    Nm 2013 c trng bi trng thi n nh c p v m v nhng n l c thot khi trng thi

    tr tr c p vi m. Cc ch bo gi nn kinh t l y li cn bng t c sc lm pht cao

    nm 2011 v suy gim kinh t nm 2012. Mi trng v m ang xc tin cc hot ng kinh

    t quay tr li cng v i cc iu chnh c c u. V pha tng cung, nng su t th p v chi ph

    cao tip tc eo bm doanh nghip (DN), cng v i l sc p cnh tranh gay gt trong bi

    cnh mi trng kinh doanh v iu kin sn xu t t ci thin. V pha tng cu, tiu dng v

    u t t nhn b km hm bi sc mua yu v tm l thn trng. Nhu cu t bn ngoi y

    mnh hot ng xu t nhp khu, m c hng li nhiu nh t l sn phm in t, giy

    d p, v dt may ca cc DN c vn u t n c ngoi (TNN); nh hng n khu v c

    trong n c l hn ch. Tuy thu ngn sch st gim do DN suy yu, chi tiu ngn sch khng

    gim tng ng, thm ht nghim trng buc vay n gia tng. Ngoi thm ht ngn sch, cn

    cn thanh ton thng d l n c cn cn vng lai v cn cn vn, to iu kin iu tit

    li su t v t gi. Li su t tip tc gim v d tha vn nhng hiu qu kch thch ln vay

    nh gi kt qu v tnh kh thi trong vic x l cc im nghn ca nn kinh t. Phn kt

    lun im li nhn nh ca nh m tc gi v mt vi thng ip chnh sch.

    DIN BIN KINH T V M

    Nn kinh t Vit Nam c th trong mu hnh suy gim k p khi tng trng ch hi phc

    nh vo nm 2010 v ni tip sau l 2 nm lin tc suy gim tng trng. Tuy tng trng

    vn dng v khng ri vo suy thoi, mt nn kinh t ri vo mu hnh ny khng d dng

    hi phc v k vng ca ngi tiu dng v doanh nghip c tnh cao. Din bin cc nm

    2012 v 2013 minh ho s chm chp . Tng trng t mc 5,42% trong nm 2013, ch

    nhnh hn 2012 (5,25%) v 2009 (5,40%). Nm d i ngng trung bnh 7% ca giai on

    t 2005, tng trng ca cng nghip-xy d ng suy gim nm th 3 lin tip, cn 5,43%

    trong 2013, nhng trong th ch bin ch to (+7,44%) tng nhanh hn so v i xy d ng

    (5,83%) v khai khong (-0,2%). Nng, lm nghip v thy sn tng trng x p x nm 2012

    Ni tip cc tnh ton ca Nguyn c Thnh v cng s (2014) trong Chng 2 Bo co

    Thng nin Kinh t Vit Nam 2013, cc tc gi tip tc phn tch d liu tng trng kinh

    Ch tiu lm pht li th hin hin trng k m sng sa ca tng cu. Xu h ng gim ca lm

    do mc gim gi ca sn phm ngnh chn nui (2,38%), trong khi ch s gi bn sn phm

    cng nghip tng 5,25%, do mc tng tng i th p ca ngnh ch bin ch to (3,4%).

    Sn xu t cng nghip nm 2013 tng kh nh sc bt ca ngnh ch bin ch to trong na

    cui nm. Ch s sn xu t cng nghip (IPI) ton ngnh tng 5,9% theo nm, trong ngnh

    ch bin ch to tng 7,4%, ng g p 90% mc tng PI ton ngnh. D mc tng P nm

    2013 cao hn nm 2012 (4,8%), ngnh cng nghip vn cha bt ph nhiu khi so snh v i

    2010 (1 ,3%) v 2011 ( ,8%).

    thuc v cc DN c vn TNN. Ch s s dng lao ng ti thi im 01/12/2013 tng 4,3%

    so v i cng k nm tr c, trong mc tng cao nh t ti cc DN c vn TNN v i 6,8%,

    tip theo l DN ngoi Nh n c v i 3,6%. Ch s s dng lao ng ti cc DNNN gim 1%

    trong nm 2013, hm cc DNNN ang thu hp quy m do tnh hnh kinh doanh kh khn.

    Ngnh ch bin, ch to tng trng kh trong nm 2013 nh p l c gim b t t hng tn

    kho v tc tiu th ci thin. Ch s tiu th sn phm nm 2013 tng 10,1% so v i 2012,

    c th l nh n hng xu t khu nhiu hn t n c ngoi. Ch s tn kho theo gim

    nhanh t 21,5% (so cng k nm tr c) ti thi im 01/01/2013 xung 8,8% vo

    01/07/2013, tr c khi nhch ln 10,2% vo 01/12/2013.

    su t, NHNN h cc biu li su t iu hnh theo gim ca lm pht v ng thi ca nh m

    NHTM quc doanh. Cc NHTM cng c t do quyt nh li su t huy ng k hn trn

    thng (thay v trn 12 thng nh nm 2012), tin thm mt b c trong qu trnh t do ho th

    trng vn.

    cc NHTM m ti a, chuyn sang VN hng li su t cao hn, v lng D ny

    dn dn chuyn vo d tr ngoi hi ca NHNN. Nh vy, NHNN thay v mua ngoi t m

    nn kinh t thu c qua trao i thng mi quc t th li mua ngoi t do cc NHTM bn

    ra, thm ch vay bn cho NHNN. Trong trng hp c bin ng thay i trng thi ngoi

    t, gi t gi th lng ngoi t d tr s nhanh ch ng bc hi, v tin ng tr nn d tn

    thng v i din v i nguy c bin ng l n.

    Cng ty qun l ti sn Vit Nam (VAMC) chnh thc c thnh lp vo thng 5/2013 v

    bt tay ngay vo vic thu mua ti sn x u ca cc ngn hng. VAMC mua n x u ca ngn

    hng v thanh ton bng tri phiu dc bit v c bn khng gip ci thin tnh hnh ti chnh

    th c ca ngn hng gn n. y ch l bin php k thut gip ngn hng gim n x u trn

    bo co ti chnh c lp theo chun m c k ton ca Vit Nam. Cng v i s tr hon th c

    hin Thng t 02 v phn loi n x u, th cc NHTM c thm mt thi gian ch i

    nhng hi phc t nn kinh t th c, trong c lnh v c b t ng sn, v cu tn dng. Bn

    thn VAMC cng thiu thn ngun l c v cng c x l n x u do thnh lp vi vng, d

    chm tr so v i thi im l tng nh t. VAMC va thiu vn mua bn n x u (cn

    g p 4 ln s vn 500 t hin nay mua bn n) va khng bit lm g v i s n x u mua v

    do thiu hn cc kha cnh php l v cc cng c mua bn n: phng thc u gi, pht

    mi ti sn, c ch bn v t l s hu ca nh u t n c ngoi, bin php ti c u trc

    khon n,... Nh vy, n x u vn cha c th c s x l v vn tu thuc vo kh nng thu

    hi cng nh qun tr ca tng ngn hng.

    nm nhng n cui nm 2013 tin gii ngn ch t 5%, thm ch n cui qu /2014

    m i t 10%, tc ng khng ng k so v i quy m hin ang r t l n ca th trng. Th c
