    the City of Cape Town is blamed for

    dragging its heels to sign an agreement to

    accept a R4million early childhood develop-

    ment (ECD) centre currently being built by

    donors.

    It seems that petty politics and conflict in

    the Fisantekraal community about the use

    of the centre were the underlying reasons

    for the delay.

    ntil about six months ago, residents

    from the Rosehaven Gardens retire-

    ment complex inQueen Street, Durban-

    ville, could walk across the road with their

    shopping trolleys and walkers to go to the

    Shoprite shopping centre.

    They simply had to cross the pedestrian

    crossing to safely reach the parking area.

    The owners of the shopping centre, Austen

    Dundas Properties, have now fenced in the

    property and its parking area and the elderly

    now have to face busy traffic, speeding taxis

    and trucks to reach the entrance gate to the

    shopping centre.

    The fence was erected mid-year after build-

    ing plans were approved by the City of Cape

    Town more than a year ago already.

    According to Margaret Kirk (80), a resident

    at Rosehaven, said they hardly went to the

    shops anymore. We are missing out on all

    the specials at the dairy shop there too,

    she said regretfully.

    She said they cannot walk on the pave-

    ment as it is unpaved and untarred and the

    surface not smooth enough. They cannot

    push their walkers or pull their trolleys on

    this uneven surface, but have to walk on

    the road surface alongside the pavement to

    reach the entrance gate about 40 m further.

    It is very dangerous for us, she said.

    The solution would be a gate in the fence

    right at the pedestrian crossing. We have

    asked themanagement of Shoprite to assist

    us, but they said the owners refuse.

    WhenTygerBurger phoned aMrs Dumas

    (her first name is not known) for comment,

    she said she does not want to discuss the

    matter with (the) reporter, as she does not

    know (her).

    A second attempt for comment was also

    unsuccessful she put the phone down.

    Johan van der Merwe, Mayco member

    for energy, environmental and spatial

    planning, said the distance from the pedes-

    trian crossing to the main vehicular en-

    trance gate is 40 m and, therefore, the City

    did not deem the fence to be obstructive to

    pedestrians.

    On a question fromTygerBurgerwhy the

    City did not put a gate in the fence when

    the planswere on the table, Van derMerwe

    said: While the City did raise this matter

    with the owner, approval could not be de-

    nied on these grounds as no legal mecha-

    nism of enforcement of a gate exists.

    He said theCity, aswell as the community,

    can approach the owner to once more ask to

    reconsider the structure of the fence. But,

    given the deficit of the legal requirement,

    our hands are tied with respect to instruct-

    ing them on what would be a more socially

    aware option.

    No shopping joy for Dville seniors

    The project was introduced to the City as

    an ECD centre and a report to the executive

    mayor was drafted to accept the donation of

    the construction of the centre, she said.

    On a question fromTygerBurger about the

    conflict in the community, Little said con-

    cerns were raised regarding traffic issues.

    She said traffic calmingmeasureswill beput

    in place to address these concerns.

    A public participation process was follo-

    wed by the planning and building develop-

    ment management department (land use

    management section) during which resi-

    dents were requested to submit their com-

    ments on the proposed project.No formal ob-

    jections were received during this process.

    According to Little a proposal was then ta-

    bled by Justin Basson, ward 105 councillor,

    which includes Fisantekraal, that the facili-

    ty be used as an ECD training venue only.

    However, this was not possible as the do-

    nors were not in agreement that the centre

    be used as a training venue. Their intention

    was to construct an ECD centre and they ad-

    vised that they would only donate funds for

    this purpose, she said.

    While the Citys social development and

    early childhood development directorate as-

    sistswith training of ECDpractitioners,ma-

    naging training centres is not part of its core

    mandate. The facility will therefore be used

    and as an ECD centre, with training being

    offered from the committee room, she said.

    As towhy it takes themayor so long to sign

    the agreement, Little said the mayors office

    processes donations as soon as they are re-

    ceived. There were different points of view

    about optimal use of the site for ECD contri-

    butions, which may account for processing

    queries, she added.

    The completion date of the facility is sche-

    duled for February 2015, if all goes according

    to plan and there are no delays, Little said.

    The centre consists of five classrooms for

    children up to the age of six, an office and

    staff room and a committee room. There are

    also kitchens and ablution facilities, and an

    enclosed courtyard.

    The state-of-art centre will also serve as a

    library for the other ECDs in the area and

    will be a training centre for ECD staff.

    which provides the perfect guide to the wi-

    nelands of the Western Cape.

    You can search by keywords, region and

    filters, and whether youre looking for a wi-

    ne farm with a fireplace for winter warmth

    or a family-friendly, award-winning restau-

    rant in a specific area, the app will give you

    exactly what you need, says Botha.

