THE STATEMENT OF GENERAL DIRECTOR
The Development Strategy and Action Plan 2014 – 2018 is guiding document of the development
and action that the Academy staff wants to bring into life in the coming years. Developmental
Strategic objectives and the Action Plan activities are built in progression for more than twenty
months.
This long period of writing this strategy is conditioned by developments in the Academy which can
be summarized in:
- The period after approval of the Law of Academy and completion of all normative acts
deriving from this Law, and
- Twinning Project “Improving Education in Public Safety and Security Sectors”, through
which in the Academy will be established the Higher Education as a four year Bachelor
degree study program in the field of Public Safety.
Mission of the Academy is defined by Law, and vision was built during the Twinning Project.
Mission and vision in the Strategy of the Academy have resulted by the increased needs of the public
safety of citizens with well trained and well educated law enforcement officers. Training of all levels
that take place in the Academy as well as higher education, which will start with first generation in
October 2014, are the results of close cooperation of Kosovo institutions and international partners,
in order of matching mission and vision of the Academy with the standards of democratic countries.
Recognition of the Academy legal status from stakeholders and international partners is most
important challenge that the Academy will be faced with in coming years. After establishment of the
Academy by Law, 2012 and 2013 are excellent cooperation years of the Kosovo Academy for Public
Safety, Public Safety Agencies and the international partners.
The Academy staff will be committed on achieving the objectives of this strategy and is willing to
make the necessary changes after stages of periodical assessments.

PREFACE
This Development Strategy for the Kosovo Academy for Public Safety (KAPS) is the result of a hard
work made by a number of the officials and experts of the Academy, of Public Safety Agencies and
International Partners: OSCE Mission in Kosovo and ICITAP. Joint Working Group, through this
strategy, wants to open the path towards a modern and developed academy to train and educate the
officials of the public safety institutions.
Our mission is clear: Kosovo public safety institutions need continuous professional development of
well prepared and trained staff. They will provide safety for all citizens of our country. To achieve
this, the officials of these institutions should have programs, equipment and professional education
and training conditions. Having a Public Safety Academy who will train and educate public safety
officials, it will be provided effective way of resource management expenses of the Academy.
Moreover, the Academy will be able to generate its own financial resources coming from payable
training and services for natural and legal persons. Also, the Academy aims to become higher
education institution, offering Bachelor degree, Master degree, and, in the future, Doctorate degree
(PhD), not only for the students of Kosovo, but even wider.
In the end, we would like to thank all members and experts of the Working Group, whose dedication
and hard work made possible to have in our hands the Development Strategy for the next five years.
It remains that, in the future, all stakeholders of the Academy to give their full contribution to
implement it, and it can only be achieved by strengthening the cooperation, that already exists.
Therefore, in order to implement in the best way this Development Strategy, there are more than
welcome all comments and suggestions of the opinion and the stakeholders.

BACKGROUND
Our Academy campus has existed since the mid 1960s. Until 1971 it was primarily used as a training
institute of the Yugoslav Army, while in 1971 it became Police Academy (police secondary school).
Starting from September 1999, Department of Police Education and Development (DPED) of the
OSCE Mission in Kosovo together with UNMIK, created a Kosovo Police Service fully organized
and sustainable service which respects and implements all the principles of democratic policing
oriented in a multiethnic community. Emergency phase, from 1999 until the end of 2002, was
characterized by rapid training and deployment of the recently formed Kosovo Police Service.
Transition phase, which began in 2003-2004, was characterized by its transformation from Kosovo
Police Service School in a public safety institution, by being a host of training for Police, Customs,
Correctional Service and Department of Emergency Management. In this stage was made the
capacity building of local staff. In 2005, the transitional stage entered its final year. During this year,
DPED proposed transformation of the Kosovo Police Service School, which was managed by
DPED, in a public training centre, called Kosovo Centre for Public Safety Education and
Development (KCPSED).
From January 2006, it was officially renamed Kosovo Centre for Public Safety Education and
Development (KPCSED) and transfer stage began. In 2007 the transfer was completed. Centre was
transferred to Kosovo provisional authorities and was fully staffed by Kosovo civil servants.
On March 26th
2008 by the UNMIK Administrative Instruction 2008/3 and the Regulations 2008/17
and 2008/18, it was established Kosovo Centre for Public Safety Education and Development as an
executive agency of the Ministry of Internal Affairs, under whose umbrella will be held joint training
for all public safety providers, focusing particularly on basic, advanced, and specialized management
and leadership training.
On October, 18th
2010 was approved the Administrative Instruction on Organization and Structuring
of KPCSED.
In December 2011 entered into force the Law No. 04/L-053 on Kosovo Academy for Public Safety,
according which the Academy is an executive agency within the MIA, providing training and higher
education for all public safety institutions, but not limited only to: Kosovo Police (KP), Kosovo
Correctional Service (KCS), Kosovo Probation Service (KPS), Kosovo Customs (KC), Emergency
Management Agency (EMA) and Kosovo Police Inspectorate of (KPI).
The Academy is in stage of implementation of the Twinning Project “Improved Education in Public
Safety and Security Sectors” through which it will be established higher education in the Academy
in the form of a four-year Bachelor level study program in the field of public safety. On September
30th
2013, the Academy has applied for accreditation of this program in Kosovo Accreditation
Agency (KAA).

