6070 Local 6070 Alaska Higher Education Crafts & Trade Employees. ACTV Activity Code.AL Annual Leave. Vacation leave accrued by regular staff or 12 month faculty. Banner The software that the University uses to process human resources, finance, and student information.BCAT

Benefit Category. Is defined for the employee class for employee. The corresponding BCAT value can be found on the BannerECLS Code Crosswalk sheet at http://www.alaska.edu/hr/procedures/PDF/reference.reference.ecls_crosswalk.pdf.

BOR Board of Regents. Governing board for the University of Alaska System. http://www.alaska.edu/bor/BPO Blanket Purchase Order. BPO's are issued for vendors that are used frequently by departments, such as NANA

and Trademark. BPO's are entered through Banner, but do not require advance entry and approval.DISP The disposition level defines the level of processing of an employee's pay. This process is very important as it

determines whether an employee's pay has been processed, whether the monthly totals have been updated, and whether the information has been fed to Banner Finance

Dist Org Distribution Organization: Is the employee's primary organizational unit. This code is usually equivalent to the T/S org. However, if an employee has two different T/S Orgs due to two different positions, the Dist Org will be their primary unit org.

ECLS Employee Classification: A grouping of University employees (see ECLS chart). Various factors are considered in establishing an ECLS such as whether the group is exempt or non-exempt, regular or temporary, and the types of benefits and leaves the employees have.

FML Family Medical Leave. http://www.alaska.edu/HR/benefits/leaves/fml.xmlFTE

Full Time Equivalent. Memo field only. Used to count temporary faculty prior semesters. A new temporary faculty employee will have a value of .000; a value of .010 should be added for subsequent semesters taught (e.g., 15 prior semesters taught would be shown as .150). A default value of 1.000 is used for all other employees.

Fund A six digit number used in accounting. Numbers starting with a "3" are grant monies; starting with a "1" are fund one monies (public funds). Both of these may have restrictions as to how the money is spent. Fund "9" (auxiliary) funds are unrestricted current funds of enterprises which furnish services directly tor indrectly to student, faculty or staff and which charge fees directly relating to, but not necessariyly equal to, the costs of the services. Bookstores and housing systems are examples of enterprises which generally meet the accounting criteria for classification as auxiliary enterprises.

The PPA is responsible for collecting timesheets for specific orgs and sorting and reviewing payroll information. This person collects personnel and deductions information and forwards to the HR office.

PREP The environment used by the HR (human resources) manager and HR programmers to test system changes before they're migrated to PROD

PROD The production environment of banner, which is the University's on-line system with live data.REQ Purchase Requisition. A form of purchsing that is entered into Banner and processed by procurement. A req must

be entered prior to any actual purchase being made. Usually used for larger purchases and purchases that are required to be put out to bid (any purchase over the amoun tof $5000).

Adjunct Faculty - means a person employed to teach one or more courses up to 15 credit hours per year, or other academic assignment at less than 50 percent of a full-time appointment.

Adjusted Service - The first day the employee was hired in a leave category eligible for leave accrual. This date must be updated if the employee has had a break in service of more than 10 consecutive working days from a leave-eligible position. Bi-weekly leave accruals are determined from this date. This field can be left blank on the job form for temporary and student employees; anyvalue shown for them will have no valid meaning.

Administrative Assignments - These are special assignments with assignment numbers ranging from 991-998. All earnings paid through these assignments require manual time input. These are not included in wage and salary audits. The Screen 16 Position Flag is a one character code of "Y" or "N" on the employee's assignment record. This will DEFAULT to "Y". A code of "N" would be entered for Administrative Assignments.

Annual Leave - The accrual and usage of annual leave is governed by Board of Regents Policy and University Regulation. Annual leave is accrued paid hours which eligible employees may use while away from work, with supervisor approval.

APT - Administrative/Professional/Technical positions are commonly referred to as salaried or exempt positions as defined by the Fair Labor Standards Act and Board of Regents Policy and University Regulation.

Authorized Relocation Expenses - All costs associated with moving and relocation of an employee (including his/her dependents, pets, household items, and personal effects) which are generally considered deductible by an employee in connection with his/her moving relocation to a new place of employment under Internal Revenue Service (IRS) regulations.

Basic Health Insurance - Employer paid medical, dental, vision, and audio coverage for all regular, term, and extended temporary employees. (See bargaining unit contracts for variations.)

Basic Life Insurance - Employer paid life insurance in the amount of $50,000.00 for all regular and term employees. (See bargaining unit contracts for variations.)

Break in Service - A normal break in service for a University of Alaska employee consists of at least a one working day break between the END of one assignment and the BEGIN of another assignment as displayed on the Human Resource System (HRS). A break in service for extended temporary status consists of at least a two week break between assignments. A break in service for determination of University Pension distribution requires a period of 45 calendar days.

