en daar hy daarvan oortuig is dat hierdie toestande op ’n gevaar- like wyse die gesondheid, welsyn en geluk van die inwoners onder- myn, en daar bewys is dat hulle die regstreekse gevolg van die wanvoeding van groot seksies van die bevolking van die Unie is ; en hy besorg daaroor is dat die onrus wat hierdie vermybare toestande in die onberekenbare na-oorlogse maatskaplike en ekono- miese omstandighede onder die geraakte groepe te weeg mag bring, n bedreiging vir die veiligheid van die Staat mag uitmaak ;
dring hy sterk by die Regering aan op onmiddellike wetgewing vir die daarstelJing van ’n nasionale kode van maatskaplike sekerheid wat bedoel is om aan die behoeftes van die blanke en nie-blanke seksies van die Unie se bevolking te voldoen ;en vestig hy die aandag van die Regering op die Verslag en Besluite van hierdie Konferensie.
Besluit 2.Dat hierdie Konferensie sy diepe besef van waardering aan die
Carnegie-korporasie van New York uitspreek vir sy skenking van £1,000 wat dit vir die Universiteit van Kaapstad moontlik gemaak het om die eerste wetenskaplike maatskaplike opname op die vasteland van Afrika uit te voer ;sy groot waardering uitspreek oor die leiding van Professor Batson by wie die opname ontstaan en wat dit uitgewerk het en wat dit met die hulp van sy personeel en vrywillige helpers met welslae deurgevoer het ;n ernstige beroep doen op die inwoners met burgersin om die
bedrag van £1,000 te vind sodat die werk van die opname voltooi kan word en die volledige feite aangaande die lewenstoestande van die inwoners van die stad ten voile aan almal wat daarby betrokke is, bekend gemaak kan word ;die voorbeeld wat deur die Maatskaplike Opname van Kaapstad en ander dergelike navorsing aangebied word, by die Unieregering, die universiteite van Suid-Afrika en die provinsiale en plaaslike owerhede aanbeveel;die Unieregering versoek om onmiddellik ’n onafhanklike nasionale navorsingsraad in te stel wat oor voldoende geld en ’n voltydse, ten voile opgeleide personeel sal beskik, met die doel om m aatskaplike probleme wat die hele land raak te ondersoek.
Besluit 3.Dat die Komitee van die Konferensie vanaf die sluiting van
die Konferensie as ’n voortsettingskomitee funksioneer.Dat die pligte van die Komitee van die Konferensie in sy
hoedanigheid as voortsettingskomitee sal wees :(i) om die bevindings van die Maatskaplike Opname van
Kaapstad en van die Konferensie insake Maatskaplike Opname te versprei ;
(ii) om die werk van die Maatskaplike Opname van Kaapstad te bevorder en te steun ;
(iii) om sodanige werksaamhede as wat nodig mag wees omdie sake van die Konferensie af te sluit, te verrig ;
(iv) om bevindings en besluite aan die Regering of betrokkeliggaam voor te le. Die Komitee die algemene be- voegdheid van kooptasie te besit en om in besonder die voorsteller van besluite of enige persoon deur horn of haar benoem te koopteer.
LONE EN ARMOEDEBesluit 4.
Dat daar, met die oog op die armoede wat deur die opname aan die lig gebring is, ’n kommissie aangestel word om die uitvoerbare moontlikheid te ondersoek om die beperkings op gelyke kanse om werk te vind te verwyder, na behoorlike inagneming van die geves- tigde verwagtings van rasse, geskoolde werkers en ander ekono- miese groepe.
Besluit 5.Dat die Regering versoek word om onmiddellik ’n kommissie
aan te stel om die oorsake van armoede te ondersoek met besondere verwysing na die voordelige en skadelike uitwerking van beheer- rade, kooperatiewe verenigings, verenigings van produsente en ooreenkomste van distribueerders en ander handelsorganisasies en -gebruike en om verhelpende maatreels aan die hand te gee.
Besluit 6.Dat (i) alle surplus arbeid in Regeringskemas ter ontgin-
ning van die land se bronne opgeneem behoort te word, en
(ii) loonstandaarde en werkstoestande van so ’n aard behoort te wees dat dit die selfrespek van werkers aan- moedig.
DIE MAATSKAPLIKE DIENSTEBesluit 7.
(a) Dat hierdie Konferensie dit te boek stel dat ’n verge-lyking van die getuienis wat deur die Maatskaplike Opname van Kaapstad verkry is, toestande van menslike ellende openbaar wat geen Christelike land kan toelaat om voort te bestaan nie. Daarom word daar sterk by die Regering aangedring om, as 'n onmiddellike doel, by wet bevoegdhede te verkry om n omvattende maatskaplike sekerheidskode, wat
bedoel is om elke burger van die Staat teen alle ekonomiese gebeurlikhede van die lewe, vanaf ge- boorte tot die dood, te verseker, toe te pas.
(b) Dat die lede van hierdie Konferensie alle middels in hullemag sal gebruik om aan hierdie besluit uitvoering te laat verleen.
