Die provinsiale regering wou vandees- week nog nie duidelikheid oor sy planne vir die grond bekendmaak nie, behalwe deur te sê dat hy begin het met beplanning vir die ontwikkeling van die grond. Vir sommiges op Klein Jacobsdal, ook be- kend as die Penhill-kleinboere, is die nuus oor die moontlike bou van laekostebehui- sing hier egter ’n bitter pil om te sluk. Derick Blight, wat al drie jaar hier woon, sê die nuus is nie goed nie. Blight, wat met varke en hoenders boer, sê die grond hier is nie geskik vir behuising nie en daar is ook nie genoeg beskikbare grond nie. “Waarheen gaan hulle ons dan skuif?” wil hy weet. Wat verder bydra tot die probleem is die moontlikheid dat sowat 165 ander kleinboe- re van die sogenaamde Ithemba-kleinboere langs Ou Faure-weg in Eersterivier ook na die gebied verskuif gaan word. Om dié rede is daar glo reeds van die grond op Klein Ja- cobsdal, wat nie omhein is nie, deur die pro- vinsiale regering afgebaken. “Dis ’n plaasgebied die, nie residensieel nie. “Waar gaan hulle die huise en mense sit,” vra Blight. Prasa recently denied liability in a pas-senger liability claim of an elderlyman who was brutally attacked and

injured whilst waiting for his train onBrackenfell Station.

Hennie Feyt (63) from Protea Villagetakes the train to his place of work in Good-wood every second Sunday.

On Sunday 3 December last year, he hadno idea of the nightmare that awaited himon the station platform.“Being Sunday morning the station was

quiet and it was only Hennie and two morepassengers who sat waiting for the CapeTown bound train,” said his wife Hilletje inan interview last week.

It was about 08:00 when the attack oc-curred.

“At the time a female Metrorail securityofficer was patrolling the other side of theplatform, right opposite Hennie. No otherguards were in sight,” she says.

The next moment Feyt felt a hard blow tohis head.His attacker was standing right behind

him and continued to slash at him with aknife as he turned around in an attempt todefend himself.“He was stabbed in the head, sliced open

in his neck, on his hand and his face. Hisjacket and shirt were sliced into shreds ashe warded off the attack. He later told methat hewas sure hewould die that day,” shesays. Minutes later a group of men ran tohis aid.“It was six or seven other Metrorail secu-

rity guards who were called on the radio bythe female security officer on the other sideof the platform. She witnessed the entire at-tack, but we are not sure where the otherswere at the time of the attack, as they were

nowhere in sightwhen Hennie en-tered onto the plat-form.”The female secu-

rity officer, accord-ing to Feyt, contact-ed her the followingweek to enquire aft-er Hennie’s condi-tion.“She told me that

she witnessed theattack and felt help-less as she could notdo anything as a woman alone. She also ex-pressed her anger at the fact that the othersecurity personnel were not at hand to pre-vent the attack. She genuinely showed con-cern for my husband and I later includedher name and contact number in the claimas a witness to the attack,” says Feyt.The security officers apprehended the at-

tacker, a 25-year-old man from Paarl, andtried to stop the bleeding while waiting forthe ambulance. The attacker was later ar-rested by the Brackenfell police and hishearing is currently pending at the KuilsRiver Magistrate’s Court.Feyt was taken to hospital where he was

treated for his wounds.“Thankfully his injuries were not life

threatening and apart from the trauma, herecovered well,” says Hilletje.After they lodged a complaint on theMet-

rorail customer service line, the Feyts werecontactedbyPrasaand instructed to submita liability claim. The formswere completedin detail and sent to them.“We only claimed a few thousand rand to

cover our medical expenses as well as lossof income due tomy husband not being ableto work for a while.”After waiting for several months, the

Feyts were last weekadvised that theirclaim had been un-successful.

“A broker fromPrasa’s insurancecompany told methat they have final-ised their investiga-tion and found thatPrasa was not re-sponsible for the at-tack and thereforenot liable,” saysFeyt. “We were

stunned! Why send us the forms in the firstplace? They could not provide us with anysensible explanation other to say that theywould send us a letter. I’m still waiting forthat letter.”

To put it mildly, the Feyts are angry.“We want to know why. Why is Prasa not

taking responsibility for an attack that oc-curred on their grounds andwherewere thesecurity personnel at the time of the attack?They could give me no answers.”

