FROM YOUR PRESIDENT
CAROLYN NERBELPRESIDENT
RFD .1
LUCAS, KANSAS 67648
(913) 525-6142
Periodically since I was elected to this office I was elected to
this office I have requested participation by you the ALAC members.
I am receiving much more contact from the members with each passing
year. This pleases me very much, especially when a member writes
to compliment ALAC on the service it performs for the Lhasa Apso
and its fanciers.
As the leader of the membership your board aims to serve the
club and its objectives. Your faith in our abilities is reflected
by the results of the annual election. It is my belief that each
board member and officer should be a representative of the locality
from which he or she comes. If an ALAC member has a question,
accolade or complaint the board member representative from their
area can be contacted and in turn will pass this information on
to the board in their regional reports. At the board meeting in
June a plan for representatives from each local club was adopted.
This plan will be further explained in the minutes from this meeting.
We appreciate your questions and your complaints although may I
ask that if you decide to go over our heads and send letters to
all members before presenting your complaints to us, the board and
officers, be sure your facts are correct or perhaps it would be
better to wait for official notification of actions taken by the
board so that you will not be complaining about something that
the board has already acted upon. A case in point is a copy of
a letter written to the AKC that has been circulated to the ALAC
membership dated June 22, 1987 and received by me July 14, 1987.
I think it unfair to mislead the membership with erroneous, incom-
plete and incorrect information such as is explained below.
Although of no effect on the issues taken with ALAC it is to
be noted that the letter was addressed to Mr. Mark Mboty, Secretary,
The American Kennel Club. Mt. James E. Dearinger assumed the
position of Secretary on March 12, 1985.
3
Li reference to page 1, paragraph 2 of this same letter I quote
the ALAC By-Laws, Article TV, Section 2, Voting. "At the Annual
Meeting or at a special meeting of the Club, voting shall be limited
to those members in good standing who are present at the meeting
except for the election of Officers, Delegate to The American Kennel
Club and Directors and amendments to the Constitution and By-Laws,
and the Standard for the breed, which shall be decided by written
ballot cast by mail. Voting by proxy shall not be permitted. The
Board of Directors may decide to submit other specific questions
for decision of the members by written ballot cast by mail." It
is to be noted that I have encouraged the Board to take many issuesto the membership for decision during my term in office. I do not
believe that either the past Board nor the new Board is guilty of
failure in acting like fiduciaries.
Page 1, paragraph three of this same letter....the impression is
left that the February 7, 1987 meeting was a general membership
meeting. It was not. It was a board meeting. Since taking office
I have encouraged attendance of members at hoard meetings. I have
allowed these members to speak up unlimitedly; however, because
of incorrect reporting of such meetings by unauthorized persons
it may become necessary in the future to limit participation of
members at board meetings.
Page 1, paragraph four - same letter... .if the authors will
check their facts they will find that the Winter 1987 issue of
the ALAC BULLETIN contained an April 1, 1988 deadline for accepting
ROM, Obedience and Special Applications not April 1, 1987 as theyincorrectly stated. The prior four BULLETINS contained the April 1,
1987 deadline therefore giving applicants over a year of notifica-
tion of deadline.
The next issue to be taken up in this letter is the action of
the board having removed the statement "All dogs must be handled
by the breeder, Owner, a member of his house hold or an Amateur
Substitute". This discussion is not necessary because at the
June 2, 1987 board meeting it was decided to present to the ALAC
membership this item for their decision as to whether to include
or delete the statement in question.
It is my opinion that the author's argument About the Futurities
is more an attack on the ethics, honesty, good intend, cartpetency
and general good name of those serving ALAC and the Lhasa Apso.
It seems to insinuate that we are all self serving.
