The big event of the day was the ribbon cutting ceremony and the tour of our new pool house and splash area. If you have not made it by to see the new area, please do.

The EPC (Events Planning Committee) extends our sincere thanks to Keith Chandler for all his hard work and dedication to this project.

letter From the EditorThis issue is my tee off as the new Editor of the Caddie and hopefully my performance will

be above par after a little practice. You all can help me improve my score by letting me know what you would like to see in future editions ….. This is our newsletter and together we can take advantage of the opportunity it offers to reach out and share with one another.

For starters beginning in August we will be devoting a section to the children of the community to showcase their talents and interests via poetry, short stories, photos, articles, web links etc; (all submissions and suggestions should be sent to [email protected]). Unfortunately we don’t have enough space available to publish every submission but if we could get some community volunteers to work on improving our Forest Creek website they could all be exhibited there so everyone could vote on which ones to print! We have many resources available to us in this community that are being underutilized…….As I tackle my new responsibilities as Editor, I challenge each of you to also make a difference by

offering some input ……..write an article, volunteer to help w/ the website, go to a Ladies Coffee (perhaps we could start a

Men’s Beer lol) or a Wine Tasting (If you’ve never been, you don’t know what you’re missing!), join the Events Planning Committee (We only meet once a month and always have a good time!), bring a welcome basket to a new neighbor, show up at the annual HOA meeting (I mean come on people…it’s only once a year!), perform a random act of kindness……..I could go on but you get the idea……. none of these things require too much time, most are enjoyable, and all will make Forest Creek a better place to live! I wish you all a wonderful summer and look forward to hearing from you or perhaps seeing you at the next wine tasting!

the Dog Days of summer! (A Message from Kerri @ Centex Management)

During a recent inspection I noticed that of all the Courtesy Doggie Doo Stations that are readily available, not many are being utilized. The HOA BOD put much thought and effort in making sure that there were plenty of areas that members can utilize the doggie doo stations for their walks with their animals. Unfortunately although the HOA is going through many baggies, it is quite apparent that not everyone is using them. I have provided the Round Rock City ordinance for your review. Most of the property that animals are defecating on is city property and the HOA will not be able to protect any violators of such offenses. Please review the ordinance and consider it then next time you take a walk with your favorite friends, again the HOA is providing you with the opportunity to avoid such fines, please be more responsible and considerate of other walkers and runners.

2.1201 MAINTAINING SANITARY CONDITIONS ON PUBLIC

PROPERTYIt shall be unlawful for any owner or

custodian of any animal to cause or allow such animal to soil, defile or defecate on any public property or upon any street, sidewalk, public way, play area or common grounds owned jointly by the members of a homeowners or condominium association, or upon private property other than that of the owner, unless such owner or custodian immediately removes and disposes of all feces deposited by such animal by the following methods: (a) Collection of the feces by appropriate

implement and placement in a paper or plastic bag or other container; and

(b) Removal of such bag or container to the

property of the animal owner or custodian and disposition thereafter in a manner as otherwise may be permitted by law.

2.1902 ISSUANCE OF NOTICE OR CITATION

In addition to, or in lieu of, impounding an animal found at large, an animal control officer or a police officer may issue to the known owner of such animal a citation for a violation of this Chapter.

SECTION 2.2200 VIOLATIONS AND PENALTIES

It shall be a violation of the Chapter to:(1) Fail to comply with any provision of this

Chapter;(2) Fail to comply with any lawful order of

Animal Control, an animal control officer, or police officer unless such order is lawfully stayed or reversed.

FC Pool operations – summer 09

As before, the keys can be set with unique privileges (i.e. access for early morning adult swim) and also be locked off if your HOA dues are not current.

New Keys will be available throughout the season during Centex Management Office Hours, 9:00 a.m. – noon, Monday through Friday. Centex Management is just a couple of minutes East on 79 in Hutto. For questions, contact info and directions: http://www.centexmanagement.com/index.htm

Remember to bring a valid form of identification (i.e. Driver’s License, etc.) and your old key(s) to obtain the replacement. If you have lost your key the replacement cost will be $30. Also be certain your dues are current. This is required to obtain a new key.

The FCHOA Board of Directors has been working tirelessly all winter to ready the new Pool and Park area for our Summer Season. The old pump house and bath house are gone, the new building has been completed and the splash pool is ready for you and your family’s summer time enjoyment. We hope you will be most pleased and most impressed with the results of this effort. This is a wonderful contribution to the community of Forest Creek and an accomplishment that the BoD hopes all Residents will be proud. lifeguards to help reduce HOA costs. There will be NO lifeguards at the pool and we will continue to have a “Swim at Your Own Risk” policy, as most of our neighboring HOA’s. The new key access system will help ensure the pool is used by our Residents and our Residents’ Guests only. It will be necessary for all residents who would like to use the pool to read and sign a statement acknowledging this policy and releasing the HOA from liability for pool accidents. Residents will be asked to fill out and sign the acknowledgment and waiver statement when obtaining new keys.

