Unit took over the investi-gation which led to Govender’sarrest.
Provincial Commissioner, Lieu-tenant General Mmamonnye Ngobe-ni welcomed the sentence and con-gratulated the KwaDukuza FCS.
“TheSAPSwill continue to ensureperpetrators are locked behind barsfor a very long time. Rapists shouldnotbe living inourcommunities,”shesaid.
Emergency measures in placeto curb low water supply
UMGENI Water expects to pumpwater fromtheuTongathiRiver forsix months, but will stop pumpingif there is sufficient rainfall to raisethe level of the Hazelmere Dam to70%.
Theemergency schemewill on-ly be used while there is sufficientwater to supply Hazelmere Dam,the Tongaat Hulett Mill and theTongaat Water Treatment Plant.
“This therefore, means that ifthere isn’t sufficient water in theuTongathi River, transfer into theemergency pipeline will bestopped.
“The level of the uTongathi Riv-er, like other rivers, generallydropsinthewintermonths.Inviewof this situation, it is expected thatthe scheme will not operate for a
period during winter, at this stageestimated to be about a month,”added Harichunder.
He said that for the future, theemergencyschemewillassistevenafter the first rains in the springand summer months.
An additional plus factor of theemergencyschemeisthatitisthereto mitigate the effects of thedrought if the drought continuesinto the new rainfall seasonas well.
“An additional measure thatwill beadopted, if thedrought con-tinues into 2016, is that flow to theNorth Coast will be supplementedby the Lower Thukela Bulk WaterSupply Scheme, which is expectedto be operational in the first half of2016,” said Harichunder.

MEC hands over computer room>> Dedicated team behind needy school
MAKHOSANDILE ZULU
KWAZULU-NATAL educationMEC Peggy Nkonyeni handedoveracomputerroomtoBong-
imfundo Primary School last week.
The room is filled with computersthat were donated by Sims RecyclingSolutionsundertheproject‘WeCare’.
In his welcome address, schoolprincipal Pitamber Ramgathi saidthat the school was honoured and
privileged to be graced by the pres-ence of the MEC.
Ramgathi said that the school hadbeen able to endure challenges andthat the staff are committed at ensur-ing pupils get quality education.
He said, “The teachers give 200percent.”
He went on to ask senior officialsfrom the department of education tohelp the school with free scholartransportation, stating that for someparents sending their children toschool is unbearably costly sincesome of them are unemployed.
“If the school had transport itwouldbeoverflowingwithpupils,”hesaid.
He expressed his gratitude for thedonation and said, “Thanks to SimsRecycling Solutions”.
Chairperson of the SGB DumisaniMthembu thanked the MEC for hervisit.
He reiterated the principal’s re-quest for scholar transportation andalsoaskedforanewkitchenastheoldonewas destroyed in a storm leavingthe school to depend on a makeshiftkitchen.
Mthembu also asked the MEC toincrease the number of teachers asthe current teachers are overbur-dened.
During her address, theMEC saidthat the requestsmade by the princi-pal and SGB chairpersonwere notedadding that a feasibility study shouldbe conducted to determine whetherthe school qualifies to be providedwith scholar transportation.
She expressed her pride in theschool’s principal because the schoolis well kept and beautiful.
She added that the kitchen shouldbe renovated soon.
The MEC said that the childrenshouldbegiventheopportunitytobe-
come whatever they want to becomeand not be subjected to the same fateas their parentswhogrewupas farmworkers.
The MEC thanked those behindthe project “We Care” which ensuresthatyoungpeoplecanaccesstechnol-ogy by recycling computers so thatthey can be reused by the pupils.
Nkonyeni said that government’srole is to ensure that young children“discover and develop,” their talentsandthatgovernmentshould“encour-age” these talents.
She said that such a project is im-portant since it exposes pupils frompreviously disadvantaged communi-tiesandschools to technologyandtheinternet meaning they will be on parandrunat thesamepaceas theentireworld.
The MEC added that Sims Recy-cling Solutions, through the project“We Care”, is making a tangible dif-ference to the lives ofmillions of peo-ple in South Africa.
This project addresses IT illitera-cy, she said, adding thatmany pupilsmakeittotertiarylevel illiteratewhenit comes to IT, “We really appreciatewhat you are doing for our schools,”she said.
“Education opens doors of oppor-tunity for you,” she said, speaking tothepupils.Shesaidpotentialemploy-ers prefer educated individuals.

