Implementation of Free Route Airspace (FRA) Operationswithin Maastricht Upper Area Control Centre (MUAC)
1 INTRODUCTIONThe purpose of this AIC is to provide information concerning the implementation of Free Route Airspace Operations within the relevant part ofthe Area of Responsibility (AoR) of the Maastricht Upper Area Control Centre (i.e. MUAC FRA). MUAC FRA is implemented in three phases.The two earlier phases have been implemented successfully on 07 DEC 2017 and on 06 DEC 2018, respectively. This AIC addresses the finalphase of the MUAC FRA implementation. From 05 DEC 2019 the below will apply:
– FRA is available H24;– Certain parts of the ATS route network are removed;– ATS routes required for the vertical connection to the lower airspace are retained;– Most RAD Appendix 4 DCTs are removed;– Cross-border DCTs and those used for military flights are retained.
In addition to the above, further changes to the ATS route network brought by the requirement for harmonization may be expected.
2 OBJECTIVEIn accordance with Commission Implementing Regulation (EU) 716/2014 (Pilot Common Project (PCP)), which requires Free Route Airspace(FRA) to be implemented by 01 JAN 2022 and following the European Route Network Improvement Plan (ERNIP), the Maastricht UACfacilitates cross border free routes in selected parts of its area of responsibility (i.e. specific ATC sectors). In MUAC FRA operators will be ableto freely plan a route between a defined FRA Horizontal Entry Point and a defined FRA Horizontal Exit Point, with the possibility to route viaFRA Intermediate Points, without a reference to the ATS route network, subject to airspace availability. MUAC FRA will meet Union-wideperformance targets related to safety, capacity and environment. The airspace users will benefit from flying time and mileage savings andtherefore from a reduction in fuel consumption.
3 APPLICABILITYMUAC FRA Phase 3 will be implemented as of 05 DEC 2019. It will be available H24 between FL245 and FL660 and not constrained by Stateor FIR boundaries. The lateral limits are depicted in the MUAC FRA Index Chart (see Attachment 6.1).
4 FLIGHT PLANNING AND ATC PROCEDURESWithin MUAC FRA, aircraft shall comply with aircraft equipment requirements as specified in GEN 1.5 of AIP Belgium and Luxembourg, AIPGermany and AIP Netherlands. Within MUAC FRA, aircraft operators will be able to flight plan direct routes freely, according to the table below,while obeying the corresponding times of availability. All airspace utilization rules and availability as published in the RAD must be adhered to.
Filing of unpublished points, defined by geographical coordinates or by bearing and distance, is not permitted in flight plans within the MUACFRA area. Segments between FRA significant points shall be indicated by means of DCT (direct). Within MUAC FRA, DCT segments shall notbe planned closer than 2.5 NM to the MUAC FRA lateral border. Except for segments defined in ATS Routes, RAD Appendix 4 and SID/STAR:– Lateral entry and exit to/from MUAC FRA shall be planned using the published FRA Horizontal Entry and FRA Horizontal Exit points only,except for flights filing in accordance with cross-border FRA operations with DK-SE FAB FRA;– Vertical entry and exit to/from MUAC FRA shall be planned using the published FRA Departure and FRA Arrival Connecting points only;– The planning of DCT segments that are partially outside the vertical and lateral limits of MUAC FRA (re-entry segments) is not allowed;– The planning of DCT segments across the MUAC FRA border (cross border DCT) is not allowed, except to/from those FRA relevantsignificant points located outside the MUAC AoR as depicted in the MUAC FRA Index Chart (see Attachment 6.1).Flights may plan through AMC manageable Restricted Airspaces (RSAs) according to Airspace Use Plan/Updated Use Plan (eAUP/eUUP);subject rules are specified in RAD Appendix 7.NOTE In case of ad-hoc activations of RSA, and where crossing is not possible, airspace users shall expect a tactical re-routing/vectoringby ATC.