Page 4, paragraph 1 is a further attempt to discredit the board
who is sincerely attempting to serve the complete membership which
is evident in that the issue concerning the Select Class and Grand
Victor-Grand Victrix titles is being suhmatted to the general
membership for their approval, although approximately 25 ALAC
4
members were a majority at the annual meeting and thus voted to do
this. Membership at this time in ALAC was 467. I wonder how the
silent majority feels. Do those 25 people speak for ALAC since
those opposed and supporting the actions of the board were approx-
imately 23! Note: That the number five item on the proposal to
have a single National Specialty, which was approved by the ALAC
Membership in 1979, was, "The first National Specialty will be
held in 1981. The winner will be known as 'The Grand Victor'."
Page 4 paragraph 2 refers to the ALAC minutes of the February 7,
1987 board meeting and two separate issues. The first was that
there were two board members whose dues had not been paid (not
one) and one was paid at the meeting while the other offered but
was told to pay at the end of the meeting for convenience. The
reason that the board Chose to extend the deadline for dues was
because a second notice had been sent out that resulted in quite
a few renewals which technically would have to complete another
application and go through the new members channel of approval.
The board thought it expeditious to grant an additional ninety
(90) days grace as provided for in the By-Laws, Article I,
Section 4 (b).
Page 4, paragraph 9 - Two locations for returning ballots was
because it was the desire of Sondra Rogers, ALAC Secretary, not
to receive a ballot that contained a member of her family. The
Futurity Chairman declined to receive the ballots, so I suggested
that they be sent to me for counting. The complaint that there
were no blank envelopes marked BALLOT is not valid as the annual
election is the only balloting that requires this. All other
votes taken by mail are to be recorded by the Secretary as stated
in the By-Laws, Article III, Section 2 (c). Note: This prece-
dence has been set since before I served as Secretary in 1973.
In due respect to the authors of this letter I can understand
the confusion surrounding the selection of our Specialty Judges
because it seems to have changed quite frequently over the years.
My first recollection of ALAC Specialty judge selections (1967
to 1973) were floor fights at our annual meetings (then held at
Westminster) because the judges were nominated from the floor and
elected by the members present.
In 1973 the ALAC Board of Directors adopted the following policy:
"That the nomination of Judges for the ALAC Specialty Shows and
Futurities be accepted by mail rather than at a general meeting.
Each yeAr the Secretary by mail will ask for nominations from thP
members of Judges they think should judge our Specialty Shows to
be held the next yeAr. The Secretary will receive the nominations
for each show and ascertain the judge's availability to judge.
The Board of Directors will then approve the list of nominations
for each show and the Secretary will mail the list of judges
approved by the Board of Directors to the membership for vote.
If the Board decides on two judges for a show the judge receiving
the greatest number of votes will judge dogs and inter-sex whilethe judge receiving the second greatest number of votes will judgebitches."
Action taken in 1974 is quoted in part in the letter on page 4,paragraph 6. This action was preempted with the statement that"Because of the number of nominations being received for judgesfor 1976 Specialties and Futurities...." In other words to contactthat many judges about their availability before they were evenvoted upon was not expeditious. Note: The complete results ofthe balloting including the number of votes each judge got werealways published in the minutes at this time in ALAC's history. In the December 6, 1978 board meeting minutes there is the
following statement made under the title of One National Specialty.."Ed Sle17ik suggests that 25 members sign a petition for nominationsfor judges. The membership will nominate, and the Board or aCommittee selected by the Board will elect at least 5 and no morethan 10 judges to be voted on by the membership. Thesesuggestions will be submitted to the membership. Also to besubmitted to the membership was that we should have our first
National Specialty in 1981."
Minutes of the board meeting held February 11, 1979 announcedthat the proposal for one National Roving Specialty was approvedby the ALAC membership. The proposal that the membership approvedconsisted of a list of twelve items, the eleventh of which wasas follows, "The membership will submit a list of judges. TheBoard of Directors will select no less than 5 or more than tojudges from this list. The membership will vote for #1 and #2spot. The judge receiving the highest number of votes will dodogs and inter-sex and the second highest will do bitches andnon-regular classes."
From the minutes of the board meeting of September 9, 1979,"Specialty judges - Board members were requested to submit listof five names to Ed Sledzik for proposal of judges for the NationalSpecialty to be held in the East in 1981."