In a landmark constitutional court casebetween the Rail Commuters Action Group(RCAG) and Metrorail in 2004, this courtmade a declaratory order, ruling that “Met-rorail had the obligation to protect the secu-rity of rail commuters ...” and “ensure thatreasonable measures are taken to providefor the security of ... commuterswhilst theyare making use of rail transport services.”

In this case the plaintiff was Leslie vanMinnen, who founded RCAG, after his sonwas stabbed to death on a train between theCBD and Fish Hoek.

On this premise several courts ruled infavour of passengers in damages claimsagainst the rail giant over the past decade.

Sy oë het “oopgegaan” toe hy sy sig ver-loor het.

Hy was ’n uitblinker op laerskool,maar net ’n skaduwee op hoërskool.

Dié man van die westelike kus-streek wasaan heroïen verslaaf toe hy in ’n ernstigemotorfietsongeluk betrokke was.

“Ek was altyd siek en vol pyne van diedwelms. Ek moes toe my ouers alles vertel.In Januarie 2011 is ek na ’n kliniek virdwelmbehandeling,” sê die man.

Dit is op tye soos Dwelmbewusmakings-week – van 24 tot 28 Junie – dat hy sy eie enander se gruwelstories onthou.

“Ek het begin branderplankry toe ek 10was en begin sigarette rook op 13. Op 14 hetek en my maats dagga begin rook. Op hoër-skool het ek begin raves bywoon saam metouer vriende en kennis gemaak met anderdwelms soos LSD, buttons, ecstacy, crack enheroïen,” vertel hy.

Iemand anders sê: “Die dwelmprobleemhet by my al hoe erger geword en ek het alledwelms probeer. Op 40 het heroïen ampermy lewe gekos toe ek vir dood in die hospi-taal gelos is.”

Storie agter verslawingDaar is ’n storie agter elke verslawing, be-

sef die man van die westelike kusstreek.“Toe ek in die vroeë sewentigs in die Kaap

kom werk het, het ek nie gedrink nie. Nou,soveel jare later, kan ek nie eens meer ont-hou wanneer of hoekom ek begin drink hetnie of wanneer dit buite beheer begin raakhet nie. Wat ek wel weet, is dat ek een Maan-dagoggend weer half dronk en siek wakkergeword het en besef het dat ek nie so konvoortgaan nie,” sê ’n ander persoon.

“Ek het begin dwelms gebruik as gevolgvan kleintyd-trauma. Ek was baie sensitief,was vas aan Ma se rokspante en baie bang

vir Pa.“Ek was ses jaar oud toe Ma die huis ver-

laat het en Pa al sy woede op my uitgehaalhet. Pa het my baie rondgeruk en -gepluk.Ek was bang vir alles en my pa het my viralles blameer. Ek het begin sigarette en dag-ga rook en het baie gedrink,” sê die man vanNamibië.

Almal van hulle is óf verwys na ’n rehabi-litasiesentrum óf het self besluit tot hier toeen nie verder nie.

Waar hulle eers dwelms misbruik het, hetdwelms hulle nou misbruik.

slaap oor by vriende en het niks geweet vandwelms nie. Ons het nooit daaroor gepraatnie. My ouers het altyd geld gegee as ek vraen ek het soms geld by hulle gesteel en somsgoeduit die huis verkoopvir ’n bietjie ekstrageld.

“Toe ek op 17 verslaaf geword het aan he-roïen, het ek baie gewig verloor. Op 18 hetek 46 kg geweeg. My ouers het iets begin ver-moed, maar ek het gesê dit is van akademie-se spanning dat ek nie kan eet nie.

“Hulle het gedink dit is gewone adolessen-te probleme. Ek dink hulle was te skaam enbang om te dink dat hul kind dwelms ge-bruik.”

Hy het later vir vier maande opgehou enbaie goed gedoen. Hy het ’n motorfiets gekryen het “lang ente gery” as hy niks gehad hetom te doen nie.

Was verveeldMaar toe een Sondag ...“Ek was verveeld en sonder om te dink het

ek weer heroïen gaan koop en gerook. Totvandag toe kan ek dit nie verstaan nie, wantek wou regtig nie terugkeer na die ou le-wenswysenie. Ekwas toe in ’nmotorfietson-

geluk en my gesig was vermink en ek wasblind. Dit was ’n aaklige tyd vol pyn en self-verwyt. Ek het geglo God straf my oor mydwelmgebruik. Die versoeking is altyd daarom terug te val in die greep van dwelms,”sê hy.