SELENA’S financial worries started when her car wasstolen from outside her work. The insurance paid heronlyR16 000.Sheboughtanewcarandspentalmosther entire salary paying the car loan.
She relied on credit cards and store cards to payfor other expenses, including petrol. Because shecould not service her debt, more interest piled up andeventually her debt was out of control. In the end hertotal debt came to R161 353.
Her phone started ringing off the hook as thebanks hounded her for money and she was too scaredto take any calls. She was terrified the banks wouldrepossess her car or send the sheriff to attach herfurniture. The thought of the disgrace and the embar-rassment this would cause her children kept herawake at night and she became more and more de-pressed.
She was lucky to opt for debt counselling as thisprevented her creditors from taking legal action
against her and it provided an opportunity to negoti-ate new repayment terms. If you compare what shepays now, R3062 per month, versus what she waspaying R8 073, it would have been impossible to carryon servicing her debt.
Today, she can honestly say that undergoing debtcounselling with National Debt Counsellors was thebest thing that could have happened to her. If youare struggling with your finances contact one of itsprofessional advisers on 087 727 9728 for assistance.

DURINGadiscussionIhadwithapas-tor who wanted to understand mydecision to announce my atheism,
I constructed an analogy which I think ex-plains the difference of opinion betweenhim and I: The analogy of the windowlessroom.
I was a member of a church in my town-ship which is a 15 minute walk from myhome.
I had been attending the church since2007 and I participated in the church untilI was elected youth leader last year, afterholding a few important positions in theyouth section of the church.
My decision to leave the church andexpress my scepticism and atheism hascome as a great shock to some includingmy former pastor.
My atheism stems from an inherentseed of doubt for everything I have ever
learned ever since I was eight or nine yearsold.
Now, as I was trying to explain to theman of God that my scepticism is basedon the lack of objective evidence for theexistence of God or the validity of theChristian religion (or any religion for thatmatter), I was trumped by his refusal toacknowledge the facts.
He explained to me how the order ofthe universe is evidence of the existenceof a “loving creator”.
He then proceeded to undo the scienceof astrophysics and biology through evo-lution.
His facts lacked a true understandingof science and this only served to supportthe widely excepted idea of believers inGod and practitioners of religion beingclose minded.
This sparked an image in my mind duringthe discussion of a four-sided room witha roof completely disjoint from the out-side room.
In this room of the imagination, I con-jured up a room where God exists and the
as big as those who reside in it believe itto be but the room is still limited it its di-mensions.
Outside the room is the real world fullof facts and wonders that are waiting tobediscovered.Havingcreatedthissetting,I put my sceptic self on the outside, in thereal world.
In this real world that exists outsidethe room, there are things we know to bephysical, things that are supported byfacts and there are more things that areunknown, but waiting to be discovered.
The pastor understood my way oflooking at things and he pointed out howit was ironic that this world view was infact narrow minded.
He reminded me how there are profes-sionals such as medical doctors and intel-lectuals who are theists besides theirworldly education.
This forced me to change my room andput small windows on it that lets believershave limited glimpses of the real world, the world outside of blind belief. As we went our separate ways, he prom-
ised to pray for me and I nodded in appre-ciation.
Anyway, I continued to modify theroom, or at least what the occupantsthought they saw.
From outside the room, the real world, the room does not in fact exist, or ratherthe walls that hold the inhabitants back.
You see, the walls of belief, dogmatism, indoctrination and community accept-ance are as real as the barriers that keepfootball players within the field of play.
In reality, in my world of the imagina-tion at least, these lines are drawn on theground, and as the football players areconditioned to never cross their barrierlines, so are the believers bound by merelines in the ground.
So, there are no walls; this means theinhabitants of the non-existent room cansee everything, the real world they findthemselves in, but they are not allowedto cross the lines drawn in front of them. This is an imaginary world as you knowand analogies can only stretch so far, butthis is how I see things as they are.
The analogy of a windowless room
I REFER to a letter published in the StangerWeekly about gambling payouts at WildCoast Sun.
We would like to assure both the con-tributor of the letter and readers that therehas been absolutely no change in the aver-age ratio of payouts at the Wild Coast Sun.
Although the writer makes referenceto the National Gambling Board, this boardplays no role in casino payouts, given thatits functions are primarily oversight in na-ture.
Payoutsfromcasinosareregulatedandvery strictly enforced, through electronicmonitoring of all machines, by the Provin-cial Gambling Board concerned, in this casethe Eastern Cape Gambling and BettingBoard.
Casino gambling is a game of chance, and there is no guarantee that someoneplaying for any length of time will necessa-rily win, nor is there anything that wouldprevent someone playing for only a shorttime hitting the jackpot. This is the natureof casino gambling, and the average re-turn-to-player is enforced by regulation.
We would also like to assure the writerof the letter that our aim is always topresent the best possible mix of entertain-ment at the Wild Coast Sun, ranging fromcasino gambling for adults to a wide rangeof entertainment for children.
The Wild Coast Sun has always been afavoured destination for holidaymakersand families, and we will always keep it
Casinopayouts arestrictlymonitored
that way.