The pool and amenity area will continue to have video security that can be used in the event of a crime or incident. We will continue to have uniformed security service personnel staffed at the pool and amenity areas part time for your family’s safety and convenience. This security service will have the full authority of the HOA to evict people for breaking the rules or for bad behavior, and they will be backed up by the video surveillance system if necessary. Should a resident report a problem or the bad behavior of a resident, guest, non-resident, or even the security staff to the Management Company or to the Board, the BoD can review the video surveillance and share with the police if necessary. The BoD will still need to rely on our residents to be responsible for their children, and to report any problems they observe.

Pool seasoN:The BoD has budgeted for a Pool Season from May 17 through

mid October. The end of season will be determined by weather and pool usage. The Hours of Operation will be as follow:

Daily 6:00 a.m. – 9:00 a.m. > Fast Frogs & Adult Swim Only (with pre registered key) Daily 9:00 a.m. – 10:00 a.m. > Pool Cleaning Daily 10:00 a.m. - 9:00 p.m. > Open Swimming

Summer is in full swing here in Forest Creek and so is the fun at our newly opened pool house and pool and splash area. The Board would like to remind residents to follow the rules and regulations in the interest of a safe and enjoyable experience for all!

forest creek ameNity area/Pool rulesPurpose: These Amenity Area Rules are established by the Forest

Creek Homeowners Association (HOA) Board of Directors as written guidelines for the beneficial use of the Forest Creek recreational facilities in order to preserve the safety of our members and their guests while at the amenity area as well as to protect the investment in the HOA facilities.

It is the responsibility of each member to understand, abide and follow the rules as outlined below.

Any user who elects to ignore requests regarding these regulations will be subject to expulsion from

the facility and/or having their access key turned off. All Forest Creek HOA representatives, including security guards, have the authority to enforce the rules of the amenity area.

access: The tennis courts and pool area are electronic key (e-key) access only. New members should contact Centex Association Management, the FC HOA Property Manager at (512) 759-3734 to

obtain their electronic access key. It is the responsibility of property owners to maintain and manage their e-key. Normally, only one e-key is issued to each household. Contact the property manager if a second key is needed for special circumstances. There will be an additional charge to replace lost or misplaced keys. No owner or resident shall provide their e-key to any non-resident of Forest Creek HOA. Any owner found violating this policy will lose their access privileges to the Forest Creek Amenity area.

Keys will be deactivated for those members not current with their HOA dues. Please review the hours of the amenity facilities since the electronic key will not allow access into the tennis courts or pool area outside of those hours unless special arrangements are made with the Property Manager. Hours will be posted at the pool and on the HOA web site. The Forest Creek HOA Board of Directors reserves the right to modify these hours as needed. If members wish to swim before or after the posted dates and hours, including Adult Lap Swim, arrangements must be made with the Property Manager on a per request basis so that individual e-keys can be adjusted to accommodate the request if approved.

Please allow two business days for your key to be activated. The FAST Frogs are an HOA sponsored activity and normally practice

During FAST Frogs swim team practice times the pool will be closed to normal use, but a lane will be reserved for the exclusive use of our Adult Lap Swim members. All security personnel, HOA Board members, and Property Management staff reserve the right to request identification from anyone entering the amenity area. This will only be done to establish that the person in question is a member of the Forest Creek HOA and not trespassing on the premises. Persons entering the pool or tennis areas may be required to sign-in. The Property Management staff, security guard or HOA Board representative may limit access to the pool from time to time due to occupancy limits, weather, the condition of the pool, or maintenance.

Video surVeillaNce: The entire amenity area is under video surveillance 24 hours a day. The HOA is taking a proactive approach to security. Security management has never been easy. Due to some users not following established rules as well as some vandalism, video surveillance has become a necessity. Since the cameras are not hidden, visitors should know that they are being recorded. Video surveillance as a preventative measure will enhance the management of problem behavior. The prompt video feedback will help confront the individuals involved soon after an incident occurs. Video surveillance

is a long-term investment that will promote safety as well as deter trespassing and vandalism. Members and residents are encouraged to report problems to the Property Manager or a Board member as soon as possible so that appropriate action can be taken.

• Park closes at sundown. Tennis courts close at 10 P.M. Trespassers will be prosecuted.

• Amenity area is under video surveillance 24 hours a day. Trespassing or vandalism will be prosecuted.

• No pets allowed in the tennis courts or pool area. Pets will be on a leash at all times. This is a “people park”, pick-up after your pets.