’n Ander een sê: “As ek in die strate in Ra-vensmead stap en ek ruik die daggawalms,dan sper my niesgatte oepe soes ’n pêd s’n.Dan knyp ek my neus toe en stap weg.

“Die lus duur net ’n minuut of twee en dangaan dit weg. Ek dink net aan die string ne-gatiewe gevolge wat wag as ek weer dwelmsof alkohol gebruik.”

Die man wat in die vroeë sewentigs Kaap-stad toe gekom het, en “bevryding” in alko-hol gevind het, voeg by: “Vandag is dit nievir my belangrik om daardie jare te onthounie. Daar is niks wat ek daaraan kan veran-der nie en ek kan dit nie terugkry nie.

“Wat nou vir my onmeetbaar belangrik is,is dat ek vanoggend nugter wakker gewordhet en dat ek hopelik vanaand nugter salgaan slaap. Ná meer as 16 jaar leef ek nogsteeds een dag op ’n slag en ek weet dat mynugterheid met een onbesonne daad van myweggeneem kan word.

“Ek het nie ‘planne’ om nugter te bly nie,maar slegs hierdie een wete: dat ek nooitweer wil drink nie, dat ek nie hierdie nuwe‘ek’ weer in drank gaan verdrink nie. Mynugter lewe is te kosbaar om weg te gooi.”

Elkeen vandie bogenoemdemense is gere-habiliteer, en kan vir nou met ’n breë borshul storie uitbasuin.

Die man van die westelike kusstreek sluitaf: “Hoewel ek julle nie kan sien nie, kan ekpraat en hoor en so die boodskap van verlos-sing verkondig.

“Jongmense moet baie versigtig wees virdagga, want dit is waar my probleme beginhet.

“Van my ou vriende is twee van dwelmsdood en ’n derde is in die tronk. Ek is blind,maar ek lewe en ek is vry.”

Two people have been arrested in con-nection with a large amount of drugsfound in their possession.

The 33-year-old woman and 46-year-old man were apprehended onWednesday 15 June with a substantialamount of mandrax tablets and tik sa-chets.

Mfuleni police spokesperson Cap-tainNomathembaMuavha says the es-timated street value of the drugs isR6125.

“The police followed up on some in-formation which led them to a farm onNooiensfontein Road, Kuils River,where the drugs were discovered andconfiscated and two people arrested.”

The suspects are being charged withthe possession of drugs. They ap-peared in the Blue Downs Magistrate’sCourt last Friday.

A brand new maintenance plan is beingimplemented by the City of Cape Townfor the upkeep of its rental housing.

In a statement issued last week theCity said with the implementation of itsnew maintenance priority model for itslarge number of housing units, it hopesto not only reward tenants, but also re-duce the strain on its maintenance re-sources.

Rental monies contribute to the up-keep of rental units and therefore non-emergency repairs will no longer be ren-dered to illegal occupants or defaultingtenants without debt arrangements inplace, the City said.The City’s maintenance priority mod-

el is built on the recognition that, due toits large number of rental stock unitsand limited capacity, not all mainte-nance matters can be attended to imme-diately.Hence, differentmaintenance is-sues have now been categorised accord-ing to their importance.

Emergency, structural, health, safetyas well as electrical repairs have beenclassified as very high to high priorityrepairs,whilemediumto lowpriority re-pairs include repairs of windows, ceil-ings, internal doors, locks and toilet seatreplacements, the City said.

“This is one of the interventions thattheCity is implementing to dealwith the

strainon its limitedmaintenancebudgetand other resources, says Mayco mem-ber for human settlements, Benedictavan Minnen.

“However, all tenants, irrespective ofwhether they are in rental arrears ornot, will still be assisted with high prior-ity maintenance issues, such as emer-gency repairs to prevent serious risk tothe health and safety of occupants ormembers of the public.

“We are currently doing a strategic as-set review of our approximately 47 000rental stock units. This will give us anupdated understanding of the physicalstate of all of our units, the paymentrates in areas, the efficacy of our depots,and how to change to amore sustainablemodel,” Van Minnen.

By the end of the month, the Citywould have spent approximately R39 mon maintenance. During the previous fi-nancial year, in 2014/15, an averagespend of nearly 95% of its budget formaintenance was achieved.

For those who are willing but unableto pay, the City offers comprehensivedebt relief in the form of an indigentgrant, she added.

Tenants whose household income isup to R3200 per month are encouragedto approach their local housing office toapply for a grant.