    Each wine farms profile page brims with

    useful information, from opening times to

    available wines, and even GPS co-ordinates

    that link to your smart phones own naviga-

    tion software.

    Sideways is a simple, but powerful solu-

    tionwecreated tomake thewinelands of the

    Western Cape more accessible to everyone.

    It guides visitors to instantly find the per-

    fect adventure, while simultaneously boos-

    ting the profile of the winelands as a world

    class destination to local and international

    tourists alike, says Botha.

    Another function that sets the app apart

    is its updated and themed curated lists, bo-

    asting fun line ups and must-see activities.

    Not only can users feed off curated lists,

    but they can create their own lists byadding

    their favourite wine farms, adventure acti-

    vities, meals and estates, making it easy to

    relive or share their good times with

    others, he says.

    Wesgro marketing officer Judy Lain said

    the app is not only designed to discover wi-

    ne farms and restaurants, it allows tourists

    ning or cycling trails or the best picnic or

    photograph of the starving

    puppy sickened me for several

    reasons (Lewenskiekie, 3

    December).

    This was all happening while

    police were looking for perpe-

    trators in n misdaad opera-

    sie.

    Whoever owns this dog if

    anyone is a criminal.

    I cannot, for the life of me,

    think why you would publish

    something like this. To what

    end?

    If your photographer was so

    touched by this puppys plight

    take it to the SPCA and then

    rather publish a before and

    after picture when it has been

    taken care of, rehabilitated and

    put in a home where people

    will give it the love it so

    obviously needs.

    The only reason this puppy

    is standing so still and pos-

    ing for the photographer is

    because the poor thing has

    nowhere to run.

    As an animal lover, I am of

    the conviction that animals

    and humans all have rights.

    Human babies depend on their

    parents, young puppies depend

    same effect on me as if you

    newborn baby dumped in a

    I refer to the article School a

    travesty (TygerBurger, 10

    Desember).

    Yet again city officials and

    councillors ride rough-shod

    over the opinions and objec-

    tions of residents. The same

    high-handed approach was

    applied when approving the

    Uitkyk development next to

    Aurora.

    Officials are appointed not

    elected and seem to be in

    such an elevated position of

    power that they can afford to

    thumb their nose at the resi-

    dents who actually pay their

    salaries.

    But councillors are a different

    species they are elected to

    office for limited periods and

    are supposed to be the servants

    of the electorate. Councillors

    should, therefore, pay very

    close attention to the wishes

    and objections of residents or

    are they really marionettes who

    jump to the tune of their

    political masters?

    It is clear that financial

    power trumped voter power, as

    with Uitkyk. By the time

    residents were aware of what

    was afoot, it was too late

    decisions were already made.

    The application for deviation

    from the original plans was

    fast-tracked and approved with

    precious little concern for

    public participation and trans-

    parency.

    Was the ward councillor

    involved in the process when it

    was decided not to consider

    residents objections? Did the

    councillor consult residents?

    There is precious little

    residents can do to reverse a

    fait accompli. Their only

    remedy is to remember these

    events come election time.

    Make sure you elect repre-

    sentatives who will actually

    represent you, and not be

    marionettes of political parties.

    pavement or gutter to avoid

    vehicles coming from behind.

    Unlike me, you do not have

    to look back to see if it is safe

    Gewoonlik is enige voornemens vir die

    nuwe jaar gerig op die individu se

    persoonlike doelwitte: Hy of sy wil ophou

    rook, gewig verloor, gesonder eet of

    afskaal op alkoholiese drankies en dies

    meer.

    Maar jou voornemens vir die komende

    jaar kan soveel meer vervullend wees as

    jy dit eerder op ander rig.

    Ons bly in n land waar twee uiteenlo-

    pende wrelde deur geografiese grense in

    een saamgesnoer is. Aan die een kant is

    die bevoorregte groep onder wie ook die

    grootste gros van TygerBurger se lesers

    tel. Aan die ander kant is daar soveel

    mense wat onder die broodlyn in ellendi-

    ge armoede leef. Weens n gebrek aan

    basiese akademiese kwalifikasies sal di

    mense waarskynlik ook nooit uit di put

    van ellende kan opstaan nie.

    Daarom sal Nuwejaarsvoornemens

    soveel meer betekenis kry as bevoorreg-

    tes begin uitreik na diegene wat minder

    A magician, stilt walker, ventriloquist, un-

    der water escape artist and sound engineer

    has developed a persona to combat crime in

    the Goodwood area and earned the title of

    most accomplished neighbourhood watch

    member.

    RoryMacKay, aka Inspector Gadget, has

    some state-of-the-art tools in his Gadget

    Mobile, but says he uses most of them for

    his day job as entertainer. In his spare

    time, they help him to be the eyes and ears

    for the police and to serve his community.