Effective Date - The beginning date of a new job, or the new effective date for a change to an existing job record. This date cannot predate the Last Paid Date of an existing job record.

Classified - These positions are non-exempt positions and are defined, and governed, by Fair Labor Standards Act and Alaska Wage and Hour Law, Board of Regents Policy, and University Regulation.

Contingent Beneficiary - The person who will receive the monetary benefits of a program if the primary beneficiary is deceased.

Current Hire - The first working day of the employee's continuous service, regardless of the original employee class for which the employee was hired. If the employee was terminated from the UA system, this date should be revised to reflect the most recent hire date.

Deductible - The money an employee must spend, each calendar year, prior to the start of the medical coverage. The individual deductible is $100; maximum family deductible of $300. (See bargaining unit contracts for variations.)

Eligible Expenses - Money spent on items which will qualify for reimbursement under the regulations of the health care reimbursement account, the dependent day care reimbursement account, or the health care plan. (See bargaining unit contracts for variations.)

Employee ID - The unique, generated identification number for the employee.

Exception Pay - Bi-weekly salary generated by the HRS for exempt, nonexempt and part-time faculty employees in specific job codes. Requires no time entry for employees who work during the pay period without utilizing leave and for those nonexempt employees who work their assignment FTE. Job codes in this category are H, P, T, C, M, K, and F.

Extended Temporary - Those employees who exceed 1039 hours worked in a temporary positions within the University of Alaska system and as defined in University Regulations. A position in this category is only eligible for the following benefits: Workers' Compensation, Unemployment, Basic Health insurance, annual and sick leave accrual, Social Security and Medicare (FICA). A break in service for the purpose of defining continuous extended temporary service constitutes a break between assignments greater than two weeks.

Faculty - Exempt in nature. Those employees who have accepted and hold an appointment to academic rank or special academic rank.

Faculty Contract Extension - A work assignment which extends a faculty member’s regular faculty academic year appointment at the same rate of pay and normally without a break in service for an additional period of time. These assignments are normally for work for which no recruitment is necessary and for which funding is received through grants or contracts. Usually the PCN remains the same and assigned to the same department. Each contract extension requires appropriate authorizing signature and documentation in a supplemental letter of appointment.

Faculty Overload Assignment - A supplemental instructional, research, administrative and/or service work assignment of a temporary nature which is in addition to a base regular faculty assignment during the academic year appointment. Each assignment requires appropriate authorizing signature and documentation in a supplemental letter of appointment.

Family Medical Leave - The Univeristy of Alaska follows both a federal and state guideline for FML. http://www.alaska.edu/HR/benefits/leaves/fml.xml

Faculty Summer Appointments - Supplemental instructional, research, and/or service work assignment of a temporary nature which is in addition to a base regular faculty academic year appointment and occurs between academic year appointments. Pay rates for summer appointments may be different from those for the faculty member’s academic year appointment. Each assignment requires appropriate authorizing signature and documentation in a supplemental letter of appointment.

Full-time - Whether regular or temporary, exempt (non-academic) and non-exempt employees must have an appointment with an anticipated work week of 40 or more hours for the contract period. Academic, non-bargaining unit, employees must provide a combination of activity equivalent to 15 credit hours per week on a semester-to-semester basis. (See bargaining unit contracts for variations.)

Graduate Assistantships - To be eligible for Graduate Assistantship employment; the graduate student must be in good academic standing and be a full-time registered student throughout the tenure of the support, and demonstrate continued satisfactory progress toward the completion of a degree. A graduate student on probation (GPA less than 3.0) may request a one-time exception to continue in a position by appealing, through the committee chair and department head, to the dean of the appropriate college. Graduate Assistantship employment is awarded only to full-time graduate students, but the position itself may be either full time or part time to a minimum of five hours per week. Graduate assistants hired for less than 5 hours per week are considered student employees and go through the student hire process instead of the process of appointment as specified below. A full-time graduate assistant is expected to provide 20 hours of service per week during the academic year. Benefits are limited to the salary allotted for the position and a waiver of all tuition for both resident and non-resident students.

Graduate Student - One who is officially accepted into a master's or doctoral program with the University of Alaska. A graduate student registered for nine or more credits is considered as full-time. To be eligible for graduate level employment; the student must be in good academic standing and be a full-time registered student throughout the tenure of the support, and demonstrate continued satisfactory progress toward the completion of a degree. A graduate student on probation (GPA less than 3.0) may request a one-time exception to continue in a position by appealing, through the committee chair and department head, to the dean of the appropriate college. Holiday Pay - Regular, term and extended temporary employees are eligible for holiday pay. These employees must be in pay status the day before and after the holiday to receive holiday pay. Exception: University holiday closure

Home Dept - The D-Level value that matches the orgn number used for employees labor distribution. The code defines the overall department to which the employee belongs, and is used by Institutional Research and for personnel ad hoc reporting. The D-level org is located on the Org Level Rollup tables maintained by the Budget office.