A stern warning to residents not to takethe law into their own hands havebeen issued by Mfuleni police after an

unknown woman, accused of being a childkidnapper,was almost attacked by residentslast week.Fortunately for the woman the group of

residents decided to hand her over to the po-lice, says Mfuleni police spokesperson Cap-tain Nomathemba.Residents however demanded feedback

and action be taken against the woman.They stoned the satellite police office as wellas state vehicles parked outside, says Muav-ha, adding the woman was innocent.

on Friday 10 June and closes onFriday 8 July.“It is important to apply earlyfor this voting right, should younot be able to vote on electionday on Wednesday 3 August,”says ward councillor MarianNieuwoudt. There are essen-tially two types of special votes– firstly Type 1, were a votergoes to their local votingdistrictto cast their vote on Monday 1or Tuesday 2 August, and sec-ondly where the voter receivesa home visit from the IEC in or-der to cast their vote. “A Type1 special vote can be applied forby any registered voter who forwhatever reason – be it travel,business, or work – will not beable to vote onWednesday 3 Au-gust. They will be able to applyfor a special vote and if success-ful, will be able to cast their voteat the polling station at whichthey are registered to vote, onthe special voting days prior tothe election,” she explains.Application for this type ofspecial vote can be done in three

ways: anSMS to 32249, an onlinesubmission at www.elections.org.za, or a submission of formMEC35 at the IEC office in Bell-ville or elsewhere.“A Type 2 special vote is onlyfor the sick and housebound. Inthis instance, a voter would ap-ply for an IEC official to visitthem at their home on specialvoting days because they arenot mobile and or too sick tovote on election day. People re-quiring a home visit must re-side and be visited in the votingdistrict in which they are regis-tered to vote,” she says.“If your application for a spe-cial vote is successful, you willvote in the following manner:Your thumbnail is marked withindelible ink, while your IDbook is stamped. You will re-ceive the relevant ballot papersto be marked in secret andplaced and sealed in an un-marked envelope. The un-marked envelope is placed inanother envelope that ismarked with your name, IDnumber and voting districtnumber. The use of two envel-opes is to ensure the secrecy ofyour ballot. Two music lovers are trying topass on their knowledge ofplaying various instruments

to children from Kalkfontein in abid to help keep them off the impov-erished area’s streets and also pre-venting them from getting intotrouble.

Through the Kalkfontein Out-reach Project the duo also want tohelp make a difference by teachingthem the guitar, drums and key-board and hopefully help eradicatecrime, gangsterism and drugabuse, says team member ChadAndrews.

Andrews and his friend, ChadleyBeukes, are both locals from High-bury and belong to a band alongwith fellow band members Lau-rence Nel and Aubrey Uithaler.

Andrews is a musical graduatewho completed his studies at Stel-lenbosch University in 2015 com-pleted a Jazz Diploma at the CapeMusic Institute (CMI) in Athlonein 2014, while Beukes is in his firstyear studying the same subject atCMI.

Andrews, who started paying in-terest in music at the age of 15 andplays the lead guitar in their band,says they plan to develop the com-munity in a positive way by offer-ing music lessons.

“We want to uplift the children,teenagers and adults and want totake them off the streets.

“There is nothing in the area tokeep them occupied or active be-sides soccer, therefore we thoughtof starting this programme – to sta-bilise their minds, which is some-thing only music can do,” Andrewssays.

He adds their aim is to teach es-pecially children to lead by exam-ple in a positive way.

The group was approached byJustin Wildebees, a communityworker, to help the children by in-tervening and teaching them musi-cal skills.

“On each and every corner wefind that there are children juststanding around, doing absolutelynothing with their lives.

“We want all of Kalkfontein’speople to join us in this pro-gramme,” he says.

The group will start teachingmusic lessons as soon as the localprimary school becomes availableto them.

Andrew says they already havea similar project in Highbury atthe Soneike High school where alot of children have shown inter-est. He says the project has so farbeen successful.

“We are also appealing to resi-dents who have instruments lyingaround the house to please donateit to our project. This will help usa lot,” he says.

It’s cool to be different,says Daniël and FriendsDuring the second school term, theDaniël and Friends Fund, a non-profit organisation which providesa holistic approach to supportingfamilies who have children withspecial needs, launched its “Differ-ent is cool” school awareness cam-paign.