    It all startedwith amotorcycle accident

    a couple of years ago. I was on my way

    home from Camps Bay, where I was enter-

    taining as a robot, so I was dressed in full

    combat gear.

    A vehicle with a trailer cut in front of

    me and I collided with the trailer.

    People who were staying in the bushes

    nearby saw that my hand was basically off

    and they wrapped cardboard around my

    arm and hand. Then a doctor stopped. A la-

    dy also appeared from nowhere and

    wrapped her scarf around my wrist, Rory

    recalls.

    He remembers waking up in the hospital,

    with his hand wired back on and being

    able to move his fingers.

    He says there aremany things around this

    incident that he cant deal with, even today.

    But a need to help other people was born.

    And that is also why I do the gadgeting

    stuff, because it makes me a little bit strong-

    er, emotionally as well. I do have clinical de-

    pression, but when I am in my character as

    Gadget, I am fine.

    Today he has a reconstructedwrist and re-

    gained 80% use of his arm and hand.

    For my day job I always need things like

    my leatherman andmy torch. Those two are

    my favourite gadgets.

    He says he has whole lot of stuff in his

    Gadget Mobile, a Chana star 1.3.

    Anything can happen when I am on the

    road. There is a first aid kit, night vision

    equipment, a chain saw, paintball marker,

    a video dash-mounted camera, fire and road

    breakdown gear, a spade, an axe, emergency

    entry tools, fire extinguishers, jumper ca-

    bles, cones, a 4-meter collapsible step ladder

    and bits and bobs and gadgets I carry with

    me. I also have a proper firemans helmet.

    If I get to a scene, where an officer might

    be standingwith his blue lights flashing and

    a flat torch, I will stop there, put my hazards

    on and ask if they need assistance. I will put

    my cones out and my torch will be working.

    They will say: Oh you are quite prepared,

    you are like the gadget man!.

    He does not like boasting about the gadg-

    ets he invents himself, but was willing to

    share the Gadget Mobiles self-starter with

    TygerBurger. When the van is unlocked

    with the remote, Rory says: Start! and the

    engine automatically switches on. Once or-

    dered to Switch off!, the engine obeys im-

    mediately. The secret, he says, is a little

    Asian technology and a little Inspector

    Gadget magic.

    ers, office administration, introduction to

    web hosting, and bake for profit.

    FCD paid special tribute a number of stu-

    dents for demonstrating excellence in vari-

    ous areas. Yoli Zhikwali (bake for profit stu-

    dent of the year) was praised for her enthu-

    siasm, willingness to participate in

    outreaches and dedication to growing her

    business, and Elizabeth Makhalinyani

    (bake for profit entrepreneur of the year).

    Elizabeth was selling muffins and bread

    outside the FCD building when she was en-

    couraged to attend thebake for profit course.

    Shes always been involved in her communi-

    ty and presents a weekly Bible study group

    to 14 women. She has two people selling

    baked products for her in Khayelitsha and

    Durbanville.

    Another award winner was Nkupane Nt-

    swane (FCD champion of the year). He at-

    tended the basic computer class two years

    ago and took this knowledge back to

    Klipheuwel, where he taught other people

    computer basics. He then returned to partic-

    ipate in the bake for profit class last year and

    is now working at Shoprite in the hopes of

    securing a position in their bakery.

    He is also a dedicated missionary in

    Klipheuwel.

    The mothers union of the All Saints Church in Durbanville han-

    ded out parcels with sweets and other items to the children

    and teachers at daycare centres in Morningstar. Cash prizes

    The general travellers first aid kit

    gymedication, basic coldmedications, tweez-

    ers, scissors, safety pins, antiseptic cream,

    variety of plasters in various shapes, sun lo-

    tion, alcohol gel, sanitiser or alcohol wipes

    and disposable gloves.

    The adventure kit

    If you are going off the beaten track, it is

    advisable to add further items to the standard

    kit. Jordan suggests adding:

    Rehydrate or electrolytes to help avoid de-

    hydration if you get an upset stomach; anti-

    diarrhoeamedication, stomach settlingmed-

    ication or antacid tablets; anti-nausea medi-

    cation; stronger pain medication; a broad-

    spectrum antibiotic; bandages (elastic and

    crepe), sterile gauze andwounddressings; sa-

    line solution; sports strapping tape; a trian-

    gular bandage; insect repellent and a multi-

    use tool or pocket knife.

    Kiri is anold, gentle soul. Thishandsome,

    loving medium-sized Collie-cross is a great

    pet for a calm, stable home. His lovely soft

    Rusty is a friendly, calm Labrador-Jack

    Russel crosswho likes children.He is about

    energy levels, and enjoys strolls and eating.
