    INTRODUCTION

    Sahiwal, being a rural district, faces the challenges of

    policing that are peculiar to rural area. Infrastructural developments in

    the recent years have also considerable effect on the crime pattern of

    the district. Moreover, in the wake of promulgation of Police Order 2002

    and present wave of terrorism Sahiwal Police faces so many challenges.

    Therefore, the police needs to be more professional and accountable to

    the public as well as to the department and it should be service- oriented

    in order to meet these challenges.

    Collaborative partnership between the police and the

    community has been the touchstone of process of preparing the plan.

    The plan caters for addressing not only the needs of the community but

    it has also given due consideration to the views of civil society. It

    focuses on the analysis of crime, prioritization of policing aspects,

    setting of objectives, targets and devising the mechanism to achieve

    these targets within the available man power and financial resources.

    The plan has been geared to make police work according to the law and

    democratic aspiration of the people. It aims at an attempt to set an

    environment of peace and tranquility in the district through effective

    prevention and detection of crime.

    Sahiwal Police is determined to improve upon its

    efficiency and effectiveness so that it can deliver the requisite services

    to the people. As said earlier, we plan to work in collaboration with the

    community. The consultation with community has not ended with the

    finalization of this plan but it will continue throughout the year to make

    our organization responsive to public call. In this way policing priorities

    will be dynamically adjusted to accomplish our mission of providing best

    service. All the major sections of society will be taken along while

    fulfilling our responsibility of controlling crime and maintaining order.

     As regards to the conventional crime, we are set to put in

    our best efforts and undying energies to bring it to its minimum. The

    offence of murder, dacoity, robbery with murder, kidnapping for ransom

    and other heinous crimes tops our priority list. We plan to reduce these

    offences by considerable degree. Apart from this we also plan to

    increase detection rate in the cases of Murder, dacoity, robbery,

    kidnapping for ransom, terrorism and other heinous offences. Moreover,

    steps will be taken to accelerate the campaign against criminal gangs,

    target offenders, proclaimed offenders and court absconders. Besides

    this, the offences of murder, rape and abduction of all kinds will be given

    due attention. Given the limited resources the tasks mentioned above

    become more difficult to accomplish, but we are firmly determined to

    make the most out of these with available resources.

    We hope our resolute determination to serve the societywill be complemented by cooperation from the public.

    HISTORY OF DISTRICT

    In the year 1849, the British formally annexed Punjab in

    brutish regime and the District Headquarter of District Sahiwal was initially

    established at Pakpattan Sharif. Then it was shifted to Gogera in 1852, which

    is located on the left bank of river Ravi on the old G.T. road constructed by

    Sher Shah Soori. In 1864 it was shifted to Sahiwal, a village situated on main

    Lahore - Karachi Railway track that had been recently laid. In 1865, the district

    was renamed as Montgomery in the name of the then Lt. Governor of Punjab,

    Sir Robert Montgomery. The district was again renamed as Sahiwal in 1967.

    Okara and Depalpur its main Tehsils became a separate

    district in 1982. Thereafter, in 1990 Tehsil Pakpattan was also separated from

    Sahiwal and was elevated to district Pakpattan. Thereafter Tehsil Arifwala was

    also attached with District Pakpattan.

    History of the area consisting of this district dates back to

    3,000 years B.C, when Harappa was the largest city in the area and a center

    of civilization of the world.

    Presently, the district Sahiwal consists of two Tehsils i.e,Sahiwal and Chichawatni. Railway Track i.e. Peshawar - Karachi main line

    passes across the Sahiwal district from East to West. Harappa and

    Chichawatni are main stations. National Highway i.e. Lahore - Karachi road

    runs parallel to the main railway track. The district is also linked with other

    neighbouring districts as Okara, Pakpattan, Vehari, Khanewal, Toba-tek-Singh

    and Faisalabad through road. Major link roads besides the National High Way

    include Sahiwal - Pakpattan road, Sahiwal Arifwala- Bahawalnagar road,

    Sahiwal - Gogera - Faisalabad road, Chichawatni - Burewala road, and

    Chichawatni - Toba Tek Singh road. Road network has developed very fast in

    the district. Presently, the length of all the Highways and link roads of the

    District is 803 K.Ms.

    GEOGRAPHY OF DISTRICT

    Sahiwal district lies at an approximate height of 160 meters

    from the sea level. The climate of the district in summers remains severe

    hot and cold in winter. However, during rainy and spring seasons the

    climate remains moderate and pleasant.

    The District Sahiwal consists of 02 Sub-Divisions i.e Sahiwal &

    Chichawatni. The size of each sub-division is as under-

     According to the last Census of 1998, the population ofdistrict Sahiwal was 18,43,194 and presently, the population of districtSahiwal has been calculated as 2314188 persons. The break up ofpopulation is given as under.

