The 17 Sustainable Development Goals and 169 targets demonstrate the scale and ambition of this new universal Agenda

The Goals and targets will stimulate action over the next 15 years in areas of critical importance for humanity and the planet

End poverty and hunger, in all their forms and dimensions, and ensure that all human beings can fulfil their potential in dignity and equality and in a healthy environment

Protect the planet from degradation, including through sustainable consumption and production, sustainably managing its natural resources and taking urgent action on climate change

Ensure that all human beings can enjoy prosperous and fulfilling lives and that economic, social and technological progress occurs in harmony with nature

Foster peaceful, just and inclusive societies which are free from fear and violence

Mobilize the means required to implement this Agenda through a revitalized Global Partnership for Sustainable Development, based on a spirit of strengthened global solidarity

There are 7 targets under this goal By 2030, eradicate extreme poverty for all

people everywhere, currently measured as people living on less than $1.25 a day

There are 8 targets under this goal By 2030, end hunger and ensure access by all

people, in particular the poor and people in vulnerable situations, including infants, to safe, nutritious and sufficient food all year round



There are 13 targets under this goal By 2030, reduce the global maternal mortality ratio to less than

70 per 100,000 live births By 2030, end preventable deaths of newborns and children

under 5 years of age, with all countries aiming to reduce neonatal mortality to at least as low as 12 per 1,000 live births and under-5 mortality to at least as low as 25 per 1,000 live births

complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes

Definition of a vital statistics

Vital statistics constitute the collection of statistics on vital events in a lifetime of a person as well as relevant characteristics of the events themselves and of the persons(s) concerned

For statistical purposes vital events refer to life and death of the individuals as well as their family and civil status

For most of the targets the prerequisite is knowing the size and characteristics of the population

Regular and reliable vital statistics is key component for producing information on the size and characteristics of the population

Vital statistics, in turn, is the product of fully functioning civil registration system

Role of civil registration

Civil registration is a critical source of vital statistics – records of vital events derived from civil registration are compiled and processed into reliable, regular small area vital statistics

Equally, if not more importantly, civil registration plays a critical role in safekeeping basic human rights

The exercise of many human rights developed and endorsed by the United Nations directly depends on civil registration and the existence of the civil registration system

Right to own identity

The child shall be registered immediately after birth and shall have the right from birth to a name, the right to acquire nationality and, as far as possible, the right to know and be cared for by his or her parents. – Article 7 of the Convention on the Rights of the Child.




Right to marry

The right of men and women of marriageable age to marry should be recognized. – Article 23 of the Covenant on Civil and Political Rights.





Right to elect (vote) and be elected

Every citizen shall have the right and the opportunity, without any of the distinctions … to vote and to be elected at genuine periodic elections which shall be by universal and equal suffrage and shall be held by secret ballot, guaranteeing the free expression of will of the electors – Article 25 of the Covenant on Civil and Political Rights.

Concluding remarks

Universal consensus on the 2030 Sustainable Development Agenda, Goals and Targets

Vital statistics is a core component for monitoring the implementation of the agenda and assessment of the progress

As per the United Nations recommendations, regular, reliable and accurate small area vital statistics system is dependent of the fully functioning civil registration and reporting of the occurrence of all vital events

The role of civil registration goes well beyond being the source of vital statistics as it is crucial to ensuring legal identity and protection of human rights

Good and efficient governing and achieving all SD goals, especially related to public health, has to be based on informed decisions and accurate statistics

Ensuring basic human right is crucial for the normal functioning and governing of societies worldwide

The exercise of many human rights depends directly on the existence of the functioning civil registration system

Civil registration is, without doubt, the best source for accurate and reliable vital statistics



Supporting activities

The United Nations Statistics Division developed and published the Principles and Recommendations for a Vital Statistics System, Revision 3 to provide guidance to countries in improving civil registration and vital statistics in the context of the 2030 Agenda Workshop for South American countries for civil registrars,

health authorities and vital statisticians scheduled for 9 -12 November 2015 in Santiago, Chile

Workshop for Caribbean countries for civil registrars, health authorities and vital statisticians scheduled for 1 - 4 December 2015 in Port of Spain, Trinidad and Tobago
