    Alhamdulillah, puji dan syukur kita panjatkan ke hadirat Allah SWT bahwa Direktorat Urusan Agama Islam dan Pembinaan Syariah Ditjen Bimas Islam Kementerian Agama pada anggaran tahun 2013 ini dapat menerbitkan EPHEMERIS HISAB RUKYAT 2014.

    Buku EPHEMERIS HISAB RUKYAT 2014 ini memuat data matahari dan bulan secara lengkap. Selain itu, disertai daftar gerhana matahari dan bulan, waktu ijtima` dan tinggi hilal, data posisi matahari dan bulan, serta lampiran-lampiran yang terdiri dari Keputusan Presiden RI Nomor 41 Tahun 1987 tentang Pembagian Wilayah RI Menjadi 3 (tiga) Wilayah Waktu, Kebijakan Pemerintah dalam Menetapkan Awal Bulan Qamariyah, Fatwa MUI No. 2 tahun 2004, Fatwa MUI No. 5 tahun 2010, Daftar Refraksi, Daftar Kerendahan Ufuk, Magnetic Variation Epoch tahun 2010, Contoh Pengukuran Arah Kiblat, Contoh Perhitungan Waktu Shalat, dan Contoh Perhitungan Awal Bulan.

    Kami mengharapkan agar buku EPHEMERIS HISAB RUKYAT 2014 ini benar-benar dapat dimanfaatkan dan menjadi salah satu rujukan bagi para ahli dan peminat hisab rukyat di masyarakat dan pegawai kantor Kementerian Agama di seluruh Indonesia. Dengan senang hati kami menerima adanya saran dan masukan dari para pembaca dan ahli hisab rukyat yang dapat lebih menyempurnakan substansi/isi EPHEMERIS untuk perbaikan yang akan datang.

    Alhamdulillah, Segala puja dan puji kami persembahkan kehadirat Allah SWT, Tuhan yang menciptakan langit dan bumi beserta isinya, atas kerja keras Tim Penyusun Ephemeris Hisab Rukyat 2014 telah menyelesaikan buku Ephemeris Hisab Rukyat 2014 tepat pada waktunya. Shalawat dan salam semoga selalu tercurah kepada hambanya yang terbaik nabi Muhammad SAW, beserta keluarga dan para sahabatnya.

    Semenjak Undang-undang Nomor 4 Tahun 2004 tentang Kekuasaan Kehakiman, Peradilan Agama yang semula menjadi tugas dan tanggung jawab Menteri Agama beralih ke Mahkamah Agung. Sedangkan terkait persoalan hisab rukyat dibina oleh Menteri Agama RI. Berdasarkan Peraturan Menteri Agama nomor 10 tahun 2010 tentang Organisasi dan Tata Kerja Kementerian Agama, Direktorat Urusan Agama Islam dan Pembinaan Syariah mempunyai tugas menyelenggarakan pembinaan dan pelayanan di Bidang Urusan Agama Islam dan Pembinaan Syariah yang termasuk di dalamnya masalah hisab rukyat. Sehingga Kementerian Agama dituntut untuk terus mengembangkan hisab rukyat di Indonesia.

    Penyusunan buku EPHEMERIS HISAB RUKYAT 2014 yang ada di hadapan pembaca ini menjadi hal yang sangat penting karena menjadi buku acuan dan buku standar dalam melakukan perhitungan posisi matahari dan bulan di lingkungan Kementerian Agama. Diharapkan buku ini menjadi referensi bagi ormas-ormas Islam, lembaga falak, dan peminat falak individu dalam melakukan hisab/perhitungan ilmu falak.

    Akhirnya kami selaku Direktur Jenderal Bimbingan Masyarakat Islam menyampaikan apresiasi yang sangat baik kepada Tim Penyusun yang telah berupaya mewujudkan buku Ephemeris Hisab Rukyat ini.     I. UMUMEphemeris Hisab Rukyat ini menyediakan beberapa data mengenai Matahari dan Bulan yang dapat digunakan untuk kegiatan hisab maupun rukyat, menentukan arah kiblat, waktu waktu shalat, awal bulan qamariyah, dan gerhana.

    Data Matahari yang disediakan adalah Bujur Astronomi, Lintang Astronomi, Asensio Rekta, Deklinasi, Jarak Geosentris, Semi Diameter, Kemiringan Ekliptika dan Perata Waktu. Sedangkan data Bulan yang disediakan adalah Bujur Astronomi, Lintang Astronomi, Asensio Rekta, Deklinasi, Horizontal Paralaks, Semi Diameter, Sudut Kemiringan Bulan, dan Luas Cahaya Bulan.

    II. DATA MATAHARI1. Ecliptic LongitudeEcliptic Longitude dikenal dalam bahasa Indonesia dengan Bujur Astronomi yang dikenal pula dengan istilah Taqwim atau Thul ( = ). Thulus Syams ( ) adalah jarak Matahari dari titik Aries (Vernal Equinox = ) diukur sepanjang lingkaran Ekliptika (Lihat gambar 1).