    Economics & Crimes.

    Sahiwal is a rural district. Major portion of the

    agricultural land of the district is much fertile. Big portion of its economy

    consists of agriculture or agricultural industry/commerce. The main

    crops of district Sahiwal are Wheat, Cotton, Rice, Potato, sugarcane,

    Maize and Vegetables. Financial status of majority population of the

    district is average.

    The economics of any society have a bearing on

    attitude of the people residing in a particular area including the state of

    crime. In well of societies, the crime ratio remains low whereas in poor

    societies, the crime ratio always remains high. The most of financially

    depressed persons / groups of persons are easily attracted and

    sometimes forced to commit crimes of different types i.e. robbery,

    dacoity, gambling, cheating, narcotics etc. to cope with their financial

    requirements.

    Climate and crimes 

    Climate of every locality always affects the change in nature

    of crimes. During Winter season, when the people usually sleep in

    rooms having least connection with side rooms or cattle sheds in rural

    areas, the crime of cattle lifting usually increases. During Summer/hot

    season, the people usually sleep in their courtyards or roofs of the

    houses, therefore, the crime of burglary shows an upward trend, as the

    burglars take the benefit of the situation.

    NEEDS OF THE COMMUNITY

    In order to know the needs of community and to ascertainwhat the general public expects from police, opinions of different

    segments of society i.e. public representatives, representatives of

    commercial unions, NGOs and Civil Society have been obtained by

    carrying out a survey and arranging meetings, seminars and interviews

    of the notables, professionals and common men. Keeping in view their

    opinions, the following points regarding expected police working have

    come to light.

    a. Free Registration of cases.

    b. Establish rule of law.

    c. Quick response to public calls.

    d. Prevention and detection of crime.

    e. Improvement in police behaviour (change in thana culture).

    f. Indiscriminate justice.

    g. Maintenance of public peace & tranquility.

    h. Effective strategy for eradication of terrorism.

    i. To assist the members of the public irrespective of their

    caste, creed, sex, political affiliations, their ethnic or social

    background.

     j. Adherence to the Code of Conduct.

    k. To enhance relationship between police and all sections of

    society.

    Detailed discussion with various segments of the society

    brought to focus the following pressing needs of the

    community.

    2. Meaningful patrolling in order to minimize the incidents of

    vehicle theft, mobile phone snatching, Highway dacoity

    3. Preservation of public peace and ensuring safety of the

    citizens of the district.

    4. Ensuring a culture of transparency and decent behavior

    with the citizens.

    5. Prompt registration of FIRs

    6. Effective strategies to prevent and detect crimes and to

    eradicate terrorism.

    7. Enhancing relationship between police and all sections of

    society.

    AIMS AND OBJECTIVES OF THE ANNUAL POLICINGPLAN 2014-2015

    Article 32 of Police Order, 2002 provides that the head of the district

    police is required to prepare a Policing Plan in consultation with the

    District Nazim. The Annual Policing Plan will throw light on the following

    aspects:-

    I. Objectives.

    II. Targets to be achieved.

    III. Mechanism for achieving these targets.

    IV. Financial resources likely to be available during the year.

    Aims and Objectives:

    The Annual Policing Plan has following aims and objectives:-

    1. To up hold the rule of law.

    2. To provide effective and high quality Police Service to the people.

    3. To be a service oriented organization.

    4. To bring to justice all those who violate the law.

    5. To preserve public order, prevent crime and to eradicate

    terrorism.

    6. To enhance and improve public-police relationship.

    7. To serve the members of the public, irrespective of their caste,

    creed, age, sex, political affiliations or their ethnics/ social

    background.

    8. To provide Security to foreigners working in the district and

    minorities.

    9. Security of court complexes / judges.

    10. Security of Central Jail, Sahiwal.

    Analysis of Crime: 

    The above tables depict that during the year 2012/2013, the

    overall crime has shown a mixed trend. There is an increase under

    heads Murder, Attempted Murder, Rape/Gang Rape, Dacoity, Robbery,

    Burglary, Cattle Theft, and Vehicle Theft.

     A decrease has been noticed in the heads of Hurt,

    abduction/kidnapping for ransom, Ordinary Theft, Arms Ordinance,

    Prohibition Ordinance, Gambling Ordinance.During the period under report property valued

    Rs.519650050/- was stolen out of which property valued

    Rs.263109599/- was recovered. The percentage of recovery remained

    51%. The average detection percentage of the crime against person &

    property remained 81%, which is remarkable.

    GENERAL REVIEW OF THE CRIME DURING THEPRECEDING YEAR UNDER MAJOR HEADS:

    Murder.

    During the period under report 169 cases under this head were

    reported, out of which 145 cases were detected. The detection rate was

    86 %. In these cases 533 accused were involved, out of which 406

    criminals were arrested. The percentage of arrested accused remained

    76 %.