• No use of radios or other noise producing devices except during HOA sponsored events.

• No use of profanity or threatening, abusive, boisterous or insulting language while on the premises.

• No lewd or offensive behavior of any kind.• No glass containers of any kind in the amenity area. Place all trash

in the trash bins.• The use of roller blades, scooters or skateboards is not allowed in the

park, pool or tennis court. (There are no facilities in the amenity area suitable for these activities at this time.)

• The gates in the amenity area are to remain closed and locked at all times. Do not prop open the gates or admit unsupervised visitors or children.

• All guests must be accompanied and supervised by an adult resident at all times. Each resident family may bring up to three (3) guests to the pool.

• The pool will be reserved for HOA sponsored activities such as the Forest Area Swim Team (FAST Frogs). The pool may not be reserved for private parties. Limited hours will be posted on the HOA web site.

• Babies and those children that are not toilet trained must wear tight fitting, plastic lined swim diaper AND a swimsuit. Disposable

swim diapers like Huggies Little Swimmers are not allowed. (They can clog and destroy the pumps.) Children/Infants that are sick with Diarrhea shall not enter the pool!

• Children that are not water safe, including those utilizing water wings or any other type of floatation device, must be accompanied in the water by a parent or guardian over the age of 18 and be within arms length distance at all times.

• Any person having a skin disease, sore or inflamed eyes, nasal or ear discharges, open wounds, or any communicable disease shall not enter the pool.

• No tanning “oil” is allowed in the pool (it collects and gums up the filtering system) Sunscreen “lotions” are acceptable and recommended if applied at least 10 minutes before entering the water. Showers are recommended before entering the pool.

• No running, pushing, scuffling, or rough play, is permitted in the pool area. No footballs, or tennis balls, soccer balls, basket balls, or any other ball that upon impact could hurt other swimmers or cause other damage to the facility are allowed inside the pool area.

• No diving or jumping into the pool. No “somersaults”, “back dives”, “cannon balls”, “preacher seats”, “can openers” or similar type entries from the edge of the Pool are permitted.

• No food or drinks in or within eight (8) feet of the pool.• No tobacco products of any kind are permitted inside the gates

of the pool.• Proper swimming suits only in the pool. No thongs, cut-offs, tee-

shirts, or street clothing.• All bobby pins, hairpins and other such items that can fall out of

the hair and clog the filtering system are to be removed before entering the pool.

• Water toys: Water wings and small, one-person floats, “noodles”, etc. are allowed. Only rubber coated sinking devices may be used for diving games. (Rocks or metal objects can damage the surface of the pool). Balloons are NOT allowed inside the gated pool area. (Broken balloons, like diapers, clog our pumps, which are expensive to repair.)

• The pool furniture is not to be removed from the pool area. Other furniture is not to be brought into the pool area.

• In the event of inclement weather, swimmers are to clear the pool during the storm and for at least thirty (30) minutes after lightning and/or thunder are last heard.

• It is the responsibility of all residents to report any suspicious behavior or unsponsored non-residents that are in the pool and park area.

• Users of the pool area are responsible for removing all articles they bring to the pool at the time they leave the area.

• Shoes or sandals are to be worn while walking to the pool, so that only clean feet enter the pool.

• Failure to abide by these rules will be grounds for expulsion from the facilities and possible suspension of privileges.

Join the Humane Society of Williamson County to celebrate its 30th Anniversary with a huge family friendly party and adoption reunion on their 22 acres site at 10930 E. Crystal Falls Parkway in Leander on Sunday on August 9, 2009 from 12:00 to 5:00. This is their biggest party yet with live music (bands to be announced), animal demonstrations, contests, food/drink and vendors selling great wares for you and your furry friend. This is a kid friendly event that will have face painting, a coloring contest, inflatable jumpers and a craft table to make cat toys for some of our feline residents.

Since its founding by volunteers in 1979, the Humane Society of Williamson County (“HSWC”) remains dedicated to their mission to improve the lives of pets and people in the always growing Williamson County and to ensure no adoptable pet is euthanized. This is accomplished through three vital services; a “no-kill” adoption facility working to end pet homelessness, a monthly low-cost vaccination clinic and weekly spay/neuter surgeries available to the public of Central Texas.

The capability to reduce pet homelessness is possible through the combined efforts of the HSWC as a “no-kill” facility promoting high volume adoptions and pet owners taking advantage of its low

cost services such as the spay/neuter clinics. These are held every Tuesday and Thursday by appointment and a space can be reserved for your pet at (512) 260-3602 x 105.

No longer the county intake facility, the HSWC receives no government subsidy and relies on the assistance of volunteers and is funded by generous donations, grants and fees for services rendered.