Leave of Absence - Application and approval for a Leave of Absence is outlined in Board of Regents Policy and University Regulation. A leave of absence is an unpaid time period away from work. During this approved leave the employee will not earn salary or accumulate any leave. The employee may continue health/life insurance and retirement programs to the extent allowed by law, and shall pay the employee and the university's portions of any cost. The employee should speak with a personnel representative prior to the leave.

Major Life Event - A major life event is one of the following occurrences: A marital status change, A birth, adoption, or placement of a foster child, Involuntary loss of a spouse's coverage under another employer benefit plan or the gain of such coverage, Termination of a spouse's employment, Death of a spouse or child, Commencement of employment for employee's spouse, Switching from part-time to full-time or full-time to part-time employment for employee or employee's spouse, Employee or spouse taking an unpaid leave of absence, Any significant change in the health coverage of employee or spouse due to the spouse's employment, Employee placed on Workers' Compensation benefits or upon return to work from Workers' Compensation benefit status.

Non-Faculty Additional Assignment - Temporary non-faculty work assignments in addition to any base regular or term assignment. These work assignments normally originate from a different department and are entered into HRS as Job Code C, T using earnings code 025 and require appropriate authorizing signature and documentation. (See Out-of-Class for additional work assigned within the department.)

Non-Faculty Contract Extension - Work assignments which extend an employee's regular primary duties for an additional period of time. These assignments are normally identified by the following: continuation of same rate of base pay, no recruitment is required, there has been no break in service, funding is typically received through grants/contracts, usually within the same department, PCN remains the same. A new letter of appointment must be signed by the employee for each contract extension.

Non-Resident Alien - INS definition: Temporarily authorized to be in the United States. IRS definition: Does not meet the 183 day substantial presence test or is a lawful permanent resident possessing a green card and is not an "exempt individual," i.e. student, teacher, diplomat as defined in IRS Publication 519.

Notification of Previous Injury and Illness - Every new hire and volunteer that works or directly provides service for the University of Alaska must complete a Notification of Previous Injury and Illness form. It must be retained in the personnel file of an employee or at the Statewide Office of Risk Management for volunteers. The purpose of this form is to provide SW Risk Management information that may assist in the completion of a Worker's Compensation claim for the individual. This document will notify the university if the employee has ever filed a worker's compensation claim previously so that the event of another claim, financial resources can be derived from a "second injury fund".

Open Enrollment - An annual window of opportunity for employees to change a portion of their benefit package, usually occurs Mid-April to Mid-May

Optional Benefits - All programs which the employee can choose to participate in and pay premiums through a payroll deduction.

Out of Class - Used for additional temporary, non-faculty duties assigned to an employee for a period normally greater than 30 days. These situations are primarily identified when the additional duties originate from within the same department the employee is currently employed, i.e. assuming significant duties resulting from an absent fellow employee. It is expected that out-of-class designations be reviewed on a fiscal year basis and requires appropriate authorizing signature and documentation. (It is important to note that override of labor distribution can occur by use of the "060" earnings code on Screen 36.)

Overtime - Overtime is calculated using hours worked (excludes holiday and all other leave hours) in excess of 40 per work week. The University work week is Saturday midnight to Saturday midnight unless otherwise provided in writing to the employee. (See bargaining unit contracts for variations.)

Part-time - Whether regular or temporary, all employment meeting the criteria specified below will be considered part-time and is expressed as a percentage of full-time on Screen 16, "FTE" field. Regular part-time exempt (non-academic) and non-exempt employees must work 20 hours or more per week on a regular basis for contract period. Employees not meeting the 20 hour minimum would be considered Temporary part-time. Regular part-time employees (academic, non-bargaining unit) must be delivering no less than 7.5 credit hours per week on a semester to semester basis. Employees not meeting the 7.5 credit hours per week would be considered Temporary part-time faculty.

Part-Time Temporary Faculty (Adjunct) - As defined in University Regulations. Any part-time work assignment which is based solely upon or incorporates scheduled faculty duties (credit, non-credit, training, etc.). These are entered into HRS as Job Code H (using earnings code 022) and may represent a supplementary assignment for a regular non-faculty employee. Also see "Overload Assignment."

Plan Year - The health plan year is July 1 through June 30 of the following calendar year.

Positive Pay - Pay generated through HRS for specific job codes by means of manual time input. These are job codes A, D, and E.

Regular Position - A regular position is a continuing, fully budgeted position that is either part-time or full-time. A term regular position is an appointment which ends after a specific period time or is designated for the duration of a specific project.