(c) Dat n afvaardiging uit hierdie Konferensie aangestel word om hierdie besluit aan die Hoogedelagbare Eerste Minister oor te bring, saam met ’n verslag van die verrigtings van hierdie Konferensie.
Besluit 8.Dat onderhoudstoelaes aan die moeders van alle kinders
in die Unie van Suid-Afrika vanaf geboorte to t die ouderdom van 16 jaar betaal word.
Besluit 9.Dat die Regering versoek word om toereikende voorsiening
vir alle oumense in die Unie van Suid-Afrika, afgesien van ras, te maak.
Besluit 10.Dat die Regering versoek word om ’n voltydse sentrale
behuisingsraad saam te stel met die plig om ondersoek te laat instel en wat dwang-bevoegdhede kan uitoefen wat betref die behuising van die armes in stads- en plattelandse gebiede, en dat sodanige raad :
(a) die behuisingsverbeterings dwarsdeur die Unie moetkoordineer ;
(b) metodes moet oorweeg waardeur koste op peile gehand-haaf behoort te word wat die oprigting van huise vir die armste klas sal aanmoedig ;
(c) vrystelling onder bestaande regulasies moet verkrysodat ongeskoolde en half-geskoolde arbeid gebruik kan word om behuising vir hierdie klasse te voorsien.
ONDERWYSBesluit 11.
Dat die provinsiale en Regeringsowerhede, weens die verer- gering van armoede en slegte gesondheid deur ongeletterdheid, dit omniddellik behoort na te streef om ten minste die eerste beginsels van onderwys vir elke kind en jeugdige van w atter ras ook te voorsien ; en dat private individue in die tussentyd behoort te help deur onderrig aan persone of groepe persone te gee.
Besluit 12.Dat daar gelyke onderwysgeleenthede vir almal en verpligte
onderwys vir kinders tussen die ouderdom van sewe en sewentien moet wees met behoorlike inagneming van voldoende voeding van kinders wat sodanige onderwys geniet. Voorts is dit gebiedend dat die Unieregering die nodige wysigings in die Finansiele Ver- houdingswet moet aanbring om 'n baie hoer subsidie vir die kleur- lingkind as die wat tans toegestaan word, te veroorloof.

Besluit 13.Dewyl die Konferensie besef hoe 'n groot faktor drank in ver-
band met armoede en volksgesondheid is, besluit hy om by die betrokke owerhede op die dringende noodsaaklikheid aan te dring om voorsiening te m aak vir stelselmatige wetenskaplike onderrig aangaande die aard en uitwerking van alkohol, en om sodanige onderrig sowel in sentrums waar onderwysers opgelei word as in skole en ander onderwysinrigtings verpligtend te maak.
GESONDHEIDBesluit 14.
Hierdie Konferensie doen 'n beroep op alle plaaslike owerhede en die Regering van Suid-Afrika om die aantal beddens wat vir gevalle van longtering beskikbaar is, te vermeerder to t nie minder nie dan die totale aantal jaarlikse sterfgevalle aan tering en dat hierdie besluit op alle ander gebiede waar dergelike toestande bestaan toepaslik is.
Besluit 15.D at hierdie Konferensie, met die oog op die feit dat oorlog
byna altyd ’n oplewing van geslagsiektes meebring, daarop aan- dring dat stappe onmiddellik gedoen word om die hospitaal- akkommodasie en plekke vir behandeling in geskikte omgewings uit te brei en dat alle stappe gedoen word om mense oor die plaas- vinding van die siekte en die geneesbaarheid daarvan te onderrig.
Besluit 16.Dat vooruitstrewende onderrig van alle kinders uit alle
rasse in persoonlike gesondheid, higiene en voeding moet geskied vanaf aankoms by die skool, en dwarsdeur die skoollewe progres- sief en deeglik gei'llustreer moet wees.
Besluit 17.Dat hierdie vergadering van harte die voorstelle wat deur Dr.
H. Gluckman vir ’n omvattende mediese diens voorgele is, goed- keur, en sy waardering oor die simpatieke aandag van die Minister van Binnelandse Sake en Volksgesondheid uitspreek.
Besluit 18.Dat die Regering versoek word om toereikende tandheel-
kundige behandeling vir behoeftige kinders van alle rasse te voorsien.
Besluit 19.Dat, met die oog op die wanvoeding wat deur die opname
geopenbaar is, by die Regering aangedring word om ondersoek in te stel na :
(a) die metodes vir die verwydering, sonder om onreg tepleeg aan die binnelandse produsente van voedings- ware, van :
(i) alle tariewe en die verbod op die invoer vanvoedingsware wat gesondheid sterk ; en
(ii) alle stelsels van binnelandse beheer wat diebinnelandse verhoging van voedselpryse en die vernietiging of ophoping op oorsese m arkte van voedsel in die land geproduseer, meebring ;
(b) die moontlikheid van verbetering van die huidige ver-kwistende metodes in swang by die distribusie van noodsaaklike voedingsware.