WITH some pensioners havinglittle or nothing to do duringtheday,“gamblinggrannies”
are becoming a common sight at casi-nos all over South Africa, and KwaZu-lu-Natal is no exception.
Clinical psychologist Clive Willowssaid many people do not prepare psy-chologically for retirement.
“Often their identity and purpose isso integrated with work that theystruggle todefine themselves, or findapurpose when work ends.
“Thepsychological lureofgamblingis often driven by an inherent sense offairness.
“Therefore those who believe theyhave worked hard and not been ade-quately rewarded, or perhaps dealtwithunjusthardship, believe that theydeservetowin, andthat, somehow, thescaleswill bebalanced in their favour,”he said.
Hesaid thosewhohavestruggled in

“The gambling environment usual-ly creates a safe cocoon, and enables awithdrawal and retreat from the de-mands of one’s environment and theinternal tensions of discontent andregret—which are often characteris-tics of depression in older folk,” hesaid.
Pietermaritzburg and DistrictCouncil for the Care of the Aged socialwork manager Jo-Anne Stev-ens-O’Connor said although they didnot dealwithmanypeoplewhoadmit-tedtogamblingproblems,afewclientshad admitted to gambling addictions.
“One gentleman admitted heworkedforhimselfandwouldsacrificework time to hit the casino.
“Money that would have comforta-bly have bought him a house and re-placed his ageing car was spent at thecasino leaving him almost destitute.
“Soobsessedwouldhebecomethat
hewould seek to borrowmoney in themiddle of the night to play one morehand.”
She said sometimes placing a per-son in an old age home or retirementvillage could help as they provide astructured environment for peoplewhose liveshavebecomeunmanagea-ble.
“The cost of care is such that peoplewith limited income have little moneyleft over to spendongamblingorotheraddictions.”
Casino Association of South Africaspokesperson Charl Faurie said expe-rience indicates that the elderly aremore likely to visit casinos in off-peaktimes.
“Unfortunately the term pensionertends to create the impression that allelderly people live a hand-to-mouthexistence, existing from one monthlypensioner’s cheque to the next,” hesaid.
“The latter category of pensionerswould automatically fall outside thedesiredLSMandcasinos’primaryseg-mentation and therefore would not bespecifically targeted.”

FORD has unveiled its updated Rangerbakkie in Thailand and its sporting de-sign tweaks throughout, improved en-
gines and the automaker’s latest technolo-gies.
The new Ranger will be launched inSouth Africa in the fourth quarter of 2015.Specification and prices will be confirmedcloser to launch.
At the front, it has a new trapezoidalgrille, newdiodheadlights, tweakedbumperand bonnet. The Ranger can wade through800mm of water, has 230mm ground clear-ance, 28-degree approach and 25-degreedeparture angles.
For low-speed torque or additionaldownhill braking drivers can engage thelow-range 4x4 and activate the electronicrear differential. The Ranger has a towingcapability of up to 3500kg.
Driving assistance technologies:• Lane-keeping alert - helps prevent the
driver from unintentionally drifting out of alane when driving at high-speeds.
• Adaptive cruise control - makes use ofradar sensors to maintain both a presetspeed as well as a preset distance from thevehicle ahead. When the system detects avehicle ahead, it decelerates automatically
to maintain a safe distance.• Forward alert - Gives drivers a visual and
audible warning when the gap to a vehicleahead drops below a safe distance. The sys-tem also charges the brakes.
• Park assist - uses sensors to detect ob-stacles and provide audible warnings whenthe vehicle approaches obstructions at lowspeeds.
• Tye pressure monitor - alerting driverswhen tyre pressure is too low
• Electronic stability programme withrollover mitigation and trailer sway
• Driver impairment monitor - uses acamera and on-board sensors to detect ifthe driver is drowsy. If the system noticessignssuchasdriftingontheroadandsuddencorrective steering inputs, the system warnsthe driver with signals.
In markets where it is available, Emer-gency Assistance uses a Bluetooth-pairedand connected phone to call local emergen-cy services after a serious collision.
• Adaptive load control - adjusts the elec-tronic stability control based on vehicle load
The new Ranger is equipped with hill as-sist, hill-descent control and emergencybrake assistance.
Powering the new ranger is choice of four
engines (three diesel, one petrol) each mat-ed to either a six-speed manual or auto andwith stop/start fuel-saving.
The 3.2-litre Duratorq five-cylinder TDCidiesel has updated exhaust gas recircula-tion to improve fuel efficiency, Ford says, byas much as 18%. The 3.2-litre diesel is capa-ble of 147kW/470Nm. The 2.2-litre four-cyl-inder diesel will be offered, depending onthe market, in either 118kW/385Nm guise or96kW variant.
The new Ranger will be available withFord’s 2.5-litre Duratec petrol capable of122kW/225Nm of torque.
Ford says its new Ranger has “advancedsound-deadening materials” for improvedinsulation and cabin-noise reduction.
The new Ranger will be equipped withSync 2, the latest generation of Ford’s in-carconnectivity. It allows drivers to use voicecommands, such as “temperature 20 de-grees”, “play AC/DC” or “I’m hungry” to con-trol the aircon, entertainment system andsatnav.
The new bakkie also sports a 24V socket. The 2015 Ford Ranger will be built at the
automaker’s Silverton assembly plant nearPretoriafordistributioninAfricaandEurope.