I. Mission and VISION
Mission
Academy provides higher quality services of education, research and development of the public
safety agencies in the Republic of Kosovo.
Vision
In the year 2020, the Academy will be recognized by its stakeholders as national and
international primary institution for all levels of education in public safety and security sectors.
Its staff members will show high level of professionalism and will be entirely devoted to KAPS
organizational values and the principle of the continuous improvement
II. Values
KAPS Development Strategy is based in the following values:
1) Honesty – From each member of the Academy is expected to act honestly, in terms of work
and private life. This is very much needed and necessary to make possible and realizable that
KAPS to become a model (example) of public institution. KAPS will also significantly show
honesty in its decision making processes.
2) Transparency – All KAPS processes: planning, decision-making, assessments, reporting
and achievements should be completely transparent to all stakeholders emphasising on
structure, arguments and responsibility.
3) Demonstrated responsibility (accountability) – KAPS strongly demonstrates that it will
have the full responsibility for the competence level of the graduates. Within KAPS, each
member will take responsibility for results arising from their actions and decisions.
4) Professional ethics – KAPS emphasizes the fundamental importance in its commitment to
all education levels, the best professional practices and organizational values. KAPS as an
institution would be an example in this regard.
KAPS will fulfil its mission by:
Having the leading role in the scientific and professional development of the Kosovo public
safety institutions, as well as being an example of the best practices in the field of education,
research and development
It is remarkable as the foundation for further education and professionalism in the field of
public safety programs;
Continuing to improve the quality of education and training for public safety institutions and
the Kosovo citizens, by establishing and continuously improving the quality assurance
internal system;
Assisting in the democratic law enforcement promotion process and civil safety;
Reorganizing the human resources structure based on the applicable legal framework, in
order to increase their efficiency and effectiveness;
Providing services for private individuals and legal entities;
Cooperating with the communities and other national and international institutions.

III. Methodology
Development Strategy of the Academy is based on principles derived from the Constitution of
the Republic of Kosovo, legislation into force and international instruments. KAPS Strategy is
based on the best practices of the accredited institutions in the field of public safety, applying
the most advanced international standards. Strategic planning process has involved
comprehensive consultations with stakeholders, other Kosovo governmental institutions, and
other national and international partners.
The Methodology of the strategy includes the following aspects:
Qualitative studies through certain focus groups;
Collection of the literature and materials within KAPS;
Comparative study between current situation, achievements and objectives for the future;
Recommendations from reports on KAPS assessment compiled in different time periods,
performed by AQAS, FRIDOM and the Twinning Project.
IV. GENERAL PRINCIPLES
The objectives foreseen in the Development Strategy of the Kosovo Academy for Public Safety
are led by the following principles:
4.1. The principle of legality - staff, attendees and other persons must carry out all duties and
responsibilities defined by applicable legislation.
4.2. Principle of Professionalism - staff, attendees and other persons should act in a
professional manner in the exercising of their duties.
4.3. The principle of efficiency - staff, attendees and other persons should organize their daily
work correctly, punctually and efficiently.
4.4 The principle of equal treatment and non-discrimination - staff, attendees and other
persons should respect the dignity and equality of everyone, without distinction or
discrimination of any kind.
4.5. The principle of respect - staff, attendees and other persons should be polite and honest by
respecting integrity and personality of each-other.
4.6. The principle of avoiding conflicts of interest - staff, attendees and other persons should
not allow their private interests to come in conflict with their public position, to avoid
conflicts of interest and do not ever use their position for private interests.
4.7. The principle of confidentiality - staff, attendees and other persons are obliged to maintain
the confidentiality of information in the exercising of their work responsibilities and not to
use such information for other purposes.
4.8. The principle of objectivity - staff, attendees and other persons should not use prejudice,
favours, or other influences that may put in danger its objectivity.
4.9. The principle of development - staff, attendees and other persons must be honest for
sustainable development and willing to contribute to this process.
4.10. The principle of continuity - for achieving the objectives of this Strategic document of
Action Plan Development, is required ongoing and comprehensive engagement of all
relevant institutions and stakeholders.
4.11. The principle of impartiality – staff, attendants and other persons should not be partial,
which means have a predisposition in favour of a particular outcome during a situation
assessment, by causing unjustified harm to the general interests or to the rights of other
stakeholders.

