Emergency Location Service

Overview

ELS sends emergency location directly from the handset to operators

Computed using Fused Location ProviderFuses GPS, Wi-Fi, and cell

Faster and more accurate than traditional aGPS or cell-tower solutions

How it works

1. User places emergency call.2. Location is computed on-device using Fused

Location Provider3. Location sent directly from device to operator,

using MCC/MNC to look up the appropriate endpoint (either HTTPs or Data SMS AML Message ).

Fundamental Principles

1. Device-Initiated: Location can only be initiated by a user explicitly dialing 112/999. Location is relayed directly from handset to specified endpoint (not visible to Google).

2. Backwards-Compatible: Live on > 99% of existing Android devices (2.3+) via Play Services. No OS or hardware upgrades required.