    2. Ecliptic LatitudeEcliptic Latitude dikenal dalam bahasa Indonesia dengan Lintang Astronomi yang dikenal pula dengan Ardlusy Syams ( ). Data ini adalah jarak titik pusat Matahari dari Lingkaran Ekliptika. Sebetulnya Ekliptika itu sendiri adalah jarak yang ditempuh oleh gerak semu Matahari secara tahunan. Oleh karena itu, Matahari seolah-olah selalu berada di Lingkaran Ekliptika. Sebenarnya, jalannya tidak rata persis, namun ada sedikit geseran. Keadaan seperti ini dapat dilihat pada nilai Ecliptic Latitude yang selalu mendekati nol. Karena nilainya yang sangat kecil sehingga banyak sistem perhitungan yang mengabaikan nilai data ini.

    3. Apparent Right AscensionApparent Right Ascension dikenal dalam bahasa Indonesia dengan Asensio Rekta. Data ini dikenal juga dengan istilah panjatan Tegak atau Ash-shuudul Mustaqim atau al-Mathaliul Baladiyah ( = ) adalah jarak Matahari dari titik Aries (Hamal) diukur sepanjang Lingkaran Equator (Lihat gambar 1).

    4. Apparent DeclinationApparent Declination dikenal dalam hahasa lndonesia dengan Deklinasi Matahari yang

    terlihat (bukan Matahari Hakiki), atau dikenal pula dengan istilah Mail Syams ( ) adalah jarak Matahari dari Equator (Lihat gambar 1 dan 2 ). Bila nilai Deklinasi positif berarti Matahari berada di sebelah utara Equator; tapi bila nilai Deklinasi negatif berarti Matahari berada di sebelah selatan Equator.

    5. True Geocentric DistanceTrue Geocentric Distance dikenal dalam bahasa Indonesia dengan istilah Jarak Geosentris. Data ini menggambarkan jarak antara Bumi dan Matahari dalam satuan AU (Astronomical Unit). Oleh karena Bumi mengelilingi Matahari tidak merupakan bulat bola, melainkan berbentuk elip (menyerupai bulat telur), sehingga terkadang dekat dan terkadang jauh. Jarak terdekat antara Bumi dengan Matahari disebut Perigee atau Hadlidl ( ), sedangkan jarak terjauhnya disebut Apogee atau Auj ( ).

    6. Semi DiameterSemi Diameter dikenal dalam bahasa Indonesia dengan jari jari yang dikenal pula dengan Nisfu Quthr Syams ( ) adalah jarak titik pusat Matahari dengan piringan luarnya.

    7. True ObliquityTrue Obliquity dikenal dalam bahasa Indonesia dengan Kemiringan Ekliptika yang dikenal pula dengan istilah Mail Kulli ( ) atau Mail Adham ( ) adalah Kemiringan Ekliptika dari Equator (lihat gambar 1).

    8. Equation of TimeEquation of Time dikenal dalam bahasa Indonesia dengan Perata Waktu yang dikenal pula dengan Tadil Waqt atau Tadil Zaman ( = ) adalah selisih antara waktu kulminasi Matahari Hakiki dengan waktu kulminasi Matahari Rata rata. Data ini biasanya dinyatakan dengan huruf e kecil.

    III. DATA BULAN1. Apparent LongitudeApparent Longitude yaitu Bujur Astronomi Bulan (yang terlihat) yang dalam bahasa Arab dikenal dengan Thulul Qamar ( ). Data ini adalah jarak antara titik Aries sampai Bulan diukur sepanjang Lingkaran Ekliptika (Lihat gambar 1).

    2. Apparent LatitudeApparent Latitude diterjemahkan dengan Lintang Astronomi Bulan (yang terlihat) yang dalam istilah Arab disebut Ardlul Qomar ( ). Data ini adalah jarak antara Bulan dengan Lingkaran Ekliptika diukur sepanjang Lingkaran Kutub Ekliptika. Nilai maksimum Lintang Astronomi Bulan adalah 5 8 (lima derajat delapan menit). Nilai positif berarti bulan berada di utara Ekliptika, dan nilai negatif berarti Bulan berada di sebelah selatan Ekliptika.

    3. Apparent Right AscentionApparent Right Ascention dikenal dalam bahasa Indonesia dengan Asensio Rekta Bulan (yang terlihat) yang dikenal pula dengan istilah Panjatan Tegak atau Ash-shuudul Mustaqim atau Al-Matholiul Baladiyah ( = ). Data ini adalah jarak titik pusat Bulan dari titik Aries diukur sepanjang lingkaran Equator (Lihat gambar 1).

    4. Apparent DeclinationApparent Declination disini adalah Deklinasi Bulan yang dikenal pula dengan istilah Mailul Qamar ( ). Data ini adalah jarak Bulan dari Equator (Lihat gambar 1 dan 2). Nilai Deklinasi positip jika Bulan di sebelah utara Equator, dan negatif jika di sebelah selatan Equator.

