FOR three weeks a resident of MaasdorpStreet, Lydenburg, has been trying to get the Thaba Chweu Municipality to unblock a drain outside her house. During the course of these three weeks she has spoken to just about every e m p l o y e e i n t h e Te c h n i c a l Department and each time is told someone will attend to the problem but this does not happen. The municipality have even sent people out to the problem drain, they take a quick look at the situation and then leave again, without fixing the problem. In the meantime the resident has raw sewage pumping out in front of her house, with all the inherent health hazards that accompany it. How long will it take for TCM to fix this problem, is three weeks not enough?

HE Mpumalanga provincial government has spent more than R3m on paying suspended Tofficials from eight departments.

A statement released by the Democratic Alliance (DA) on Monday said the money was spent on 39 officials, some of whom had not been at work in over a year."A majority of these officials have been at home for over 60 days and some for over 400 days," said Mpumalanga DA leader James Masango.The officials are under "precautionary" suspension.The DA found out about the money the departments had spent in the provincial government's reports for the 2014-15 financial year.The health department spent the highest amount, paying R950,000 to 19 suspended officials.It is followed by the social development department which spent R700,000 on four officials, and the public works, roads and transport department which spent R540,000 on six officials.The community safety security and liaison department spend R500,000 on two officials.The other departments include the education department, the co-operative governance and traditional affairs department, the economic development and tourism department and the finance department.Mr Masango said: "This is in complete violation of the disciplinary codes and procedure for public service policy which stipulates that a precautionary suspension must not exceed 60 days."The departments' spending showed the disregard the government had for the law, he said, because the "policy provides for the transfer of employees who are under investigation to other departments pending he outcome of their disciplinary hearings".www.bdlive.co.za

I was determined not to look at Zuma’s SONA speech on TV, but then curiosity got the better of me. And once again, what a disappointment this was.Why bother, if you have no plan and are running out of excuses for government’s failure? He announced cost cutt ing measures and suggested that al l municipalities join him. These measures are little more than eating less KFC. He was telling the entire nation on national TV that things in the mining industry was

going very well. What? How out of touch is he? Will he tell that to the people laid off at local mines and be brave enough to stand in front of them? Me thinks not. The mob will lynch him.No definitive measures to allow small businesses to employ people by relaxing constraining labour legislation, nothing! Any investor with two brain cells will run when faced with this government. And that is the problem. The man should not speak, because when he does, the economy crashes even further.The highlight of course was when Julius and his brave compatriots again turned the sitting into a circus. Parliamentary

officials were “shocked” and expressed outrage. What they do not understand is that this is democracy at work. Julius and his gang will calm down only when government starts to deliver.I salute Terror Lekota, who said the President was unfit for his office and who walked out of the house.Nee boet, the ANC is in big trouble. And the country even more so, until such time as a government with business acumen is elected into power. The voting public should realise that any economy only works when you have a thriving business sector and a government that actively enables such an environment. Pravin Gordan understands this, but has to toe the party line. All state entities should be privatised with immediate effect and we must get a new government and smaller cabinet like yesterday!

NISSAN South Africa is poised for further growth this year, following a strong performance in a challenging market in calendar year 2015.

The maker of Nissan, Infiniti and Datsun-branded vehicles last year recorded an overall market share of 8%, which was up 0.6% percentage points from 7.4% in 2014. This was achieved in a market that declined by 4.1%.

Nissan grew its share thanks to the appeal of its broad product range including locally-produced favourites like the NP200 and NP300 pick-ups as well as a line-up of popular passenger vehicles from its global portfolio, including its family of innovative and award-winning crossovers.

Nissan sales of its popular NP200 and NP300 pick-ups also saw a marked improvement in 2015, with the NP200 now accounting for 52.4% of all sub one-tonne light commercial vehicle (LCV) sales. Retail sales of the NP200 reached 17,991 units in 2015, while NP300 Hardbody sales jumped from 6,468 units in 2014 to 8,186 units last year.

The new NV350 and NV350 Impendulo taxi also grew significantly, nearly doubling sales to 2,864 units in 2015.

“Nissan had a strong year driven by a line-up that offers compelling models in key segments," says Mike Whitfield, Managing Director of Nissan South Africa. "However, the overall vehicle market contracted in 2015.Despite short–term difficulties we believe the prospect for the South African market is very positive and we're continuing to work hard, developing our manufacturing operation, sales network and products."

Sales also increased for the Datsun brand, reintroduced to the South African market in 2014. The Datsun GO hatchback sold 5,647 units in 2015, taking a newly launched model from zero to almost 1% of total South African industry sales, and contributing positively to Nissan's overall market performance.

