ค รั้ ง ที่ 1 2 ใ น ชื่ อ ก า ร ป ร ะ ชุ ม “ โ ค ร ง ก า ร ป ร ะ ชุ ม สั ม ม น า แ ล ะ นิ ท ร ร ศ ก า ร วิ ช า ก า ร น า น า ช า ติ เรื่อง “เครือข่ายความรู้เพื่อความมั่นคงทางเศรษฐกิจ สังคม วัฒนธรรม และสิ่งแวดล้อมในภูมิภาคเอเชีย” “ASIAN Community Knowledge Networks for the Economy, Society, Culture, and Environmental Stability” ระหว่างวันที่ 6 - 11 มิถุนายน 2559 ซึ่งได้จัดขึ้น ณ กรุงมะนิลา ประเทศฟิลิปปินส์ โดยแต่ละครั้งที่ด าเนินการจัดประชุมจะมีมหาวิทยาลัยแต่ละประเทศร่วมเป็นเจ้าภาพ และมีการลงนามบันทึกความเข้าใจที่จะให้ความร่วมมือทางวิชาการด้านการแลกเปลี่ยนการเรียนการสอน การวิจัย และการบริการวิชาการระหว่างประเทศ
ในครั้งนี้ Professor Dr. Alfredo Pascual, อธิการบดีของ University of the Philippines ได้ลงนามความร่วมมือกับมหาวิทยาลัยราชภัฏเชียงราย โดยอธิการบดี ผู้ช่วยศาสตราจารย์ ดร. ทศพล อารีนิจ ซึ่งจะมีผลครอบคลุม University of the Philippines 8 แห่งได้แก่ (1) University of the Philippines in Quezon city (2) University of the Philippines in Manila (3) University of the Philippines (4) University of the Philippines in Baguio (5) University of the Philippines Visayas in Miag-ao, Illoilo, and Tacloban (6) University of the Philippines Mindanao in Davao (7) University of the Philippines Open University in Quezon City and Laguna (8) University of the Philippines Cebu in Cebu City
การจัดการประชุมสัมมนาทางวิชาการและนิทรรศการนานาชาติที่ผ่านมาส าเรจจลุล่วงไปด้วยดีมีการรวมตัวระหว่างมหาวิทยาลัยในประเทศไทยและมหาวิทยาลัยในต่างประเทศเป็นเครือข่ายทางวิชาการหลายแห่ง ได้แก่ University of the Philippines International Linkages, Philippines, Commission on Higher Education, Philippines, Kathmandu University, Nepal, Yadanabon University, Myanmar และ Huntington University, Canada เป็นอาทิ
ความส าเรจจจากการจัดประชุมทางวิชาการและนิทรรศการนานาชาติเป็นการริเริ่มให้การสนับสนุนงบประมาณจากส านักงานคณะกรรมการการอุดมศึกษาและส านักงานคณะกรรมการวิจัยแห่งชาติ เป็นเบื้องต้นในช่วง 11 ปีที่ผ่านมา จนท าให้มหาวิทยาลัยราชภัฏเชียงรายเป็นที่รู้จักในกลุ่มประเทศอนุภูมิภาคลุ่มน้ าโขง ประชาคมอาเซียน และกลุ่มประเทศภูมิภาคเอเชีย-แปซิฟิก มีการผลิตรวบรวมผลงานทางวิชาการและผลงานวิจัยโดยท าการแลกเปลี่ยนการเรียนรู้ระหว่างนักวิจัยและนักศึกษาไทยกับนักวิจัยและนักการศึกษาของมหาวิทยาลัยใน

ต่างประเทศ ผลงานได้ปรากฏตีพิมพ์เป็นรูปเล่ม International Proceedings พร้อมคณะบรรณาธิการและ Peer Review ปีละประมาณ 100 เรื่อง จนถึงปัจจุบันมหาวิทยาลัยราชภัฏเชียงรายได้จัดพิมพ์เผยแพร่รวมแล้วประมาณ 1,000 เร่ือง โดยจัดส่งเผยแพร่ให้กับห้องสมุดในกลุ่มประเทศอนุภูมิภาคลุ่มน้ าโขง ประชาคมเศรษฐกิจอาเซียนและองค์การระหว่างประเทศ
