布達佩斯開放取用宣言 By "open access" … free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Open Access兩大條件The author(s) and copyright holder(s) grant(s) to all users a free, irrevocable, worldwide, perpetual right of access to, and a license to copy, use, distribute, transmit and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship, as well as the right to make small numbers of printed copies for their personal use.

Open Access兩大條件 (續)

A complete version of the work and all supplemental materials, including a copy of the permission as stated above, in a suitable standard electronic format is deposited immediately upon initial publication in at least one online repository that is supported by an academic institution, scholarly society, government agency, or other well-established organization that seeks to enable open access, unrestricted distribution, interoperability, and long-term archiving.

館際合作與資源共享館際合作

係指多個圖書館為增進圖書館工作效率、促進資源運用、提升讀者服務而共同進行的各項活動目的在使彼此的館藏、人力物力、專業知識、軟硬體設備等能夠在合作的基礎上互通有無，以達到資源共享的目標3C: Cooperation, Coordination, Collaboration組成圖書館聯盟以實現館際合作

由美國教育局於 1972 年委託系統發展公司調查圖書館聯盟狀況125 個 1931 年後成立的圖書館聯盟之中，有超過90% 為 1960 年後成立的 Library Automation4 類圖書館聯盟

Networked Digital Library of Theses and Dissertations

1987 年起開始有 ETD 的發想，在多年發展後…1996 年正式成立聯盟 (National Networked)目前有超過 70 個機構會員。另有聯盟與個人會員提倡數位學位論文 (ETD) 的創建、使用、傳播與長期保存支持數位出版與開放取用以提升全球知識共享目的 (Goal)成為推動 ETD 的全球領導組織為 ETD方案的發展提供資源、標準與技術支持鼓勵高教機構使用 NDLTD 資源並參與 NDLTD 活動19
