The Chamber has now completed its first year of a new three year strategic plan. As the second largest Chamber in Riverside County, we are the premiere business organization in the valley. The Chamber currently represents over 1,100 members and in excess of 25,000 employees. As we make every effort to increase our members’ ROI, the Membership Committee has added several new networking events including the Coffee Connection and the Valley Young Professionals group.

The Southwest California Legislative Council, a regional coalition, now in its fourth year, continually strives to be a strong advocate for a healthy business climate in this area. Our

We are seeing growth in the retail, manufacturing, and biomedical/biotech industries. Temecula has embraced new retailers such as the Fletcher Jones Mercedes Benz dealership and the many upscale tenants that will be a part of the Promenade Mall’s expansion. Two of our major employers, Abbott Vascular Laboratories and Professional

Hospital Supply (PHS), are undergoing significant expansions of their Temecula facilities which will add hundreds of local jobs when completed.

Other notable projects underway include the new Civic Center, and Town Square Marketplace, and a 480-space parking structure situated in the heart of Old Town and the Temecula Hospital and Medical Center which will fill a great need for high-quality health care facilities in our community.

With an educated workforce residing in Temecula, the City understands the value placed on higher education opportunities and the asset it becomes to our existing and future businesses. The City is actively engaged in attracting higher education institutions to the area. This will allow Temecula to maintain its quality of life and allow the city’s neighborhoods and businesses to continue to draw high-paid, well-educated residents and employees.

POPuLATION The first federal census of the city in 1990 numbered the

population at 27,099. With the annexation of Vail Ranch and Redhawk, current city figures number approximately 101,057 residents. The booming economy if 1990’s combined with Te-mecula’s quality of life and reasonably priced housing contrib-uted to the rapid influx of residents.

Changing demographics reflect Temecula’s growing population of 35-44 year olds with a median age of 31.74 years of age. Their young children, ages 0-9 old are the city’s second largest group followed by their older siblings, 10-17 years old.

With two hospitals serving southwest Riverside County and north San Diego County, the staff at Southwest Healthcare System (SWHCS) works continuously to meet it’s goal of providing high-quality medical care to residents of the region.

Temecula Valley, with its beautiful weather, top-ranking public schools, thriving commer-cial centers and abundance of recreational activities has one of the fastest growing popu-lations in California, and we know that this growth will create an even greater demand for high quality health care facilities and advanced technological services. hISTORY The name Temecula comes from the Luiseño

Indian word “Temecunga” - “temet” mean-ing “sun” and “-ngna” which means “place of ”. The Spanish interpreted and spelled the word as “Temecula” translated to mean “Where the sun shines through the mist”. Temecula is the only city in California to still retain its original Indian name.

The hillsides of Temecula were the home of the Temecula Indians, the first residents of the area. Ancestors of the Temecula Indians were in this area as early as 900 A.D. The Luiseño Indians still inhabited this area in the 1700’s when the first Spanish padres arrived. The first known European man to set foot in this area was a Franciscan padre, Father Juan Norberto de Santiago, who arrived in the valley in 1797. It was during this period that the Pala Mission was built and Christianization of the native Indians began.

The mid 1800’s reflected changing Mexi-can politics as governors of the province began making land grants to individuals to maintain control of the area. In 1845, Rancho Temecula was granted to Felix Valdez. In 1858, Temecula became a stop on the Butterfield Overland Stage route establishing the area as a hub for commerce. In 1859, the Temecula Post Office was established as the first post office in inland Southern Califor-nia. The stages brought new settlers to the area and mail became an important link with the rest of the country. The Civil War put an end to the great Butterfield Overland Stage Service; however in 1882, a rail line from National City to Temec-ula was completed with regular service between the two cities. This provided access to and from San Diego and a minor business boom began in Temecula. In 1883, the line was extended to San Bernardino, further providing for flourishing com-merce, however, a series of floods in the 1880’s washed out the tracks and the railroad was finally abandoned.

You’ll want to stroll along the wooden board-walks and shop the specialty boutiques, art gal-leries and numerous antique stores! History buffs, antique collectors and window shoppers will take a step back in time wandering the streets of Old Town Temecula viewing rustic buildings, side-walks, and store fronts reminiscent of our historic golden west in the 1880’s.

At the turn of the century, the Vail family had established cattle ranching in the valley with the purchase of large tracks of land. Temecula gained a place of importance as a shipping point for grain and cattle. The Vail family would finance the First National Bank of Temecula with other local ranch-ers, further encouraging an environment for local investment. With prosperity came local investment in the City. Roads were paved and the City was further developed. Through the mid-1960’s the economy of the Temecula Valley centered on the Vail Ranch; the cattle business and agriculture were the stimuli for most business ventures.