The legal framework that is related to the implementation of this strategy development, where
primary legislation may be mentioned, but not limited in it, includes;

Law on National Qualifications
Law on Libraries
VI. Strategic Objectives
Kosovo Academy for Public Safety is the responsible institution for provision of training and higher
education, implementation of training policies and strategies, higher education and capacity
development in the areas of public safety, but not limited to: Kosovo Police (KP), Kosovo
Correctional Service (KCS), Kosovo Probation Service (KPS), Kosovo Customs (KC), Emergency
Management Agency (EMA) and Kosovo Police Inspectorate of (KPI).
This is achieved through the following areas:
Training (basic training and continuous professional training);
Higher education;
Research and development.
KAPS aims to be an institution of higher education for public safety sciences that will provide higher
education for officials of public safety institutions, but not limited to them, not only at the Bachelor
studies level (BA), but even at the Masters (MA) and Doctorate (PhD). The Academy will also have
Institute for Research and Development.
Strategic objectives of the Academy are as follows:
1. Development and advancement of cooperation with the stakeholders,
2. Development of curricula for all the levels provided to KAPS,
3. Personnel that in competence and capacity point of view fulfills KAPS educational
requirements,
4. Internal organization and infrastructure fulfill needs for the implementation of KAPS
mission,
5. Quality assurance system with the aim of continuous improvement,
6. Functionalization of Research and Development Institute at KAPS

VII. INTER-INSTITUTIONAL MECHANISM
Institutional mechanism means the role and coordination of activities of the Government of
Kosovo, Office of the Prime Minister and relevant ministries, Ministry of Interior, Ministry of
Justice, Ministry of Finance, Ministry of Education, Science and Technology and other relevant
institutions of the Republic of Kosovo, which have a key role in implementing this Strategic
Development Plan and Action Plan.
9.1 Office of the Prime Minister – has a functional and a key role in approving of normative
acts proposed by the Academy and supported by the Ministry of Internal Affairs and
relevant ministries. Office of the Prime Minister proposes the Law on Budget to the
Assembly of Kosovo.
9.2 Ministry of Internal Affairs - has a functional role in achieving the objectives set out in
this Development Strategy, based on the policies designed for all independent agencies such
as: Kosovo Academy for Public Safety, Kosovo Police, Kosovo Police Inspectorate, and
Emergency Management Agency. These agencies regularly hold meetings with the Minister
of Internal Affairs and with the Cabinet of Minister, in which is discussed, coordinated and
making-decisions for agency developments.
- Kosovo Academy for Public Safety – is the responsible institution for developing long-term
strategic plan for effective and efficient administration of the Academy. The Academy
coordinates activities with the Public Safety Institutions in order to achieve strategic
objectives.
- Public Safety Institutions (Kosovo Police, Kosovo Correctional Service, Kosovo Probation
Service, Kosovo Customs, Emergency Management Agency and Kosovo Police
Inspectorate) – have functional role in achieving the objectives set out in this Development
Strategy in the capacity of stakeholders.
9.3 Ministry of Justice – has a functional role in achieving the objectives set out in this
Development Strategy, based on policies for Correctional Service and Probation Service as
services within this Ministry.
9.4 Ministry of Finance – has a functional role in achieving the objectives set out in this
Development Strategy, based on genuine policies for Kosovo Customs as a law enforcement
agency within the Ministry of Finance.
9.5 Ministry of Education, Science and Technology – has a key role in the implementation of
this Development Strategy, based on the fact that this Ministry develops policies relating to
education and professional training and higher education, which policies should be
implemented by KAPS.
Kosovo Accreditation Agency - has a role in the implementation of the Strategy
Development, as it is responsible for the accreditation and re-accreditation of public and
private institutions of higher education, within which is included KAPS as well, which
will be an accredited institution of higher education in the field of public safety.
National Qualifications Authority - has a functional role in achieving the objectives set
out in this Development Strategy, since it is responsible for validation and revalidation of
the institutions of professional education and training, where KAPS is also included, that
will be a validated institution of professional education and training in the field of public
safety.

