2. As Thailand is one of the founding membersofASEAN, the Thaigovernment has given
precedence to preparation for the ASEAN Community. The focus is put on an active
participation of the people in the region and the benefit they will earn frombecoming
the ASEAN Community. On September 12, 2014, General Prayuth Chan-ocha, the Prime
Minister addressed the National Legislative Assembly on the governments the seventh policy in taking an opportunity of becoming the ASEAN Community to accelerate
the development of transport links within the sub-region as well as the ASEAN region
in accordance with the Greater Mekong Sub-Region Economic Cooperation (GMS),
Ayeyawady - Chao Phraya - Mekong Economic Cooperation Strategy (ACMECS),

Bangladesh-India-Myanmar-Sri Lanka and Thailand EconomicCooperation (BIMSTEC), and ASEAN Connectivity Master Plan on Economic Zone Development begins with the development of border trade station and the transportation network at the key commercial areas at the border so as to facilitate connectivity of production process and cross border investment as well as the development of National Single Window (NSW). The 6 border areas that will be given the first priority for such development are Padangbesa, Sadao, Aranyaprathet, Mae Sot, Ban KhlongLuek and Ban KhlongYai. Later, the Policy Committee on Special Economic Development Zone approved the establishment of the Special Economic Development Zone in the first phase in 5 from 12 areas as follows:
1. Mae Sot Customs Checkpoint, Tak Province adjacent to Myanmar; 2. Aranyaprathet Customs Checkpoint, Sa Kaeo Province, adjacent to Cambodia; 3. Ban Had Lek Customs Checkpoint, KlongYai District, TratProvice, adjacent to
Cambodia; 4. Mukdahan Customs Checkpoint, adjacent to Lao PDR; and
5. Sadao Customs Checkpoint and Padangbesa Customs Checkpoint, Songkhla Prov-ince, adjacent to Malaysia.
The 5 checkpoints have the highest value of border and cross border trade in the country. They are also the gateway to the AEC and are in the significant development zones along the East-West Corridor, which connects Vietnam - Laos - Thailand - Myanmar.

4. The Royal Thai Police has well responded to the government policy and put great effort for the preparation for the ASEAN Community. Pol.Gen.SomyosPhumpanmoung Commissioner of Royal Thai Police has lay out the framework for such development in many aspects of dimensionrelating to the Royal Thai Police such as
l To monitor the performance of all units and coordinate with external agencies in order that the Royal Thai Police is ready for the ASEAN Community.
l To enhance police training capacity and units so as to be able to provide quality training to police officers.
l To encourage police officers at all levels to improve themselves and to acquire more knowledge and skills particularly English language as it is the international as well as ASEAN language.
l To improve police stations responsible for the area along the ASEAN Highway Route.

5. The Administration Committee for ASEAN Community Preparation in 2015 has been
set up to formulate strategies and frameworks for the preparation. And the Steering
Commit tee for the ASEAN Community Preparation in 2015
has been later established in order to coordinate and monitor
the progress and accomplishments
made according to the given policies to ensure that the whole
operation be directed to the set

6. The establishment of the ASEAN Community Preparation Administration Centre of
Royal Thai Police with its systematic and standardized front office, equipped with
modern database system that connects other criminal database centers, particularly
transnational crime centre, is considered another important mission of Royal Thai
Police. The aim is to enhance the capacity of the transnational crime centre to be able to systematically
integrate with and connect to the database of relevant
units, namely Foreign Affairs Division, Immigration Bureau
and Central Investigation Bureau and send progress reports and significant information to the Steering Committee for the ASEAN Community Preparation regularly.

7. In addition, the Royal Thai Police has ordered all Police Bureau and Provincial Police
to establish the ASEAN Community Preparation Centre and appointed the ASEAN
Community Preparation Committee to promote preparation activities and efficient
integration among all concerned units.

10. By working in accordance with the strategies and integration of all concerned units,
the Royal Thai Police is ready to push forward the missions and serve the Governments policy for progression to ASEAN Community in 2015. This is for the
stability and well-being of the people of member countries and the unity of the
Southeast Asian region.