In the mid 1960’s, the Vail Ranch was sold to Kaiser Development Company and launched the transformation of the Temecula Valley from agriculture to the development of homes. The changes would foster the construction industry. The Kaiser Land Development Company marketed the Valley’s attractions actively. Soon, the area became known as Rancho California. The I-15 corridor between Los Angeles County and San Diego was completed in the early 1980’s and the subdivision land boom began. When Rancho California in-corporated in December 1, 1989, the citizens voted to officially name their city “Temecula”.

Today, Temecula is experiencing rapid development and the flour-ishing of local economies in services and goods. What was once an outpost has now become a bustling and vibrant community for fami-lies and businesses alike.

OLD TOWN Old Town had its humble beginnings in 1882 when the California

Railroad came through the Valley and local investors created the first bank. Today, Old Town Temecula is dedicated to preserving the com-munity’s heritage and maintaining the historic architecture. Improve-

ments to Old Town, such as the addition of curbs, wood boardwalks, new street lights, signs, and pedestrian features have restored Old Town to its former glory. Two 3,000-pound steel arches at the North and South entrances of the historic district were dedicated on Decem-ber 23, 1998. The arches utilize intricate inlayed steel and stone cutouts depicting Temecula’s history. As part of the City’s 10th Anniversary celebration, Mayor Jeff Stone placed a time capsule inside a vault atop one of the columns of the archways. The capsule will be opened in 2029.

TVUSD – Highest performing schools in Riverside County and compares favorably with other high performing districts in neighboring counties.

EDuCATIONTemecula offers a quality education system

and network to draw from. The Temecula Valley Unified School District serves roughly 28,400 students over 148 square miles—from the San Diego County line in the south to High-way 79 and Winchester Road in the north and east to Vail Lake. TVUSD offers three compre-hensive high schools, an alternative high school, six middle schools and eighteen elementary schools. The District also offers home school, independent study and an adult school. Ad-ditionally, a before and after school childcare program operates on fourteen of TVUSD’s el-ementary school campuses. The District oper-ates on a traditional school calendar beginning in august and ending in June.

Twelve TVUSD schools have been recognized as California Distinguished Schools. TVUSD’s Great Oak High School is the first campus in Southwest County to offer its stu-dents the rigorous International Baccalaureate (IB) academic program, a globally recognized set of courses for high-level, college-bound stu-dents. University San Marcos (CSUSM), announced in May, 2008, university plans for an off-campus cen-ter in Temecula located at 27455 Tierra Alta Way (corner of Tierra Alta and Rio Nedo). This venture is made possible through a partnership between

CSUSM, the City of Temecula and local busi-ness developer, Paul Garrett. CSUSM will occupy 15,000 square feet on the second floor of the facility in August 2008. The facility has been named the Cal State San Marcos at Temecula At the Paul Gol-dring Garrett Institute for Higher Learning.

CSUSM Extended Learning will begin a full cohort of 54 learners who will complete an Accel-erated BS in Nursing degree. Other degrees and certificate programs will follow as needs are iden-tified and demand grows. Additionally, Extended Learning will provide noncredit career and profes-sional development courses (i.e. - EKG and Phar-macy Technician, Medical Billing & Coding, RN Refresher, a Supervisory Certificate, and Employee Management Skills for Lead Workers.)

To enhance the personal enrichment opportu-nities for the residents of this region, the Osher Life-long Learning Institute, the place where “intelligent fun” happens, will begin a series of short noncredit courses such as the “Roots of Terrorism,” “French Impressionism,” the “Politics of Archaeology” and “Recent Discoveries in Astronomy.”

California State University San Marcos con-tinues to break new ground in the 23 campus CSU system by building a reputation for rigorous, high-quality and practical programs in the region. Learners from a broad range of life experiences interact closely with leading academic scholars. There is currently one officer for every 882 residents. Temecula’s low crime rate can be at-tributed to a superb police department under leadership of Police Chief Jerry Williams. The City contracts with the Riverside County Sheriff ’s Department for police services. Temecula has two store-front office locations, one in Old Town Te-mecula and one in the Promenade Mall.

Some of Temecula’s proactive police programs are: Community Action Patrol; Juvenile Offender Law Enforcement Team; Off-Road Vehicle En-forcement Program; P.O.P. Teams (Problem-Ori-ented Policing); Bad Check Restitution Program and Check, Credit Card & Refund Fraud.

Temecula Valley enjoys a mild Mediterranean climate with year-round temperatures averaging in the mid-80’s to mid 90’s in the summer and in the mid 60’s in the winter. Average rainfall is ap-proximately 19 inches per year. The Valley is located in Southwest California just north of San Di-ego County. Elevations range from 1,175 feet to 2,600 feet.
