    Mountains are considered elevations of more than 500 mheight above sea-level, while those below that height areconsidered hills; however, the demarcations are not sostrict and can be arbitary. Mountains, more than 1500 mheight above sea-level have been ranged according topeak height.

    According to geographical location Federation of Bosniaand Herzegovina borders on two big climatic zone. On thenorth is influence of moderate continental climate from thePanonean lowlands, on the south influence ofMediterranean climate from Adriatic sea. According tomentioned above we recognized three basic climaticzone: region of moderate continental climate on the north(moderate climatic zone); region of mountain climate(mountain zone) and region of Mediterranean climate onthe southwest (maritime zone). In dependence of abovesea level we recognized a few transitional zones betweenthree main, and in Central mountain zone we can talk onAlpean climate.

    Mountain zone (with above sea-level from 500 to 2000 mand more) are characterized by continental mountainclimate and over than 1700 m Alpean climate. Maincharacteristics of this climate is a strong winter withtemperatures between 24.0 o C and 34.0 o C, andshort, mild summer. On the 500 m above sea-level meantemperature is 9.5 o C and decline if the above sea-levelincrease from 0,6 o C to 1,0 o C.

    Mediterranean zone (vally around the river Neretva)owing to Adriatic sea have a Mediterranean climate. Maincharacteristics of mentioned above climate is a mildwinter and buring summer. Mean temperatures in Januaryare from 3.0 o C to 5.0 o C, while in July more than 24.0o C, but the amplitude is lower than in northern and centralparts of the country. Maximum air temperature is about45.0 o C.

    Amount of precipitation are very high (from 1000 l/m 2 to1800 l/m 2 ). The highest amount of precipitation are in thecolder part of the year, while in the summer months theprecipitation is relatively low, so in that part of the yeardrought periods are possible.

If statistically circle doesnot belong to only one cadastral municipality, it isnecessary to statistically divide the circle in order to makethe principle stated. This principle can be established andthe limits of statistical correction circuit in the case of anuninhabited area. Change in areas and limits of statisticalcircuit is possible, except in those cases, the change inthe territory and boundaries of higher territorial units. Informing a network of statistical sources were used criteriasuch as, for city population and the territory outside thecities the number of households and land area.     Each citizen of Bosnia and Herzegovina who hasattained 18 years of age has the right to vote and to beelected. To exercise right to vote, a citizen must beregistered as a voter. All citizens of B&H who have theright to vote will have the right to register and to vote inperson in the municipality where they have theirpermanent place of residence. A citizen of B&H whotemporarily resides abroad and has the right to vote, willhave the right to register and to vote in person or bymail, for the municipality where the person had apermanent place of residence prior to his or herdeparture abroad, provided he or she is registered as apermanent resident in that municipality at the moment ofhis or her application for registration. The proof ofresidence shall rest upon the applicant. If the proof ofresidence is not attached to the application, thisapplication will be rejected. A citizen of B&H who holdsdual citizenship pursuant to Article 1 (7) (d) of theConstitution, has the right to register and to vote, only ifB&H is the country of his or her permanent residence.