Also in my files is the following letter:
"Dear Board Member:
This is a list of 15 judges chosen by the Board members aspotential judges for our 1981 Specialty Show. Other names wererecarmended but they do not appear here because they either havejudged the Specialty within four years, they have died, they are
6
not eligible to judge Apsos, or they are not available at this
time.
Please list your preferences from 1 to 15 with number 1 being
your first choice and number 15 your last. Do not give more than
one judge the same rating. If you do not rate all the judges, those
judges you do not rate will be given a rating equal to the last
judge you rated. For example, if you stop at the 12th judge, all
remaining judges will receive the same rating as the 12th judge.
The top 10 judges' names will be submitted for approval.
Please mail your ratings by March 1, 1980 to the secretary.
Thank you,
Ed Sledzik, Show Advisor.,
From the minutes of the board meeting, August 16, 1980, "Judges:
The order of vote tabulation was read on the ten potential judges
indicating details of cost, availability and refusal. It was
noted that the ALAC Board previously stipulated a maximum total
cost of $500 for the specialty judge. Mt. Joseph Gregory in first
place was eliminated because of this. (See note following).
Mrs. Mildred Bryant and Mt. Steven Campbell were the next available
judges and it was moved they be presented to the membership on a
final ballot. Motion carried. _PLEASE NOTE: the addition of Joseph
Gregory as a third potential judge to be considered on the final
ballot was approved by the board on September 16, 1980.) It was
moved and approved that the upcoming mailing to the membership
would include: final judge ballot for 1981 specialty, advertising
on the specialty, trophy request and a reissue of the ten judges
names requesting a preferred one thru four preference for the 1982
specialty. The Board agreed that the selection of judges for 1983
and 1984 specialties will be made in the spring of 1981."
Correspondence dated November 4, 1980 in the files is as follows:
"Dear ALAC Board Members:
The ballots have been counted for the 1981 ALAC National
Specialty and preliminary 1982 ALAC National Specialty judge ballot.
The results of the 1982 preliminary ballot are as
follows: (Point system was used - 4 points first choice, 3 points
second choice, 2 points third choice and 1 point fourth choice)...."
From ALAC Annual Meeting, minutes, May 13, 1981, "Preliminary
and final ballots have gone out for the 1982 ALAC National Specialty
judge, names have been submitted preliminary and final balloting has
been completed for the 1982 Futurity judges. Selections have been
made by the Board on the list of names for the 1983 ALAC National
Specialty judges, bids on the ALAC National Specialty location
for 1983 have been
From ALAC Board Meeting minutes May 14, 1981, "Ten names of
potential 1983 ALAC National Specialty judges will be sent to the
membership. The membership will be asked to pick five names.
7
The top two names who are available and willing to accept thenomination will be placed on the final ballot to the ALAC member-ship."
By now it is probably apparent that the method for selecting
specialty judges had deteriorated over the years. This is why
at the August 6, 1984 board meeting the following action was taken
in the hope that the judge selection method would be stabilized."Judges - A motion was made, seconded, and approved for selection
of judges. A list of all eligible AKC Lhasa Apso Judges will be
mailed to all ALAC members. Each member will select up to ten
preferred judges. The top ten names will be submitted to the
membership in alphabetical order, to be rated 1 through ten.
This list will come to the board for final selection. It is to
be determined by availability and cost. There will be a five
year restriction on judges."
In a March 29, 1984 To All ALAC Members, page 2 is a correction
to this motion, "Judges: This list will come to the Board for
final selection, it is to be determined by availability and cost.
Changed to read: The judges names will be forwarded to the Board
by the National Specialty Judge Selection and Show Plans Chairman
after the judge's availability and cost have been determined."
I do not know who is responsible for initiating the counting
by giving 10 points to the first choice and so on with the last
choice receiving only one point. I do know that this type of
counting has probably been going on for many years. I think since
the time of the choosing a judge for the first roving specialty.
I can find no where in the records where the board or the member-ship has taken action on this type of counting. At this time itwould appear that we are counting by this rated method becauseof the precedence set from years past.