“We have become increasinglyaware of society’s misperception ofpeople with disabilities, more so inchildren whose uncertainty and,sadly, sometimes negative view ofthose with special needs is basedpurely on a lack of knowledge andunderstanding,” says marketingdirector Nicky de Beer.

With empathy and compassionbeing emotions best instilled at ayoung age, the organisation creat-ed a campaign which could beshared with children of school go-ing age in a fun, informative way.

The entire programme, whichlasts no more than fifteen minutesand can be easily slotted into an as-sembly, consists of a short one-act

play which touches on several as-pects regarding disabilities includ-ing the use of the word “retard” ina derogatory way.

“In essence it teaches the chil-dren to appreciate difference inothers,” she adds.

A presentation about the Daniëland Friends Fund and what itstrives to achieve, along with an in-teractive game which encourageschildren to view each individual’s“packaging” in a different light,ends the presentation.

“The excitement and eagernesswith which our campaign was re-ceived at both Mikro Primary inKuils River and Bastion Primaryin Brackenfell, have given us a re-newed appreciation for just hownecessary a programme of this na-ture is, and we encourage all edu-cational institutions to considerintroducing our programme totheir students,” says De Beer.V Further enquiries can be made [email protected]

Die afrigter van die Belhar-rugbyklub,Bronson Weir, is geen onbekende as dit byrugby-afrigting kom nie. Hy kan 7’s en 15’safrig en is die afgelope ses jaar die breier inBelhar.

“Ek is gebore en getoë in Belhar en het se-wesbydieSekondêreSkoolExcelsior enver-skeie provinsiale en internasionale spanneafgerig, terwyl ek nog steeds by ’n finansiëleinstelling gewerk het. Ek was voorheen byNedbank en is tans by Ou Mutual, een vandie borge van die klub,” sê hy.

Van die spelers wat hy onder hande gehadhet, is Justin Geduld, Cheslin Kolbe, EdwinZass en Dennis Cox in die WP se o.18-span.

Hy was ook die afrigter van die SA sewes-studentespan van 2009 tot 2011, wat die Cen-trale 7’s in Parys enMorokko gewen het. Hyhet ook Kenia Shujaa 7’s afgerig, wat dieAfrikabeker gewen het.

“Excelsior sal my altyd na aan die hart lê,want ek het baie sukses daar behaal. Ek hetook deur Afrika gereis en het afrigting inlande soos Uganda en Kenia gedoen.”Belhar speel in die A-kompetisie van die

WP se Superliga en die klub se sterkpunt issy hardlooprugby. Die klub spog met lojaleondersteuners wat weekliks die span komondersteun, wat bydra tot die span se suk-ses. Belhar het ook al Blitsbokke opgelewer.“Tans oefen vyf klubspelers by die WP se

amateurspan. Vanjaar is my eerste jaar ashoofafrigter van die A-span en my doelwitis om ’n sterkwenkultuur indieklub te skep,wat met dissipline, harde werk en waag-moed gepaardgaan.Ons is nognie daarwaarons wil wees nie, maar hopelik sal alles inplek val,” het Weir gesê.Belhar het nie uitblinkers nie, maar die

span in sy geheel dra by tot die klub se suk-ses. Die klub het ’n paar sleutelspelers ver-loor en hopelik sal die jong spelers hul voete

vind.“Ons gebruik hoofsaaklik spelers uit Bel-

har en omgewing en doen ’n beroep op hulleom by die klub se speelstyl in te koop en bydie klub te bly. Belhar se uiteindelik doel isom in die Gouebekerkompetisie, voorheendie Community Cup, te speel, sodat ons ta-lent op televisie gewys kan word.

“In ons wedstryd teen Tygerberg hetmeeras 1 000 toeskouers kom kyk en dink net watkan gebeur met televisiedekking,” sê hy.Omdat die klub ’n gemeenskapsklub is,

probeer hulle om meer by die omliggendeskole betrokke te raak, maar wil dit op ’ngroter skaal doen. “Diemeeste van die afrig-ters het ’n voldagwerk, wat verhoed dat hul-le by skole betrokke kan raak.“Virmy is dit belangrik dat die jeug inBel-

har moet opkyk na die spelers, sodat hullekan sien daar is beter keuses as bendes endwelms. Wanneer ons Saterdae op die velddraf, gaan dit vir die spelers nie net oor die80minute nie, maar jy is ’n ambassadeur virjou gemeenskap,” sê Weir.

Die klub is in 1992 deurwyle Arthur Booy-sen gestig en sy seun, Jerome, is tans die pre-sident van die klub.
