Rationale

The United Nations General Assembly on September 25, 2015 adopted the resolution for

the development agenda which contains 17 Sustainable Development Goals (SDGs) and 169

target goals. These goals and targets will stimulate action over the next 15 years in areas of

critical importance for humanity and the planet. The 2030 agenda sets out a universal plan

of action to achieve sustainable development in a balanced manner, ensuring peace,

security, well-being, with an economically, socially, and quality environment. The

sustainable development seeks to realize the human rights of all people, leaving no one

behind, and ensuring that the SDGs are met for all segments of society, at all ages, with a

focus on the most vulnerable—including older persons.

In a context of rapidly increasing ageing population in many countries of the world, a~

mentioned in the Secretary-General's video Message to the 27th Annual Conference of the

International Union of the Scientific study of the Population, he predicted the rapid increase

in the population of the ageing.

The Thai government and National Economic and Social Development board is aware of

such a dramatic and rapidly increase in the ageing population, sixty years and older.

Meanwhile, PSC Research Reports published by the University of Michigan, the number of

older people (defined as age 60 and over) in Thailand has increased from approximately 1.5

million people in 1960 to 10.7 million people in 2015, which is 16% of total population. The

number of older people in Thailand are projected to increase to over 20 million by 2035;

which will constitute 30% of the total population. By contrast, worldwide, one in eight

people was aged 60 or over. By 2050, older people are projected to account for one in six

people globally. This phenomenon will continuously bring Thailand into the Ageing Society

which will have a large effect on the economy and society of the country.

This issue of ageing population and the welfare of older persons have received attention

from the government as one of the prominent issues in the 2012-16 National Economic and

Social Development Plan.

The policy on ageing was developed as a response for coping with this problem. The 2nd

National Plan on the Elderly (2002-2021) was released by the National Commission on the

Elderly, authorized by the Ministry of Social Development and Human Security Thailand.

The act on the elderly was adopted in 2003. This was followed by The 2nd evaluation plan

from 2001-2011 of NPE. This plan was submitted for approval by the Cabinet on April 27,

2010. Furthermore, this NPE has been forwarded to develop an action plan and strategy

containing the following 5 strategies:

1. Strategy on the readiness and preparation of the people for quality aging of the

population: (1) Measures on income security for old age, (2) Measures on education and

Lifelong learning, (3) Measures on raising social conscience and the respect for and

recognition of the elderly's value, contribution and dignity.

2. Strategy on the promotion and development of the elderly: (1) Measures on

health promotion, prevention, against disease and primary-self-care, (2) Measures on

encouraging of group joining and strengthening the elderly representative organizations, (3)

Measures on promotion of employment and income of the elderly,(4) Measures on

promotion of skills for elderly, (5) Measures on promotion and support of all classes of the

mass media to include the elderly involving programs and support for the elderly to access

knowledge and data, information and news, (6) Measures on promotion and provision of

enabling the elderly and for user friendly housing and environment.

3. Strategy on the social safeguards for the elderly: (1) Measures on income security,

(2) Measures on health security,(3) Measures on care giving and protection by family

members and, (4) Measures on the service system and supportive networks.

4. Strategy on management of developing a comprehensive national system for

training and developing the personnel for the elderly involving the following mission: (1)

Measures on management of developing the national comprehensive system for the elderly

involving undertakings empowering, and enabling the National Committee on the elderly to

implement the key policies and missions (2) Measures on promoting and supporting

personnel for the elderly.

5. Strategy on processing, upgrading and disseminating knowledge on the elderly and

the national monitoring of implementation of NPE: (1) Measures on encouraging and

supporting gerontology research for the purpose of formulating policies and developing

services and undertakings useful to the elderly, (2) Measures on the consecutive and

effective monitoring of NPE, (3) Measures on upgrading and updating the elderly database

whereby the significant elderly database shall be accessible and easy for searching.

The five strategies of the 2nd National Plan for elderly contain essential information and

steps for implementing the care for older persons in different aspects. When the Conference

attendees present knowledge and practices considered best practices on the ageing society

development, we will be able to clearly understand the process of Ageing society

development. Knowledge Learned and best practices of operators and researchers, including

scholars in academia would be great for exchanging knowledge and sharing information

among conference attendees. The outcome and knowledge learned can be applied for the

betterment of the Ageing Society Development."

The Conference is focusing on building networks not only for knowledge and value under

the goal of "Ageing Society and Development," but also for achieving a high quality of life,

for a sustainable society. The strategy for ageing, according to the 2nd National Plan on

Elderly, is taken to move the production of research, which can not only be developed and

presented as new knowledge but also which will be published and distributed so that it can

be linked. These research results can then be applied by both the public and private

sectors.

Objectives of Conference

1. To provide a platform for research presentations and discussions conducted by

university lecturers, scholars, practitioners and graduate students.

2. To provide a platform for exchanging academic work and new knowledge on

"Sustainable Development and Ageing Society Development," for the benefit of the public

Expected Outcome

1. All conference attendees will gain a deeper understanding of "active ageing"

which aims to develop a quality of life for the entire population appropriate to age and

readiness for the quality of ageing. By doing so, society can Live together in harmony and

build up and strengthen themselves for an ageing society in every organization.

state-of-the-art knowledge and practice for the benefit of older people with higher,

capabilities, and through collaboration can publish and disseminate research works, and

academic articles, in scholarly publications.