ผลประโยชน์ที่ส าคัญยิ่งคือโอกาสที่นักวิจัยและนักการศึกษาจากประเทศไทยได้เรียนรู้วัฒนธรรมประเพณี
วิธีการคิด การจัดระบบการเรียนการสอนและการวิจัยที่มุ่งสู่การพัฒนาประเทศในแต่ละประเทศที่เป็นเจ้าภาพร่วม ซึ่งส่งผลอันดีในการเสริมสร้างสัมพันธภาพระหว่างประเทศและการเป็นหนึ่งเดียวของภูมิภาค
การจั ดประชุมสั มมนาทางวิ ชาการและนิทรรศการทางวิ ชาการนานาชาติ เป็นครั้ งที่ 1 2 ณ กรุงมะนิลา ประเทศฟิลิปปินส์ มีผู้เข้าร่วมประชุมทั้งสิ้นเป็นนักวิชาการ นักวิจัยและนักการศึกษาจากประเทศไทย ประเทศเนปาล สหรัฐอเมริกา และประเทศฟิลิปปินส์ จ านวน 172 คน ประกอบด้วยสถาบันอุดมศึกษาทั้งในประเทศไทยและต่างประเทศกว่า 26 สถาบัน โดยมหาวิทยาลัยในประเทศฟิลิปปินส์ ได้แก่ University of the Philippines, Manila, University of the Philippines, Los Baños และ University of the Philippines, Diliman มีผลงานทางวชิาการ จ านวน 116 เร่ือง น าเสนอบนเวที จ านวน 98 เร่ืองและน าเสนอเป็น Poster จ านวน 18 เร่ือง แบ่งตามกลุ่ม Sub-theme จ านวน 12 Sub-theme ดังนี้

บทเรียนส าคัญที่ได้รบั จากการประชุมสัมมนาทางวิชาการและนิทรรศการทางวิชาการนานาชาติครั้งที่ 12
1) รูปแบบการศึกษาระดับมหาวิทยาลัย ที่เป็นเจ้าภาพร่วม University of the Philippines เน้นความส าคัญ
ควบคู่ไปกับการพัฒนาประเทศ โดยการปรับระบบเป็นมหาวิทยาลัยวจิัยและการมุ่งการเป็นมหาวิทยาลัยนานาชาติที่
พัฒนาความทันสมัยด้านศึกษาศาสตร์ วิศวกรรมศาสตร์ เกษตรศาสตร์ และวิทยาศาสตร์ชีวภาพ รวมทั้งการจัดตั้ง
สถาบันระดับชาติด้านฟิสิกส์ ด้านวาริชศาสตร์ ด้านวิทยาศาสตร์และคณิตศาสตร์ มนุษยศาสตร์และสังคมศาสตร์
รวมทั้งเป็นที่ตั้งของสถาบันวิจัยข้าวที่มีชื่อเสียงระดับโลก (International Rice Research Institute) โดยเฉพาะมี
โครงการความร่วมมือด้านวิชาการ และการวิจัยกับหลายประเทศในยุโรป จีน ญี่ปุ่น อัฟริกา สหรัฐอเมริกา แคนาดา
และรวมทั้งประเทศไทย
2) การจัดประชุมสัมมนาและนิทรรศการทางวิชาการนานาชาติที่ผ่านมาจนถึงครั้งที่ 12 พบว่า หลาย
มหาวิทยาลัยในอนุภูมิภาคลุ่มน้ าโขง ประชาคมเศรษฐกิจอาเซียน และเอเชีย-แปซิฟิก ต่างให้ความส าคัญในการวิจัย
ด้านพลังงานและสิ่งแวดล้อม ความหลากหลายทางชีวภาพ ความมั่นคงทางอาหารและปัจจัยมนุษย์ในด้านต่างๆ ซึ่ง
เป็นข้อบ่งชี้ของการแลกเปลี่ยนการเรียนรู้ระหว่างนักวิจัยไทยและนักวิจัยของมหาวิทยาลัยในต่างประเทศ การจัด
ประชุมสัมมนาทางวิชาการนานาชาติ โดยการริเร่ิมของมหาวิทยาลัยราชภัฏเชียงราย จึงเป็นเวทีของการแลกเปลี่ยน
การเรียนรู้ระหว่างมหาวิทยาลัยในภูมิภาค และระหว่างประเทศอย่างแท้จริง
3) นอกจากนี้ยังพบว่าที่ผ่านมาจากผลการที่ มหาวิทยาลัยในประเทศไทยที่ได้เข้าร่วมประชุมสามารถ
ด าเนินการจัดท าข้อตกลงกับมหาวิทยาลัยในประเทศเจ้าภาพอีกหลายมหาวิทยาลัย
4) นักวิชาการจากมหาวิทยาลัยในประเทศไทยและต่างประเทศหลายแห่งสามารถขอผลงานทางวิชาการจาก
ผลผลิตการตีพิมพ์เผยแพร่ International Proceedings ที่มี Peer Review และกองบรรณาธิการที่เข้มแขจง