Things to do after a car crash• CALM down.
Don’t panic or lose your temper.• Check if anyone’s hurt.Determine the extent of the damage by ensuring that all parties
involved are okay. Including yourself.• Call an emergency helpline. If someone has been hurt, call an ambulance. Don’t move anyone
who is injured - unless they are in danger.• Contact the police.
Once you’ve done all of the above, speak to a consultant andfind out what your next step should be regarding your claim.
• Don’t beat yourself up about itFeeling guilty about the accident will not change anything. If nec-
essary, seek a counsellor to help you deal with the trauma.Numbers worth noting - if you’re calling from a cellphone, dial
112. For SAPS, dial 10111. For ambulance services, dial 10177.
- Wheels4Women.And don’t leave the accident scene. This should be
obvious.• Exchange details.- Names and surnames;- ID numbers;- phone numbers;- number and/or licence plate and registration
numbers;- addresses, and- insurance details• Find witnesses, if any.If there are people who saw what happened, ask
them to hang around until the police arrive. This maywork in your favour.
• Give a written statementReport the accident as soon as possible. Before in-
surance companies process accident claims, they re-quire a case number that you will only receive onceyou’ve given a detailed and accurate account - in writ-ing - of what happened to the police. This is important.
• Take note of other details…… such as who the traffic and/or police officers on
duty are, the name of the ambulance service and itsrescue teams details. If your car needs to be towed, get the driver’s contact information too.
• Contact your insurance company.

MICHAEL Clarke scored a half-centu-ry in his final One Day Internationalfor Australia which helped his side
win their fifth ICC Cricket World Cup by de-feating New Zealand by seven wickets atthe MCG in Melbourne on Sunday.

Clarke, who announced his retirementfrom this format a day prior to the tourna-ment final, struck 10 boundaries and onesix in his 72-ball 74.
Clarke and Steve Smith shared in a 112-run stand for the third wicket after TrentBoult (10-0-40-1) had removed AaronFinch in the second over withou tscoring.
David Warner did not let the early wick-et bother him as he struck seven bounda-
ries off 46 balls before holing out to GrantElliott on the square leg boundary off MattHenry (9.1-0-46-2) for 45.
The fall of Warner’s wicket gave theNew Zealanders some hope but Clarke andSmith batted superbly and struck theboundaries when needed and rotated thestrike with aplomb.
Smith finished the game off by pullingHenry through square leg for four to endon 56 not out off 71 balls with just threeboundaries.
The third-wicket stand came to an endwith just nine runs were needed whenClarke tried to cut a ball from Henry that

Fast-bowling allrounder James Faulk-ner was named man-of-the-match for hisdevastating spell which helped set up aseven-wicket victory for Australia in theCricket World Cup final against New Zea-land at the Melbourne Cricket Ground onSunday.
The 24-year-old struck on the first ballof the second powerplay in the 36th overto end a 111-run fourth-wicket partnershipbetween Ross Taylor and Grant Elliott bydismissing the former with a slower deliv-ery.
Faulkner then removed the dangerousCorey Anderson in the same over for a sec-ond-ball duck with a fast full-length deliv-ery.
He capped his game-changing spellby removing Elliott for 83 and finishedwith figures of three for 36 fromnine overs.
