WANO: A history of international cooperation

Following Chernobyl, the world’s nuclear operators realised that an event at one plant would impact every plant → in addition to the improvements carried out in the different countries, they set up a common organisation committed to reinforcing safety worldwide

1989: WANO London Office and Regional Centres established in Atlanta, Moscow, Paris and Tokyo

2012: A Hong-Kong branch of the London Office opened dedicated to Pre-Start Up Peer Reviews

Today: every operator of a commercial nuclear plant is a WANO member. Over 130 members from more than 30 countries representing ~ 220 nuclear plants or reprocessing facilities.

WANO’s Main Principle

WANO relies on cooperation among peers to share experiences worldwide

• Common interests and commitments of the operators• Peers offer credibility and legitimacy• Direct links between CEOs & CNOs• Stronger support given to those members most in need

Although strictly voluntary, WANO is more and more perceived as a kind of “self regulator” for the operator

Safety Controls and Assessments of Nuclear Operators

During normal operation (and abnormal transients or events) the nuclear operator is the main and ultimate responsible of the nuclear safety. He carries out all the necessary controls and checking in order to verify that safety is guaranteed in every situation (including independent safety evaluations)

In addition, the nuclear operator receives the help and support (challenge, peer reviews, safety assessment) by the other nuclear operators (WANO)

And, of course, the nuclear operator receives also the inspections and reviews from its national regulatory body and IAEA (international atomic energy agency)

Station peer reviewsPeer Reviews help members compare their operational performance against standards of excellence through an in-depth, objective review of their operations by an independent team from outside their organisation.

Follow-up Peer ReviewsFollow-up reviews examine the implementation of the areas for improvement identified during peer reviews.

Corporate Peer ReviewsWANO carries out corporate peer reviews to examine how decisions made at a member’s headquarters affect nuclear safety across the company and how the corporate office supports the stations.

Pre-Start up Peer ReviewsWANO is tasked with providing all new units with a pre-start up review before initial criticality.

How can nuclear safety still be reinforced ?

The worst situation : when an operator is self centered or complacent .

Two key conditions for stronger safety :open and questioning attitude, exchange of information and best practices.

Special attention must be paid to the most isolated plants, companies or countries, as well as to new comers in the nuclear community.

International cooperation should be developped at all levels : states, regulators, vendors, operators.