IN March 2015, Mercedes confirmed that work had begun on the brand’s first ever pickup truck, to be launched by the end of the decade. Now spyshots have revealed an early test mule of Merc’s upcoming mid-size, premium-brand ute, expected to be badged the GLT.Erm – that’s a Nissan. Merc’s new one-tonne pickup project has come to life thanks to a joint technical partnership with Nissan/Infiniti. Consequently, it will be closely related to the recently launched Nissan NP300 Navara. The most obvious clues are those widened wheelarch stick-ons, as it’s understood that the Merc will have a wider track than the Navara.While the GLT will share much of its hardware with the Nissan, including its ladder chassis, axles and essential structure, it will look completely different, with its own body style hinted at in the rendering officially released by Mercedes. It will also get a bespoke interior and its own range of engines and gearboxes, expected to include four- and six-cylinder petrols and diesels, six-speed manual and seven-speed autos, and 4Matic-branded four-wheel drive. The GLT will launch as a four-door double cab.Carrying the oddly amusing internal codenam ‘Andrew’, the pickup will be offered in markets in Europe, Australia, South Africa and South America, and is expected to be built in both Europe and Argentina. ‘We are not going to develop a fat cowboy truck for North America,’ says Volker Mornhinweg, the man in charge of the project. ‘After all, the big three - Ford, GM/GMC and Ram - already own about 90% of that market which typically absorbs in excess of two million units per year.‘In this cut-throat environment, newcomers like us would invariably fight an arduous uphill battle. Should you fix up your house, or not? OFTEN homeowners may find themselves in a situation where they have decided to place their home on the market - but the home is in need of repairs.In this instance, the homeowner will have to make the tough decision of whether it is best to delay putting the property up for sale and making the necessary repairs, or taking the knock on the asking price and selling the home as it stands.This is according to Adrian Goslett, regional director and CEO of RE/MAX of Southern Africa, who says it goes without saying that a home in good repair will achieve a much higher selling price than one that needs attention. However, fixing a home will cost money and will delay the sale process by the amount of time it takes to complete the repairs. Goslett says there are many buyers in the market that are looking for homes that have potential and are more affordable because they require some work, but at the end of the day it will be easier for a seller to find a buyer if the home is at its best. “While it largely depends on the reasons that the homeowner is selling and the time frame in which they need to sell, taking the time to

get the home into its best shape could pay off,” he says.“This is because a visually pleasing home will attract far more attention from potential buyers than one that is not well kept.” Goslett says most sellers will spend some time and money preparing for the sale of their home in the form of a fresh coat of paint and spring cleaning. Very often the home may also require just a few easily repairable issues to be sorted out before it is ready to be sold.However, what if more is required? To what extent should the seller be prepared to go before they place the property on the market?“A fresh coat of paint and a few repairs is fairly standard, but what if there is structural damage or an entire roof that needs to be replaced? These larger elements could pose a far greater challenge for potential sellers,” says Goslett.“Most buyers will want the home to be professionally inspected before they sign the sales agreement. It is best for the seller to have the home inspected before they put it on the market to ensure they are fully aware of any potential issues that need to be addressed.”Goslett says the seller is morally obliged to inform their real estate agent and the potential buyer of any known defects.Once the home has been thoroughly inspected and the homeowner has obtained a quote for all the necessary repairs required, he says they will have a far clearer idea of whether it is worth their while to fix before the sale or sell 'as is' and lower their asking price.“If the asking price of the property would decrease by as much as R100 000 or R200 000, but the repairs would only cost around R50 000, it would make more sense to delay the sale and have the repairs done before going to market,” says Goslett. “However, if the cost of the repairs is R50 000 and the asking price of the property will only change by R50 000, it

would seem more feasible to rather put the home on the market sooner and advise potential buyers of the repairs needed.”Very often cost is only one aspect that requires consideration, while time is another. Goslett says major repairs will take time - a luxury that not all sellers have.If the seller has committed to another property, is moving because of a job or emigrating, they may need to sell as soon as they can. This will have an impact on their final decision.Depending on the situation, another consideration could also be the buyer. The seller may find a buyer who would prefer to do the repairs themselves because it will give them the opportunity to change certain elements in line with their own personal taste.In a case where the repairs are cosmetic by nature, the buyer may want to make the decisions as to how the repairs are done and what materials are used.“Irrespective of what the seller decides, it is imperative that both the seller and buyer are fully aware of all the home's defects and are prepared to agree to the terms and conditions of the contract,” says Goslett.