Relocation Allowance - A negotiated lump-sum payment provided to an employee in lieu of reimbursement for authorized relocation expenses.

Representational Allowance Form - A form that is is required when purchasing entertainment (dinner for a candidate applyfor a position), food for a department event, gifts, or any other restricted purchase. Rep allowance forms can only be signed by designated invididuals (usually a director or vice chancellor) and this signature authority cannot be given to anyone else in his/her absence. Betty Brookes (x6236) is the rep allowance guru.

Resident Alien - INS definition: A lawful permanent resident (possesses green card.) IRS definition: Has met the 183 day substantial presence test and is not an "exempt individual," i.e. student, teacher, diplomat as defined in IRS Publication 519.

Sabbaticals - Regular full-time faculty members are eligible for sabbatical leave as set forth in Board of Regents Policy and University Regulation. A sabbatical is a paid leave away from work for professional development for the faculty member.

Sick Leave - The accrual and usage of sick leave is governed by Board of Regents Policy and University Regulation. Sick leave is paid hours accrued by eligible employees to use while away from work due to reasons outlined in Regulation and approved by the supervisor.

Sick Leave Without Pay - Application and approval for a Sick Leave Without Pay is outlined in Policy and Regulation. A sick leave without pay is an unpaid absence away from work due to a medical need. All accumulated leave balances must be used prior to this status.

Staff Benefit Rate - Percentage of employee salaries charged to departmental budgets to fund benefit package. http://www.alaska.edu/hr/procedures/PDF/reference.sbrates.sbrates_fy09.pdf

Student Employment/Taxation - As of fall semester 1993, students must maintain enrollment and regular attendance for a minimum of at least 12 undergraduate credit hours or 9 graduate credit hours during the fall and spring semesters and as of summer term 1995, students must maintain enrollment and regular attendance for a minimum of 9 undergraduate credit hours or 6 graduate credit hours during the summer term to be considered exempt from FICA (Social Security and Medicare) tax. A credit hour load below the minimum required for full-time student status will require the withholding of FICA tax (non-resident aliens on an appropriate visa who meet student employment criteria will continue to be exempt from FICA regardless of credit hour load). While in a student position, a student cannot hold any other type of simultaneous employment with the university.

Supplemental Benefits - Programs which enhance the basic programs provided by the University of Alaska: Supplemental Health, Survivor Income, Accidental Death & Dismemberment, Health Care Reimbursement Accounts, and Dependent Care Reimbursement Accounts. Temporary - As defined in University Regulation. A position in this category is only eligible for the following benefits: Workers' Compensation, Unemployment, Social Security, and Medicare.

Temporary Classified/APT employees - Those who work less than 50% of full-time in a non-budgeted position.

Temporary Part-time Faculty - Those academic employees teaching 7.5 credit hours or less on a weekly basis in a non-budgeted position.

Term-Funded - Often referred to as "Term" or "Terminal" appointments, these work assignments are designated for an anticipated length of time or for a completion of a project. The actual duration of the work assignment is based upon available funding and as funding changes appropriate notification should be made to the employee. The positions designated as Term-Funded are subject to Board of Regents Policies and University Regulation and receive all benefits as appropriated to "regular" employees.

Undergraduate Student - One who is enrolled in course work with the University of Alaska and has not been officially admitted to master's or doctoral program. The student may have a declared or "undeclared" major and must register for a minimum of 6 credit hours to be eligible for Student Employment. Degree and Non-degree students are both eligible for undergraduate student employment.

Workers' Compensation - Medical and wage loss benefits paid to an employee who is injured on the job.

Procard - Purchasing Credit Card. Must be reconciled on a weekly basis. The reconciler is not always the holder of the card. ProCards can only be used with vendors that are incorporated, and cannot purchase any item that requries a representational allowance form.

Seniority Date - Used to identify when an employee began contributing to the PERS or the TRS retirement program. This date must be updated if the employee has had a break in service of more than 10 consecutive working days from a retirement-eligible position, when the employee elects to participate in PERS or TRS, or when the employee elects to switch participation from PERS to TRS or from TRS to PERS. May also be used to record the employment start prior to benefit-eligibility; for example, to identify former extended temporary employees with a different adjusted service date. This field can be left blank on the job form for temporary and student employees; any value shown for them will have no valid meaning .

UAKjobs - The automated recruitment system used by the university to advertise job postings, and to access position descriptions for staff positions. Job applications for openings with the university are accepted only through this system.

Holidays

The university observes 12 holidays each year: An employee must be on paid status the day before and the day after the holiday to be eligible for holiday pay (i.e., employees in a full days LWOP status on either side of the noted dates will not receive Holiday Pay). The only exception to this practice is mandatory campus closure days, should employees choose to use LWOP during mandatory campus closure dates they will still receive Holiday Pay.