At the June 2, 1987 Annual meeting yet another method was adopted.
The nominations will come from the membership as before with the
top ten names developing from these nominations. When this list
is sent to the membership they will be asked to vote by way of
ranking three names in the order of their preference and they
will be required to vote for three. If more or less than three
are voted for the ballot will be invalid. I have no explanation
for how these ballots will be counted. TO the best of my knowledge
this was not addressed clearly at the meeting.

THE AMERICAN KENNEL CLUBpop
TO: All Clubs and Obedience Judges
SUBJECT: Training on the Grounds/Warming up
DATE: August 27, 1987
In order to clearly understand the regulations regardingtraining at Obedience trials, whether held separately or in conjunctionwith a dog show, one first has to understand what constitutes thegrounds and premises of these events. The limits are the boundariesof the grounds. These limits are defined by the sponsor club in theapplication submitted to the American Kennel Club. Premisesconstitutes a larger area. Its boundaries are not well defined. Itconsists of the land and buildings adjacent to and a continuation of theshow grounds, i.e., the fairgrounds, the parking area, the schoolgrounds, etc., where the trial is held. Specifically, any area inside ofthe limits is on the premises, but an area does not have to be withinthe limits to be considered within the premises. This fact must beremembered when enforcing Chapter 2, Section 26 of the Obedience Regulations which state, "There shall be no drilling nor intensiveabusive training of dogs on the grounds or premises at a licensed ormember Obedience Trial, Tracking Test, Tracking Dog Excellent Test,or at a Sanctioned Match." It is the clubs responsibility to enforce thisregulation.
In addition to understanding where training cannot takeplace, it is important to understand what constitutes training, which isprohibited, and what constitutes a warm-up, which is permitted andencouraged by The American Kennel Club.
A warm-up has the following characteristics:
1. It consists only of the activities contained in the NoviceHeel on Lead exercise and a few (three or four) fronts and finishes onlead.2. It should be for a duration of less than five minutes.
3. It should be within approximately ten minutes of the timewhen the dog is going to enter the ring for judging.
4. It will not include any corrections. (In deciding whatconstitutes a correction an individual must be guided by the samestandard as would apply in the ring.)5. It will not be intense.
6. It will not include stands, downs, recalls, retrieving, jumps, stays or other obedience exercises not permitted above.
The determination as to whether the warm-up meets the abovecharacteristics and is therefore permitted is the decision of theappropriate officials at the obedience trial.

THE AMERICAN KENNEL CLUB
The recent surge of media attention to the issue of "vicious dogs" has prompted the AKC Boardof Directors to issue the following policy statement which underscores the American Kennel Club'slong-standing position on vicious dog legislation. -
AMERICAN KENNEL CLUB POLICY STATEMENTThe American Kennel Club fully supports and encourages the adoption of reasonable, en-
forceable and non-discriminatory laws governing the ownership of dogs. AKC believes thatdog owners should be responsible for their dogs and that laws should (i) impose penalities onirresponsible owners and (ii) establish a well-defined procedure for dealing with dogs provento be dangerous, which includes, if necessary, the destruction of such animals.
In addition, AKC encourages the adoption and enforcement of, among other things, leashand "running at large" laws, laws against dog fighting, laws governing unsanitary conditionscaused by irresponsible dog owners, vaccination and quarantine laws, maintenance and carelaws, and laws governing the local licensing of dogs.
To advance this position, the American Kennel Club has worked with committees and individualsin many states to assist in the development of legislation that is reasonable and enforceable. This in-cludes strengthening laws against irresponsible dog owners, as well as pointing out the inadequaciesof legislation that is vague or breed discriminatory.
To further support this effort, AKC is taking several positive steps:
• Making available an information packet which includes examples of existing legislation that isreasonable, enforceable and non-discriminatory.
• Developing a program to be used in schools and within communities to educate the generalpublic about responsible dog ownership.
• Supplying local newspapers around the country with camera-ready materials promoting re-sponsible dog ownership.