    Attempted Murder.During the period under report 176 cases under this head were

    reported, out of which 167 cases were detected. The detection rate was

    94 %. In these cases 766 accused were involved, out of which 505

    criminals were arrested. The percentage of arrested accused remained

    66 %.

    Hurt.

    During the period under report 560 cases under this head were

    reported, out of which 558 cases were detected. The detection rate was

    99.6 %. In these cases 1486 accused were involved, out of which 1207

    criminals were arrested. The percentage of arrested accused remained

    81 %.

    Rape/Gang Rape.

    During the period under report 68 cases under this head were reported,out of which all 68 cases were detected. The detection rate remained

    100 %. In these cases 150 accused were involved, out of which 110

    criminals were arrested. The percentage of arrested accused remained

    73 %.

    Abduction for Ransom:

    During the period under report 02 case was reported under this head

    which has been incomplete Challan.

    Dacoity:

    During the period under report 138 cases under this head were

    reported, out of which 94 cases were detected. The detection rate was

    68 %. In these cases 1064 accused were involved, out of which 564

    criminals were arrested. The percentage of arrested accused remained53 %.

    Property worth Rs. 83010015/- was snatched out of which property

    worth Rs.37451005/- was recovered. The percentage of recovery

    remained 45 %.

    Robbery:

    During the period under report 507 cases under this head were

    reported, out of which 335 cases were detected. The detection rate was

    66 %. In these cases 1484 accused were involved, out of which 909

    criminals were arrested. The percentage of arrested accused remained

    61 %.

    Property worth Rs.126617700/- was snatched out of which property

    worth Rs.63565164/- was recovered. The percentage of recovery

    remained 50 %.

    Burglary:

    During the period under report 354 cases under this head were

    reported, out of which 229 cases were detected. The detection rate was

    65 %. In these cases 1174 accused were involved, out of which 648

    criminals were arrested. The percentage of arrested accused remained

    55 %.

    Property worth Rs.102275204/- was snatched out of which property

    worth Rs.51556700/- was recovered. The percentage of recovery

    remained 50 %.

    Auto Theft:

    During the period under report 424 cases under this head were

    reported, out of which 141 cases were detected. The detection rate was

    33 %. In these cases 501 accused were involved, out of which 201

    criminals were arrested. The percentage of arrested accused remained

    40 %.

    Property worth Rs.66368980/- was snatched out of which property

    worth Rs.19511600_/- was recovered. The percentage of recovery

    remained 29%.

    Cattle Theft:

    During the period under report 280 cases under this head were

    reported, out of which 272 cases were detected. The detection rate was

    96 %. In these cases 844 accused were involved, out of which 645

    criminals were arrested. The percentage of arrested accused remained

    76 %.

    Property worth Rs.41932200/- was snatched out of which property

    worth Rs.31529000/- was recovered. The percentage of recovery

    remained 75 %.

    Ordinary Theft:

    During the period under report 760 cases under this head were

    reported, out of which 569 cases were detected. The detection rate was

    criminals were arrested. The percentage of arrested accused remained

    63 %.

    worth Rs.45256060/- was recovered. The percentage of recovery

    remained 55%.

    Gangs Busted:

    During the period under report 94 gangs were smashed and 285

    accused were arrested. Stolen property valued Rs.46298518/- was

    Recovery of stolen property 

    During the period under report property valued

    Rs.519650050/- was stolen out of which property valued Rs.

    263109599/- was recovered. The percentage of recovery remained

    51%.

    Police Encounters:During the period under report 17 police encounters

    took place in which 23 criminal was killed, 02 injured and 32 were

    arrested. In these police encounters, 04 police officials ASI Aamir

    Ishaque, ASI Abdul Rauf, Constable Waheed Akhtar No. 60 and

    Constable Mohammad Arshad No. 579 were injured.

    Arrest of Proclaimed Offenders:During the period under report 2270 proclaimed

    offenders were on the list, out of which 4280 proclaimed offenders were

    arrested. The percentage of arrest was 53 %.

    Arrest of Court Absconders:During the period under report 622 court absconders

    were on the list, out of which 1484 court absconders were arrested. The

    percentage of arrest was 41%.

    During preceding year although the District Police

    have great challenges regarding maintenance of law & order and

    detection/ prevention of crime with limited sources. However, while

    remaining in available resources, the District Police tried its best to fulfill

    its legal /departmental obligations and achieve given targets. In coming

    year, the District Police would have also great challenges in the fields of

    maintenance of law & order and eradication of crime with limited

    resources but we shall try our best to achieve all operational as well as

    administrative targets. We would also make all out concerted efforts to

    fulfill the expectations of general public and our high ups.
