• The value added of information and statistics at EU level is based on information comparability.
• EU will not harmonise health care delivery, the responsibilities will remain with the MS.
• Health care-related data and information is traditionally institution and input-related .
• Institution-based comparable data are unlikely, as health care delivery will remain different.

• Comparable elements of health care data are:– characteristics of patients receiving treatment,– diseases treated, procedures used.

How to use EUCOMP at EU-Level
• Meta data – together with classifications – are suitable to describe non-comparable (nationally defined) items in a comparable way – (applying a common grid to different objects):– characterise/describe institutions by their activities,– based on common systems (classifications).
• Thus, the use of non-comparable items at EU-level becomes acceptable (joining perspectives).

• There is known demand from for information on health care organisation in Member States; it is served by e.g.:– WHO Health Observatory “Country Profiles”,– respective OECD synopses,– other publications on “health system comparisons”.
• With MS reorganising their health care systems the needs will increase: “learn from neighbour”.

• National providers of information and statistical data are used to think nationally, e.g.:– the borderlines of the health care system are defined,– terms such as hospital and nurse are self-explanatory.– responsibilities of institutions/professionals are clear,
sometimes even legally defined: “a hospital is …”• National views are not useful at EU level. • Meta data help to bridge national views and fix

• Meta data help to read existing information correctly – and to avoid misinterpretation. – How to read equal ratios ‘staff per hospital case’ for
hospitals with/without large outpatient departments?• We know of far-reaching policy implications
being based on misunderstood data or on non-comparable concepts being applied.

Meeste landen in EU tussen 22 (VK) tot 90 (Oostenrijk) actoren; voor België hebben wij 122 actoren/instrumenten voor dienstverlening opgenomen
Laat toe deze actoren te tellen over de verschillende types verstrekkers ( voorbeeld in Eucomp 1 was 35 % van de strekkers actief in de ambulante zorg, 19 % in de ziekenhuissector en 16 % in de administratie en verzekering)
Idem voor de functies Idem voor de combinatie van functies en wijze van verstrekking Op die manier kunnen ook blinde vlekken worden geïdentificeerd, of
mate van onderontwikkeling, op voorwaarde natuurlijk dat het systeem volledig en zorgvuldig is ingevuld
Relevantie van de tellingen is beperkt: minder belangrijk is de mate of men een bepaalde verstrekker een bepaalde zorgvorm beoefend, maar hoe substantieel dit is in termen van bestedingen, personeel, acten
Is een nuttig tool om daarrond zorgvuldig tewerk te gaan.