Finally, the American Kennel Club will continue to assist, however possible, those who share inthe concern for the protection and advancement of all breeds.

Some thoughts on the ALAC Futurity, Region 1, September 5, 1987
The morning of the Futurity was cool, bright and clear. It is a lovely showsite in New Jersey.
It seems to me that a concerted effort is being made to bring our Lhasasto proper size. I felt the overall quality was very sound. There was little or no evidenceof shyness. The entry as a whole was very happy.
I was very pleased with the later performance of my two winners. TheLhasa Apso Club of Greater New York is to be commended for their hard work inconducting a beautiful futurity, sweeps and specialty.

Just a few comments from the Editor:
I want to thank the people who have helped to support the Bulletin
with regular advertising and articles. The Bulletin is YOUR
magazine. Without financial support, through advertising, there
would be no Bulletin. Without the regular features: the President's
Message, the Secretary's Page, Obedience Reports, Match and Show
Results, etc., and the articles sent in by members, the Bulletin
would be nothing more than a stack of forms that could be sent out
once a year and then forgotten.
The deadline for the next issue is October 15, but ads and
articles will be accepted for a couple weeks after the deadline
since this issue is going out a little late. I should mention
that the last two issues have been only two months apart which
is why the deadlines seem to come up so fast.
For those of you who look for your Bulletin in the mail immed-
iately after the deadline - remember: it takes time to put it
all together. Then the printer takes about a week and Bulk Mail
takes one to three weeks to be delivered, sometimes even longer.
Another reminder - Please, if you move, send in your change of
address form (it is in every Bulletin) to the Secretary, not to me.
Sondra will notify me in time for the next issue. She makes out
the mailing labels. If you don't notify her, you will probably
miss at least one issue of the Bulletin and I will get a notice of
non-delivery that means standing in a long line at the post office
and paying from 300 to $1.20 to find out who moved. I get about
ten notices after each issue is mailed, so for about two weeks
I feel like I live at the post office.
The "Local Lhasas" page is for local clubs to let the rest of
us know what's happening in their area. Send in any items about
what your club and/or members are doing. Or send your newsletter.
We'll print as much as we have room for. But NO GOSSIP, please.
If you have any questions, suggestions, complaints, whatever,
feel free to write to me. I will print your letters if you
write on them that they are for publication, or I will answer
them privately.Again, this is YOUR Bulletin, the place where you can let the
rest of the Lhasa world know what you, your club, and your dogs
are doing. Take advantage of it.

TUNDU - ONE OR TWO
There can be, on occasions, more than one dog with the same or a
similar registered name. This at times could be confusing. In an
attempt to eliminate some of the confussion, and with the growth ofnumbers of purebred dogs registered, the AKC has changed some of itsregulations regarding the naming of dogs. You used to be able to namea whole string of dogs the same name, with a change in a Roman numeral
following the name, such as Ming Tali II, Ming Tali III, etc. You
also could name a dog or bitch exactly the same name, such as there is
a male Hamilton Kala and a female Hamilton Kala.
Even now you can use a name or combination of names, over and over, as
long as there is a change in prefix or there is an obvious attempt to
differentiate between two dogs. Such as, I had a Chen Makalu Nor ofDzungar. We also had a Chen Maka Tu, and a Chen Bu-Na Makalu and now
have a Chen Ta-Makalu. So, it should not be surprising to run into
dogs with similar names on old pedigrees.
For some reason or reasons unknown to me, there is a questionconcerning one of the original dogs imported from Tibet by theCuttings of Hamilton Farm. This dog is the male Tundu, imported withsire and dam listed on the import papers as "unknown". This Tundu didnot carry the Hamilton prefix. In due time Tundu sired a litter outof a bitch, also imported from Tibet by the Cuttings, with sire anddam "unknown", and named Hamilton Bidgy. From this litter, one of thepuppies was named Hamilton Tundu II.