    5. Horizontal ParallaxParallax dikenal dalam bahasa Indonesia dengan Beda Lihat atau dalam bahasa Arab Ikhtilaful Mandhar ( ). Sedangkan Horizontal Parallax adalah besaran sudut yang ditarik dari titik pusat Bulan ketika di ufuk (horizon) ke titik pusat Bumi dan garis yang ditarik dari titik pusat Bulan ketika itu ke permukaan Bumi.

    6. Semi DiameterSemi Diameter di sini adalah jari-jari Bulan atau Nisfu Quthril Qamar ( ) adalah jarak antara titik pusat Bulan dengan piringan luarnya (Lihat gambar 4).

    7. Angle Bright LimbAngle Bright Limb dikenal dalam bahasa Indonesia dengan sudut kemiringan hilal, adalah sudut kemiringan piringan hilal yang memancarkan sinar sebagai akibat arah posisi hilal dari Matahari. Sudut ini diukur dari garis yang menghubungkan titik pusat hilal dengan titik Zenith ( ) ke garis yang menghubungkan titik pusat hilal dengan titik pusat Matahari dengan arah sesuai perputaran jarum jam (lihat gambar 5).

    8. Fraction IlluminationFraction Illumination adalah besar atau luas piringan Bulan yang menerima sinar Matahari yang tampak dari Bumi. Jika seluruh piringan Bulan yang menerima sinar Matahari terlihat dari Bumi maka bentuknya akan berupa bulatan penuh. Dalam keadaan seperti ini nilai Fraction Illumination Bulan adalah 1 (satu), yaitu persis pada saat puncak Bulan Purnama. Sedangkan jika Bumi, Bulan dan Matahari sedang persis berada pada satu garis lurus, maka akan terjadi Gerhana Matahari Total. Dalam keadaan seperti ini nilai Fraction Illumination Bulan adalah nol. Setelah Bulan Purnama, nilai Fraction Illumination akan semakin me-ngecil sampai pada nilai yang paling kecil, yaitu pada saat ijtima dan setelah itu nilai Frac-tion Illumination ini akan kembali membesar sampai mencapai nilai satu, pada saat Bulan Purnama. Dengan demikian, data Fraction Illumination ini dapat dijadikan pedoman untuk mengetahui kapan terjadinya ijtima dan kapan bulan purnama (istiqbal = ). Demikian pula saat first quarter ( ) dan last quarter ( ) dari bulan dapat diketahui,

    yaitu dengan mencari nilai Fraction Illumination sebesar 0.5 (setengah).

    IV. WAKTU YANG DIPERGUNAKANData Matahari dan Bulan dalam Ephemeris ini disajikan berdasarkan waktu Greenwich atau Greenwich Mean Time (GMT). Sehinga untuk mencari data Matahari dan Bulan bagi wilayah Indonesia, maka waktu waktu daerah di Indonesia terlebih dahulu harus diubah menjadi GMT, dengan cara :GMT = WIB - 7 jamGMT = WITA - 8 jamGMT = WIT - 9 jam

    V. CONTOH PENGGUNAANMisalnya mencari Deklinasi Matahari dan Bulan pada pukul 18:00 WIB tanggal 17 Agustus 2014.Mengubah WIB menjadi GMT, dengan cara :GMT = WIB 7 jam, sehingga jam 18.00 WIB = jam 11:00 GMTDilihat data Matahari dan Bulan pada tanggal 17 Agustus 2014.Dalam kolom jam (paling kiri) pada angka 11 ditarik ke kanan hingga kolom Apparent Declination Lihat angka yang ada pada baris dan kolom itu, yaitu : Deklinasi Matahari = 13 21 44 Deklinasi Bulan = 16 01 30

    VI. PENYISIPAN ATAU INTERPOLASIOleh karena data Matahari dan Bulan dalam Ephemeris ini disajikan pada setiap jam, maka untuk memperoleh data pada pecahan jam (menit dan detik), diperlukan langkah langkah penyisipan atau interpolasi atau Tadil.

    Contoh :Mencari Bujur Astronomi Bulan pada pukul 18:18:03.46 WIB tanggal 17 Agustus 2014

    Langkah 1 :Mengubah WIB menjadi GMT dengan cara :GMT = WIB 7 jam, sehingga jam 18:18:03.46 WIB => 11:18:03.46 GMT

    Langkah 2 :Melacak data Bujur Astronomi Bulan pada kolom Apparent Longitude Bulan sebagai berikut: Data pada pukul 11 GMT = 53 45 04Data pada pukul 12 GMT = 54 17 17Perubahan 1 jam = 53 45 04 54 17 17 = 00 32 13Perubahan selama 18 menit 03.46 detik = 00 18 03.46 x 00 32 13 = 00 09 41.76 Maka Bujur Astronomi Bulan pada pukul 11:18:03.46 GMT = 53 45 04 + 00 09 41.76 = 53 54 45.76

    Pada tahun 2014 terdapat dua gerhana Matahari, yaitu Gerhana Matahari Cincin (GMC) dan Gerhana Matahari Parsial/Sebagian (GMS), serta dua Gerhana Bulan Total.