9.6 Ministry of European Integration – has a functional role in achieving the objectives set
out in this Development Strategy, since it is responsible for the European integration process
in the Republic of Kosovo, policies of which process have to be implemented also from
KAPS within MIA.
9.7 International partners - the role of international partners, OSCE and ICITAP, is that, in
partnership with KAPS, through their advices and support, to assist in drafting and
implementation of this Development Strategy.
VIII. INTERNATIONAL COOPERATION
One of the factors for success in the implementation of the Academy's mission and vision based
on this document will be international cooperation. Completion of tasks according to the
international standards and the ability to learn from best practices, will impact on the upgrading
of image, raise awareness for local and international opinion about KAPS as a promoter of
values and quality at all levels of education in public safety and security sectors.
The Bologna process requires meeting a certain set of criteria in the internationalization of higher
education. Based on this, to KAPS are presented the following tasks, which will have priority:
the mobility of students, professors and trainers, professional cooperation, quality assurance,
English language courses, participation in international projects and building networks for
cooperation.
Ix. IMPLEMENTATION, Monitoring AND EVALUATION
Kosovo Academy for Public Safety is responsible institution for implementation, monitoring and
evaluation of the Strategy.
Implementation of the Development Strategy will be achieved through realization of strategic
objectives, specific objectives and the activities foreseen in the Action Plan.
Monitoring and evaluation of realization of objectives and effectiveness of relevant activities are
integral part of this Development Strategy of the Academy and the main component of the
process of its implementation. Monitoring and evaluation will be used to follow the flow of the
strategy, to measure on the process the degree of realization of its objectives, and to evaluate the
needs.
Process of implementation of the Development Strategy will be monitored, evaluated and
reviewed every year by the management of the Academy. This process should include clear
indicators of progress based on periodic reports of academic units.
9.1 Dimensions of monitoring and evaluation
Main dimensions of monitoring and evaluation of the strategy development are:
Institutional capacities;
Indicators of monitoring through and at the end of the five year period;
Sources of information and measuring instruments;
Distribution and use of monitoring and evaluation results.

9.2. Indicators of monitoring through and at the end of the five year period
Final indicators, but not limited only to them, are as follows:
1. Number of relevant legal and sublegal acts that entered into force after the adoption
of the Development Strategy;
2. Created structure (internal reorganization);
3. The number of bilateral and multilateral agreements signed with other relevant
institutions within and outside the country;
4. Reports of monitoring and evaluation of the Development Strategy;
5. Number of trainings and exercises realized at national and international level;
6. Number of certified and graduated students;
7. Number of realized projects;
8. Improved situation of the infrastructure within KAPS;
9. Accreditation of new programs and re-accreditation of existing programs;
10. Campaigns, publications and realized surveys to promote KAPS;
11. Increase and improvement of the financial situation;
12. Number of realized activities in support of NGOs and other public or private
institutions.
9.3. Information sources and measuring instruments
Monitoring and evaluation instruments provide instructions on development of the Development
Strategy, monitoring of planning process and evaluation if this Strategy is successful. Therefore,
information sources and measuring instruments are:
Collection of standardized data and processing system;
The administrative, statistical data from MIA (Kosovo Academy for Public Safety, Kosovo
Police, Emergency Management Agency and Kosovo Police Inspectorate), MJ (Kosovo
Correctional Service and Kosovo Probation Service), MF (Customs Service), MEST
(certification and accreditation);
National and international referral mechanisms;
Evaluation of training and study by public safety institutions (in law enforcement field);
Evaluation by international partners
11.4. Distribution and use of monitoring and evaluation results
Monitoring and evaluation results will be distributed to inform about the progress in KAPS,
respectively achievement of strategic and specific objectives.
Once the progress reports are compiled based on data and observations, they will be
distributed to the users, who are partners in the implementation of this Development Strategy
and the Action Plan.

x. action PLAN
The Action Plan is developed within the overall strategic framework set out in the KAPS
Development Strategy.
Action Plan for implementation of this Strategy contains:
1. Strategic objectives;
2. Specific objectives,
3. Specific activities to achieve the objectives;
4. Responsible and supporting institutions for achieving of each objective and activity;
5. Timeframe for achieving each objective;
6. Financial required resources for development of activities;
7. Indicators for realization of each objective and activity.
The Action Plan is reviewed annually by the KAPS management.
