Position Information Job Code Title: Operations Assistant (Vavuniya), Number of Positions: 1 Department: Regional Mine Action Office, District Secretariat, Vavuniya Reports to: Mine Action Officer, Regional Mine Action Office, Vavuniya Current Grade: SB 3 / 1 Duty Station : Vavuniya or multiple duty stations Duration : 12 months, with possibility of extension. II. Organizational Context The UNDP Mine Action Project (the Project) supports the Government of Sri Lanka (GoSL) to free Sri Lanka from the effects of mines and unexploded ordnance (UXO) through the management of mine action activities and institutional capacity building. The Project promotes a safer environment for the people of the conflict-affected areas: the rapid release of land for Internally Displaced People (IDPs) resettlement, agriculture, livestock and infrastructure; and increased economic development throughout the country. The Sri Lanka Mine Action Programme (the Programme) operates under the leadership of the National Steering Committee on Mine Action (NSCMA) chaired by the Ministry of Economic Development (MED). The NSCMA provides overall guidance to the Programme, with Regional Mine Action Offices (RMAO) and District Steering Committees (DSC) managing the coordination of operations in the mine-affected districts. The UNDP Project is designed to support the Programme at the national and district levels to coordinate and manage mine action activities as well as strengthen the National Mine Action Center (NMAC). Mine Action comprises five components of complementary activities: Mine Risk Education: Raising public awareness about mines and UXO leading to behavioral change and risk avoidance; Clearance: Assessing the socio-economic impact of landmines and explosive remnants of war on communities to determine where and what actions are needed most. Mapping, marking and clearance; Survivor Assistance: Providing medical, rehabilitation and vocational services to mine and UXO survivors; Advocating for a global ban on landmines: Signing, ratifying and implementing the Ottawa Treaty to Ban Landmines; and Stockpile destruction. Removing the means by which stored landmines could ever be used in the future. Under the overall supervision of the UNDP Deputy Resident Representative (Programme), the UNDP Support to Mine Action Project is implemented through the DEX Programme Management

II. Organizational Context

Unit (PMU) in Colombo and the Government-based Regional Mine Action Offices. Under themanagement of a Senior Programme Manager, the PMU supports the implementation of UNDP’stwo large umbrella programmes for the North and East through the UNDP field offices and inclose collaboration with the Regional Mine Action Offices. The PMU provides the technicalbackstopping to the district-based offices for the efficient delivery of recovery and developmentprojects in the North and East.

Against this background and organizational set-up, the Operations Assistant will report to theMine Action Officer at the Regional Mine Action Office, Vavuniya. 

S/he will support the RMAOs and the NMAC to gather, verify, enter and report information asdirected by MAO.

III. Functions / Key Results Expected

Receive and register all incoming data collection sheets and reports from the MAagencies.

Inspect all received data collection sheets and reports for inaccuracies and report it to theSenior Operations Assistant.

Refer inaccurate data collection sheets and reports back to MA agencies for correction.Submit data collection sheets and reports to the Senior Operations Assistant for approvaland submit a copy of all completion survey reports to the Senior QA Assistant for finalsampling.

Submit approved data collection sheets to the IMSMA section for entering into IMSMA.

Receive final QC report from Senior QA assistant and attach to original CompletionSurvey Report and submit to IMSMA section for entering it into IMSMA.

Maintain an updated movement register as all data collection sheets and reports aredistributed amongst the sections.

Assist the Senior Operations Assistant with the verification and approval of all dataentered into IMSMA.

Maintain a filing system for all hardcopy data collection sheets and reports.

Establish and maintain an archive system for all data collection sheets and reports.

Retrieve information and reports from IMSMA for the compilation of Task Dossiers asrequested by the Mine Action Officer.

Compile Task Dossiers and submit for signatures to relevant authorities in time.

Issue task dossiers to MA agencies per register.

Liaise with MA agencies on IMSMA reports.

Other duties on MA operations as required by the Senior Operations Assistant and theMine Action Officer.

IV. Impact of Results

Sri Lanka’s National Mine Action Programme is implemented at the district level to enablesustainable recovery and the development of mine-affected communities in Sri Lanka.

Key indicators:

Achievement of results targeted in the Project’s work-plan, Sri Lanka’s National Mine ActionPlan and district mine action plan(s).

Effective and efficient delivery of mine action Quality Management services that conform toSri Lanka’s Mine Action Standards and best practices.  

Demining and MRE operations are carried out by mine action agencies in conformity with Sri

Lanka’s Mine Action Standards and best practices.  

Expanded partnerships with relevant government agencies, donor organizations, deminingoperators and community-based organizations.Positive feedback from partner surveys, independent assessments, evaluations and audits,etc.

V. Competencies

Experience with database use and/or Information Management Systems.

Excellent computers skills in the Windows XP Professional environment with the ability totransfer written text into electronic text.

Experience in operational issues for Mine Action will be an advantage.

Good ability in topographical map reading.

Accuracy of work and meeting deadlines.

Willing to travel for training if required

Possess good work habits with a willingness to work in a multi-cultural environment.

Flexible and adaptable to any situation.

Be in good health.

VI. Recruitment Qualifications

Education: Minimum of General Certificate of Education (GCE) Advance

Level (A/L). 

Experience: At least total 3 years experience in Mine Action programme inSri Lanka with at least 1 year on Mine Action Operations..

Very good working knowledge of the Land Release Proceduresat Sri Lankan Mine Action Programme

Language Requirements: Good ability to speak and write in English with fluency in theSinhala/Tamil language(s).
