• The development of a nuclear power programme entails attention to many complex and interrelated issues over a long duration of time.

• A wide range of infrastructure is necessary to implement nuclear power programme starting from the ‘hard’ aspects, namely establishing physical infrastructure, to the ‘soft’ aspects, namely technical competencies in light of international requirements, which an embarking country to NPP might not have for its first NPP build.

• Bangladesh considered an integral approach for nuclear power infrastructure building in general, and execution of the "Rooppur NPP" project, in particular.

– Rooppur site selection▪ A site at Rooppur was selected for NPP (70 MW, 140 MW, 200 MW) in

1963.

– Pre-Feasibility studies on Rooppur NPP▪ Pre-feasibility studies were conducted after site selection at Rooppur

during 1963-1970 period.▪ Pre-feasibility studies were conducted in 1977-78 by Sofratome, France

and viability of Rooppur NPP (125 MW) was confirmed.▪ New Pre-feasibility studies was conducted in 1988-89 by Lahmeyer

International, Germany in association with Motor Columbus, Switzerland for Rooppur NPP (300 MW).

– Bangladesh Nuclear Power Action Plan (BANPAP) approved in 2000

“……It is felt that it will be prudent to evolve and implement a long-term generation mix for electricity that is capable of providing safe, reliable, cost effective and adequate electricity having as low as reasonably achievable impact on the environment.

Considering that,based on several studies conducted so far, the nuclear power project at Rooppur has been identified to be a viable option for Bangladesh as a component of the overall generation mix,

the Government of the People's Republic of Bangladesh has decided to draw up and implement a nuclear power programme, and adopt and declare the Bangladesh Nuclear Power Action Plan in order to facilitate the implementation of the nuclear power programme…….”

– Perspective Plan of Bangladesh (2010-2021)• The development of power sector has given the special priority in the

National Development Policy Document ‘the Perspective Plan ofBangladesh: 2010 – 2021’ and a target of 20,000 MWelectricitygeneration by 2021 has been set up to achieve the goal of universal electrification.

– Power System Master Plan (PSMP - 2000)• ‘Power System Master Plan 2010’ includes diversified energy options

along with an addition of 2000 MW(e) Nuclear Capacity by 2021 to ensure energy security and 4000 MW(e) by 2030.

– Pre-Project Activities of Rooppur NPP during 2009-2013

– The National Parliament passed a resolution in 2010 :“In order to overcome the increasing power crisis in the country nuclear

power plant shall be established immediately”.

Integrated Nuclear Infrastructure Review (INIR) Mission of IAEA

• After Bangladesh request, the IAEA conducted the INIR MISSION to Review the Status of the National Nuclear Infrastructure in Bangladesh during 9-15 November, 2011.

• The mission reviewed the 19 issues of Phase 1 and Phase 2.

Main findings of the INIR Mission

vThe INIR mission concluded that the Bangladesh reached Milestone 1, having “made a knowledgeable decision”; however, two open issues that still require attention from Phase 1—management (implementation approach – State Owned Turnkey or BOOT) and funding/financing;

vThe INIR mission team concluded that Bangladesh nuclear power programme in general has progressed into Phase 2, being in the stage of preparation to negotiate agreement(s)/contract(s) with selected Vendor for construction of Rooppur NPP.

IAEA Preparatory Mission for Site Evaluationof ‘Rooppur NPP’ site conducted on 10 -14 July 2011

The IAEA Preparatory Mission revealed that the geotechnical aspects and geomorphology, hydrological hazards and river morphology are key aspects for the assessment of Rooppur NPP site.

• Confirmation of ‘Rooppur NPP’ site in terms minimizing all safety hazards: associated with natural and man-made events, the absence of negative effects of the nuclear facility on environment.

• Description of all physical characteristics of the site related to safety of ‘Rooppur NPP’ : seismology, meteorology, geology and hydrology.

• Identification of the design basis for natural and human induced external events: design basis earthquakes, design basis floods, design basis meteorological events, aircraft crash and other transportation hazards, explosion, fire, etc.

• Analyzing and addressing of the radiological impact on the population and on the territory during normal and accidental conditions: the feasibility and effectiveness of necessary emergency preparedness and response plans.

• Determination of a suitable cooling water source/provision of cooling tower, preliminary layout of intake and outfall structures.

v Workforce has already been planned for the operational stage of two units of Rooppur NPP.

v Preliminary workforce proposal has been made for 1660 manpower in different categories

➢ Currently around 50 persons are working in the Rooppur NPP project for the project management and implementation activities.

➢ Moreover, around 20 persons from different divisions of BAEC are also involved in the project implementation activities of Rooppur NPP.

➢ A proposal of 135 persons has been placed to the Government for theproject management and implementation activities of Rooppur NPP.

q At present around 60 personsare working for theregulatory body, “Bangladesh Atomic Energy Regulatory

Authority (BAERA)”.q A detail workforce proposal has been made also for strengthening the

regulatory body.

Nuclear Industry Information Centre in Bangladesh• A Nuclear Industry Information Centre (NIIC) has been established in Bangladesh

and inaugurated in Bangabandhu Sheikh Mujibur Rahman Novo Theatre, Dhaka on 2 October, 2013.

• The NIIC will provide information to the local people on the planned Rooppur Nuclear Power plant Project.

• The NIIC has two halls. Hall-1 is equipped with nuclear power plant (NPP) safety models, which will show two-way safety process of NPP. Educational film on nuclear energy will be shown in this hall.

• Hall-2 has six tables with 36 seats. Each table has a PC with touch pad for interactive quizzes and games.

• Dummy equipment of power plants will be kept in the center to give people an idea about the process of setting up a nuclear power plant.

• Scientific Information Division:Under BAEC, this division is working for dissemination of

information regarding Nuclear applications and Nuclear Power projects through

v Publishing Booklets/ Brochures,v Press release for news media (local & International) etc.v Response to queries placed by phone/letter/email.v attending Science Fairs/Exhibition (focused on Students and

Common People),

• TV Shows; Dialogue and Open discussion with News Media :– Officials from BAEC, NPP key personnel enjoys attending

TV/Radio Shows regarding Nuclear Aspects.– Seminar and Round Table discussion with Print & Electronic

Media also held often.

BAEC was appointed by the 1973 Presidential Order,the BANPAP - 2000 and National Committee on RNPP, 2011for implementation of Rooppur NPP until otherwise decided

by the Government

tBAEC has taken steps to carry out the Phase 1and Phase 2 activities for achieving IAEA Milestone 2 (preparation of construction of Rooppu r NPP)

•An ADP Project titled "Construction of Rooppur Nuclear

Power Plant (First Phase)" has been taken under BAEC to carry out works and activities for the preparation stage of the

construction of Rooppur NPP

•Another Project shall be taken to carry out main construction

works of Rooppur NPPII •

A commercial Entity will be established Rooppur Nuclear Power Company LimitedNuclear power operating organization