There also appears to be a question regarding the offspring of two of
the early dogs registered as Lhasa Apsos by the American Kennel Club, named Tarzan of Koko Nor and Empress of Koko Nor. Their breedingrecord is as follows:
Lem PingLem Pong
Lem BhutanLem LamLem Ti
Lem ChangLem Koko
Lem Ming
Marco PoloPitti Sing
whelped 11/25/34
whelped 6/20/35
.whelped 12/26/35
whelped 7/16/36
whelped 9/8/37
As a matter of interest, Lem Pong sired a litter out of Chang Tso Lin
which contained Kota Grag and Kota Tang. These last two dogs were
parents of Lhasa Apsos entered in dog shows in the 40's and early 50'sin the San Francisco Bay area. Their breeder was Bruce Heathcote.
If you wish to see a photograph of Tarzan and Empress, consult
Hutchinson's Dog Encyclopedia. The appropriate volume contains a
photo of the two dogs held by their owner Marjorie Torrible.
Remember, during your search into Hutchinsons, the books were
published in the 1940's and written earlier. You may not find current
nomenclature.

Another mixup I have seen recently on extended pedigrees concerns aconfusion about the breedings of the Lhasa Apso male Raggs. Raggs wasbred to two bitches in Shanghai, China. One was named Betty and onewas named Peggy. One of his daughters, Tai Ho, out of Peggy, wasimported into the United States, and whelped a litter of puppies inHawaii sired by her father. Imported along with Tai Ho was a fullbrother, but from a different litter, named Ming Tai. Also importedfrom China was the bitch Shanghai, whose parents were Raggs andPeggy. These dogs, along with several others, were bred at HollyHeath Kennel as Lhasa Apsos, exported from China as Lhasa Apsos, andimported into this country as Lhasa Apsos.
I personally owned a photo of Tai Ho, a light colored bitch describedas having a retrousse nose. My impression from the photograph, wasthat of a compact, refined animal, with a level top line and goodlength of leg, clearly a Lhasa Apso.
Another question that has been asked me lately is "what does pureTibetan blood lines mean", what is the difference between that and"pure Hamilton"? Most people know I do not like to see the word"pure" used in advertising in reference to a line. Remember the adfor Ivory Soap? It was claimed to be only 99/100% pure, which leavesme to think the word "pure" used in relation to animals cannot surpassIvory Soap. It is enough and fitting and proper to identify yourblood lines. This is important in the sale of puppies, or a studservice, and saves time for the prospective buyer who might be lookingfor a particular line or combination of lines. Therefore, I surmisewhat is meant by the use of the word "pure" in regards to advertisingbloodlines is as follows:
Pure Tibetan bloodlines probably means the dogs aredown from Hamilton line dogs plus English or otherimports that were exported from their country of originas a Lhasa Apso, and imported into the United States asa Lhasa Apso. That would include a dog such as Chumpaof Fuzzyhurst, or any other English import that iscurrently registered with the English Kennel Club as aLhasa Apso, who has in its background no American breddogs that are not Hamilton line. The Tibetan bloodlineclaim should also mean the advertiser has protected hisintegrity by researching the background of the foreignregistered dogs and determined the pedigree goes backonly to Tibetan imports.
Pure Hamilton probably means the dogs down from HamiltonFarm dogs that have not been outcrossed to any otherlines but bred only to each other, and their offspring.
Confused? Well you ought to be. Just try to sort it all out to thebest of your ability, and make up your mind, if you are Lappy withyour Lhasa, then why argue about his bloodlines. Continuously tryingto down any line is not progressive or productive. It is ratherfoolish for someone to spend hours trying to prove Tundu the offspringof Tarzan and Empress of Koko Nor, in order to discredit the Hamiltonline pedigrees. Let's spend our time breeding to improve upon what wehave - creating our own bloodline of which to be proud.
Tundu, Hamilton Tundu II, Tarzan of Koko Nor, Empress of Koko Nor,Raggs and Betty, Raggs and Peggy, Ming Tai, Tai Ho, Shanghai, HamiltonBidgy - thank goodness we had you way back when.. .if you hadn'texisted, just think of how many of today's Lhasa Apso would notex'st. None of mine would be here - how about yours?
